A regular meeting of the City Council of the City of E1 Segundo, California, was held in the Council Chamber of the City Hall of said City, having been called to order at 7:00 P. M. by William R. Selby, Mayors on the above date. ROLL CALL. Councilmen Present: Baker, Peterson, Skelley and Mayor Selby. Councilmen Absent: Thompson. READING OF MINUTES OF PREVIOUS MEETING. The minutes of the regular meeting held on the 22nd day of May, 1946, were read. No errors or omissions being noted, it was moved by Councilman Peterson, seconded by Councilman Baker, the minutes of said meeting be approved as recorded. Carried. WRIrM COMMUNICATIONS. The following commiinications, received from the persons, firms or corporations hereinafter wed, were read to the Council and were disposed of in the matter indicated, following reference to each hereinafter: JAMES LEO NORRIS, dated May 280 1946; and JOHN F. MUELLER, dated May 289 1946, each being application for employ- ment with the City of El Segundo. . Ordered filed. COLT17Y COUNSEL, County of Los Angeles, dated May 229 1946, transmitting therewith a form of Agreement designed to accomplish uniform air pollution control enforcement throughout the County at the expense of the County, together with copy of 'a form of uniform ordinance (in duplicate) as adopted by the County, together with a.copy of the enforcement program as outlined by the County Air Pollution Engineer. By general consent action respecting this matter was taken under advisement and the documents were referred to the City Attorney for examination and report to this Council at a future date. TH2 METROPOLITAN WATER DISTRICT OF SOUTHERN CALIFORNIA, dated May 279 1946, acknowledging receipt of a'certain letter written by the City Clerk under date of May 23rd, advising the-District that the members of the City Council favor the annexation of E1 Segundo to the - Metropolitan Water District and requesting that the City Council be informed as to methods and procedures recommended by the.District Board of Directors looking forward to that end; that the communication is being submitted to the Board of Directors of Metropolitan Water District, will be given early consideration and the Council will be advised promptly of the action taken by the Board. Moved by Councilman Peterson, seconded by Councilman Skelley, the following resolution be adopted: %MREAS, during the interim between the last preceding regular meeting of this•Council•and this meeting, the.in- adecuacy.of E1 Segundo's water supply was brought to the " attention of the several members of this Body through applications made for water service; AND, WHM;EAS, all members of the City Council agreed to meet informally during said interim to discuss the problem; R 306. AND, IVILEREAS, all of the members of this Council did actually meet informally on the 23rd day of May, 1946, and did determine that in order to preserve the public health, safety and convenience of the City of El Segundo and in order adequately to serve the constantly increasing domestic and industrial -water requirements of said City, . it is necessary to obtain, pLs quickly as possible, a supply of water to - supplement that now being produced by the City of El Segundo; AND, !ThEREAS, it further appeared that such supplemental supply may be obtained only from the Metropolitan Water Dis- trict of Southern California, and that proceedings should. immediately be initiated to cause the City of.E1 Segundo to be annexed to said Metropolitan Water District; AND, ',­,L1_ERFAS, in view of the aforesaid findings and facts and the urgency thereof, the members of this Council did unanimously instruct the City Clerk-to address a communi- cation .to the Metropolitan "hater District of- Southern California, making application for annexation of E1 Segundo to said District; , AND, JFHEREAS, said City Clerk, pursuant to such instruction, did, under date of May 23, 1946, address a letter to said District, informing said District of the desires and intentions of the City Council as aforesaid,.and at the same time re- questing said District-to-inform this Council, at the earliest possible time, the methods and proceedings it would.recommend under the circumstances; AND, WHEREAS, there was presented and -read to this Council this date a letter -from the Metropolitan Water District .of Southern California, dated May 27, 1946, over the signature of Julian Hinds, General Manager and Chief Engineer thereof, acknowledging the letter of the City Clerk hereinbefore re- ferred to and stating that the communication -is being referred to its Board of Directors and that