A regular meeting of the City Council of the City of El Segundo, Cali- fornia, was held in the Council Chamber of the City Hall of said City, on the above date, having been called to order at 7:00 o'clock P. M. by William R. Selby, Mayor. ROLL CALL. Councilmen Present: Baker, Peterson, Skelley, Thompson and Mayor Selby. Councilmen. Absent: None READING OF MINUTES OF PREVIOUS MEETING., The minutes of the regular meeting held on the 2nd day of April, 1947, having been read, and no errors or omissions having been noted, it was moved by Councilman Baker, seconded by Councilman Skelley, the minutes of said meeting be approved as recorded. Carried. WRITTEN - COMMUNICATIONS. Written communications, received from the persons, firms or corpora- tions hereinafter named, were read to the Council and were disposed of in the manner indicated, following reference to each, as follows: EL SEGUNDO PERENT- TEACHER ASSOCIATION, dated April 8, 1947, making inquiry regarding the contemplated installation of play equipment at Grand Avenue Park. Councilman Baker reported that the equipment purchased by the City, consisting of swings, teeter- totter, a horizontal bar.and a slide, haB already been installed in said park. Thereupon the communication was ordered filed and the City Clerk directed to make appropriate reply to said E1 Segundo Parent - Teacher Association. JACK W. EVANS, dated April 7, 1947, being an application for employ- ment. Ordered filed. DUDLEY H. TROJAN, Trojan Novelties, dated April 8, 1947, resting a permit to operate an amusement game at 135 West Grand Avenue,'El egundo. By general consent action upon the request was taken under.advisement and the matter referred .to Public Safety•Commissioner Baker and Chief of Police Hutchins for investigation and recommendation. FOSTER AND KLEISER, dated April 8, 1947, being an application for a permit to erect a two panel advertising sign on private property on the South side of ...Imperial Highway, easterly of Sepulveda Boulevard, the exact locatian being more particularly described in said communication and in a plan of the proposed construction attached thereto. The-Council discussed the matter and Mr. David H. Larson, re- presentative of Foster and Kleiser Company, who was present in the Council Chamber, addressed the Council, explaining his Company's desire for an immediate decision in the matter if the Council can consistently make one. Thereafter it was moved by Councilman Peterson, seconded by Council- man Thompson, the foll6wine3 resolution be adopted: WHEREAS, Foster and Kleiser Company, under date of April 8, 1947, has made application to this Council for a permit to erect and maintain a two -panel outdoor advertising structure in the City of E1 Segundo, said structure to be erected on the South side of Imperial Highway, easterly of Sepulveda Boulevard, within said City, the exact location of which is set forth on sketch attached to said application; AND, WHEREAS, said Foster and Kleiser Company has de- posited with the City Clerk of the City of E1 Segundo the required license fee covering such structure; NOW, THEREFORE, BE IT RESOLVED, that Foster and Kleiser Company be and it is hereby granted permission to erect a two -panel advertising sign board on the South side of Imperial Highway, approximately 750 feet easterly of Sepulveda Boulevard, within said City; provided said sign is to be erected and maintained in all respects in conformity with ordinances of the City of El Segundo respecting the erection of advertising signs; and provided, further, that said sign shall be erected on private property at such point as will not prevent operators of.motor or other vehicles from having a clear and unobstructed view of the highway in all directions for a sufficient distance to enable the operators of any such vehicles to operate the same in a safe manner and so as not to endanger life or property; and, provided further, that such signs shall be erected subject to the approval of the Street Superintendent and the City Engineer of the City of E1 Segundo; AND, BE IT FURTHER RESOLVED, that the City Council of the City of El Segundo reserves the right to.revoke this permit at any time upon refunding to the said Foster and Kleiser Company the pro rata portion of the license fee paid therefor, whenever, in the discretion of said Council, the public interest, necessity and /or safety of said City demands that same be revoked. The foregoing resolution was adopted by the following vote: