A regular meeting of the City Council of the City of E1 Segundo,
California, was held in the Courfcil Chamber of the City Hall of slid
City on the above date, having been `called to order at 7:00 o'clock P.M.
by William R. Selby, Mayor
ROLL CALL.
Councilmen Present: Baker, Peterson, Skelley,* Thompson and Mayor
Selby.
Councilmen Absent: None.
READING OF MINUTES OF PREVIOUS METING,
The minutes of the regular meeting held on the 2d day of October, 1946
having been read and no errors or omissions having been noted, it was moved
by Councilman Peterson, seconded by Councilman Thompson, the minutes of said
meeting be approved as recorded. Carried.
The City Clerk crinounced that-he had in his possession, in the same
condition as when received, one bid on tax deeded real property, heretofore
advertised for sale by the City of E1 Segundo.
Moved by Councilman Skelley, seconded by Councilman Peterson, that the
Council proceed to open, examine and publicly declare said bid. Carried.
The Council thereupon proceeded to open, examine and publicly declare
said bid, which said bid was found by said Council to be°as follows, to —wit:
Bid of Charles A. Brockus, on regular form provided therefor, as
follows:
Lot 16, Block 15, El Segundo ---------------------- - - - - -- $655.00
Said bid was accompanied by cash deposit of $165.00.
Following consideration of said bid, it was moved by'Councilman Peterson,
seconded by Councilman Skelley that Resolution No. 854, entitled:

MAX L. SANDERS, dated October 4, 1946, being an application for a
House Moving Permit.
The structure referred to in said application having been inspected
by the Building Inspector of the City of El Segundo, who reported by a
notation thereon, that the same does conform to Building Ordinance of the
City of El Segundo,gnd that ofacial having repommended that the XL. t
applied for be granted, it was moved'by Councilman Baker, Seconded by
Councilman Skelley that the following resolution be adopted:
RESOLVED, that Max L. Sanders be and he is hereby granted -
a permit to`move a one —story frame building .from its present
location in the City of Santa Monica, California, to a new
location on Lot No.22, Block No. 5, El Segundo, it being provided,
however, that said permittee shall notify the Police Department
of the City of El Segundo of the commencement of moving operations
within said City, not*less than thirty—minutes prior thereto, so
as to permit said Department to provide traffic protection during
§uch removal operation, All work otherwise in connection therewith
to bb prosecuted and completed to the satisfaction of the Street
Superintendent and of the Building Inspector of the City of
El Segundo.
The foregoing resolution was adopted by the following vote:

WAR DEIARTMENT, UNITED STATES ENGINEER OFFICE, dated 7 October,1946
being,notice No. 53 to the effect that Palos Verdes Corporation has applied
for War Department Permit to congtruct a pleasure pier in Portuguese Bend,
approximately 800 feet northeast of Inspiration Point, Los Angeles County,
California, and stating that objections thereto must be filed on or before
Thursday, 17 October, 1946. Ordered filed.
H. C. SHELDON, dated October 9, 1946, protesting the adoption of
the proposed Zoning Ordinance for the City of E1 Segundo in its present form
with particular reference to inclusion of,Lot 7, Block 95, El Segundo, in
R -1 (single family residences) Zone„ By general co ent the communication
was ordered received and filed.with other plannirfg,ta for future consideration
tby the Council. `
Imo,. AND MRS. H&MERT P. ALLISON, dated October 6, 1946, protesting
the proposed Zoning Ordinance of the City of E1 Segundo, with regard to
single family residences. By general consent the communication was ordered
filed with other planning data for consideration of the Council.
CLADYS CULVEYHOUSE and twelve others, dated October 1, 1946, being
a petition in three parts, mAking certain recommendations with respect to
the proposed zoning on Main Street, between Pine Avenue and Maple Avenue,
in the City of E1 Segundo. By general consent the communication was ordered
filed with other data in the planning`file of the City*Council for con-
sideration by it at a future date.

