.A regular meeting of the City Council of the City of El Segundo,
California, was held in the Council Chamber of the City Hall of said
City, having bepn called to order at 7 :00 P.. M. by William R. Selby, Mayor.

READING OF MINUTES OF PREVIOUS MEETING.
The minutes of the regular meeting -held on the 13th day of November,l946
having been read and no error or omission having been notgd,.it was moved by
Councilman Peterson, seconded by Councilman Baker, the minutes of said meeting
be approved as recorded. Carried.
The City Clerk announced that he had in 49 possession, in the.same
condition as when received, one bid for the purchase of-tax-deeded real
property, heretofore advertised for sale by the City of E1 Segundo.
Moved by Councilman Skelley, seconded'by Councilman Peterson that the
Council proceed to open, examine and publicly declare said bid. Parried.
The Council thereupon proceeded to open, examine and publicly - declare
said bid., which said bid was found by said ;Council to be as -follows, tQ -.Vit:
Bid of Caryl Scholl, on regular form provided therefor, as follows:

Said bid was accompanied by cash deposit of $287.50.

Following consideration of said bid, it was moved by Councilman Thompson,
seconded by Councilman Peterson that the bid of Caryl Scholl in the amount of
$1150.00 be rejected. Carried by the following vote:

Special CitS► Attorney Bender then presented the CounCfl a certain Quitclaim
Deed respecting Lot 6, Tract 2111 in the City of E1 Segundo, which he recommended
the Council accept and order recorded, whereupon it was moved by Councilman
Peterson, seconded by Councilman Baker that the following resolution.be adopted:
RESOLVED, that that certain Quitclaim Deed, dated the
15th day of November, 1946, executed by Mildred Boswell and
C. C. Boswell, conveying to the City of El Segundo, a municipal
corporation, the real property in the City of El Segundo, County
of Los Angeles, State of California, described as:
Lot 6, Tract 2111, El Segundo, as per map
recorded in Book 22 Page 141 of Maps, in the
office of the County Recorder of said County,
be and the same is hereby accepted by and on behalf of the City of
E1 Segundo; and
BE IT FURTHER RESOLVED, that•the City Clerk be and he

EL SEGUNDO PARENT - TEACHER ASSOCIATION, dated November 15, 1944,
protesting the issuance of another liquor license in the City of
El Segundo,:as applied for by Mr. Roy Dulin, proprietor'and owner of a
bowling alley and restaurant-at the corner of Richmond Street and Grand
Avenue.
Following discussion, it was moved by:- Councilmen Skelley,
seconded by Councilman Peterson that the communication' from El Segundo
Parent - Teacher Association dated November 15, 1946, protesting the
issuance of a liquor license within the City of 'El Segundo with par-
ticular reference to the application of Mr. Roy Ddlin,'now pending
before.the'State Board'of- Equalization, be received and placed on file
in the; office of the City Clerk and that - that - officer be directed for
acknowledge receipt of said communication with appropriate explanation
informing E1 Segundo Parent- Teacher Association that the.City Council
of the City of E1 Segundo does not issue liquor licenses and that the
license applied for by Mn Dulin and which is referred to in said
communication, is an application for an On Sale Beer License only.

THE TEXAS COMPANY; dated November 18; 1946r requesting said Com-
pany be furnished with a letter evidencing termination of its liability
in connection.with the abandonment of its wells NO--1, 42 S, and 6.
By general consent-the-communication was ordered received and filed
and in view of the fact that the Building Inspector has made no report
with reference to the abandonment of said wells, the matter,of exonerating

The City Clerk reported that representatives of the Guy F. Atkinson
Company, who' -previously, on severail,occasions have discussed with the
Council the matter of the erection and operation of rock bunkers within
the City of El Segundo, had informed him this date that they would not
be present at this meeting fora further discussion of their problem .
inasmuch as they are stir, considering sites for their proposed in
sta.Ilations and will not have reached a decision in the matter until
Thursday or Friday,.at which time they might request a further conference
with the Council.
The Council by general consent indicatted a willingness to convene
at the Atkinson Company's request and io continue its policy of full
cooperation. -

