April 16, 1946.
An adjourned regular meeting of the City Council of the City of E1 Segundo,
California, was held in the Council Chamber of the City Hall of said City on
the above date, having been called to order at 4:15 o'clock P. 1". by William
R. Selby, Mayor.
ROLL CALL.
Councilmen Present: Hesser, Peterson, Skelley, Thompson and u'ayor Selby.
Councilmen Absent: None.
The City Clerk reported that the returns of the regular General 'El'unicipal
Election held on Tuesday, the 9th day of April, 1946, in the City of E1 Segundo,
California, vreFe then; acid had -been; -tn -his possession in the envelopes con-
taining them, in the same condition as when received, and that he had also
received and had ready to present to the Council three (3) absent voters'
ballots. Said Clerk then presented said returns and said absent voters'
ballots to the City Council at this time at- this-meeting. - - - --
It :�.as thereupon moved by Councilman Skelley and seconded by Councilman
Thompson, that the City Council proceed forthwith to canvass said returns and
sail absent voters' ballots. The said motion was carried and adopted by the
following vote:
.;yes: Councilmen Hesser, Peterson, Skelley, Thompson and Yayor Selby.
Noes: Councilmen None.
Absent: Councilmen None.
Said motion having carried, the City Council then proceeded forthwith to
publicly examine and canvass the said returns, and said absent voters' ballots,
all as provided by law.'
Upon completion of said canvass by said Council, it was moved by Councilman
Hesser and seconded by Councilman Peterson, that the following resolution be
adopted:
"WHEREAS, there was held and conducted in the City of El
Segundo, County of Los Angeles, State of California, on Tuesday,
the 9th day of April, 1946, a regular general municipal election
of the qualified voters of said City, under, pursuant to, and
as required by the provisions of the laws of the State of Cal-
ifornia, relating to cities of the sixth class, for the purpose
of electing the following officers of said city, to -wit:
Two members of the City Council of said City for the full term
of four years; and
One member of the City Council of said City for the short term
of two years;

electors of said City at said election amd appeared upon the
ballots at said election above referred to, pursuant to the law
in such case made and provided, the following question or _pro-

was duly and legally given, that there were nine (9) voting
precincts established within the said City for holding said
election, consisting of the regular voting precincts established
by the Board of Supervisors of Los Angeles County, California,
for the holding of general State and County elections; that
.election officers were appointed and election supplies furnished;
and that in all respects said election was held -and conducted
anc the votes cast thereat received and canvassed any the returns
!jade and declared in time, form and manner as required by the
provisions of the laws of the State of California relating to
cities of the sixth class and pursuant to all laws of said State
and of said City in such case made and provided;

City Hall of said City on Tuesday, the 16th day of April, 1946,
as provided by law, beginning at the hour of 4:15 o'clock'P. M.,

absent voters' ballots, and declare the results thereof, whereupon
the said Council found that the number of votes cast; the pro-
position or question voted upon; the name'- of the persons voted
fcr; the office to fill which each nerscn was voted for; the results
of said election; and the other matters required to be determined
by law; to be as hereinafter stated;-

That said regular general municipal election was held and
conducted in said City of E1 Segundo, California, on Tuesday,
the 9th day of April, 1946, in time, form and manner as required
by law;
That there were nine (9) voting precincts established
within the said City for the purpose of holding-said election,
consisting of the regular voting precincts established by the
Board of Supervisors of Los Angeles County, California', for
holding of general State and County elections, as follows:
Voting Precinct No l consisting of E1 Segundo
City Precinct No. 1, the polling place of which

Richmond Street, in said City;
Voting Precinct No. 5 consisting of E1 Segundo
City Precinct No. 5, the polling place of which
was in the residence, 407 Concord Street, in
said City;

