November 28, 1945.
An adjourned regular meeting of the City Council of the City of El
Segundo, California, was held in the Council Chamber of the City Hall of
said City, having been called to order at 4:15 o'clock P. M. on said date
by t"lilliem R. Selby, Mayor.

READING OF MINUTES OF PREVIOUS =1 TING.
The minutes of the regular meeting held on the 21st day of November,
1945, were read, without error or omission being noted � and were approv_ed._ _
as read upon motion of Councilman Hesser, seconded by Councilman Peterson,
which carried unanimously.
WRITTEN COMMUNICATIONS.
The following communications, received from the persons, firms or
corporations hereinafter named, were disposed of in the manner indicated,
following reference to each hereinafter:
STATE BOARD OF EQUALIZATION, dated November 26, 1945, with reference
to a certain resolution adopted by the City Council on November 7, 19459
protesting the issuance to Beecher B. James of an "On Sale" beer license at
145 Richmond Street, E1 Segundo; stating that protests from governing officials
usually allege facts differing from those recited in the resolution hereinabove
referred to, specifying allegations which may be used in protest and which are
recognized by the Board if they truly reflect the facts, and indicating that
if the Council desires to file protest, setting forth one or more of such
facts, such protest should be filed immediately.
By general consent action with reference to this matter was taken
under advisement.

ORAL CCMMUNICATIONS.
REPORTS OF STANDING COMMITTEES.
REPORTS OF OFFICERS AND SPECIAL COMMITTEES.
The City Clerk reported he had in his possession one bid for the purchase
of real property heretofore advertised for sale by the City of E1 Segundo under
Notice No. 6 -M.
The Council considered whether or not to cause said bid to be opened,
examined and publicly declared, and'it appearing that numerous prospective
purchasers of City of E1 Segundo real property had been requested not to
present bids therefor until a date subsequent to this meeting for the reason
that the Council has had under consideration the matter of appraising the
properties offered for sale, which undertaking was completed only this date,
it was decided that the acceptance of any bids at this time might be an
injustice to other potential bidders who may have intended bidding upon the
same property at a future date, therefore it was moved by Councilman Thompson,

seconded by Councilman Skelley, that all bids on real property heretofore advertised
for sale by the City of E1 Segundo, under Notices No. 6 -14 and No. 7, be held by
said City Clerk, unopened, and presented to this Council at its regular meeting
to be held December 5, 1945. Carried by the following vote:
Ayes: Councilmen Hesser, Peterson, Skelley, Thompson and Mayor Selby.
Noes: Councilmen None.
Absent: Councilmen None.
UNFINISHED BUSINESS.
In the matter of the communication from Lily Isabel Klaproth, dated
November 21, 1945, requesting the Council to indicate whether or not, under its
zoning plans about to be considered, the operation and maintenance of a paint
manufacturing shop would be permitted on Lot 179, Block 123, El Segundo, the
Council questioned hr. Herbert Klaproth, who was present at this meeting, and
who will operate the business if it is undertalken within the City of E1 Segundo,
respecting the noise, odors and other features incident to the operation of a
paint manufactary, which might possibly be offensive to residents in the
ne ighborhood.
Mr. Klaproth explained that the business will be operated with modern
machinery, which is practically noiseless; that the odors are of linseed oil
and turpentine, which are not offensive; that he is presently superintendent
of a paint manufactary which exists in a residential neighborhood in the
western part of Los Angeles, and which he invited the Council to inspect for
a first hand impression of the existence of objectionable features.
Thereafter it was moved by Councilman Hesser, seconded by Councilman
Peterson, that the following resolution be adopted:
b�TEREAS, by communication addressed to this Council
under date of'November 21, 19451 Lily Isabel'Klaproth has
inouired whether or not a paint manufacturing shop might be
operated on Lot 179, Block 123, E1 Segundo, in view of the
Council's intent to adopt a comprehensive zoning plan for
the City of El Segundo; and
WIE REAS, this Council cannot foretell the attitude
respecting such a business in said location of such zoning
engineer as it may employ to advise it with reference to
zoning within the City of E1 Segundo; and
'AJI EREAS, this Council, being unfamiliar with the
operation of a paint manufacturing plant, and being unaware
of any objectionable features which may attach thereto,
has questioned Mr. Herbert Klaproth, who will manage and
operate the proposed industry if it is in fact established
at the location hereinbefore indicated; and
'.';I-EREAS, Mr. Klaproth has testified that the business
operates without noise outside of the building housing the
same; that the odors emanating therefrom are of linseed oil,
turpentine and lacquers, which so far as he knows are not
offensive to anyone;
NOW, TBEREFORE, BE IT RESOLVED, that in view of the
character and present uses of the land adjacent to and
surrounding Lot 179, Block 123, E1 Segundo, and in view of
the testimony of Mr. Herbert Klaproth given this.Council this
date, this Council can see no present objection to the
operation and maintenance of a paint manufacturing shop of
the nature indicated at the location hereinbefore described,
and will leave the decision and responsibility in said matter
to the discretion of its correspondent, Lily Isabel Klaproth;
provided, however, that Councilman Thompson and Building

Inspector Catalano are hereby appointed a special committee
of two to investigate- the operation of a paint manufacturing
business at 10751 Venice Boulevard, Los Angeles,• and to make
inquiry of persons living adjacent thereto as•to tha objection-
able features thereof, if any, and said committee, after
making such investigation, shall report their findings to
this Council in writing (furnishing a copy of such communication
to said Lily Isabel Klaproth), and said findings shall be
deemed to affirm, modify or abrogate the attitude of this
Council hereinabove expressed to the extent as may be indicated
in said report and findings.
The foregoing resolution was adopted by the following vote:
Ayes: Councilmen Hesser, Peterson, Skelley, Thompson and Mayor
Selby.
Noes: Councilmen None.
Absent: 'Councilmen None.
No further business appearing to be transacted at this meeting, it was
moved by Councilman Hesser, seconded by Councilman Peterson, the meeting
adjourn. Carried.