Ayes: Councilmen Baker, Mayor Selby. Noes: Councilmen None. Absent: Councilmen None. Peterson, Skelley, Thompson and CONSOLIDATED HOUSE MOVERS, INC., dated April 8, 1947, being appli- cation for a permit to move a one story frame building through the City of El Segundo to a Manhattan Beach destination. The City Clerk-having reported that all requisite deposits had been made and fees paid, it was moved by Councilman Skelley, seconded by Councilman Baker, that Consolidated House Movers, Inc. be and it is hereby granted a permit to move a one story frame building through the City of E1 Segundo, such removal route to be southerly on Sepulveda Boulevard from Imperial Highway.to Rosecrans Avenue, it being providedthat said permittee shall notify the Police Department of the City of E1 Segundo of the commence- ment of moving operations within said.City not less than thirty minutes prior thereto, so as to permit said Department to afford traffic protection during such removal operation, the work otherwise to be prosecuted and completed to the satisfaction of the Street Superintendent of the City of E1 Segundo. Carried by. the following vote: Ayes: Councilmen Baker, Peterson, Skelley, Thompson and Mayor Selby. Noes: Councilmen None. Absent: Councilmen None. SPECIAL ORDER OF BUSINESS. The hour of 7:15 o'clock P. M. at this meeting having heretofore been fixes- -as`the'time and place for receiving bids for the construction of rein- forced concrete foundations for an elevated steel water tank and the furnishing of certain materials therefor, in and for the City of El Segundo, the Mayor announced the arrival of the'hour of 7`14 o'clock P. M. and stated that if any person or persons present desired to file bids for such work and improvement, they should do so immediately. The hour of 7:15 o'clock P. M. having arrived, the Mayor announced the time for receiving bids for the construction of.reinforced concrete founda- tions for an elevated steel water tank and the furnishing of certain materials therefor, as advertised for, closed. The City Clerk reported he had in his possession,'in• the same condition as when received, five bids for furnishing all labor, equipment and materials necessary in order to construct and complete concrete foundations for an elevated steel water tank in and for the City of El Segundo, as advertised for, It was thereupon moved by Councilman Peterson, seconded by Councilman Thompson, that the Council proceed to open, examine and publicly declare all bids received this date for the construction of reinforced concrete foundations for an elevated steel.water tank and the furnishing of certain materials therefor. Carried. The Council proceeded to open, examine and publicly: declare said bids, which said bids were found by said Council to be as follows; -to -wit: Bid of McClain Construction Co. on regular form provided therefor, bidding the sum of $4302.32. Said bid was accompanied by Bidder's Bond, with New York Casualty'Company as'Surety,-in ' the sum of $700.00. Bid of Ke- Ston'Construction Co., on regular form provided therefor, bidding the sum_of_$4860.00. Said bid was accompanied by Certified Check No. 1241, drawn on Broadway State'Bank of Los Angeles, payable to City of El. Segundo, in the sum of $500.00. Bid of A. H. Dohrmah Co., on regular form provided therefor, bidding the sum of $4600.00. Said bid was accompanied by Bidder's Bond, with United States Fidelity and Guaranty Company as- Surety, in the sum of, $500.00. Bid of Erskine Construction Co.,--on regular form provided therefor, bidding the sum of $4651.00. Said bid was accompanied by Bidder's Bond, with The Fidelity.and Casualty Company of.New York as Surety, in the sum of $500.00. Bid of Kirkham Bros. Construction Co. on regular form provided therefor, bidding the sum of_$4650.00.__Said bid was accompanied by Bidder's Bond, with Indemnity Insurance•Company of North America as Surety, in the sum of $500.00. Following the opening and declaring -of the above bids., it was moved by Councilman Peterson, seconded by Councilman Thompson, -that all bids received this date for furnishing the'City of E1 Segundo all labor ,_materials and equipment necessary for constructing concrete foundations for elevated steel water tank for said City, be taken under advisement until the next regular meeting of this Council. Carried. WRITTEN COMMUNICATIONS - CONTINUED. In view of the number of applications being received for maintaining and occupying house trailers