1946 DEC 23 CC MIN4-:5.30. El Segundo, California -December 23, 1946. -An adjourned regular meeting of the City Council of the City of E1 Segundo; California, was held in the Council Chamber of the City Hall of said City on the above date, having been called to order at 7:00 o'clock P.M. by William R. Selby.Mayor.. ROLL CALL.- Councilmen Present: Baker, Peterson, Skelley, Thompson and Mayor Selby. Councilmen Absent: None. READING OF MINUTES OF PREVIOUS MEETING. The minutes•of the regular meeting held on the 18th-day of Decem- ber, 1946 having been read and no errors br omissions having been noted, it was moved'by Councilman Thompson, seconded by Councilman Baker, the minutes of said meeting be approved as recorded. -Carried. WRITTEN COMMUNICATIONS. Written communications, received from the persons, firms or corpor- ations hereinafter named, were read to the Council and were disposed of in the manner indicated, following reference to each, as follows: JAMES MOWAD, dated December 21, 1946, requesting- permission to erect a neon advertising sign at the northwest corner of Walnut Avenue and Sepulveda Boulevards to' advertise the Airport Motel. It appearing -that advertising signs are not permitted within the right-of;-way of any State Highway, by 'general consent the=City Clerk was instructed to inform the applicant that permission may not be granted for the erection of the sign he desires to place in a portion of,Sepulveda Boulevard. . . , PAUL GREENHAW� SR.dated December 18,'1946, requesting permission to park and occupy a trailer on his premises, 1242 E. Maple Avenue, within the City of El Segundo By general consent the request was referred to the Building Inspector so that he may inspect the trailer and report to the Council with his recommendations. DUNAWAY, daibe�e� �2v�etia� respecting excessive traffic on El Segundo Boulevardtan es ern Avenue and making Certain recommendations with reference to widening said El Segundo Boulevard within the-City of E1 Segundo -and` constructing an overhead crossing at E1 Segundo Boulevard and Sepulveda Boulevard. Discussion -of the subject matter of the before mentioned-communi- cation developed the fact that�an improverieent as elaborate as that referred to in Mr. Dunaway4s communication would be greatly beyond the financial capacity of a small City and the communication was ordered filed, with • the suggestion that the City Clerk' make appropriate reply thereto. HERMAN KOENIGSBERG, dated December 19, 1946, being an application for employment,,preferably with the. Police Department. Ordered filed. . VEDA R. BENNETT, dated December 19, 1946, being.an application supplementary to her original application, for a Taxi Cab Permit, requesting permissioh to operate an additional cab therdin described. 'The application appearing to be in order, it was moved by Councilman Skelley, seconded by Councilman Baker that Edward L. Bennett and Veda R. Bennett be and they are hereby authorized and granted permission to use an additional taxicab in connection with the operation of their Taxicab Busi- ness, for.the conduct of which a permit was heretofore issued on the 31st day of July, 1946, to said applicant, doing business under the name and style of Yellow Cab Company of El Segundo, such additional taxicab being described as a 1946 Chevrolet Sedan, Engine No. DAA121094, registration No. 42K792, provided said taxicab is maintained and operated in all respects in full compliance with ordinances of the City of El Segundo relating to the conduct of a Taxicab or Auto for Hire Business, within the City of E1 Segundo. Carried. ROBERT S. MATCHETT, dated December 19, 1946, being an application for Auto for Hire Driver's Permit. Said application having been satisfactorily completed in all respects and having had the approval of the Chief of Police of the City of EL Segundo, it was moved by Councilman Baker, seconded by Councilman Peterson that Robert S. Matchett, pursuant to his application therefor filed with this Council this date, be and he is hereby granted an Auto for Hire Driver's Per- mit, subject to his compliance with all" he provisions of* ordinances of the City of El Segundo respecting the issuance of such permits, Carried. None. None. ORAL COMMUNICATIONS. REPORTS OF STANDING COMMITTEES. REPORTS OF OFFICERS AND` "SPECIAL COMMITTEES. In the matter of the purchase of two lots in Block 42, of the City of El Segundo, by said City, from the estate of Nettie McPherson, deceased, City Attorney Woodwor "th-- reported "through the City Clerk that .the sale to the City of EL Sagundd.-- pursuant to its'bid upon said lots, filed in the Probate Department of the'Superior Court of the State''of California,. in and for the County of Los Angeles, had been confirmed by said Court December 200 1946. In the matter of the request of the City of Los Angeles that „the City of E1 Segundo execute a certain quitclaim deed, respecting its'interest in certain real property within the City of E1 Segundo, included within the property in process of condemnation by trhe'City of :Los Angeles'in connection with the construction of a new sewage disposal plant at.Hyperion, Superior Court Case No. 520183, entitled: "City of Los Angeles'vs Edwin W. Pauley, et al”, City Attorney Woodworth reporting through the City Clerk, informed the Council that during a conference held Friday, December 20, 1946, between him and the City Clerk of the City of-El Segundo and representatives.of the Legal and Engineering Departments of the City'of Los Angeles; it was agreed that the latter will prepare a new quitclaim deed, from which there will be eliminated features of an objectionable nature which appear in the deed heretofore sent this City for execution and a. nevi'deed'will be sent to the City Council for its further consideration. In the matter of that certain Superior Court action heretofore brought against the City of E1 Segundo by Carl L* Dalton with reference to the issuance to said Carl L. Dalton of a permit to construct ", operate and maintain a trailer court within the City of E1 Segundo, City Attorney Woodworth, reporting through the City Clerk, informed the Council. that the matter has been set for trial beginning March 17th, 1946. . Hutchins, Superintendent of the Water Department, recommended the purchase of -an Addressograph Machine for said Department, stating that the Addressograph Machine now in use is in excess of twenty years old and obsolete. Follgwing.diseussion., it was moved by .Councilman Peterson, seconded by Councilman.Thompson•.that the purchase of an electrically operated Addressograph;Michine for.the use of the Water'Department-of.the City of E1 Segundo *.b be and the same is hereby authorized and the Superintendent of said Department is further authorized to place an order for the same with the manufacturers thereof,•_the cost of which shall not•exceed the sum of $400.00. Carried by the following, vote: Ayes-. Councilmen .Baker, Peterson., Skelley, Thompsonaand Mayor Selby. Noes: .Councilmen None. Absent: Councilmen None , Following the suggestion of the City.Engineer, it was moved by Councilman Baker, seconded by Councilman Skelley that the-City Clerk of the City, of E1 Segundo.be and he is hereby authorized and directed to place an order with Southern California Edison Company for the installation of a street light at the intersection of Holly-Avenue and Arena Street, within - the City of El Segundo,.such installation to be an addition to the existing lighting contract between the,City of E1 Segundo and the Southern California Edison Company. Carried by the following vote: .Ayes: Counc "en Baker, Peterson, - Skelley, Thompson and Mayor Selby. Noes: Councilmen None. - Absent: Councilmen None. Councilman Skelley called attention to the attractiveness of the Christmas trees and other street decorations erected by the Parks Depart - ment and the Street Department of the City of n Segundo_, for beautification of the City during this Christmas Season, and expressed the belief that Park Superintendent, Charles Mf.Ilwain and Assistant Street Superintendent, A. R. GL.inn and ,the employees of these Departments should be commended for their interest and excellent work in connection with said decorations.
