DE AFT1,aNT OF FINANCE, STATE OF CALIFORNIA, dated July 5, 1946, captioned - "Re: Chapter 20 Statutes 1946 Resolution 823 April 24, 194611, advising that Resolution No. 823 of the City Council of the City of El Segundo is technically not in order inasmuch as it was adopted prior to the effective date of Chapter 20 and that the amount of allocation referred to therein is-in excess of the amount actually allocated the City= of E1 Segundo by the State Allocation Board. Said letter recommends the repeal of Resolution No. 823 and the adoption of a new resolution correctly setting forth the amount allocated the City of El Segundo, which the Council intends to assign to the City of Los Angeles as a portion of its share of the cost of the new Hyperion Sewage Treatment Flant. On advice of City Attorney Woodworth the communication was ordered received and filed in the office.of the City Clerk and action thereon deferred until a future meeting to allow for discussion with the proper officials of the City of Los Angeles as to adjustments in the Agreement between the City of Los Angeles and the City of El Segundo due to the recommended changes. JOHN C. AUSTIN, Architect, dated July 10, 1946, advising that all drawings and specifications with reference to the new municipal building for the City of in Segundo have been completed and suggesting that the Council formally adopt such plans and specifications and cause the same to be endorsed by the Mayor and the City,Clerk. The plans and specifications submitted by said Architect having been examined by the members of the Council, who were satisfied there- with, it was moved by Councilman Peterson, seconded by-Councilman Baker, that the following resolution be adopted: • .dniEREAS, this Council has received a communication in words and figures, as follows: "Honorable City Council City .Hall E1 Segundo, California Dear Sirs: July 10, 1946 Re: Municipal Building E1 Segundo, Calif. After numerous conferences regarding alterations, changes and adjustments in the plans and specifica- tions for the above building, I wish to report that all of the drawings have been completed, and the specifications remodeled'to conform to the requests of your Honorable Body. In conformity with the terms of the contract, I have now completed the third stage of the work, and, I am therefore respectfully suggesting that you formally adopt the following described plans and . specifications as complete and acceptable. (1) Architectural drawings 1 to 17, Incl. (2) Structural drawings S -1 to S -14, incl. (3) Plumbing drawings P -1 to P -3, Incl. (4) Heating & Ventilating drawings H & V -1 to H & V -3, incl. (5) Electrical drawings E-1 to E-3, incl. (6) Architectural and Structural specifications, Sections 1 to 32, incl. (7) Plumbing specifications, 1 to 4, incl. (8) Heating and Ventilating specifications, 1 to 4, Incl. (9) Electrical specifications, 1 to 4, Incl. The plans and specifications are now complete and ready, so that they can be submitted to contractors for bids now, or at any time in the future. I further request that, in connection with the "Resolution for Adoption" that you formally instruct the President and Clerk to sign all of the above mentioned documents. When the signatures have been appended please notify me so that I can have the originals picked up and have blue prints made. Austin" AND, 7PMEAS•, this Council has duly inspected the plans, specifications and documents referred to in and sub- mitted with the said communication and is presently satisfied therewith; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of.El Segundo, California, as follows: First: That the original of the said communication above quoted be placed on file in the office of the City Clerk . and the same, as so on file, is hereby referred to and by this reference expressly incorporated herein and made a part hereof. Second: That the City Council does approve, on its own behalf and on behalf of said City of El Segundo, each, all and every one of the plans and specifications designated, described and referred to in said communication and does hereby order that copies of .the same be likewise placed on file in the office of the City Clerk of said City and that said instruments, as so on file, be and the same are hereby referred to and by this reference expressly incorporated herein and made a part hereof. Third: That the Mayor and City Clerk of said City be and they are hereby authorized and instructed to endorse upon each of said respective documents the approval of the City of E1.Segundo as requested in said communication, in the appropriate spaces provided for such approval �n said respective documents. GLIDEWELL, dated July 8, 1946, being an application for a permit to move a one story frame dwelling from its location: outside of the City of E1 Segundo to Lot 6, Block 111, within the City of E1 Segundo. The Building Inspector having reported that he had inspected the building proposed to be moved; that the same conforms to building ordinances of the City of E1 Segundo, and having recommended the removal permit be granted, it was moved by Councilman Skelley, seconded