within the City of E1 Segundo, and the fact that many of such applications do not contain all of the information desired by the Council in considering the same, and believing that it would be advantageous and in the interests of time saving to adopt a uniform form of application for permit to occupy, use and maintain house trailers, and a uniform form of permit for use in such cases, it was moved by Councilman Baker, seconded by Councilman Peterson,_that the following resolution be adopted:. . WHEREAS, to effect uniformity in the filing of applications for permits to occupy, use and maintain house trailers within the City of El Segundo and in the form of permits granted pursuant to the filing of such applications, it appears desirable.to adopt a form for use in such cases,•which may be referred to as the "Regular Form "; AND, WHEREAS, such forms have been prepared and have been approved as to form by the City Attorney; NOW, THEREFORE, BE IT RESOLVED, that applications hereafter filed with this Council for permits to occupy, use and maintain house trailers within the City of E1 Segundo shall be in the following form, to -wit: "APPLICATION FOR PERMIT TO OCCUPY, USE AND MAINTAIN HOUSE TRAILER. 1.9 r Honorable City Council City of E1 Segundo California Gentlemen: The undersigned herbby requests a permit -to occupy, use and maintain a house trailer at within the City of E1 Segundo,.California. Applicant warrants that sanitary facilities at have be.en/will be made available for the use of occupants of said trailer; that applicant will make.such alterations and /or additions in or to said trailer and its facilities as may be recommended by-the Building Inspector.of the City.of El Segundo, California, and will abide by all of the applicable provisions of Ordinances of the City of E1 Segundo, which now are or may hereafter become effective, respecting the maintenance, use or occupancy of trailers within said City. Address I have inspected the above trailer and the premises upon which it will be located, and hereby recommend ' that the permit applied for be granted. There is ther trailers on above not are, described premises. Remarks: - Building Inspector of the City of E1 Segundo, California. ". Y and that any permits issued pursuant to such applications filed with this Council shall be in the following form, to -wit: "TRAILER PERMIT No. NAME pursuant to application therefor, filed with the City Council and the statements therein contained, is here- by granted a temporary, revocable permit, under and subject to the provisions of Ordinance No. 223 of the City of E1 Segundo, California, and ordinances amdndatory thereof or supplementary thereto, to keep and maintain a house trailer at This permit may be revoked at any time by the City Council without cause, without notice and without liability, and unless sooner revoked, shall automatically lapse and become void by limitation. Said permit is granted subject to additional provisions, as follows, to -wit: This permit granted by resolution of the City Council adopted 19 City Clerk - City of E1 Segundo, Calif. By E1 Segundo, California, Deputy. I have read the foregoing permit, and hereby accept the same and agree to abide by the terms and conditions therein set forth. Dated Permittee. that the foregoing forms be and they are hereby adopted as the regular forms for the purposes above indicated. CHARLES LANE, undated, stamped received April 2, 1947, being an application for a permit to keep a trailer on the premises known as 230 Penn Street, E1 Segundo. The report of the Building Inspector, submitted in connection with said application, indicated that the applicant buys used trailers and repairs them for resale and that this work is being done in a R -3 Zone, where this type of business is prohibited. By general consent, therefore, R630 the application was taken under advisement and referred to the Planning Commission for investigation and recommendation. RALPH P. KIRBY, undated, stamped received April 2, 1947, being applica- tion for permit to park a trailer at 316 Oregon Street, E1 Segundo. The Building Inspector having made a favorable report thereon, it was moved by Councilman Skelley, seconded by Councilman Baker,-.that the permit be granted, in regular form, with the expiration date thereof as of June 30, 1947. Carried by the following vote: Ayes: Councilmen Baker, Peterson, Skelley, Thompson and Mayor Selby. Noes: Councilmen None. Absent: Councilmen None. KIRS. MARJORIE