The minutes of the regular meeting iield on the 9th day of October, 1946, having been read and no errors or omissions having been noted, it was moved by Councilman Peterson, seconded by Councilman Thompson, the minutes of said meeting be approved as recorded. Written communications., received from the persons, firms or corpor- ations hereinafter named; were read to the Council and were disposed of in the manner indicated, following reference to each, as follows: ERI=T L. DeROUCHIE dated October 14, 1946, being a reauest for a perrlit to park and use a house trailer at 228 West Grand Avenue, E1 Segundo. Acting. Building -- Inspector J. D. Locke had indorsed his report thereon indicating that the trailer will provide satisfactory sleeping quarters but questioned the advisability of permitting trailers to be parked in the commercial area of the City. The matter was discussed - by-the - members -of the - Council and Mr. DeRouchie who was present in the Council Chamber was questioned with reference to his application, and thereafter it was moved by Councilman Peterson, seconded by Councilman Baker that the request of Ernest L. DeRouchie for a permit to parka house trailer at 228 -Grand Avenue within the City of E1 Segundo be denied with regret. Carried. GUY H. CULTON, dated October 14, 1946, reouesting a permit to park a three -room house trailer in the rear of the Blue Bird Fountain Shop, in the 200 Block, on the west side of Richmond Street, within the City of El Segundo. Acting Building Inspector J. D. Locke had indorsed upon said application a statement to the effect that the trailer will provide satisfactory sleeping quarters but questioning the advisability of permitting trailers to be parked in the commercial area of the City. This application was considered by the Council, after which it was moved by Councilman Thompson, seconded by Councilman Peterson that the appli- cation of Guy H. Culton for a permit to park a house trailer in the rear of the Blue Bird Fountain Shop, on the west side of Richmond, between Franklin and Grand Avenue, within the City of E1 Segundo, be denied. Carried. ROBERT F. FALCONER AND OTH.EHSI. dated October 16, 1946, being a petition for the paving of the area between Main and.Richmond Streets and running from Grand Avenue to Holly Avenue, within the City of E1 Segundo; transmitting therewith as a contribution to the cost of such improvement the sum of '620.00, with further agreement to contribute an.additional .$180.00; such moneys to be used upon the adoption by the City Council of a certain form of resolution therein set forth. � 45 Councilman Skelley appeared in the Council Chamber during discussion of the before mentioned: communication, the. hour being 7:1`2 o3clock, P.M. and he immediately took his seat at the Council Table. Moved by Councilman Peterson, seconded by Councilman Skelley-that the following resolution be adopted: WHEREAS, it appears that certain residents and property owners of the City.of E1 Segundo are willing to pay certain moneys in the sum of $800.00 into the Treasury of the City of E1 Segundo, California, and into the General Fund thereof, for the purpose of causing certain street improvements within said City to be made; $620.00 of which accompanies this peti- tion, $180.00 of which will be paid at an early date; and WHEREAS, said sum oT $620.00 has been deposited with the City Clerk of said'City'with instructions to pay the same into said General Fund upon'the adoption of the hereinafter resolution, and the said $180.00 will be deposited with said City Clerk at an early date; NOW, THEREFORE, BE IT RESOLVED: That the Street Superin- tendent_be and he is hereby authorized and instructed to cause the portion of that certain, public alley,within the,City of E1 Segundo, known.as the alley in.Block 43, E1 Segundo, lying and being between Main Street and-'Richmond Street and running northerly and southerly from Grand Avenue to Holly Avenue in said block,.,to be improved by-the construction therein of the following improvement, to wits ,A "plant mix" pavement. ; The foregoing resolution was adopted by the following vote: Ayes: Councilmen Baker, Peterson, Skelley, Thompson and Mayor Selby.d Noes: - Councilmen.None. . GLADYS CULVYHOUSE, dated October 8, 1946, indicating dissatisfaction with the apparent present intention to place the property.in that portion of Main Street, between Pine Avenue and Mariposa'Ave nue in an R -3 Zone instead of a C -1 Zone, when final action is.taken upon the proposed Zoning Ordinance of the City of El Segundo and requesting that such-present intent be reconsidered. _ The communication was ordered filed with other matter-heretofore received'in connection with the comprehensive- pj,anning_of the City of El Segundo. Range 15 Nest, heretofore owned by the City of..El Segundo ..and.sold.ta the City of Los Angeles... Following consideration it was•moved by Councilman Thompson, x seconded by Councilman Baker that the following resolution.be adopted: R.:45�► WHEREAS,.there has been presented to this Council at this meeting a Quitclaim Deed Form from the City of El Segundo to the City of LosAngeles, wherein the City of E1 Segundo is to convey to the City of Los Angeles, all right, title and interest in and to that certain.easement for ingress and egress as conveyed-to the City of El Segundo by deed