A regular meeting -of the City Council of the City of -E1 Segundo, California, was held'in the Council Chamber of`the City Hall of s$id'City, on the above date, having been called to order at 7 :00 o'clock P. M. by William R. Selby, Mayor. ROLL CALL. . Councilmen Present: Baker, Peterson, Skelley, Thompson and Mayor Selby. Councilmen Absent: None. READING OF MINUTES OF PMEYIOUS MEETING. The minutes of the regular meeting held on the 27th day of November, 1946, having been read, and no errors or omissions having been noted, it was moved by Councilman Baker, seconded by Councilman Skelley, the minutes of said meeting be approved as'recorded.' Carried. WRITTEN COMMUNICATIONS. Written communications, received from the persons, firms or corporations hereinafter _named,.were.rea-- to..the Council and were disposed of in the manner indicated, following reference to each, as follows: ROBERT ERNFST at=, dated December 4th, 1946, being application for Automobile for Hire Driver's Permit. Said application appearing to be complete in all respects and the Chief of Police having recommended the permit applied for be granted, it was moved by Councilman Peterson, seconded by Councilman Baker ,_thaf;,,_subjec.t -to_ the___ provisions of Ordinance No. 283 of the City of E1 Segundo, and pursuant to the application therefor filed with this Council this date, Robert SMi`est Geier be and he is hereby granted a permit to drive, operate or be in charge of any passenger carrying or motor propelled vehicle defined in said ordinance; provided, however, this Council reserves the right to revoke the permit herein granted, when, in its discretion, such revocation would appear to be in the public interest. WAR DEPARTMENT, UNITED STATES ENGINEER OFFICE, dated 25 November 1946, advising that application has been made by Mr. R. L. Duni, 4244 59th Street, Los Angeles, for War Department permit to construct mooring facilities in the East Basin, Los Angeles Inner Harbor, Wilmington, California, and stating that interested persons are invited to inspect drawing of the proposed work and submit, in writing, any objections based on navigation interests only, on or before 11 a. m., Thursday, 5 December, 1946., Ordered filed. WAR DEPARTMENT., UNITED STATES ENGINEER OFFICE, dated 25 November, 1946, advising that application has been made by Southern California Edison Company, Ltd., for War Department permit to construct two 10 -foot reinforced concrete intake and discharge pipe lines in Santa Monica Bay, approximately 110 feet northerly of Redondo Breakwater, at Redondo Beach, California; stating that drawing of the proposed work are on file in the said United States Engineer's Office, and that interested persons are invited to inspect said drawing and submit, in writing, on or before 11 a. m. Thursday, 5 December, 1946, any objections they may have to said work, based on navigation interests only. Ordered filed. WILEY TIFFIN, dated November 28th, 1946; and JAMES EDWARD BUSSEY, dated December 4, 1946; each being application for employment by the City of El Segundo. Ordered filed..,- MRS. ETHEL PEAL, dated December 2, 1946, being application to park a house trailer in.the rear of the - premises at-114 Sierra Street, E1 Segundo. The Budding Inspector having inspected said trailer and having made his report to this Council that said trailer is not satisfactory and recommending that the permit be not granted, it was,moved-by,Councilman Peterson, seconded by Councilman Baker, that the application.of Mrs..Ethel Peal to park a house trailer in the rear of the premises at 114 Sierra Street, El Segundo, be rejected. Carried. 'WILLIAM A. KRUEGER, and three others, dated December 4, 1946, a petition, requesting that the acreage fronting on both sides of the extension of Walnut Avenue east of Penn Street, E1 Segundo, be included -in multiple dwelling zone (R -3). By general consent the petition was ordered filed until such time as the Council gives consideration to zoning matters. MRS. J. M. COLLINS, dated December 3, 1946, requesting that the Council give.consideration to the.reducing of the ttWunt, of•.sgaare.footage required for dwellings which might be constructed on lots located in-the northwest portion of the City and which are 134,03 ft, x 285 feet, so that four houses might be built on these lots instead of two. By general consent the request was filed until such time as the Council takes up the matter of. zoning. W.X L. SANDERS, dated•11 /29/46, being request for permit to. move a. one story frame building,-.from its present location '# Santa Monica to a location at 137 Sierra Street, in the City of -E1 Segunyjo. It is provided further, that said permittee shall..notify the Police Department of the City of El Segundo of the commencement of moving operations within:said City not less than thirty. minutes prior thereto, so as to permit said Department to afford. - traffic protection during such removal.operation; the work. otherwise to be prosecuted and completed to the satisfaction of the Street Superintendent and the Building Inspe'ctor,.,of the City - of E1 Segundo. MRS. �,HARLES LANE, dated December 4, 1946, being application to occupy a house trailer at 230 Penn Street, E1 Segundo. . .. IT 7 . RA-500 The Acting Building Inspector having endorsed upon said application his recommendation that the permit applied for