by Councilman Baker, that the following resolution be adopted: RESOLVED, that S. C. Glidewell be and he is hereby granted a permit to move a one story frame dwelling into the City of E1 Segundo, said building to be located on dot 6. Block 111, El Segundo; it being provided that said permittee shall notify the Police Department of the City of E1 Segundo of the commencement of moving operations within said City not less than thirty minutes prior thereto, so as to permit said Department to afford traffic protection during such removal operation; the work otherwise to be pro- secuted and completed to the satisfaction of the Street Superintendent of the City of E1 Segundo. The foregoing resolution was adopted by the following vote: Ayes: Councilmen Baker, Peterson, Skelley, Thompson and.Mayor Selby. Noes: Councilmen None. Absent: Councilmen None. ORAL CON11TUNICATIONS. Mr. William E. Elrow, 3864 Beethoven Street, Venice, Califofnia, addressed the Council, stating that he and'his family have been served with an eviction notice and must vacate the dwelling they now occupy; _ that he wishes to build a home in El Segundo; has applied for the re- quisite priority; expects to start the erection of his said home at an early date and inquired whether he might.erect and occupy a tent on his property during the construction of bis said dwelling. On motion of Councilman Peterson, seconded by Councilman Thompson, which carried unanimously, the matter was taken under advisement for the period of one week. Mr. Carl Gould, 712 Strand, Manhattan Beach, inquired whether or not the Council would approve the establishment of a trailer court in , a portion of Lot 31 of Tract 2356,.within the City of E1 Segundo;. stating further that he and his associates anticipated substantial improvements to•the extent of $50,000 to �6G,000. Councilman Peterson first spoke on the subject, stating that he looks with disfavor thereon. Each of the other Councilmen agreed with Councilman Peterson's opinion, subsequent to which Mr. Gould departed from the Council Chamber, thanking the Council for its consideration of his proposal. 4 R - -s Mr. Arthur Kepner, 306 Concord Street, El Segundo, inquired whether or not the Council would look with favor upon the establishment of a riding academy on Lots 284, 285, 286 and 287, Block 123, E1 Segundo. The Council, being uncertain as to how the area mithin which these properties are located, may be zoned, when the zoning ordinance for the City of El Segundo is adopted, and questioning also the desirability of a riding academy so close to Sepulveda Boulevard and Grand Avenue, which are heavily traveled by motor vehicles, the Council decided -to take muter under advisement, which decision was agreeable to the inquirers. REPORTS OF STANDING COM21ITTEES. Councilman Peterson, Commissioner of Public Works, reported that he had been informed-,by the ^later Superintendent, that he is making progress in obtaining - information from the manufacturers of pressure water tanks and that he hopes to have gathered by next week all of the information necessary to enable'the City to advertise for bids on a steel Vrater tank for the City of El Segundo. REFORTS OF OFFICERS AND SPECIAL COIS!ITTEES. City Clerk McCarthy informed the Council that the inter - communicating system between his office and the offices of the Police Department and ';later Department of the,City of El Segundo, which has been in service in excess of 10 years, is not now usable and the cost of repairs to same are prohibitive considering the age and possible future life of the instrument; that a system of intercommunication between the departments is necessary and desirable as a time saver and convenience to the general public when it becomes necessary for one department to obtain information from another, and that he has ascertained that a complete new system may be purchased and installed for ^148.30, plus California State sales tax, and he recommended the Council authorize such purchase and installation. . Moved by Councilman Peterson, seconded by Councilman Thompson, that, the City Clerk be authorized to cause an intercommunicating system to be installed in the City Hall and the City Hall Annex, connecting together the office of the Water Department and the City Engineer, the Police Department and the City Clerk's Department, at a cost,-of not to exceed $148.30, plus California State Sales Tax. Carried by the following vote: Ayes: Councilmen Baker, Mayor Selby. Noes: . Councilmen None. Absent: Councilmen None. Peterson, Skelley; Thompson and City Clerk McCarthy reported to the Council receipt of a communication from Southern California Gas Company, which is dated July 3, 1946, outlining a method for the resurfacing of public streets followin�''the installation by said Company of gas mains or gas.services, which plan differs from that indicated as desirable by the Council in its resolution adopted February 13, 1946. FollowinG discussion, it was moved by Councilman Peterson, seconded by Councilman Thompson, that the following resolution be adopted: RESOLVED, that notwithstanding any action with reference to the same