A regular meeting of the City Council of the City of El Segundo, California,
was held in the Council Chamber of the City Hall of said City on the above date,
having been called to order at 7:00 P. M. by the Mayor, William R. Selby.
ROLL CALL.
Councilmen Present: Skelley, Thompson and Mayor Selby.
Councilmen Absent: Hesser and Peterson.
READING CF MINUTES OF PREVIOUS IM ETINGS.
The minutes of the regular meeting held on the 18th day of April, 1945,
having been read, without error or omission appearing, it was moved by Council -
man Skelley, seconded by Councilman Thompson, the minutes of said meeting be
annroved as recorded. Carried.
The minutes of the special meeting held on the 23rd day of April, 1945,
were read, without error or omission being noted, and were approved as read
upon motion of Councilman Thompson, seconded by Councilman Skelley, which
carried unanimously.
Councilman Peterson appeared at the meeting at this time, the hour being
7 :07 P. ,ui. and he immediately took his seat at the Council table.
The City Clerk announced that he had in his possession, in the same con-
dition as when received, two bids for the purchase of tax deeded real property
heretofore advertised for sale by the City of El Segundo.
Moved by Councilman Skelley, seconded by Councilman Peterson, and unani-
mously carried, that the Council proceed to open, examine and publicly declare
the bids received this date for the purchase of tax deeded property heretofore
advertised for sale by the City of El Segundo.
The Council proceeded to and did open, examine and publicly declare said
bids, which said bids were found by said Council to be as follows, to -wit:
Bid of Mrs. Bessie A. Harris, on regular form provided therefor, bidding
t:e sum of :210.00 for Lot 6, Block 76, El Segundo, under Notice No. 5 of Intention
to Sell City of El Segundo Owned Real Property. Said bid was accompanied by

RESOLVED, that a copy of that certain notice entitled
"Notice No. Six V. of Intention to Sell City of El Segundo
Owned Real Property and Inviting Bids or Offers Therefor,"
dated the 2nd day of May, 1945, wherein notice of the in-
tention of the City of E1 Segundo to sell by good and suffi-
cient deed certain real property situated in Tracts 2540,
6968, and E1 Sea_undo, in said City, therein described, is
giver., and bids or offers on such properties are invited, as
set forth in said notice, be immediately placed on file in
the office of the City Clerk of said City for the purposes
of identification and reference; and

Special City Attorney Bender recommended that certain properties/be
advertise: for sale, be appraised as to value by the Council or designated
members thereof, whereupon the 11,layor appointed Councilmen, Thompson, Skelley
and Peterson, together with Special City Attorney Bender, as a special
committee to appraise certain tax deeded properties o,^,ned by the City of
El Segundo, which are to be offered for sale by said City. By common
consent the Committee agreed to meet on Y7ednes lay, t. '.ay 16, 1945, at 2:00 D. M.

Special City Attorney Bender informed the Council that he had had a number of
inquiries respecting the sale of Lot 2, Block 104, E1 Segundo, and he made certain
other statements with reference thereto, recommending that the Council exercise
its option to purchase the tax deed thereon from the County Tax Collector.
Thereafter, it was moved by Councilman Skelley, seconded by Councilman Thompson,
that Resclution No. 756, entitled:

Special City Attorney Bender then proposed and recommended that the City
purchase additional tax deeded property from the County of Los Angeles and
that the proper officers of said City be authorized to execute an agreement

in that regard, whereupon it was moved by Councilman Skelley, seconded by
Councilman Peterson, that Resolution. No. 757, entitled:

Special City Attorney Bender informed the Council that pending the further
order of the Council he is not seeking to quiet title to certain parcels of
tax ceeded land owned by the City of El Segundo, the descriptions of which he
has heretofore furnished said Council.
At this time :;:ayor Selby inquired concerning the desirability of instituting
condemnation proceedings to acquire certain parcels of land desired by the City
of El Segundo in order to provide the City a suitable site for a proposed City
Hall.
Discussion ensued, terminating in a decision that such action is appropriate
at this time, whereupon it was moved by Councilman Peterson, seconded by Councilman
Thompson, that the following resolution be adopted:
RESOLVED, that the City Clerk furnish to the City Attorney
a description 'of the properties to be'acquired by the City of
El Serurco in connection �rrith the new City Hall project for said
City and which properties it is inc'icated may require the ac-
auisition thereof by the exercise of the right of eminent domain.;