MYRTLE W. LY0143 and thirty -eight others, dated October 7, 1946
being a petetion protesting the zoning of Imperial Highway at this time,
to await future developments, but recommending if Imperial Highway is
immediately zoned the frontage thereon be zoned for nothing except business.
Said petition was ordered filed with other planning data for con-
sideration of the Council in the future when it proceeds with its study of
the planning project. o
ORAL COT-YUNICATIONS.
MR. AND MRS. 0. K. GIBBONS inquired when they might obtain a plumbing
permit which would enable them'td proceed with the construction of a trailer
camp on their property on the South side'of Holly Avenue, Westerly of Sepul-
vdda Boulevdrd, explaining that they are being embarrassed by delay.
City Attorney Woodworth explained that inasmuch as they are parties
to a pending court action to compel the City of E1 Segundo to issue to them
certain permits in connection with their 'proposed construction, the City is
powerless to act until the court has rendered its decision in said matter
arid tYfat he as an attorney can not make any recommendations to them in the
absence of their own attorney.
Mr. W. H. Midwood addressed the "ouncil requesting that Lot 1,
Block 14, El Segundo, upon, which he had contemplated the erection of a four -
dwelling court, be placed in R -3 (T "ultiple- Dwellings) Zone instead of R -2
(Two - Family Dwellingp) Zone as presently- contemplated.
He was informed by the mayor that.his suggestion will be given con-
sideration as the Council proceeds with the study of the proposed zoning plan.

REPORTS OF OFFICERS AND SPECIAL, COMMITTEE'S

Public Service Commissioner Skelley reported having discussed with
Mr. C. L. McIlwain, Park Superintendent, the matter of the'bid of Emanuel
Jensen, filed with this Council October 2, 1946 for the purchase of certain
surplus trees on hand at the City of El Segundo Nursery; that lt`,r. McIlwain
informed him that 50¢ der tree is a satisfactory price and he recommended
the bid be accepted and the treee sold at this figure.
It was thereupon moved by Councilman Thompson, seconded by Councilman
Peterson that the bid of Emanuel Jensen filed with this Council October 2,1946
offering 50¢ each for one - hundred or more trees as heretofore advertised for
sale by the City of El Segundo be accepted and the Park Superintendent of the
City of El Segundo be authorized to permit Yr. Jensen to take delivery at the
nursery of as many surplus trees which the City now owns as the Park Super-
intendent in his discretion deems desirable to dispose of at this time. ,
Carried by the following vote:

The City At orney at this time delivered to the City Clerk Form of
Ordinance amending �rdinance No. 299 of said City with respect to the establish-
ment of a district in which only single family residences may be constructed.

NEW BUSINESS
Councilman Skelley introduced Ordinance No-303, entitled:
AN ORDINANCE OF THE CI`I OF EL SEGUNDO, CALIFORNIA
AMENDING ORDINANCE NO. 299 OF SAID CITY, ENTITLED:
►SAN ORDINANCE ZONING.THE CITY OF EL SEGUNDO TO
ESTABLISH A DISTRICT IN WHICH ONLY SIR= FAMILY
RESIDENCES CAN BE CONSTRUCTED'AND PR9SCRIBING THE
PENALTIES FOR THE VIOLATION THEREOF.". ADOPTED ON
THE 7TH DAY OF AUGUST, 1946, BY AMENDING SECTION 3
OF SAID ORDINANCE.
which was read.
City Engineer Hutchins read to the Council, specifications for
drilling a fresh water well for the City of El Segundo, which he had
prepared and he recommended the Council adopt such specifications.
It was thereupon moved by Councilman Thompson, seconded by Council-
man Skelley that Resolution No. 855, entitled:.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EL SEGUNDO, CALIFORNIA, ADOPTING SPECIFICATIONS
NO. WW- 461007 FOR THE DRILLING AND COMPLETION
OF FRESH WATEd WELLS IN AND FOR SAID CITY,
which was read be adopted. On roll call said resolution wasadopted by
the following vote!

Moved by Councilman Peterson, seconded by Councilman Baker that
the City Attorney of the City of E1 Segundo be and he is hereby authorized
and directed to prepare a notice inviting bids for the drilling and com-
pletion of two fresh :cater wells in and for the City of El Segundo, in
accordance with Specifications No. WW- 461007, heretofore approved and adopted
by the Council and to deliver such notice to the City Clerk of the City of
El Segundo and the City Clerk is hereby authorized and instructed to publish
such notices in time, form and manner as required by law, and also to publish
a notice thereof in the Southwest Builder & Contractor. Carried.
Moved by Councilman Baker, seconded by Councilman Peterson that the
Chief of Police of the City of E1 Segundo be and he is hereby authorized to
purchase a new motorcycle for the Police Department of the City of EC_ Segundo
at a cost of not to exceed $765.00. Carried by the following vote:
Ayes: Councilmen Baker, Peterson, Skelley, Thompson and Mayor Selby.
Noes: Councilmen Nona.
Absent: Councilmen None.
No further business appearing to be transacted at this meeting, it
was moved by Councilman Thompson, seconded by Councilman Baker, the meeting
adjourn. Carried.