HALLER, dated April 7, 1947, application for a permit to keep a house trailer at 6 24 West Mariposa Avenue, E1 Segundo. Assistant Building Inspector Smotony having made a favorable report thereon, it was moved by Councilman Thompson, seconded by Councilman Peterson, that the permit requested U granted, in regular form, with the expiration date as of June 30, 1947. Carried by the following vote Ayes: Councilmen Baker, Peterson, Skelley, Thompson and Mayor Selby. Noes: Councilmen None. Absent: Councilmen None. F. E. MEINE, dated April 9, 1947, being an application for a permit to keep a house trailer at 405 East Oak Avenue. The Assistant Building Inspector's report thereon having been favorable, it was moved by Councilman Peterson, seconded by..Councilman Skelley, that a permit to keep said house trailer be granted, in regular form, the expiration date thereof being June 30, 1947. Carried by the following vote: Ayes: Councilmen Baker, Peterson, Skelley, Thompson and Mayor Selby. Noes: Councilmen None. Absent: Councilmen None. MR. AND MRS. PAUL VETUM, undated, stamped received April 9, 1947, being an application to maintain a trailer and bus at 602 Sepulveda Blvd. In view of the fact that there is ambiguity in the Building Inspector's report with reference to this application, the matter was.taken under advisement and the application referred back to the Building Inspector for clar`_fication as to his report. IBS. L. B. RtTNYON, dated April 4, 1947, being an application to maintain a house trailer at 660 West Maple Avenue, E1 Segundo. The Building Inspector having recommended granting of the permit, it was moved by Councilman Skelley, seconded by Councilman Thompson, that the permit be granted, in regular form, with the expiration date of June 30th, 1947. Carried by the following vote: Ayes: Councilmen Baker, Peterson, Skelley, Thompson and Mayor Selby. Noec: Councilmen None. rbsent: Councilmen None. H. M. ??ENNE I dated 4 - 1 - 47, being an application to maintain a trailer for residential purpoees at 602 Sepulveda Boulevard, El Segundo. Inasmuch as this is a request to r.;aintain a trailer at the same location mentioned in the application of Mr. and Mrs. Paul Vetter, heretofore.presented 0 this Council, with respect to which the'Building Inspector's_report is not clear as to adequate sanitary facilities, this particular application was taken under advisement until the next regular meeting of this Council. MABEL LILLY and RAYMOND E. LILLY, undated, being a request for a permit to park two "trailers at 609 West Oak Avenue. - The Building Inspector having reported favorably thereon, it was moved by Councilman Thompson, seconded by Councilman Skelley, that the permit prayed for.be granted, in regular form, with the expiration date June 30th,-1947. -. BOY SCOUTS OF AMERICA, dated April 4, 1947, inviting the Mayor and his staff to attend its annual District Camporee in Centinella Park, Inglewood, from 10:00 A. M. April 12th to 2:30 P. M. Apri1,13th, 1947. The communication was ordered filed and --the several members of the Council indicated they would attend if possible at some time during the Camporee. ORAL COMMUNICATIONS. None. REPORTS OF STANDING COMMIITTEES., Councilman Skelley reported that pursuant to assignment, he and the City Clerk had this date purchased three desks and other office equipment required in the offices of the City. Councilman Baker reported he has - learned that there is but one non - certificated school employee, who -is employed approximately 70 to 80 hours per month, being compensated by the City of E1 Segundo, in connection with the point recreational program - .sponsored by the City of E1 Segundo and E1 Segundo School - District. -REPORTS OF OFFICERS 'AND SPECIAL COMMITTEES. Chief of Police Hutchins, by written report dated.April 9,1947, announced the cancellation of the appointments of C. E. Murphy and C. A. Stturdevant as Special Police Officers of the City of El Segundo. By writterf-report dated April 9, 1947, the Chief of- Police announced the appointment of`.J.•W. Bradford -as a Special Police Officer of the City of El Segundo and requested approval - thereof. It was thereupon moved by Councilman Baker; second.ed',by Councilman Skelley, that the appointment by the .Chief of-- Polioe.of.the City of E1 Segundo of J. W. Bradford as a Special.Police Officer of,-said City, be and the same is hereby ratified, approved and confirmed.