one milk covr in the rear of the premises situated 516 West Walnut Avenue, within
the City of El Segundo.
The Chief of Police, to whom the application had been referred by the City
Clerk for inv,-,sttuation prior to this meeting, reported thereon and displayed
for the Council's information_ a sketch of the applicant's premises and adjacent
Properties, showing the distances bet•�,een the shel, in which it is proposed to
;souse the animal, and neighboriac- d�- .ellinC houses.
ir. E. -D. Shore, one of the applicants, who was present at the meeting,
addressed the Council with reference to the matter and indicated that all of
his neighbors, with the exception of two, had no objection to the maintenance
of the cow on the premises referred to.
After discussion, it was moved by Councilman Peterson, seconded by Council-
man Thompson, that the application of Mr. and ;sirs. B. D. Shore, filed with this
Council this date, for a permit to maintain one cow at 516 JYest Walnut Avenue,
in the Cite of El Segundo, be taken under advisement until the next regular
meeting of this Council, and that in the meantime, the Council, as a committee
of the whole, review the situation in the field. Carried.
RUTH (S HLI1, 11E) HO-PP, dated April 29, 1945, requesting a 30 -day extension
of her present leave of absence, which will expire Tray 9, 1945.

L. A. HOUSE MOVING CO., dated 1uay 1, 1945, an application for a permit to
move a one story dwelling house from a location outside the City of E1 Segundo
to a permanent location on Lot 1, Block 99, E1 Segundo.
The City Clerk reported that all fees and deposits indicated had been made
and that there was attached to the application certain recommendations of John
Catalano, Building Inspector, which he suggested be made conditions incident
to the granting of the permit prayed for.

RESCLVLD, that the application of L. A. Housemoving,Co.,
dated '%ay 1, 1945, for a permit to move a one story stucco
building into the City of El Segundo, be placed on file in
the office of the City Clerk, and that said application, so
on file, be and the same is hereby referred to and by this
reference incorporated herein and made a part hereof;
AND, BE IT KTRUIER IRESOLIFED, that the permit applied
for in sail application be and the same is hereby granted
upon and subject, however, to each and all of the following
terms and conditions:
1. That a front porch be added to the said building;
2. That the partition between the kitchen and living
room be adequately reenforced;
3. That 4 x'4 girders be provided; and
4. That floor joists do not exceed 8 foot span in
anyone place.
5. That before the permit herein authorized becomes
valid, the owner of the property upon which said building
will be located in the City of El Segundo, must sign the
following endorsement upon a copy of this resolution and
must file such copy, so endorsed, in the office of the City
.Clerk, to -wit:
"The undersigned, owner of the real property
upon which the building referred to in the fore-
going resolution will be located, within the City
of El Segundo, to -wit: Lot 1, Block 99, does hereby
certify that he has carefully read the foregoing
resolution and understands thoroughly the terms and
conditions upon which and subject to which the permit
therein referred to is granted, and that he does
hereby agree to perform and fully comply with each
and all of the terms, conditions and requirements
under and subject to which said permit is granted,
and to cause the construction and improvements there-
in referred to to be so made and completed within
a period of not to exceed sixty days after such
building has been placed upon said property.

that the unpaid balance of $171.87, due under 1889 Bond Act, Bond No. 36,
has now been paid in full, requesting that the settlement be approved by
the Council and that he be compensated in accordance with his contract for
causing settlement to be made.
Moved by Councilman Skelley, seconded by Councilman Thompson, that
the settlement made by John F. Bender, Special City Attorney, of Bond No.
36, levied against the ti':ly 46.01 feet of Ely 90.01 feet of Sly 149 feet of
, %ly 189 feet of Lot 7, Block 100, El Segundo, under the 1889 Bond Act, as
referred to in the communication of said Special City Attorney, dated April
26, 1945, presented this Council this date, be ratified and approved, and
the Citv Clerk be authorized to cause demand in favor of said John F. Bender
to be prepared for the amount due him under contract for effecting said

as of the first day of July, 1942, and which relates to Lot
10, in Block 13, of Tract 1685, within said City, be placed

so on file, be and the same is hereby referred to and by this
reference incorporated herein and made a part hereof;
AND, BE IT i,.RT ER RESOLVED, that the City Council of the
City of El Segundo does hereby approve the said form of land
lease covering said property and does hereby authorize and
instruct the Eayor of -said City to execute the said lease on
behalf of said City and in its name, and the City Clerk to

thereto; and said City Clerk is further authorized, after the
execution of said lease by said City, to cause five copies
thereof, so executed, to be delivered to the United States of