'The City Attorney at this time reported"to the Council with respect
to the matter of the acquisition by`the City of E1 Segundo of 'Lots 32 and
33, Block 42' from the Estate of Nettie McPherson, deceased. Following
such report it was moved by Councilman Thompson, seconded by Councilman
Skelley that the following resolution be adopted:

this Council at this meeting, wherein the City of E1 Segundo

Councilman Baker-,.reporting., with reference to the matter of the
installation of traffic stop signs at Virginia Street and Pine Avenue,
which said matter at the last regular meeting of the Council.was
referred to him and the Chief of Police, stated that the Committee-
would need one additional week for consideration of the problem.
Councilman Baker reporting in connection with -motor vehicle
parking on Main Street., which matter was referred to.him and the Chief
of Police gt' a previous meeting ofthis Council, pursuant to'a commu-
nication received from Louis Heath and others, stated that the committee
would recommend two hour parking on Main Street from Holly Avenue to -
Franklin Avenue, and two hour parking on Richmond Street between Holly

Chief of Police Hutchins reported having had a conference with a.
Signal Man of the State Division of Highways who informed him that it is
hoped the traffic conbrol signals at El Segundo Boulevard and Sepulveda
Boulevard will be in operation within two weeks, and who recommended the
Council immediately cause,'to -be installed power service for the operation
of said signals.
Thereafter, it was moved by Councilman Peterson, seconded by Council-
man Thompson that the City Clerk be and he is._hereby.authorized and
directed to require Southern California Edison Company to install a power
service to the traffic control devices being erected at the intersection of
• Sepulveda and El Segundo Boulevapds. Carried by-the following vote:

• cation, he`had- Conferred�%with the Traffic Control Engineer of the City

after which said Traffic Control•Engineer will furnish the City of
El Segundo a report of the'findings of his Department, together with•rec-
ommendations with reference thereto;
• City Engineer Hutchins reported_ receipt of blue `prin -ts of the
foundation plan for the-elevated tank.'and tower, recently ordered from
Pittsburgh- Des-Moines Sto pamy� and he"l•equested permission to have
the plan checked by Pacifi 9 uilding Officials Conference..
Thereafter,•it was moved by Councilman Skelley, seconded by Councilman
Baker that .the City Engineer of -the City of El -Segundo bi� and he Ys hereby
authorized and directed to cause -:the foundation plan for""the elevated tank
and tower being•ereoted for the'-City of E1 Segundo by Pittsburgh -Des Moines
Steel Company,,-as well as"any other plans or specifications ap urt nant to
said work which he deems desirable, to be checked _.bg' the -Pacif ilding
Officials Conference; such checking to be paid for at the regular rates
charged by said Conference for such services. Carried by the following vote:

Water Superintendent Hutchins reported that Superior Casting Company
has complied with-the conditions'laid down'by the'Council iri its Resolution
adopted February 20, 1946, with reference to service of water to said
Company's building;'situated on. lots 291 to 305 inclusive of Mack 123,
E1 Segundo, and that said Company has actually received service rrom the
Water Works System of said City as-provided in said 8esolution-'and he,
therefore, recommended the exoneration of the bond filed by said Company
for the performance of its obligations with reference to the construction
of water pipe line to its said plant.
Thereupon, it was moved by Councilman Thompson, seconded by
• Councilman Baker that in view of the report of the Superintendent of
the Water Department of the City of El Segundo with respect to the
matter of Water service to Superior Casting Company, that the bond
of said Company filed with this. Council to guarantee the performance
of its obligations,_ under.and pursuant to a certain_ Resolution adopted
by.this,.Council February 20, 1946, to wit:
Bond No. S- 227459 with Royal Indemnity Company as surety in amount
of $2000.00 be exonerated as as to any liability accruing subsequent
this date and that said Superior Casting Company andnsaid Rol Indemnity
