December 31, 1946. t An adjourned regular meeting of the City Council of the City of El Segundo, California, was held in the Council chamber of-the City Hall of said City on the above date, having been called to order at 12:00 o' clock noon, by William R. Selby, Mayor. ROLL CALL.' Councilmen Present: Baker, Peterson, Shelley, Thompson and Mayor Selby. Councilmen Absent: None. READING OF MINUTES OF P_REVIOUa MEETING., minutes of the adjourned regular meeting held December 230 1946 and of the regular meeting held December 26,-1946,(Wednesday December 25, 1946 being a legal holiday)-were read and no.errors or omissions having been noted, it was moved by,Councilman Baker, seconded by Councilman Peterson the minutes of said meetings -be approved as recorded. Carried.. • WRITTEN COMMUNICATIONS. Written communications, received from the persons, firms or corporations hereinafter named, were read t-o the Council° and were disposed of in the manner indicated, following reference to eacb..as follows:, MRS. LOUILA WALLACE, dated December 30,- 1.946, requesting.a permit to keep one goat at 205 -Loma vista Street, E1 Segundo. By general consent the request was taken-under advisement. -- MRS. LOUIS PURSER, dated December 30; 1946, requesting a permit to maintain and use a house trailer at 319- East Maple Avenue „ El Segundo. Acting Building Inspector Lqcke having indorsed upon $aid application his reco.^umendation that the permit applied for be granted., it was moved by Councilman Shelley, seconded by Councilman Baker that the following resolution be adopted: -RESOLVED, that'the application of Mrs. Louis Purser, dated December 30, 1946,`for'a permit to-maintain and occupy a house trailer on the property located at.319 -7East Maple Avenue, E1 Segundo, be received and placed on file in-the office of the City Clerk for the purpose of identification and reference: AND BE'IT FURTHER RESOLVED,, that in view of the - recommendation of the Acting Building Inspector, that the City Council hereby grants a,temporary:permit, revocable at any time by the said Coun- cil, upon fifteen days written notice to the permittee, Mrs. Louis Purser,to keep and maintain a house trailer on the,property herein - above c?escTibed; said permit being.subject to the provisions of Ordinance No. 223 of the City of El Segundo and ordinances supple- mentary thereto or amendatory - thereof; Provided, further that this permit shall automatically lapse and become void, unless sooner revoked., upon. the let day of March, 1947, by limitation. SOUTHWEST AIRWAYS COMPANY, dated December 30, 1946, in response to the City Clerk's letter of December 24, 1946, assuring its cooperation wherever possible in the minimizing of objectionable flying over the City of El Segundo. CITY OF LOS ANGELES, dated December 20, 1946, File No. AC 364669 Subject, Hyperion Activated Sludge Plant, advising that on December 20, 1946, the Board of Public Works of the City of Los Angeles awarded a contract to James I. Barnes Construction Company, for the construction of Headworks and appurtenances, a Unit of the new sewage treatment plant at Hyperion. Ordered filed. NEW BUSINESS* Moved by Councilman Skelley, seconded by Councilman Thompson that the following resolution be adopted: WHEREAS, qualified federal, .state. and county water authorities have reported that the water-of the West Basin of Los Angeles County is being rapidly depleted and the levels are falling and are now from twenty feet below sea level near the coast to sixty -five feet -below sea level.in other portions of the basin; and WHEREAS, intruding salt water will destroy the entire water supply of the basin unless the withdrawal of water from it 'is reduced; and WHEREAS ,'its continued existence can only be .maintained by importing water from some outside source; and WHEREAS, the interest of each user and community in .the water of the basin'being proportionately-the same, the.respon- sibility for procuring- supplementary water to relieve the heavy draft upbn the basin rests on all_, its users alike; and WHER_PAS,'the only practical way to procure.the supple- mentary water needed is through the organization of a Water District, including all_of. the territory in the basin; and yJHERF.AS, a prdposa]. :to organize the Water District to include within its boundaries all territory within,said,basin not now provided with supplementaFy-water. supply has.been submitted -to the voters of this area to be voted upon at an election to be held 7anuary 14, 1947; and WHEREAS, certain groups and political; entities along the easterly edge of the basin, and whose areas are and for many years have been extracting waters from the basin, appear to be unwilling. to bear their fair share of .the common responsibility and are campaigning vigorously against the organisation of the District; and WHEREEALS , the defeatfof the proposal-to orgabize the District at the-coming election, January -.14, 19479 would greatly retard the procurement of the needed supplementary supply and might result in only a` portion of the communities of the basin being compelled to save:the entire basin,,when as a matter of fact all of -those who are` extracting -water therefrom should equitably share in the cost of preserving the same; RIME AOW., =RLIFORE; BE -IT RESDLVED that we, the members of the City Council of the City of El Segundo, California, 'do hereby urge each citizen of the City to set aside, for the public good, so much of his or her time as may -be necessary to enable him or her to go to the polls on January 14, 1947, and in the public interest vote for the formation of the Water District proposed, to the end that the City of E1 Segundo and its citizens are willing to demonstrate to the world and to other communities in the basin, that they are willing to bear their just and full share of the costs required to preserve and provide protection for this most essential community need - WATER. The foregoing resolution was adopted by the following vote: Ayes: Councilmen Baker, Peterson, Skelley, Thompson and Mayor Selby. I Noes: Councilmen None. Absent: Councilmen None. Moved by Councilman Peterson, seconded by Councilman Baker the following resolution be adopted: WHEREAS, in the period of reconversion, which is at hand, the City Council feels that the interests of the City of El Segundo'-would best be served by adequately,publicizing the said City and its various -advantages; AND, WHEREAS, during the war years .past, the City has refrained from making any extensive gestures of an advertising or promotional nature; - AND, 17,1HERFAS, it now appears that measures of a promotional nature should'be "employed which .would result in benefit to said C ity; AND, WI�REAS, in order to evolve and activate a promotional and 'advertising plan and program for said 'City, the detailed features for` the` preparation of a suitable and overall plan should be committed to an agency- qualified to perform and inter- ested in the performance of such a function*, ` NOW THEREFORE, BE IT RESOLVED-, that the-91- Segundo. Chamber of Commerce, which, for many years has served the City.in the development of its commercial, business and -civic life, be and it is hereby employed by the City of E1 Segundo for the purpose of developing and presenting to this.Couneil a suitable..suggested plan for the proper advertising and promoting of the City of E1 Segundo, to'the end that the said -City may,take its place among other Southland communities in advising the world of the advantages and benefits, which this area in general and the City of E1 Segunda in particular, offers to industry, commercial ventures, business undertakings and-to the true American home owner and maker; ; r AND, BE IT FURTH7'R RESOLVED, that in consideration of the services so to be rendered by said Chamber; said Chamber shall receive and'said City agrees to pay the sum of.41,000.00,to be paid to said Chamber upon the presentation of ,a proper demand therefor, presented to this:Oouncil,in due course; AND, BE IT FURTFLER RESOLVED, that the City Counc-il hereby finds and determines the ,services to be rendered.hereunder are of a special nature, involving experience and abilities along advertising and promotional_lines.and therefore, in the opinion of'said_Council, said gl Segundo Chamber of Commerce is best qualified to perform the ,services required for said City. The foregoing resolution was adopted by the following vote: Ayes: Councilmen Baker, Peterson, Skelley, Thompson and Mayor Selby. Noes: Councilmen None. Absent: Councilmen None.