Precinct No. 6, the polling place.of which was in
the residence, 508 Loma Vista Street, in said City;
Voting Precinct No. 7 vonsisting of E1 Segundo City
Precinct No. 7, the polling place of which was in
the Games Room at Recreation Hall, 220 West Palm
Avenue, in said City;
Voting Precinct No. 8 consisting of E1 Segundo City
Precinct No. °, the polling place of which was in
the 77oman's Club House Building, Southwest corner
Standard Street and Mariposa Avenue, in said City;
and
Voting Precinct No. 9 consisting of E1 Segundo City
Precinct No. 9, the polling place of which was in
the residence, 511 E. iv.aple Avenue, in said City.
That the whole number of votes (ballots) cast in said
City of E1 Segundo and at said election was eleven hundred
and one (llC1) votes.(ballots); and the whole number of
absentee votes (ballots) cast.was three (3) votes (ballots),
making a total of eleven hundred and four (1104) votes
(ballots) in all cast at said election.
That the proposition or question voted upon; the names of
the persons voted for; the office to fill which each person was
voted for; the number of votes given at each precinct to each
of such persons, and for and against such proposition or question;
the number of votes given in the City to each of.such persons,
and for and against such proposition or question; the number_ of
absentee votes given to each of such persons, and for and
against such proposition or question; and the total number of
votes given both in said City and in said absentee ballots to
each of such persons, and for and against such proposition or
question; are as follows:

AHSETMEHE VOTE: That pursuant to the provisions of law in such
cases made and provided, there were furnished to absentee voters
by the City Clerk of said City a total of three (3) absentee voters'
trallots; that three (3) of the said absentee voters' ballots have
been returned to the City Clerk and accounted for and same have,
pursuant to law, been canvassed by the City Council of said City
and the City Clerk thereof; that two (2) of the votes given in said
absent voters' ballots were given for ( "Yes "), or in favor of said
proposition or question, and-one {1) of the votes given in said
absent voters' ballots were given against. ( "No "), or not in favor of
said proposition or question.
That the total number of votes cast on said-proposition or
question' - -all votes -Gast in said _City _and_in_ said_ absent
voters' ballots, were ten hundred fifty -nine (1059) votes. That the
total number of such votes for ( "Yes "), or in favor of said proposition
or question, i ^:as seven hundred thirty -six (736) votes, and that the
total number of such votes against ("No "), or not in favor of said
proposition or question, was three hundred twenty -three (323) votes.
(2) That the names of the candidates or persons voted upon
for member of the City Council of said City for the full term of

the second highest number of votes for said office and that
therefore said Wilburn E. Baker was elected and is hereby

shall enter on the records of said City-Council a statement

The City Clerk then reported that he had caused to be entered on
the records of the City Council of the City of E1 Segundo, California,
a statement of the result of said election, by filing the resolution
last hereinabove set forth in his office, and by entering said resolution
in.full in the minutes of this meeting on the said records.
The City Clerk thereupon issued certificates of election to
Councilmen Dave Y. Peterson, �'lilburn E. Baker and L. Rexford Thompson,
who immediately thereupon took and subscribed to their respective
constitutional oaths of office and filed the same with the City Clerk,
who thereupon announced that the said oaths of office were duly filed in
his office.
Councilmen Elect Dave W. Peterson, I'lilburn E. Baker and L. Rexford
Thompson thereupon took their respective seats at the Council Table and
the Council thus constituted, thereupon Consisted of the following
members, all of whom were present, to -wit:

proceedings duly and regularly taken, William R. Selby was chosen by said
Council as Mayor.of said City to continue as such Mayor .during the
Pleasure of said Council and until its further order.
The IYayor then stated that he would like to give some t4ought to
the appointment of Councilmanic Committees before announcing any realignment
thereof and requested existing Committeemen to continue to function on the
Committees to which they had previously been appointed and asked the new
Councilman i.ilburn E. Baker, to assume the committeeship formerly hold by
Orest 0. nesser peeling new demmittee designations.

it was moved by Councilman Peterson, seconded by Councilman Thompson, the
meeting adjourn. Carried.