in Book 3084, Page 105 of Official Records of Los Angeles County; AND, THEREAS, the City of El Segundo,-did heretofore„ duly and regularly convey to the City of Los Angeles the following described parcel of real property.to which said above described easement is appurtenant, to.wit: That portion of Section 11, Township 3 South, Range 15 West, S.B.B. &.M., as conveyed to James H. Stalker, a single man, by deed dated 3- 29 -23, recorded 9 -12 -23 in Book 2484,'Page 327 of Official Records of Los'Angeles County. CHAMBERLAIN, undated, stamped received October 14,`1946, being a request for a permit to park a house trailer in the rear of 223 =dest Maple Avenue, E1 Segundo. It appearing that the application had not been received until 4:50 o'clock P.M. this date and that therefore the Building Inspector -had not had sufficient time to inspect the trailer ors-... the premises whereon it is proposed to park the same, the application was taken under advisement until the next regular meeting.of this Council to afford time for the Building Inspector to make "-the requisite.inspection. ORAL COM ETNIUATIONS. Mr.Charles Cramp who resides on the west end of Imperial`'Highway informed the Council that because said Highway dead ends at Hilicrest Street, great numbers of motorists unaware of that fact make use of Imperial Highway west of Main Street and`'are :forced to turn back, and he recommended that an appropriate sign be erected at Main Street and Im- perial Highway to inform the travel;ng public that Imperial is not a through street. R. 43ffl The Council conceded the suggestion a good one and by general con- sent instructed the Street Superintendent to erect a suitable sign as recommended. ' None. REPORTS OF STANDING COMMITTEES . REPORTS OF OFFICERS AND SPECIAL COMMITTEES. The City Clerk reported to the Council that on the 14th day of October at or about the hour of 10:15 A.M. he was served with a summons and copy of complaint in Case No. 520183 in the Superior. Court of the State of California in and for the County of Los Angeles, entitled, "The City of Los Angeles, a Municipal Corporation, Plaintiff, vs. Edwin W. Pauley; City of El Segundo, a Municipal Corporation, et al., Defendants ", and that he. had referred the summons to the City Attorney.. City Attorney Woodworth thereupon explained the nature of the . action to the Council whereupon it was moved by Councilman Baker, seconded by Councilman Skelley that the following resolution be adopted: RESOLVED, that the City Attorney be and he is hereby authorized and instructed to ap-ear on behalf of the City of E1 Segundo, a Municipal Corporation,,one of the defen- dants in that certain action'in the Superior Court of the State of California, in and for the County of Los Angeles, entitled: "The City of Los Angeles, a Municipal Corpor- ation, plaintiff, vs. Edwin W. Pauley; City of El Segundo,, a MInnicipal Corporation, et a1.,.Defendints," bearing No. 520183 being an action to condemn certain boundary line . property between the City of Los Angeles and the City of E1 Segundo required in connection with the erection, con- struction and maintenance of the Sludge Plant at Hyperion;. and BE IT FURTF= RESOLVED, that said City Attorney shall take such steps and file such papers and pleadings and make such arguments and take such a ction'as in his opinion are best in order to preserve and protect the interests of said. city; and ' BE IT FURTHER RESOLVED that said City Attorney shall b e entitled to receive and there shall be paid to him reasonable additional compensation for his services to b.e rendered in connection with said a ction, upon proper demands therefor to be presented, audited and apUrdved;in the usual. manner. The City Clerk reported to the Council that in May, 1945,, an old Ford motor was sold as and for junk to Harry Burli.n, a junk dealer; that recently the said Barry Burlin had requested he'be given a bill of sale for seid motor, inasmuch as.it was salvageable and he sold.the same to another person, who wishes to recondition the same and have it registered with.the Divieion of'Motor Vehicles of.the "State of Califo,rnia..•:. Following discussion, it was moved by Councilman Skelley, seconded by Councilman Baker, that the Mayor of the City of E1 Segundo and the - City Clerk be and they are hereby authorized to execute a bill of sale to Harry Burlin for one sixty -horse power Ford Motor No. R54- 15303M, sold to said person May 11, 1945, provided said bill of sale shall first be,subject to approval by the City Attorney of the City of El Segundo as to form and also subject to his approval ?s to delivery. Peterson, Skelley, Thompson and The Cite Clerk re -orted receipt of a communication from Pierce and Sibert, Inc., Insurance Agents and Brokers, quoting premiums on the Automobile Liability and Property Damage Insurance of the City of El Segundo and on the general Comprehensive Liability Insurance of said City. It appearing that existing policies of the City ex ?ire October 18th and 28th respectively, 1946, and that no'other quotations have been received, and it appearing also that the Comprehensive Liability premium quoted is '271.00 less than the premium previously paid for similar indemnity, it was moved by Councilman Skelley, seconded by Councilman Baker, thpt Pierce & Sibert, Inc., be and they are hereby authorized to