City of El Segundo, California, was held in the Council Chamber of the City Hall of said City, on the above date, having been called to order at 7:00 P. M. by William R. Selby, Mayor. ROLL CALL. Councilmen Present: Baker, Peterson, Thompson and Mayor Selby. ' Councilmen Absent: Skelley. READING OF MINUTES OF PREVIOUS 11EETING. The minutes of the regular meeting held on the 5th day of June., 1946, having been read and no errors or omissions appearing, it was moved by Council- man Peterson, seconded by Councilman Baker, the minutes of said meeting be approved as recorded. Carried.. 14RITTEN COMMUNICATIONS. Written communications, received from the persons, firms or corporations hereinafter named were read to the Council and were disposed of in the manner indicated, following reference to each as follows: BERNA.PD LAWLER, Attorney At Law, dated June 12, 1946, transmitting therewith a certain Grant of Easement for sewer purposes, over and across a portion-of Lot 25;-Tract 2589-, in the City of El Segundo, which he requested the Council to accept in order to afford sewage disposal facilities to a certain tract of land lying easterly of said'Lot-25, Tract-2589,-, Councilman Skelley appeared at the meeting following the reading of said communication, the hour being 7:05 P. M. and he immediately took his seat at the Council table. The matter of accepting the sewer easement presented the Council this date by Bernard Lawler, was discussed at length, following which it was moved by Councilman Skelley, seconded by Councilman Peterson, that the following resolution be adopted: WHEREAS, there has been presented to this Council an easement for sanitary and /or storm drain purposes, executed by Charles E. Kenney and Anna Kenney, dated the 30th day of April, 1941, in, under and along that certain parcel of land, situated in the City of E1 Segundo, County of Los Angeles, State of California, described as follows, to -wit: The Southerly 15 feet of Lot 25, Tract 2589, as per map of said Tract recorded in Book 25, Page 52 of Maps, in the office of the County Recorder of said Los Angeles County; AND, WHEREAS, this Council believes that the said easement is necessary in order to properly provide for the construction of sanitary sewer facilities; NO11, THERFF'ORE, BE IT RESOLVED, that the said easement be and the same is hereby approved; that the same is hereby accepted by and on behalf of the City of E1 Segundo, and that tW City Clerk of said City be and he is hereby authorized to cause the said easement to be recorded in the office of the County Recorder of Los Angeles County, California. The foregoing resolution was adopted by the following vote: Ayes: Councilmen Baker, Peterson, Skelley, Thompson and Mayor Selby. Noes: Councilmen None. Absent: Councilmen None. LOS ANGLES COUNTY DIVISION, LEAGUE OF CALIFORNIA CITIES,.undated, announcing its regular monthly meeting to be held at Whittier,'California, June 20, 1946. Ordered filed. BENNY LEE GUERRA, dated June 11, 1946, being an application for employment by the City of El Segundo. Ordered filed. STANDARD OIL COMPANY OF CALIFORNIA, dated,June -4, 1946, being -an application for a permit to drill an•oil and /or gas well in`a portion of Section 7, Town- ship 3 South, Range 14 West, in the City of E1 Segundo. The application appearing to be in satisfact6ry form, and requisite license fee having been tendered therewith, it was moved by Councilman Peterson, seconded by Councilman Thompson, that Resolution.No. 834, entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, GRANTING TO STANDARD OIL COMPANY OF CALIFORNIA A PERMIT FOR.THAT CERTAIN . OIL WELL IN SAID CITY DESIGNATED AND `KNOWN -'AS "STANDARD OIL COMPANY OF CALIFORNIA GOUGi #20 ", which was read, be adopted. McILWAIN,•Park Superintendent, dated June 11, 1946, calling attention to the damage of municipal property in the public parks of,the City of E1 Segundo, and recommending measures be taken to eliminate, or at least curtail, the losses which have been occurring frequently in the recent past; Subsequent to discussion on the subject, it was moved by Councilman. Skelley,. seconded by Councilman Peterson, the following resolution be adopted: RESOLVED, that until the further order of this Council, the Chief of Police 'be and he is` hereby authorized to employ I. such special