following resolution be adopted:
RESOLVED, that the.application of Paul R. Meyers, doing
business as The Yellow. Cab Company of.El Segundo, dated April
249 19469 filed with this Council this date, for a_permit to
maintain a house trailer on the premises at 307 Richmond Street,
El Segundo, be placed on file in the.-office of the City Clerk
for the purposes of identification and reference;
AND, BE IT FURTHER RESOLVED, that pursuant to said
application, Paul R. Meyers, doing business as The Yellow Cab
Company, be and he is.hereby granted a.temporary revocable permit
to maintain and use said house trailer on said premises, provided
said permittee shall make such alterations or renovations . as may
be suggested by and to the - satisfaction of the,Building Inspector
of the City of El Segundo;
AND, BE IT FURTHER RESOLVED, that the attention of the
permittee is particularly called to the provisions of Ordinance
No. 223,of the City of E1 Segundo, which makes the granting of
trailer permits discretionary with the City Council and the
permittee herein gamed is_ advised that said Council may.revoke
said permit at any time in the discretion of said Council.

dated April 15, 1946, recommending,the City take membership in said Institute.
The City Attorney was asked what he knew about the service_given by said
Institute and-he stated in his judgment-it is a service which -would rove.valu6ble,
not only to the pity Attorney's office, but to members of the Council and other
municipal officers as well.
By general consent the City Clerk was instructed to inquire :concerning
membership fees.

The City Clerk reported that all requisite fees had been paid and deposits
made, whereupon it was moved by Councilman Paterson, seconded by Councilman
Skelley, the following resolution be adopted:
RESOLVED, that Sid Cole be and he is hereby granted a,
permit to move a one -story frame building through the City
of E1 Segundo, said building, during the course of such
removal.to..be.routed easterly on Imperial.$ighway,.from a_
point approximately 20Q-feet westerly,of „Sepulveda Boulevard,
to the easterly city - limits, such`removal.to take place at'

following which it was moved. by Councilman Peterson, seconded by Councilman

City of El Segundo to the Sewer. Bond,.EhectYon: 1925', Fund, such sum to .be
returned to the General Fund as and when moneys come into_said•Sewer Bond,

The City Attorney,at this time presented and read to the Council the
documents relating to the substitution of Councilman Baker as n Wilburn N•
Defendant in the Hyperion Sewer Nuisance Case (State OT California- vss.. Cit y
of Loa Angeles, et al) in the place and stead of Orest 0.`Hesser.
thereupon delivered a copy of the Judgment iii Csaid Aaton to Councilman Baker

the substitution, Mayor Selby thereupon verified the document on behalf of

At this time City Attorney Woodworth'-reviewed for `the Council the
proesedings.which had thus far been taken by the City of E1 Segundo in connec-
tion with the- execution .of a Supplemental,Agreement with the City of 'Loa
Angeles (supplementing,, he agreement of lung 25, 1925 between`said;Citie6)
relating to the proposed new 'treatment plant'-`and snbtarine;outfall tdw,6 at

Hyperion and the sharing of the costs 'therety. 'fle'also read to -
the Council the portion. Of, the Judgment of the Superior Court in the recent
case of People of the State of California vs. the City `o! Los Angeles, et al,
which required the.variou6- pities and corporate agencies effected to report

arrangements which they have been able - make up to that time for the financing
of their respective shares-of the costa :involved.

The City Attorney reported at this time that pursuant to "`instruetion
given by the Council at ' its last meeting, the City: Clerk had delivereCto
the City Attorney a warrant for $1007.00, together with the Buyer's Escrow
Instructions, in the matter of the acquisition. by the City of Lots.-
16 and 17, Block 42, $1 Segundo, and that in turn"the City A +,torney had
delivered said warrant and instructions to the Inglewood -gscrow company,
being the escrow company which the seller of the property; the Tracy
Estate, had selected to handle said transaction.
Building Inspector John Catalano reported that'pursuant to instruction
given at the last regular meeting of this Council, he had studied the
building regulations designated VHP_l recently promulgsted•by Civilian
Production Administration and that hey is= 'familiar, therewith- and he' explained
to the City Council certain provisions thereof which concern the Veteran
Emergency Housing program. -
After a discussion of some of the - 'problems involved, it was moved by
Councilman Skelley, seconded by Councilman-Peterson, that the fol'lowing
resolution be adopted:

The Chief of Police, referring-again to: the .letter he had received from
the Sheriff of Los A ngeles.County sespecting.-civiliaa, air traffic, reference
to which appears in the minutes of the meeting of this Council held April
17, 1946, stated .that he-had been in-' conference with - xepresentatives..Af the
Sheriff's office and that he was informed ibat the;.services of the Sheriff's
office are available to the several police departments of-Los Angeles County
in the matter of the enforcement of air traffic regulations and that under
the circumstances it is not believed necessary to adopt an ordinance paralleling
or supplementing said law on the subject.
,Subsequent to this report, however,.attention was called. to-the.fact
that.many. aircraft leaving Los- Angeles,;munieipal.airport-fly at low altitudes,
and to the layman appear to be in violation of regulations. Following this
discussion, it was moved by Councilman Skelley, seconded by Councilman Baker,
that the following resolution be adopted:
WHEREAS 9 "the -City, Council, of the City of El Segundo
has received numerous - complaints with reference to }pow flying
aircraft over said Cityi ,..
AND, WHEREAS, various of the complaints received are r
with reference to aircraft which seemingly make left turns
prematurely after - taking off in a westerly direction from.
the Los Angeles Municipal • Airport - before ,they ,Dave :_reached
a proper altitude so to do, and which turning causes them:.
to pass directly over residential, business and industrial
areas of the City of E1 Segundo in such manner as to give
great apprehension,.to,persons.on the ground; and to shift
workers who may be sleeping during daylight hours;
NOW, THEREFORE, BE IT RESOLVED, that the City Council
of the City:of El Segundo does hereby instruct the City
Clerk to forward'a copy, of this resolution to the Civil
Aero1}ai tics 7&1hb rit-q a n3` U the off icials in charge of the
Los Angeles Municipal Airport, with the view in mind that-
said officials will consider this resblui3oh as s{}`gge`s %ion
and request on the part of the City of El Segundo that
regulations and rules with reference to the matters herein -
above referred to,be adopted and placed in effect; or, if already
in effect, that they be enforced to the and that the practices
complained of may be eliminated at the earliest possible time
and that constant vigilance be maintained to prevent recurrence
of aircraft handli" over the City of R1 Segundo which is
potentially hazardous to life and property.