be not granted, it was moved by Councilman Skelley, seconded by Councilman Peterson and unanim- ously carried that the application of Mrs. Charles Lane, filed with this Council this date, for a permit to maintain and occupy a house trailer at 230 Penn Street, within the City of E1 Segundo, be rejected. LOUIS LANE, dated December 4,'1946, requesting a permit to keep an unoceupied house trailer on his lot at 230 -Penn Street, El Segundo. Moved by Councilman Skelley, seconded by Councilman Baker that the communication from Louis Lane dated December 4, 1946, presented this Council this date be received and placed on file in the office of the City Clerk and that said officer be instructed to inform Mr. Lane with respect to the customary procedure in connection with the maintaining of unoccupied.irailers'within the City of El Segundo. Carried. ORAL COMMUNICATIONS. Mr. H. V. '. 'Ouzinian addressed the Council requesting that Lot 2, Block 98, which the Zoning Map now under consideration shows as in a R -1 Zone, be placed instead in a R -3 Zone. He was informed by the Mayor that his request will appear-in the Minutes of the Council and will be considered by that Body when it considers other Zoning matters. Mr. Carl Eaton addressed the Council relative to Lot 7, Block 102, owned by.him, and requested that when final action is taken by the Council respecting zoning his said lot be placed in a R -3 Zone instead of a R -1 Zone as-presently shown upon the contemplative Zoning Map of the City of El Segundo. Mr. Eaton was informed by the Mayor that his•request will have the consideration -of the Council at such-time as•it considers other reasoning requests from other_ interested property owners. Bernard Lawler, Attorney representing General Tile Corporation, addressed the Council stating that he had under- stood that the list of permissive used in the "M -1" Zone of the proposed Zoning-Ordinance for the City of E1 Segundo, now under consideration by the City Council, would be changed so that one of -them would a0re definitely and clearly describe his client's business; that his examination of a re- cent revision of said proposed Zoning Ordinance-discloses that the change has not been ina.de as agreed.' He -was informed by the Mayor that the requested change will be made before the proposed Zoning Ordinance is in final form. Mr. 0.`'8: Gibbons asked what he might now do in"connection with his intended construction of facilities appurtenant to the operation of a trailer court on Holly Avenue adjacent to Sepulveda Boulevard, within the City of E1 Segundo, since his suit against the 'City of El Segundo relative to said matter -has been withdrawn. At this point City Attorney Woodworth reported that the action of Gibbons vs. The-City of E1 Segundo•(Superior Court Case No. 517559) had been dismissed by the Plaintiff without prejudice, and that the action of • Dalton & Smith vs. The City of E1 Segundq, et al(Superior Court Case No. 517560) was still pending. kA ft x•50 9 Thereupon,, it was moved by Councilman Thompson, seconded by Councilman Peterson that the matter of the construction of facilities for the operation of a trailer court by 0. K. Gibbons on the south side of Holly Avenue, westerly of Sepulveda Boulevard, be referred to Public Service Commissioner and the Acting Building Inspector for consideration and such action as in their dis- cretion is indicated at this time, as the Council is favorably disposed with reference to Mr. Gibbon's requests. Unanimously carried. REPORTS OF STANDING COMMITTEE$. Councilman Skelley informed the Council that he will attend, on Friday next, the meeting of the Shore Line Planning Committee to be held at Long Beach, California. REPORTS OF OFFICERS AND SPECIAL COMMITTEES. City Attorney Woodworth at this time filed with the Council his written report dated December 3, 1946, concerning a proposed agreement between the County of Los Angeles and the City of E1 Segundo, respecting the hospitalization of prisoners incarcerated in the City Jail of El Segundo, who may need hospital- ization. He also commented thereon orally, after which it was moved by Council- man Skelley, seconded by Councilman Baker that that certain Agreement respecting the care by the County of Los Angeles of prisoners who require medical or surgical treatment, necessitating hospitalization, as submitted to this Council November 27, 1946, by the County of Los Angeles and which at said date was taken under consideration until this meeting,.be approved by this Council, that the ' "g r 9f said City be and he is hereby authorized and instructed td execute said Agreement for and on behalf of the City of El Segundo and in its name,and the City Clerk to attest the same, to affix the City Seal thereto, to cause delivery thereof to be made, and when fully executed to cause one copy thereof to be filed in his office. The City Attorney reporting with respect to the Quitclaim Deed presented this Councilmat its last meeting by the City of Los Angeles, and requesting that it be executed by the City of E1 Segundo, for consideration of which a certain Superior Court Action entitled, City of Los Angeles, vs. Edwin .