write a policy of insurance indemnifying the City of El Segundo against bodily injury liability in limits of $50,000.00 for each person and 1100,000.00 for each occurrence and against property damage liability in the sum of 550'00.00 by reason of the ownership, operation and use of the motor vehicle equipment of the City of E1 Segundo, at an annual premium of not to exceed .1430.25; and also to furnish the City a Comprehensive Liability Policy, with limits of $50,000.00 for one person.and D100,000.00 for more than one person, to cover all operations of the City of E1.Segundo, at a cost of not to exceed 12100.00 for a three year term, payable - 3.700.00 annually; such indemnity to be effective At 12:01 A.M. October 18, 1946: as to the automobile liability, and to be effective from 12:01-A.M. October 28, 1946, as to'comprehensiv6 liability; such policies to be ap,z:roved by the'City Attorney of the said City of E]. Segundo as io form before payment of premiums thereon. The ,foregoing resolution on roll call was adopted by the following vote: Ayes: Councilmen Baker, Mayor Selby. Noes: Councilmen None. Absent: Councilmen None. Peterson, Skelley, Thompson.and The City Clerk reported to the Council that.he had received from the Department of Public Works of the City.oi Los Angeles, an.invoice which accompanied Progress Report No. 2`in connection with the.H,yperion Activated Sludge Plant construction, showing the amounts expended to date in connection with the City of Los Angeles contracts in that regard and he advised that he had furnished the City Engineer a copy of said invoice and said report. City Engineer Hutchins reported receipt of a communication fry m the Office of Price Administration, which was dated September. 25,1946, regarding the rentals to be assigned to the housing project within the City of El Segundo, which communication he then delivered to the City Clerk for filing. City Attorney Woodworth informed the Council that he had just received notification of a hearing before the Railroad Commission of the State of Califoxn is to commence at•10:00 A.M. October 24,1946, in connection• with-the application of Inglewood City Lines for author- ity to increase its bus fares. He explained that if the City desires to present testimony at said hearing, such testimony to have any weight should be developed by an expert rate engineer. The matter was discussed at some length and it appearing from the discussinn that the Railroad Commission will not authorize any rate in- creases unless the testimony presented by the utility justifies the same and is supported by the testimony of the Commission's own experts, no action was taken by the Council. It,was moved by Councilman Skelley,,seconded by Councilman - Peterson that Ordinance No. 303 entitled: " An Ordinance of the City of E1 Segundo, California Amending Ordinance NQ. 299 of said City, Entitled: An Ordinance Zoning the City of E1 Segundo to Estab- lish a District In Which Only Single Family.Residences Can Be Constructed and Prescribing The Penalties For The Violation Thereof.'!, Adopted on the 7th Day of August, 1946, By Amending Section 3 of Said Ordinance. which was introduced and read at a regular meeting of the Council held October 9, 1946 and re -read at this meeting, be adopted. The motion - carried and said Ordinance was adopted by the following vote to wit: = Ayes: Councilmen, Baker, Peterson, Skelley, Thompson and Mater Selby. Noes: Councilmen None. City Engineer Hutchins reported to the Council that he has prepared and has ready for the Council's consideration at such tire as it wishes to give to the matter, pencil drawings of proposed public street openings in portions of the East Acreage in the City of E1 Segundo. Chief of Police Hutchins then informed the Council of a bulletin service which keeps Police Departments up to date on current frauds and swindles, to which service he deemed it advisable the City subscribe. Following discussion, it was moved by Councilman Thompson, seconded by Councilman Baker that the City of El Segundo subscribe to Argus Advisory Service for the Police Department of the City of El Segundo, at an annual subscription price of $3.50. Carried by the following vote: Ayes: Councilmen Baker, Peterson, Skelley, Thompson and Mayor Selby. Noes: Councilmen None. - - Absent: Councilmen None. Councilman Skelley recommended that Fire Chief McConnell and Acting Building Inspector Locke be directed to make a survey and report to the Council at the earliest possible time, their recommendations with respect to a x°evision of the fire districts of the City, so,that when the proposed zoning ordinance of the'City of E1 Segundo is adopted, adequate fire protective construction may be required in those areas which may be closely built up so as'to minimize the danger of disaster by fire.` The other members of the Council concurred in the recommendation,.with the understanding that Public Service Commissioner Skelley and Public Safety " Commissioner Baker collaborate with the before named officials in the preparation of said report and by general consent the Fire Chief and Acting Building Inspector were authorized and directed to make such report. No further business appearing to be transacted at this meeting, it was moved by Councilman Baker, seconded by Councilman Skelley, the meeting adjourn. Carried.