— The City Clerk requested =the cancellation of a certain warrant ordered drawn March 19, 1947, payable to State Employees' Retirement System, explaining that after the warrant referred to had been tendered said-Retir'ement'System, it was returned and a different amount requested. It was thereupon moved by Councilman Thompson, seconded by Councilman Peterson, that Warrant No. 55466, dated March 19, 1947, in amount of $340.74, drawn payable to the order of State Employees' Retirement System against the Pension Fund of the City of El Segundo, R P52 be and the same'is hereby ordered cancelled, and the City Clerk and the City Treasurer of the City of E1 Segundo be authorized and directed to make appr-opriate record of such cancellation in their respective books of account. City Engineer Hutchins reported that in connection with the request of the office of Director of Finance of the State of California for more detail with respect to the City's application for State aid in the matter of defraying the cost of the construction of the Veterans' Housing Project within the City of E1 Segundo, the work of supplying the additional information is progressing but may not be completed until after he has held a conference with representatives of the Federal Public Housing Administration, which he expects to do April 10, 1947. City Attorney Woodworth reported that the City Clerk had submitted to him for approval as to form certain deeds conveying to the City of E1 Segundo Lots 29 and 30, Block 42, E1 Segundo Sheet No. 3, which documents he did approve as to form. It was thereupon moved by Councilman Skelley, seconded by Councilman Thompson, the following resolution be adopted: RESOLVED, that that certain Deed, dated the 6th day of January, 1947, executed by Frances Crosby Beedy King, as Executrix of the Last Will and Testament of Louis S. Beedy, also known as L. S. Beedy, Deceased, conveying to the City of El Segundo, an undivided one -third (1/3) interest in and to all those certain lots, pieces or parcels of land situate, lying and being in the County of Los Angeles, State of California, described as follows, to wit: Lots Twenty -nine (29) and Thirty (30), Block Forty -two (42) Sheet 3, E1 Segundo; in the County of Los Angeles, State of California, as per map recorded in the office of the County Recorder of the County of Los Angeles, State of California, in Book 20, Page 22 and 23 of Maps; and That certain Deed, dated the 13th day of February, 1947, executed by Winslow L. Beedy, Gertrude E..Beedy, Elizabeth Beedy Duncan, Calvin E. BE IT FURTHER RESOLVED, that the City Clerk be and he slikato is hereby authorized and directed to cause said instruments to be filed for record in the office of the County Recorder of Los Angeles County, California. Absent: Councilmen None. - City Attorney Woodworth Stated that Street Superintendent Hutchins had handed him for approval as to form a certain form of bond submitted by Belyea Truck Company intended to cover said Company's liability for damage to public property within the City of El Segundo due to said Company's trucking operations therein, but that he cannot approve the bond in its present form. By general consent, therefore, the instrument was ordered delivered to the City Attorney for further handling, with the view of obtaining a satisfactory bond following discussions with the Belyea Truck Company and its Surety. City Attorney Woodworth advised of a conference with Mr. Pines, the attorney for Sam Block, et al, as a result of which it is anticipated matters concerning Block oil wells within the City of E1 Segundo will be adjusted within one week. UNFINISHED BUSINESS. Moved by Councilman Baker, seconded by Councilman Skelley, that Ordinance No. 311, entitled: AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, DECLARING VACANT FOR PUBLIC ALLEY PURPOSES THAT CERTAIN PUBLIC ALLEY RUNNING NORTHERLY AND SOUTHERLY IN BLOCK 34, WITHIN SAID CITY, which was introduced and read at a regular meeting of the City Council held on the 2nd day of April, 1947, and reread at this meeting, be adopted. Moved by Councilman Baker, seconded by Councilman Skelley, that Chief of Police Hutchins be and he is hereby authorized to attend the Second Annual Administration School for Police Executives, to be conducted by the Federal Bureau of Investigation, April 17th and 18th, 1947, at the Los Angeles Police Department Training Academy in Elysian Park, Los Angeles, and to file his demand against the City of El Segundo.for his actual and necessary expenses in connection therewith.