officers and for such period or periods of -ti #e. as in his judgment may necessary in order to accomplish . any item or items of investigation-incident to the proper. administration of said Department; such special officers to be compensated for their services at the rates as may be-. prescribed in the Salary Resolution of the City current at the time of the employment. Absent: Councilmen None. _ • At this point the City Clerk reported to the Council that he had in his possession, in the same condition as when received, one bid on real property R; 32Q; heretofore advertised for sale by the City of El Segundo. Thereupon it was moved by Councilman Skelley, seconded by Councilman Baker, that the Council proceed to open, examine and publicly declare said bid. Carried. The Council proceeded to and did open, examine and publicly declare said bid, which said bid was found to be as follows: Bid of Wilfred J. Braun, submitted on regular form provideitherefor, as follows: Lot 3, Block 13, El Segundo - - - - - - - - - - - - - - - - $350.00 Said bid was accompanied by Money Order No. 440782,'dated June 12, 1946, drawn on El Segundo Branch, Security -First National Bank of Los Angeles, payable to City of-E1 Segundo,,-in the sum of 5100.00. Following consid6ration of said bid, it was moved by Councilman Skelley, seconded by Councilman Baker, that.Resolution No.•835, entitled: RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL, SEGUNDO., CALIFORNIA, ACCEPTING THE CASH BID OF WILFRED J. BRAUN FOR CERTAIN CITY 014NED REAL PROPERTY, - which was read, be adopted. Said resolution was adopted by the following vote: Ayes: Councilmen Baker, Peterson, Skelley, Thompson and Mavor Selby. City Engineer Hutchins read-,to the Council a certain communication. he had received from the Division of Highways of the State of California,, which 'is dated June 6', 1946, and which accompanied a final report of the cost of construction of .a portion of E1 Segundo.Boulevard within the City of E1 Segundo, and which indicated that as soon as the final audit of the cost of the work has been made, the City will receive a warrant in the sum of. $792.59, as a refund of the excess deposit made by the City when the improve- ment was authorised. By general consent this communication was ordered placed on file in the office of the City Clerk. Chief of Police Hutchins reported to the Council concerning.& traffic accident which -occurred June 8th, 1946, at the intersection of Eucalyptus Drive and Mariposa Avenue, within the City of tl Segundo, an d which involved a police car of the Police Department of the City. - City Engineer Hutchins, pursuant to previous direction of the.Council, reported concerning the cost of the construction of a certain 6" sanitary sewer line in the alley Westerly of Concord Street, from Mariposa Avenue to a point 180 feet Southerl-� thereof in the City'of El Segundo, which said sewer line was installed by Mr. Arnold Schleuniger at his own cost and expense. R �2� Following this report, it was moved by Councilman Thompson, seconded by Councilman Baker, that the report of City F,ngineer Hutchins on .the cost of the construction of a 6" sewer line in a portion of that certain alley lying westerly of Concord Street and running southerly a distance of 180 feet from Mariposa Avenue, presented this Council this data in accordance with direction given said City Engineer at the last meeting of this Council, be noted and ordered filed in the office of the City Clerk; and that.the matter of reimbursing Mr. Arnold Schleunigea, who constructed said sewer line at his own expenses be referred to the Engineering Department of the City of El Segundo for administrative handling in the-future, exc9pt`. that said- "Engirieeriag' Department =iaebd -not - be =T' concerned ,therewith: beyond a period of fiv8 years' frft,;this. date;. Moved by Councilman Peterson, seconded by Councilman Thompson., that Ordinance No. 297, entitled: AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, AMENDINq ORDINANCE NO. 204 OF -SAID -63TY, ENTITLED, ; - MN ORDINANCE OF-THE CITY OF IL SEGUNDO, CALIFORNIA.., REGULATING TRAFFIC UPON THE PUBLIC STREETS, AVENUES-, ALLEYS, THOROUGHFARES AND PLACES WITHIN SAID CITY, AND-RA-PEALING ALL ORDINANCES AND PARTS OF OR_DIN_ANCES__ IN CONFLICT THEREWITH.", PASSED AND ADOPTED