Carried. At this time the Council proceeded to consider matters in connection with the Tax Deeded Land Program of the City of El Segundo-, and Mr. John F. Bender, Special City Attorney reported to the Council that-,he had ready for the Council's acceptance, Quitclaim Deeds to certain parceils of real property within the City of El Segundo, the descriptions of which he read to the Council. Smith, Ci:Girman, Board of Supervisors, County of Los Angeles releasing the following described real property from the lien of that certain mortgage bearing the date of July 14, 1938 executed by Charles E. Ackerson, also known as Charlie E. Ackerson and Florence J. Bender then reported to the Council that he has prepared Notice No. Eight M of Intention to Sell City of E1- r Segundo owned prcperty and inviting bids or offers therefor, which contains a list of certain parcels of tax deeded real property which the City now may offer for sale with merchantable title and he recommended the Council authorize the publication of said notice in time, form and manner reouired by law. R374- Thereafter, it was moved by Councilman Skelley, seconded by Councilman Baker that the following resolution be adopted 30I.77), that a copy of that certain notice entitled "Notice No. Eight M of Intention to Sell City of El Segundo Owned Real Property and Inviting Bids or- Offers Therefor" dated the "Ilst day of July, 1946,wherein notice of the intention of the City of E1 Segundo to sell by good and sufficient deed certain real property situated in E1Segundo Tract in said City therein described, is given, and bids or offers on such properties are invited, as set forth ir_ said notice, be immediately placed on file in the office of the City Clerk of said City for the purpose of identification and reference; and BE IT FUR1=1ER RESOLVED that the City Council hereby approves the said form of notice and does hereby invite bids or offers for the real properties therein described, as therein contemplated; and BE IT FURTHER RESOLVED that the City- Clerk be, and he is hereby authorized and instructed to cause said notice to be published in the official newspaper of said City, to wit: The El Segundo Herald, in the time, form and manner required by law; and BE IT FURTHER RESOLVED that the said "Notice No. Eight M of Intention to Sell City of E1 Segundo Owned Real property and Inviting Bids or Offers Therefor," which is on file as aforesaid and open to public inspection, is hereby referred to and by this reference expressly incorporated herein and made a part hereof. MFYE'R.S, dated July 24, 1946, advising that he has sold his equipment and Taxicab business in the City of E1 Segundo and wishes to cancel his Taxicab Permit and the privileges and licenses thereunto apper- taining. Moved by Councilman Baker, seconded by Councilman Thompson that agreeable with the request of 'Paul R. Meyers filed with this Council this date in letter form, the Taxicab Permit' heretofore issued the said Paul R. Meyers doing business as Yellow Cab Company of El Segundo, be and the same is hereby cancelled, effective as of midnight this date, together tirith all of the rights, privileges and licenses thereunto appertaining. Carried. ED`,,!ARD L. BENSETT AND VEDA R. BEN1`,TETT, undated, being an application for Taxicab Permit. The said application had not been sworn to as required by the regulations of the City of E! Segundo respecting the filing of application for Taxicab Permits and the authorization for Taxicab Stand had not been signed by the owner of the property in front of which said stand is proposed to be loc =Lted, and it appearing also that the insurance policy required to be filed with applications for Taxicab Permits does not conform with Ordinance provisions in that regard and 'it appearing to the Council that all matters with respect to said application are in good order with the exception of the deficiences noted, which' deficiences may be corrected in the future idthout prejudice to the City of El Segundo or to the applicant, it was Moved by Councilman Thompson, seconded by Councilman Baker that the following resolution be adopted: R7. WHEREAS, there has been presented to this Council this date, the application of Edward L. Bennett and Veda R. Bennett for a Taxicab Permit, such Taxicab business to be gperated within the City of El Segundo under the name and style of Yellow Cab Company of El Segundo; AND, k,HEREAS, it appears that said application and accompanying papers are not complete in all respects and =that the missing details may be supplied by applicant without difficulty and delay; AI%TD, 'MLT S, it appears that the public convenience and interest will be served by the operation of a Taxicab Service within the City of E1 Segundo; AMP 'T,—M AS, this