It appearing that the ordinance of the City of El Segundo covering
such matters'places jurisdiction'thereof• with the traffic- authority,
Mr. Anthony was directed to make his request directly to the Chief of'
Police. -

Public Safety Commissioner Baker informed the'Couricii Kati he, had
received a request for permission to use the cityls public-address
system at the baseball groundd bn a .number of special -oeaaeions when
night ':basi all games are - to, be played.

It appearing from the discussion which followed that one of the
grounds -rules 'developed iby the - RQareation Commissibri for the control of
events held at night at the high school baseball -gz om nde q r datricts - th6-
use of public address systems thereat, and it appearing also that the
City is averse to the usv,of its public address system untist it i6
operated-by a -city employee-familiar with and aocustomed'to operating
the same, the matter by.:general- coneent-was referred baQk,-to Councilman
Baker for further discussion with the applicants and with the Recreation
Commission, arid,he was empowered to act thereafter as his' ,'discretion
dictates.
Public Safety Commissioner Baker also stated -that in his judgment
too many keys to the lock on the club house at E1 Segundo High School
Baseball Grounds have, been issued, that a new look - abbij1d "be - subst%
tuted for the one presently in use and keys therefor issued only to
municipal employees who have need therefor! to wit: Assistant Street
Superintendent, Gunn; Grounds Keeper,. E. L. Caddington 'and: Baseball
Club Manager, Perry Cainpbel7:- -and that' a duplicate of said key's'be
kept in the key file in the City Clerk's office.
Thereafter, by general consent the City "Clerk'wW6Ahstructbd to
procure a new lock for the baseball grounds club house, and to procure
and distribute•keys'there'for in -the manner heretofore recommended by

City Attorney Woodworth reported having received • a request to- approve
the cancellation of a certain erroneous assessment in amount $90.00. Follow-
ing which it was moved by Councilman Baker,.seconded by Councilman Peterson
the following resolution be adopted:
RESOLVED, that the City Attorney be and he is hereby
authorized to approve, on behalf of the City of E1 Segundo,
California, Cancellation No. 2128, dated August S. 1947, author-
izing the cancellation of:
Assessment No. 371786,.Yol. No. 209, for $90,00 net,
Value of Boat No. 24F49, on account of erroneous
assessment to Ben R. Pitcher, not owned, possessed,
or controlled by.assessee on March 3, 1947.
The foregoing resolution was adopted by the following voter
Ayes: Councilmen Baker, Peterson and Mayor pro tem'Thompson

For convenience in cost accounting and handling the City -Clerk
recommended to the City Council that that certain fund created October 30,
1946, designated and known as "Reserve for Elevated Steel Water Tank" Acc-
ount,in amount $32,540.00, be transferred from the books of the General
Government of the City of E1 Segundo, to the books of the Water Department
of said City, and that the money reserved thereby, likewise be transferred
to the Water Department for disposition by that Department.
The - Council and.the Water.Superintendent concurring, it was moved
by Councilman Baker, seconded by Councilman Peterson, the following
resolution be adopted:
RESOLVED, that that certain fund appearing in the
General Government Books of the City of El Segundo, named and
known as, "Reserve' for Elevated Steel Water Tank" Acd:qunt;.which
said fund was created by this Council October 30,•1946, by
resolution adopted on said date, and of- record,at.Page R -472,
Minutes of the Proceedings of this Council,' be transferred
from the books of the General Government to the books of the
-- Water - Department of the City of E1 Segundo; that the sum of
money represented thereby, to wit: $32040.00, likewise be
transferred to the Water Department;
AND 9 -BE -IT FURTHER RESOLVED,-that said amount.of money
which was allocated and reserved for the purpose of meeting the
obligations of the City of El Segundo', which'ad11-1fall•due
under that certain agreement.between said City and Pittsburgh -
Des= Moines Steel - Company, dated.the 30th day of September, A. D.,
1946, for the construction and completion of a certain elevated
steel water tank, shall be and remain reserved for use only for
the purpose stated; -

In the matter of -the application for a,permit-to occupy, use and
maintain,a house trailer at 319 -West Walnut Averroe -, within the City of
El Segundo;,made by Mrs. G. E..-Gordon, Sr.., and filed with this Council -'
July 30, 1947, and on said date and from time to time: - thereafter - taken
under consideration until this meeting; Acting Building Inspector
Frank Smotony reported-that the trailer house referred to is rented on
a monthly.basis and he recommended that the request be denied-and that
the .trailer be moved to a licensed.trailer court,.if it is to be used
for human habitation on a rental basis.
Thereafter, it-was moved, by Councilman Peterson, seconded by
Councilman Baker, the 'following resolution be adopted.-
WHER,EAS', this Council has care fully considered the
application of Mrs. G. E. Gordon, Sr., for permission to keep
a trailer-and occupy the same for.purposes of human habitation
on the premises numbered and known as 119 West Walnut Avenue
