An adjourned r =gular meeting of the City Council of the City of El
Segundo, California, was held in the Council Chamber of the City Hall of
said City, on the above date„ having been called to order at 2:00 P. M.
by 1.illiam R. Selby, Mayor.

Councilmen Absent: Skelley.

order of business be dispensed with. garried.
1'he City Clerk read to the Council a letter received this date from the
..ar Relocation Authority, which letter was dated April 18, 1946, and mthich
referred to the probable placing in E1 Segundo in the future by said _sar
Relocation Authority, of certain house trailers to accomodate certain displaced .
persons of Japanese ancestry, requesting the City to modify its existing
reF-ulatiors so as to-permit the installation, maintenance and use of such
house trailers nithin the City of El Segundo, even though they may not conform
in all respects to existing requirements in such cases and specifically
requesting permission for the immediate location of one of such trailers on
'the premises known as 815 ;':ashington Street,•within the City of E1-Segundo.
Councilman Skelley appeared at the meeting during the reading of the
before mentioned communication, at the hour of 2:10 P. M. and he immediately
took.his seat at the Council table.
Discussion followed, after which it was moved by Councilman Peterson,
seconded by Councilman Skelley, that the following resolution be adopted:
RESOLVED, that the communication from Department of the
Interior, Var Relocation Authority, dated April 18, 19469
addressed to City Council, City Hall, City of E1 Segundo,
California, with reference to certain modifications of existing
building regulations relating to house trailers and housing
installations, subject to the jurisdiction of said agency and
the Federal Government, and requesting a particular permit as
to a particular trailer therein mentioned, be received and filed
in the office of the City Clerk, and that spia communication,
so on file, be and the same is hereby referred to and by this
reference incorporated herein and made a Dart hereof;

communication and the requests therein made, that an interim
permit to install the particular trailer described and referred
to in said communication at the Darticular location therein
stated, ,to -wit: on the premises known as 915 Washington Street,
E1 Segundo, California, be and the same is hereby granted,
pending the adoption of the ordinance amendment hereinafter
referred to; this permit being in all particulars responsive
to the request made; -
.ND, HIS IT F[T?TI?, R RESOLVED, that the City Attorney be
and he is hereby authorized and instructed to prepare and
present to this Council such ordinance or ordinances as may be
necessary to amen? existing regulations so as to, permit the
City Council to grant waivers in connection with the placement
of house trailers within said City by the War Relocation
Authority under its program referred to in its said communication.
The foregoing resolution was adopted by the following vote:
Ayes: Councilmen Baker, Skelley, Peterson, Thompson and Mayor Selby.
Noes: Councilmen None.
Absent: Councilmen None.
Additional discussion was had relative to the necessity for amending
the plumbing regulations of the City of El Segundo., so as to provide for
deviations from existing plumbing regulations during the-emergency referred
to in the communication from the iar Relocation Authority mentioned earlier
in these minutes.
Thereafter it w ^s moved b, Councilman Thompson, seconded by Councilman
Raker, the following resolution be adopted:.
RESOL77EED, that the Building Inspector be requested to
review existing building regulations and suggest to the
City - ttorney such changes as might be necessary in his
opinion, if he is able at this time so to do, frith reference
to ordinance changes involved in the placement of Federal
housing units in the City of E1 Segundo, and that the City
Attorney, upon receipt of such information, prepare such
necessary ordinance or ordinances in that regard, submitting
the same to the City Council for its consideration.
The foregoing resolution was adopted by the following vote:
Ayes: Councilmen Baker, Skelley, Peterson, Thompson and Mayor Selby.
Noes: Councilmen None.
Absent: Councilmen None.
In the matter of the proposed construction of a sewage treatment plant
at Hyperion by the City of Los Angeles, pursuant to court order in Case
No. 489,890 in the Superior Court of the State of California, in and for
the County of Los Angeles, and the payment of E1 Segundo's proportionate
share of the cost thereof, lengthy discussion took place and serious
consideration was given to the maximum quantity of sewage which the City of
E1 Segundo may be required to dispose, using the year 1957 as the year when
that quantity will reach its peak.
In this connection it was finally determined, by general consent, that
the City Attorney should negotiate with the proper officers orl departments
of the City of Los Angeles in an endeavor to cause any agreements necessary
between the City of Los Angeles and the City of E1 S.egundo in that regard
to be prBpared on the basis of a maximum contribution of sewage by the City
of El Segundo to the Los Angeles sewage disposal system of 1.2 million
gallons per day and fora monetary payment to the City of Los Angeles the
pro rata of the cost of the new plant and facilities based upon said gallonage.
The City Attorney indicated -he would follow the Council's instruction
respecting said matter and would; prior to,Aoril 24th, advise the City
Clerk respecting such matters as might need preparation before said date
for presentation to the City Council at its n -xt regular meeting for offiiial
action.
,t this point, the hour beir_e 3:30 P. M., Councilman Baker was excused
from further attendance at this meeting and he immediately left the Council
Chamber.
Thereafter informal discussion took place relative to the issuance by
the Building Department of the City of "l1 Segundo of building permits, in
view of certain rules respecting building construction recently ^romulgat<d
by-the Federal Government. It was the consensus that in so far as it is _-

Possible-and practical so to do, the Building Department of the City of
El Se &)ndo should reasonably cooperate with Federal agencies and be guided
in the issuance of building permits by Federal regulations respecting the
constructign of buildings within the City of Fl Segundo.