the City will be advised promptly as to the action taken by the District; NOW, THEREFORE, BE IT RESOLVED, that that certain communication from the Metropolitan Water District.of Southern California, over the signature of Julian Hinds, General Manager and Chief Engineer thereof and dated May 27, 1946, be received and placed on file in the off ice . of the City Clerk for the. purposes of identification and reference; AND, BE IT FURTHER RESOLVED, that the action of the City.Clerk in addressing to the Metroplitan Water District of Sout #ern California, his letter of May 23,.1946, making;, application, on behalf of the City of El Segundo, for a�exa- .tion to said District of said City of El Segundo, be .ratified, approved wid confirmed; AND, BE IT FURTHER RESOLVED, that the informal meeting of the Oity Council of the City of El Segundo, California, - hereinbefore referred to and all actions and instructions given at said meeting, particularly with reference to the letter instructing the City Clerk as aforesaid, be and the same are hereby :ratified, approved and, confirmed. - The foregoing resolution was adopted by the following vote: Ayes: Councilmen Baker, Peterson, Skelley and Mayor Selby. Noes: Councilmen None. , Absent: Councilman Thompson. RAYMOND V. DARBY, Supervisor of Los Angeles County, calling a meeting of representatives of the municipalities in the Southwest are a of the County, interested in water problems effecting the District, to hear the report of the Southwest eater Fact Finding Committee, which Committee has studied the situation and which report will be rendered at said meeting, U R' ' '301 4 to be held Friday noon, June 7, 1946, at Inglewood, California. Moved by Councilman Peterson, seconded by Councilman Skelley, that the Water Superintendent of the City of E1 Segundo and any member.of the City Council desiring so to do, are hereby authorized to attend that certain meeting to be held at the Bold Cup Cafe, Inglewood, California, Tune 7th, 1946, at Noon, for the purpose of hearing the report of the Southwest Water Fact Finding Committee, which has studied the water problems effecting ,the South Bay Area and will be prepared to report thereon at said meeting, such persons being authorized to file their demands against the.City.of E1 Segundo for their actual and necessary expenses in connection with attendance at said meeting. Carried by the following vote: Ayes: Councilmen Baker, Peterson, Skelley and Mayor Selby. Noes: Councilmen None. Absent: Councilman Thompson. J. A. CARMICHAEL, Recreation Director, dated 1jay 29, 1946, requesting that immediate measures be taken to modernize the lighting at the baseball diamond on the High School grounds. In connection therewith, the City Clerk report-ed that he had caused Southern California Edison Company's lighting engineer to test the efficiency of the lighting at said ball grounds, which test disclosed that the present lighting is exceedingly substandard; that said lighting engineer further reported that inasmuch as the lighting fixtures now in use are over ten years old, it would not be economical to attempt to renovate said*fixture.s, as any improvement thus attained would be of a temporary nature only. The City Clerk further reported that a representative of, a lighting fixture manufacturing concern had conferred with him respecting certain recommended installations, but that a written report thereon has not -beeA. received up to this date. This manufacturer did suggest, however,over the telephone this date, that immediate improvement would be obtained, so that scheduled league soft ball games may be run off as planned, if the lighting units now in use are removed and twenty new improved type reflectors-installed; that the reflectors proposed to be installed will cost approximately $545.00, including California State Sales Tax, before installation. Discussion followed the foregoing report, whereupon it was moved by Councilman. Baker, seconded by Councilman Peterson, that the City Clerk be and he id hereby authorized and directed to immediately place an order with Gough Industries, Inc. of Los Angeles, for the purchase of twenty lighting units, for installation at the baseball diamond of E1 Segundo High School, now under lease to the City of El-Segundo for recreational purposes, and to attend to all other necessary details for their installation and readiness for use at;the earliest practicable time, all at a cost of pot to exceed $700.00, which sum shall be chargeable to the Recreation Fund of the City of El Segundo. Carried by the following vote: Ayes: Councilmen Baker, Peterson, Skelley