% Pauley, et al. (Superior Court Case No. 520183), iF.i7l be dismissed as to the City of E1 Segundo, stated that in view of the large number of documents to be examined necessitating a search of records in the office of the County Recorder. he would require an additional week within which to make a report thereon. By general consent this matter was-taken under advisement. Councilman Baker reporting in connection with a request heretofore re- ceived by ti-iis Council and referred to him acid Chief of Police Hutchins for investigation, report and recommendation, respecting the installation of boulevard stop signs at the intersection•of Virginia Street`'and Pine Avenue, within the City of E1 Segundo, stated that it is the Committee's recommendation that Virginia Street be considered a semi — through street, with stops on all intersecting streets not now controlled by boulevard stops. _ The Council being in agreement with the report and recommendation of the Committee, it was moved by Council;= Baker, seconded by Councilman Skelley that if and when the Ordinance -proposed to be adopted respecting the creation of traffic stops at streets intersectin Vi i Street, within the City of E1 Segundo, not.so presently controlledi�ti�e'Chief of Police. be authorized to procure and cause to be erected, appropriate traffic signs at all intersections on Virginia Street requiring traffic control signs. Peterson, Skelley, Thompson and•Mayor• Councilman Skelley made reference to the erection and illumination of a Christmas 'Tree in the center of Grand Avenue, easterly of Main Street. In discussing the Natter it developed that the Escobar Ford Agency would permit the use of its facilities, without cost to the City, for the lighting of a tree at said location,'but it developed also that wiring for outside lighting appears not bo be available at tiLis time. Councj loran Skelley recommended that a sixteen to twenty foot tree be procured and be aluminum sprayed, which spraying Milliken Chevrolet had agreed to do without cost to the City, and flood lighted from beneath by using certain flood light facilities now in storage at the Municipal Vlarehouse, The Council was in.agreement with the suggestion that a lighted' Christmas Tree be installed at the intersection before indicated, follow- ing which it was moved by Councilman Skelley, seconded by Councilman Thompson that the sum of not to exceed 00.00 for the purpose of purchasing a Christmas Tree for erection in the center of Grand Avenue, easterly of Main Street; `for display purposes during the Christmas Holiday Season, be and the same is hereby allowed. Carried by the following vote: Ayes: Councilmen Baker, Peterson,-Skelley, Thompson and Mayor Selby. Noes: Councilmen None. ' Absent: Councilmen None. Councilman Shelley informed the Council that the City may purchase barnyard fertilizer at the cost of ;1.00 per cubic yard, delivered in E1 Segundo, and.in view of the needs of the Parks Department of the City of El Segundo for this material, he recommended that the City take advan- tage of its opportunity and purchase a quantit;T of said fertilizer and store the same on property owned by the City at the southeast corner of Center Street and East Grand Avenue. ;moved by Councilman Baker, seconded by Councilman Skelley that the Park Superintendent of the City of E1 Segundo be and he is hereby authorizOd to purchase baxnuar`d fertilizer in such amounts and at such times as in his judgment is required, �-.t a cost not to "exceed X1.00 per cubic yard, delivered in E1 Segundo for storage at such location or locations as may be designated by said Park Superintendent. Binder,'C hairman, Veteran Affairs.Committee of the City of E1 Segundo, suggested the immediate appointment of a manager for the Veterans' Housing Project in the City of El Segundo, and recommended that Mrs. Evelyn Nelk be appointed to fill this position. Following discussion, it was moved by Councilman Peterson, seconded by Councilman Thompson, that the following.resolution be adopted: RESOLVED, that•effective at midnight, December..4,,1946, and continuing until the further order of this Council,:and subject to any and all rules and regulations lawfully Applicable to such matters, Evelyn L. Nelk be and she is,hereby appointed and designated as Housing Manager of the local Veteran Housing Project in the City of EL Segundo, to- ,perform the.duties and obligations pertaining to the management of said project as contemplated under the rules and regulations thereto above referred to; AND, BE IT FURTHER.RESOLVED, that said Evelvn.L.r.,Nelk,.as such Housing Manager, shall receive and there.shall be paid ,to: her the sum of $50.00 per month as compensation in full for all services so rendered; said compensation to continue until the further, order of this Counoil:- "�- The foregoing resolution was adopted by the following votes Ayes: Councilmen Baker, Peterson, Skelley, Thompson ,and Mayor-Selby, Noes: Councilmen None. Absent: Councilmen None. At this point, City Engineer Hutchins informed the Council that.the 'foreman of construction on the F1 Segundo Federal Housing Project had 'delivered to him the keys to the six units erected on the west side -of eucalyptus Drive and that they are now ready for occupancy, except.that .'stoves.and ice boxes have-not been installed, but that they have been ordered and their delivery is anticipated. No further business appearing to be transacted at..this meeting, -it 'was moved by Councilman Skelley, seconded`by`Councilman Baker, the meeting adjourn.