ON THE 28TH DAY OF OCTOBER, 1936, AS AMENDED TO DATE, BY,. ADDING A NEW SECTION THERETO TO BE KN9WN AND DESIGNATED • AS "SEC'TIGN 71.1 ".. which was introduced and read at a regular meeting of the.City Council held June 5,•1946, and reread at this meeting, be adopted. In the matter of obtaining quotations on a public address system for the City of El Segundo, the.City Clerk reported that on May 28th he had - requested eight suppliers in El Segundo to submit prices on the said equip- ment, but that two only have responded. • The proposals to furnish a public address system complete, as submitted bl, F & F Radio and Appliance Company and by Gordon Radio and Appliance Shop were read to the Council and after consideration of the same, the matter was referred back to the City Clerk for further handling in line with the Council's discussion. The City Clerk requested the cancellatiop -of a certain warrant heretofore ordered drawn by the Council, whereupon it was moved by Councilman Peterson, seconded by Councilman Thompson,.that Warrant No..53353, dated June 5, 1946" in amount $100.00, drawn payable to the order of Gordon Whitnall, be and the same is hereby ordered cancelled and the City Clerk and City Treasurer directed to make appropriate entries of such cancellation in their respective books of record. Chief of Police Hutchins reported to .the Council that early in the war period a two -way radio cocation set was furnished the City of E1 Segundo by the County of Los Angeles, and that the same had been installed in a prowl car of Standard Oil Company of California, for the protection of that vital industry; that since the emergency is over said Company is kA S now ready to return the equipment to the City of E1 Segundo and the Chief of Police recommended that the equipment be accepted by the City and installed in one of the new police motor vehicles, thus giving the City three cars fully equipped with radio receiving and transmitting sets; that F. E. Dine, under contract to service the radio cars of the City, will make the installation and that thereafter he will make only a reasonable charge for service and inspection thereof. Moved by Councilman Thompson, seconded by Councilman Baker, that the recommendation of the Chief of Police with reference to the return to the City of E1 Segundo of a certain two -way radio communication set, heretofore . loaned the Standard Oil Company of California, and the installation of said instrument in one of the new police cars of the City of El Segundo, be approved; that the installation be made accordingly and that this Council does further approve the payment of a reasonable service charge for the inspection of said equipment from time to time by F. Hutchins, Superintendent of the Water Department of the City of El Segundo,.requested authority to proceed with the installation of.a certain water line to furnish water to the site of the proposed Federal emergency housing project in El Segundo adjacent to Eucalyptus Drive and Holly Avenue, as heretofore approved by the Council, stating at the same time that the line proposed,to be installed is one which the firm of Bulot and Dondro, Water.Work Consultants, has. recoamended.in any event as an improvement to the water works systEm of the City of E1 Segundo. After brief discussion, it was moved by Councilman Skelley, seconded.. by Councilman Peterson, that the Superintendent of the Water Department be and he is hereby authorized and instructed to install, at such time as to him may appear to be proper, a 61, water main and necessary connections thereto, in portions, of Eucalyptus Drive, in order to supply water for domestic and fire fighting purposes to_the proposed-Federal.emergency housing project, which will be located in the vicinity -of Zucalyptus Drive and Holly Avenue, within the City of E1 Segundo. Peterson, Skelley, Thompson and Moved by Councilman Peterson, seconded by Councilman Baker, that Municipal Mechanic E. J. Grow be authorized to attend a sale of surplus government properties at San Bernardino, California, on Monday, June 17, 1946, in an attempt to purchase a lathe and press required in the mechanical shops of the City of El Segundo, and that he be authorized to file his demand against the City for his actual and-necessary expenses in connection therewith.