and Mayor Selby. Noes: Councilmen None. Absent: Councilmap Thompson. ORAL COMMUNICATIONS. None. - REPORTS OF STANDING COMMITTEES. Building and Planning Commissioner Skelley reported having received from Park Superintendent Mcllwain an inventory of surplus tree stock at the City nursery, which the City mdy dispose of. Discussion which followed, developed the fact that the City has also a passenger automobile, two dump trucks, some band uniforms,•collepsible chairs and a stereopticon machine, none of which has any further utility so far as the City of E1 Segundo is concerned, and all of which may be offered for sale. After discussion, it was moved by Councilman Skelley, seconded by Councilman Baker, thattthe following resolution be adopted: 'AREAS, this Council finds and determines that the following items of municipal property are no longer needed or suitable for municipal work or requirements and it seems advantageous for the City of E1 Segundo to sell same by written bid, to -wit: ITEM 1: 1- 1941 Ford V8 four -door Sedan Motor No. BS18- 6554620Y, Serial No. 99A327658, License No. E 62149; Item 2: 1 -1930 Ford 1$ Ton Dump Truck, Motor No. R4- 33121M, Serial No. 4829694, License No. E 24952; Item 3: 1 -1930 Ford 12 Ton Dump Truck, Motor No. R4- 29632M, Serial No. 4823698, License No. E 23959; Item 4: Miscellaneous Band Uniforms, consisting of 19 caps, 14 coats, 7 pants; Item 5: 100 (approximately) wood Folding Chairs; Item 6: 2 Catalpa trees in five gallon cans; Item 7: 2 Eucalyptus Trees (Eucalyptus Viminillis) in five gallon cans; Item 8: 8 Macadaminia Ternifolia (Queensland Nut Tree) in five gallon cans; Item 9: 12 Honey Locusts-in five gallon cans;. NOW, THEREFORE, BE IT RESOLVED, that the City Attorney be and he is hereby instructed to prepare a notice inviting bids on the before mentioned property and furnish the same to the City .: Clerk, who shall cause said notice to be published in due time. Public Safety Commissioner Baker reported to the Council that the Recreation Commission of the City of E1 Segundo had intended to have presented to the Council at this meeting a written request for certain playground equipment for installation at Grand Avenue Park; but that inasmuch as said communication has not been received, he would like to report thereon, inasmuch as he.is a member of the Commission and familiar with their desires in that regard. He thereupon informed the Council concerning the play equipment desired and the cost therecf, whereupon, after consideration, it was moved by Councilman Baker, seconded by Councilman Skelley, that the City Clerk of the City of E1 Segundo be and he is hereby authorized and directed to acquire the following items of playground equipment, to -wit: 1 No. N -116 3- Chair Set; 1 Combination Set No. 38, as-described in Porter's Catalogue of Recreation equipment; and 1 Sand Boa, to be constructed by the Street Department of the City of E1 Segundo; and to cause the same to be installed in Grand Avenue Park of the City of E1 Segundo, all at t-a cost of not -to exceed $500.00, such cost and expense to be charged against the Recreation Fund of the City of El Segundo. 'Building and Planning Commissioner.Skelley reported having conferred with a number of organizations within the City-of E1 Segundo respecting Christmas Holiday decorations and of having consulted another decorating firm with the view of obtaining plans and prices for such work, but that he is not prepared at this time to render a definite report to the Council respecting the matter. REPORTS OF OFFICERS AND SPECIAL COMMITTEES. Chief of Police Hutchins reported that following a conference with the Police Department of the City of-Los Angeles with reference.to the control of traffic in E1 Segundo, June 1st and 2nd, 19469 the 'dates upon which air races will be held at Los Angeles Municipal Airport, he has decided to prohibit motor vehicle parking on those days on Imperial Highway, between Main Street and Inglewood - Redohdo Road; on E1 Segundo Boulevard, between Sepulveda Boulevard and Inglewood- Redondo Road, and on the east side of SepulvB da Boulevard, between E1 Segundo Boulevard and Imperial Highway. City Attorney Woodworth reported progress with.respect to the acquisition, by the City of El Segundo, of certain lots in Block 42, wdhich .he. has heretofore been instructed by the Council do attempt to acquire for the City for govern- mental use. The Chief'of Police reported that he and Safety Comtissione r Baker had made an investigation of the request of North American Aviation, Inc. that warning blinkers be installed in Imperial Highway adjacent.to