A regular meeting of the City Council of the City of El Segundo, California, was held in the Council Chamber of the City Hall of said City on the above. date, having been called to order at 7:00 o'clock P. M. by the City Clerk, the Mayor being absent. By general consent Councilman Baker was- chosen Mayor pro tem and he immediately assumed the duties of the Mayor. ROLL CALL. Councilmen Present: Peterson, Thompson and Mayor pro tam Baker. Councilmen Absent: Skelley and Mayor Selby. READING OF MINUTES OF PREVIOUS MEETING. The minutes of the regular meeting held on the 26th day of March, 1947, were read. No errors or omissions being noted, it was moved by Councilman Peterson, seconded by Councilman Thompson, the minutes of said meeting be approved as recorded. Carried. WRITTEN COMMUNICATIONS. Written communications, received from the persons, firms or corporations hereinafter named, were read to the Council and were disposed of in the manner Indicated, following reference to each as follows: JACK SING PARTLOW, dated March 28, 1947, being application for Automobile for Hire Driver's Permit. . Said application appearing to be complete in all respects, and the Chief of Police.having endorsed thereon his recommendation that the permit applied for be granted, it was moved by Councilman Peterson, seconded by Councilman Thompson, that, subject to the provisions of Ordinance No. 283 of the City of E1 Segundo and pursuant to the application.therefor filed with this Council this date, Jack King Partlow be and he is hereby granted a permit to drive, operate or be in charge of any passenger carrying or motor propelled vehicle defined in said ordinance; "provided, however,_this Council reserves the right to revoke the permit herein granted, when, in its discretion, such revocation would appear to be in the public interest. KIRBY, undated, .stied. received April 2, 1947, application for permit to park and occupy a house trailer at 316 Oregon Street) E1 Segundo. Moved by Councilman Peterson, seconded by Councilman Thompson,_that the communication be received and filed and taken under consideration pending a report from the Building Inspector as to the suitability of the trailer for living purposes. Carried. - NATIONAL FEDERATION OF TELEPHONE WORKERS, dated March 27th, 1947, with reference to the possibility of a national telephone strike. Ordered filed. LEAGUE OF CALIFORNIA CITIES, dated March 27th, 1947) with reference to the urgency of requesting the Assemblyman representing this District �• _ ;Vt�C7 in tiie State Legislature to oppose the adoption of Assembly Bill 14, the substance of which is referred to in said communication. The City Clerk reported that upon receipt of said communication, he had discussed the matter with the Mayor and that telegrams were sent -to Assemblyman Glenn.M. Anderson and State Senator Jack B. Tenney,. urging their efforts to defeat adoption 'of. =raid bill. It was thereupon moved by Councilman Thompson, seconded by Council- man Peterson, that the communication from League of California Cities, dated March 27 1947, concerning'Assembly 8111-14; with reference to the exclusion of territory from cities, be received and placed on file in the office of the City Clerk, and that the action of the Mayor and the City Clerk in dispatching telegrams to the Assemblyman and State Senator representing this District, indicating this City's opposition to the adoption of said Assembly Bill; be and the same ie hereby ratified, approved and confirmed. Public Works Commissioner Peterson discussed the desirability of eliminating an abandoned grade crossing on Coast Boulevard South.of the southerly city limits of the City of Los Angeles. • .Members- of the City Council and the City Engineer engaged in the discussion, at.the. conclusion of which it was moved by Councilman Peterson, seconded by Councilman Thompson, that the City Engineer of the- .City.of E1 Segundo be and he is hereby instructed to prepare, as the other business in his office will permit, plans and specifications for the proposed levelling of an abandoned grade crossing on Coast Boulevard-South of the southerly.city limits of the City of Los Angeles. City Attorney Woodworth informed the Council that there had been submitted . to him this date, for approval, a rider respecting Indemnity Insurance Company of North America Bond No. 959915, with Sam Block, et al, as Principals, and he requested that he be given until the next meeting to report thereon. By general consent it was so ordered. The City Attorney reported receipt from John F. Bender, Special City Attorney, of a communication respecting Lots 30 to 33 inclusive, Block 62, El Segundo, which properties are within the E1 Segundo Veterans Housing Pro- ject, stating that these properties are clear in the name of the City of El Segundo; that there was 'transmitted with said communication title policy of Title Insurance and Trust Company No. 258+606, showing said property vested in the City of E1 Segundo, free and clear of encumbrances except certain County and City taxes and special assessments. The letter further recites there is no need to pay or cancel the liens at this time, but that this may be done when the property is resold by the City. Moved by Councilman Thompson, seconded by Councilman Peterson, that a copy of the letter of transmittal from John F. Bender, Special City Attorney, to Clyde Woodworth, City Attorney, dated March 31, 1947, captioned: "E1 Segundo Housing Program ", with reference to Lots 30 to 33, Inclusive, Block 62, El Segundo, be placed on file in the office of the City Clerk for the purposes of identification and reference; that title insurance policy of Title Insurance and Trust Company No. 258+606, respecting said property likewise be placed on file in said office. At this time City Engineer Hutchins read to the Council a communication received by Mayor Selby from the Department of Finance of the State of Cal- ifornia, dated March 27, 1947, referring to this City's application for reimbursement for certain expenditures made in connection with the veterans' housing facilities of the City of E1 Segundo. . It appearing that much of the information requested by the Department.of Finance is of an engineering nature, by general consent the matter was referred to the City'Engineer for further handling. City Engineer Hutchins reported receipt of a communication from Ray H. Beard, concerning the connection of .a lateral sewer line with the trunk line sewer in Sepulveda Boulevard at a point southerly of Palm Avenue within the City of E1 Segundo, and that the sketch of the proposed work accompanying said communication indicates a.desire on the part of the applicant To run said lateral newer line across private property. The matter was discussed at length, whereupon it was moved by Council- man Thompson, secondea by Councilman Peterson, the following resolution be adopted: RESOLVED, that the communication from Ray H. Beard, undated; requesting authority to make a certain connec- tion to.the main sanitary sewer line in Sepulveda Blvd. be received and placed on file in the office of the City Clerk and hereby referred to and by this reference in- corporated herein and made a part hereof; AND, BE IT FURTHER RESOLVED, that said communication be referred to the'City Engineer for administrative handling, said Engineer to advise said applicant that in the opinion of the City Council a lateral sewer line to serve the properties referred to in said communication should be installed at the expense of applicant in Palm ' Avenue, to connect with said sanitary sewer main in Sepulveda Boulevard; said lateral sewer to be of such dimensions and materials as may be specified by the City Engineer and to become the property of the City of E1 Segundo immediately upon the connection thereof to said _- main line sewer. The City Clerk reported'that due to the resignation on March i4; 1947) of Lorraine Jacques as clerk in the.Building and Planning Department of the_ City of E1 Segundo, it became necessary to immediately fill the vacancy, due to the press of business in that Department and that Miss Irma Wilson was employed March 24th to fill the vacancy. It was thereupon moved by Councilman Peterson, seconded by Councilman Thompson, that the following resolution be adopted: RESOLVED, that the employment on March 23rd; 1947, of Miss Irma Wilson, as Departmental Clerk, Temporary, at, the rate of $8.80 per day for each day said employee is performing service in said capacity, be and the same is here- by ratified, approved and confirmed; said employment to'con- tinue during the pleasure of this Council; AND, BE IT FURTHER RESOLVED, that for such overtime services as said employee is required to render, she shall be compensated in all respects as provided in Resolution No. 871 (the salary resolution) of this Council.
