A regular meeting of.tho -City Council of'the City of El Segundo,
California, was held in the Council Chamber oi.the City'Hal.l of said City
on the above date, having been called to order at .7:00 o,'clock P.'M. by
Wililam-R. Selby,.Mayor.

READING OF MINUTES OF F LVIOUS MEETING.
The minutes of the regular meeting held on November -.6, 1946, were 'read.
No errors or omissions being noted, it was moved by Coincilman Peterson
seconded by Councilman Thompson, the minutes of said meeting be.approved as
recorded. Carried.
WRITTEN COMMUNIuATIONS,
Written communications received from the persons, firms or corporations
hereinafter named, were read to the Council and were disposed-of in the'..,
manner indicated, following reference to each, as fojlows:
MRS. NILDRED E. CONWAY, dated November 7, 1946, and
JAMES C. MAYO, dated November 8, 1946, each being.an application for
employment by the City of E1 Segundo. Ordered filed.
Councilman Baker appeared at the meeting at this time, the hour being
7:05 o'clock P. M.* and he immediately took his seat at the Council table.
ETHEL M. PETSCH and two others, dated October 29, 1946,x. protesting
the adoption of the proposed zoning ordinance of the City of El Segundo
in its present.:fara4, with wticular reference to the limitations -on the
construction of two family dwellings and,.rec�uesting.that the people have
an opportunity to vote on the adoption of the proposed,zonin$,.ordinance.
By general consent the communication was ordered received and placed on
file with other documents pertaining to the zoning matter for consideration
of the Council at such time asjt - gives.full and complete consideration to
communications heretofore received respecting the same matter.
NELSON M. SPARGO and ten others, dated November 10, 19469 with- refer-
ence.to the installation of,boulevard stop signs at the intersection of
Virgin $treg an`a`Pine_A "venue -,' i4thinf the City of El Segundo.

and referred to Public Safety Commissioner Baker and the Chef of Police
for investigation, report and recommendations to this Council at the early
convenience of said Committee.
J. W. BRACE, dated November 8, 1946,,being an application for a house
moving permit. It appearing that between the date of the filing of said
application and this date, the Building Inspector has not been able to in-
spect the building and to report to this Council upon its suitability for
moving into the City of E1 Segundo, it was moved by Councilman.Skelley,
seconded by Councilman Peterson that the following resolution be adopted:

WHEREAS, J. W. Brace did under date of November 8. 1946
file with.the-City.Clerk of the City of El Segundo, an appli-
cation tor.' a permit to move a one story frame building from
its present-location*iLt 11117 Santa Mohict'Boulevard, West
Los Angeles.- to a'loca:tion within the City of M Segundo-,'
AND, WHEREAS this-Counc'il has learned from a report made
to it this date by.the City Clerk tbatthe Building-Inspector
'has been unable to inspect the said building up to this time,
to determine whether or not the structure conforms with the
Building Ordinance-of the City of El Segundo ,,and would there-
• •fore be ' suitable for removal into the City of El Segundo;
_ AND., WHEREAS this Council desires that the applicant be
.•ot unnecessarily delayed in the 'tonsummition of his plans
with reference t4) the removal of said building, in event the
same may be done in conformity with Building Regulations of
the City of El Segundo;
NOW; THE2"ORE'BE IT RESOLVED.,-that when the Building,
Inspector of the City of El-Segdhdo shall have inspected the
said building and if he shall find-same satisfactory for
removal 'into the City of El Segundo and endorse'u'

effect, and shall recommend that the permit applied for"be .
granted and'when said'.applicant'has deposited with-the City
Clerk all fees required to be deposited in such cases, that
then and in that event J. W. Brace be and he is herebj,'""
granted a permit to move a one. story frame building fri6m:'
its present location in the City of Los Angeles to a.new
location on t*west 41dt -of Segundo
Boulevard and Fianklin Avenue.,'in the City of El Segundo;' it
being proyided, however, that said permittee shall notify the
Police Department of the City of El Segundo of the commerm-e-
ment 'of moving operations "within said City;- not` -less than
.thirty minutes prior thereto., so as to permit said-Department
to provide traffic protection during such removal operation,,
all work otherwise in connection therer4ith to be prosecuted
and completed to the satisfaction of the Street Superintendent
and of the Building-Inspect.or of the City of El Segundo.'

The City Attorney at this time pre'sented a report from the'Title
Insurance and Trust Company of Los Angeles, which he had received from the
Escrow,Depa3rtment of the Westchester Branch of the -Security'First National
Bank of Los Angeles, relating to lots 9 and 10,, block-112., which the City
is proposing to acquire in said UOMW -for water works purposes,.-

He thereupon read to the Council the said
report. explained the
various matters therein set forth.' After,hearing the report xead.and the
explanation of t)•ie City Attorney given in connection therewith, it,was
moved by Councilman Thompson, -seconded by- COUiicil man Peterson.that a copy
of said report -of Title Insurance and Trust Company which` is dated
September 20, 1946, and which bears No. 2504440, be placed on file in the
office of the City Clerk. and referred to and -. by• this .reference incorpor-
ated herein and made a part.hereof; and that the -City Attorney be author-
ized to-notify the Escrow Department of said Secnrity,First National
Bank of Los Angeles (Westchester Branch) that the City will accept Jpe
said real property subject to the matters set forth in the said report;
provided, however, that:nothing herein contained sha11--be construed as
consenting to the showing of any incumbrances set,forth•in -said report,
such as the Trust Deed therein referred to, this consent being applicable
only to the covenants, conditions, reservations, easements and rights of

The City Attorney•delivered to- the -City 'Clerk far the information of
any officials- interested, a copy of the Tree• Planting Ordinance of the
City of Inglewood.
UNFINISHED BUSINESSe
Mr. Harry James, representing-The Guy.F. Atkinsom Company, at this time
stated to the Council that subsequent to its last regular meeting, various
sites potentially,adapted for his Company!s.use•for•the erection.of,roek.
bunkers have been viewed and investigated by the Company's Engineer, Mr.
Fletcher and he -then asked Mr. Fletcher to explain,-in-detail the. results of
his said investigations. Mr. Fletcher thereupon did,eo and after he•had
concluded, Mr. James stated that he would pgrsue•the matter ft}rther,in an
endeavor to satisfy the Council and the citizens of El Segundo with refer-
ence to the location of said rock bunkers and,wauld make a further report
to this Council at as early a date as possible.
The Council, by general consent agreed to meet in special session to
consider the Atkinson Company problem with reference to rock bunkers, if
such a meeting is deemed necessary before the Councilts next regular meeting.