the traffic-control signals now in operation in said highway, between Sepulveda Boulevard and Inglewood- Redondo Road, and-it is their recommendation that:permission be granted North American Aviation Inc. to install such warning blinkers. It was thereupon moved by Councilman Peterson, seconded by Councilman Baker, that in view of the recommendation of the C hie f of- Police and of Safety Commissioner Baker, as made to this Council this date, the request of North American Aviation, Inc., filed with this Council May 22nd., 1946, that it be given permission to install warning blinkers at its own expense r in Imperial Highway, between Sepulveda Boulevard and Inglewood- Redondo Road, R 31,0 at points indicated in said communication, be granted and such installation is hereby accordingly authorized. Moved by Councilman Baker, seconded by7Councilman'Skelley, that Ordinance No. 296, entitled: AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, AMENDING ORDINANCE 110. 276 OF SAID CITY, ENTITLED: "AN'ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, GIVING AND GRANTING THE CONSENT OF SAID CITY TO THE INST_GLIATION AND MAINTENANCE OF CERTAIN WATER SERVICE CONIv'ECTIONS WITHIN SAID CITY OF EL SEGUNDO, BY THE DEPARTMENT OF WATER AND POWER OF THE CITY OF LOS ANGELES, IN AND ACROSS CERTAIN OF THE PUBLIC STREETS WITHIN SAID CITX OF EL SEGUNDO. ", BY ADDING A NEW SECTION TO BE KNOWN AND DESIGNATED AS "SECTION.4.2" THERETO , which was intfoduced and read at a regular meeting of this Council held on the 22nd day of May, 1946, and reread at this meeting, be adopted. Carried by the following vote: Ayes: Councilmen Baker, Peterson, Skelley and Mayor Selby. Noes: Councilmen None. Absent: Councilman Thompson. None. PAYING BILLS. NEW BUSINESS. The City--Engineer inquired of the Council if it had definitely, determined upon the locations at which the housing units recently allocated the City of E1 Segundo by the Federal Public Housing'Authority will be installed. He tt bmitted a sketch showing locations of publicly.owned real property in Block 410 Block 61 and Tract 2111, which he has recently surveyed and which may be made acceptable to the Federal Public. Housing Authority by grading at ,slight cost and by the installation of public utilities. The Council, by general consent, agreed that the sites indicated on the sketch submitted by the City Engineer are satisfactory to it and there- after it was moved by Councilman Peterson, secolided by Councilman'Baker, that the City Clerk be and he is hereby authorized to request Southern California Edison Company to install all poles and lines necesdary to furnish electrical service to those portions-of Blocks 41 and 61, and Tract 2111, which the.City of E1 Segundo proposes to utilize as sites for .emergency public housing. Carried by the following vote: Ayes: Councilmen Baker, Peterson, Skelley and Mayor Selby. Noes: Councilmen None. Absent: Councilman Thompson. Following a report of Street Superintendent Hutchins respecting the necessi';y and desirability of painting a center line stripe in Rosecrans Avenue -, between the easterly and westerly city limits of the City of E1 Segundo and the recommendation of a member of the Council that Coast Boulevard;-within the City of E1 Segundo, also be restriped, it was moved :R 3 . by Councilman Skelley, seconded by Councilman Peterson, that the Street Superintendent of the City of El Segundo be and he is hereby authorized and directed to cause center line stripes to be painted in Rosecrans Avenue, between the easterly and westerly city limits and in that portion of Coast Boulevard, within the City of El Segundo, all at a cost of not to exceed $125.00. Carried by the following vote: Ayes: Councilmen Baker, Peterson, Skelley and Mayor Selby. Noes: Councilmen None. Absent: Councilman Thompson.- Following a report by the Chief of Police that a nuisance is created in a portion of Sepulveda Boulevard, from time to time, by the flushing of a service station property, which causes water, oil and grease to accumulate along the curb, thereby causing the improvement in the highway to disintegrate, it was moved by Councilman Skelley, seconded by Councilman Baker, that the City Attorney of the City of El Segundo, be instructed to prepare and present to this Council an ordinance making provision for the control and /or prohibition of placing injurious substances or materials in any of the public streets in the City of El Segundo. Carried. No further business appeasing to be transacted at this meeting, it was moved by Councilman Skelley, seconded by Councilman Baker, the meeting adjourn. Carried.