subject heretofore taken by the City Council, that it will be the policy and procedure.in the City of E1 Segundo, on and after the 10th day of July, 1946, and con- tinuing until the further'order of this Council, that with reference to the resurfacing of excavations made by Southern California Gas Company in the public streets, alleys and places of the City of El Segundo, for the installation, repair, maintenance or removal of gas mains, laterals, equipment and appliances, the following regulations, which are hereby established, shall be observed, to -wit: (a) In those cases where the ex6avation is for the installation, repair, maintenance or re- moval of a service connection, the work of restoring and repairing the surface of the disturbed portion of the highway or place shall be performed by the City of E1 Segundo at the cost and expense of the said Southern California Gas Company and said Company shall be reauired,.upon receipt of a statement from the City of L1 Segundo, to reimburse the City in an amount eaiial to the actual cost of labor, materials and equipment involved in making such repair, plus 10% for municipal overhead, plus compensation insurance charges on the labor'actually employed in the performance of such repair work. (b) In those cases where the excavation is longi- tudinal or general order excavation, the work of restoring and repairing the surface of the disturbed portion of the highway.or place shall be performed by said Southern California Gas Company at its own cost and expense and shall be promptly performed to the satisfaction and approval of the City Engineer and Street Super- intendent of said City. (c) That each and every application presented for the purpose of making any such excavation shall indicate on the face thereof whether the, proposed excavation is for a service connection or fora longitudinal or general order excavation as hereinbefore indicated and an appropriate notation to'tl^at effect shall be made upon any permit for such excavation when issued. (d) That the City Clerk shall forward to said Southern . California Gas Company two certified copies of this resolution, one of which shall be returned to said City Clerk for filing 'in his office and which shall bear the following endorsement sub- scribed by said Southern California Gas Company, to-wit: _ "Southern California Gas Company, re- ferred to in the foregoing resolution, does hereby agree to the arrangements, methods and procedures set forth and recited in the foregoing resolution, the same to continue until such time as the Y City Council of said City may otherwise _ R ` Qrder or until said Southern California Gas,Company shall, upon 30 days notice to said City, indicate its desire to no longer conform thereto. ". Said endorsement shall be dated as of the effective date of this resolution, to -wit: July 10, 1946. City Attorney Woodworth reported with respect to his efforts to acquire certain parcels of land in Block 42 of the City of E1 Segundo desired by the City for governmental use and stated that progress is being made in connection therewith. City Attorney- Woodworth reported that the adoption of the 1946 Uniform Building Code is being delayed, due to the fact that all specification documents required to.be filed in the office of the City Clerk when such an ordihance is adopted are not presently in print and he therefore recommended no action be taken until all documents required by law to be filed in such cases are actually in print and available for filing at such time. UNFINISHED BUSINESS. In the matter of the application of Mrs. Ralph D. Shaw for a temporary permit to park a trailer home at 731 Lomita Street, El Segundo, the City Clerk reported that Acting Building Inspector J. D. Locke had investigated the matter and that the trailer had been approves by him. It was thereupon moved by Councilman Skelley, seconded by Councilman Peterson, that the following resolution be adopted: RESOLVED, that the application of Mrs. Ralph D. Shaw, dated July 1, 1946, for a permit to maintain a house trailer on her premises at 731 Lomita Street, E1 Segundo, be placed on file in the office of the Cit-- Clerk for the purposes of .identification and reference.- AND, BE IT FURTHER RESOLVED, that subject to the provisions of Ordinance No. 223 of the City of E1 Segundo, and ordinances supplementary thereto or amendatory thereof,,said applicant is hereby granted a temporary revozable permit to maintain and use said house trailer on said premises. That unless sooner revoked by the City Council of the City of E1 Segundo, this permit shall expire at midnight, August 6, 1946. The foregoing resolution was adopted by the following vote: Ayes: Councilmen Baker, Peterson, Skelley,..Thompson and Mayor Selby. Noes: Councilmen None, Absent: Councilmen None. Councilman Skelley initiated discussion relative to advertising for bids for furnishing the City with - equipment and supplies to appropriately decorate certain portions of the City during the Christmas holiday season. At the conclusion of the discussion, it was decided, by general consent, to postpone for one week definite action in the matter.