Council believes that the applicants herein named will operate a Taxicab business in a prudent and satisfpctor ,,r manner and that said applicants also will promptly place all matters in good order with respect to, application for Taxicab Permit'now on file; NOW , THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, that Edward L. Bennett and Veda It. Bennett, applicants for a Taxicab Permit to be operated under the firm name and style of Yellow Cab Company of E1 Segundo, be and they are hereby- granted a temporary, revocable permit to operate a Taxicab Business within the City of El Segundo in accordance With and subject to the following terms and'conditions, to -wit: 1. That this permit is temporary only and may be suspended by the Chief of Police of the City of E1 Segundo at any time in his discretion or may be revoked by this Council at any time in its discretion and that such suspensiorf or revocation may be made without c•uso, without notice and without liability on the part of the City of E1 Segundo or any of its officers, employees, agents or representatilres. 2. That while operating said business under this temporary permit, applicants will conform with and abide by all ordinances of the City of E1 Segundo, and regulations of the Police Depart- ment with respect to the operation of a Taxicab Business within the City of E1 Segundo 3. That applicants will'. at the earliest Possible time, cause all deficiencies or omissions in their application filed with this Council as aforesaid to be furnished or supplied in full compliance with ordinance requirements of the'City -of E1 Segundo. 4. That this temporary permit shall not become effective until applicants have indorsed upon a copy thereof an acceptance of the same and all of the terms and conditions herein set forth. BEN*IETT, dated July 23, 1946, requesting a permit to park a trailer at 307 - Richmond Street, E1 Segundo, to be used as a temporary Taxicab office. Moved by Councilman Skelley, seconded by Councilman Baker that Veda R. Bennett be and she is hereby granted permission to place a trailer on that certain parcel of real propert7 known as 387- Richmond Street, within the City of E1 Segundo, to be occupied and used as a Taxicab office; that said permit is temporary only and ma be revoked by this Council at any time in its discretion, without cause, without notice and without liability and that said permit stall not become effective until the permittee shall have indorsed on a copy hereof, which shall be filed .with the City Clerk, her acceptance or the terms and conditions herein set forth. It was thereupon moved by Councilman Thompson, seconded by Councilman Baker that that certain project statement No. 3, dated July 26, 1946 pre- pared by R. T. Hutchins, City Engineer of the City of El Segundo with refer- ence to earmarking "1600.00 of one - quarter cent State Highway Funds for the installation and maintenance of traffic control signals on Sepulveda Boule- vard at E1 Segundo Boulevard and on Sepulveda.Boulevard at Rosecrans Avenue, within the City of El Segundo;be and the same'is hereby approved, and said City Engineer is_)- -ereby authorized and directed to transmit to the Director of Public Works, Sacramento, California, through Mr. S. V. Cortelyou, District Engineer at Los Angeles, such copies of said project statement No. 3 as said Director of Public lorks may.require. Carried by the following vote: Ayes: Councilmen Baker, Skelley, Thompson and Mayor Selby ,Noes: Councilmen None Absent: Councilman Peterson City Engineer Hutchins reported to the Council that completed plans of the work to -be performed by the City of El Segundo in. connection with the Veterans' Emergency Housing Project to be constructed.within the City of E1 Segundo has been submitted by Federal Public Housing Authority; that the agency advised him that the contract for erecting the structures has been awarded, with a completion date fixed at thirty -days hence; that the Street Department began the work of grading the site this date and that it is anticipated the.installation of water lines by the City will be completed next week. Acting City Attorney, George Lawrence reported having prepared a notice inviting bids for the furnishing and erection of an elevated steel water tank in.the City of E1 Segundo Torhich he then presented the Council. Corm, Assistant Street Superintendent of the City of E1- Segundo be and he is hereby granted permission to absent himself from his usual duties with the City of El Segundo, with pay, between August 5th and 9th, both dates inclusive, 1946, and that the com- pensation paid him during such absence be charged against the earned over -time credit of said A. R. Gunn, for which he has not been other - wise compensated.