Lease, presented to this Council at this meeting, dated as
of March 1, 1944, wherein the City of El Segundo assigns to
Leila Frances Bamber, a single woman, all of the right, title
and interest of said City in and to that certain lease between
said City and the United States of America, dated July 1,
1942, covering Lot 10, in Block 13, of Tract 1685, within
said City, be placed on file in the office of the City Clerk
for the purposes of identification and reference, and that
said form of assignment, so on file, be and the same is hereby
approved by the City Council of the City of El Segundo;
AND, BE IT FURTHER RESOLVED, that the Mayor of said City
be and he is hereby authorized and instructed to execute the
said assignment on behalf of said City and in its name, and
the City Clerk to attest the same and affix the official seal
of said City thereto; and that said City Clerk shall make
delivery of five executed copies of said assignment to said
United States of America, through the office of the Pacific

isie 1:o. 9 -1, and the municipal permit issued in connection
therewit'r_ to V:ilshire Oil Company, Inc. and heretofore assigned
to E. A. Tompkins Company, together with "Assignment of E1

Company, being Bond No. 14259 -12- 304 -44, dated
April 19, 1944, with United States Fidelity and
Guaranty Company, as Surety, furnished in con-
nection with said well, as to any liability under

The City Clerk reported having received from Emanuel Jensen an offer to
se -1 to the City of El Segundo Lot 9, Block 108, E1 Segundo Sheet No. 5, the
present o,mer to retain all oil and mineral rights in said property if the
accepts his offer.
Lloved by Councilman Peterson, seconded by Councilman Thompson, the following.
resolution be adopted:
R SOLVED, that that certain "Offer to Sell Real Property ",
wherein Emanuel Jensen offers to sell to the City of El Segundo
for the sum of w1500.00 that certain real property described
as follows, to -wit:
Lot 9, Block 108, El Segundo Sheet No. 5,
as per Yap Book 20, Pages 114 and 115 of
Raps, records of Los Angeles County, on
file in the office of the County Recorder
of said County,
subject to the reservation of all oil and mineral rig -its therein
to the grantors, be placed on file in the office of the City
Clerk and that said communication, so on file, be and the same
is hereby referred to" and by this reference incorporated herein
and made a part hereof;
AND, BE IT FJRTrWR RESOLVED, that the City Council of
the City of El Segundo, on behalf of said City, does hereby
accept the offer of said Emanuel Jensen, made in said "Offer
to Sell Real Property ", subject to the following conditions:
That notwithstanding the reservation by the grantor of oil
and mineral rights as indicated in said offer, that neverthe-
less the grantor, his executors, administ ^ators, .representa-
'tives or assigns, shall have no'right to make any surface
use of the said land in connect•iori with the prospecting for
or proiucing or recovery from said lane? of any such reserved
oil or minerals;
AND, BE IT FORT=R RLSOLV%'D, that the City Clerk be
and he is hereby authorized and instructed to attend to any
and all details which may be necessary in order to consummate
said transaction of sale and purchase as contemplated.

The City Clerk reported having received from Yr. John C. Austin, Architect,
a form of agreement covering architectural services which the said John C.
Austin may render the City of E'1 Segundo in connection with the manning
and erection of a new City Hall building within the Cite of El Segundo.

the following resolution be adopted:
cESOLVvD, that a copy of that certain "AGRE :,:ENT ",
bet-Teen John C. Austin, as architect, and the City of El
Segundo, in connection with the furnishing by said John
C. Austin to said City of architectural services for the
new city hall of said City, be placed on file in the office
of the City Clerk, and that said copy, so on file, be and
the same is hereby referred to and by this reference incor-
,orated herein and made a part hereof;

does hereby apprcve the said "Agreement" and does hereby
authorize and instruct the Mayor of said City to execute
the same or. behalf of said City and in its name and the
City Clerk to attest the same and affix the official seal
of said City thereto and make delivery of such executed
agreement to said architect upon receipt of a like copy
cf said Agreement executed on the part of said Architect.

The City Clerk reported that agreeable to a request of the League of
California Cities, contained in its April 20, 1945, News Letter, that the
Assemblyman representing this District be requested to oppose the passage
of Assembly Bill 1506 then pending before the State Lerislature, which
bill proposes to set up a State Bureau of Budget Analysis in the State Board
of Eq ualization, to which Bureau budgets prepared by individual municipalities

the operation of their respective cities would have to be submitted
before adoption by the City, he did, on the 25th day of April, advise
Assemblyman Glenn M. Anderson, representing this District, that this Council
is opposed to the adoption of any such legislation.
Yoved by Councilman Peterson, seconded by Councilman. Thompson, that the
action of the City Clerk in sending a telegram to Assemblyman Glenn M.
Anderson, April 25, 1945, setting forth this Council's opposition to the
Passage of Assembly Bill 1506, for the reason that any such legislation
would threaten local autonomy, hamper efficiency, minimize services to city
1wellers, make City Councils subservient to absentee owners and pressure
groups, be and the same is hereby ratified, approved and confirmed. Carried.
The City Clerk reported that C. L. hicilwaine, Park Superintendent,
had submitted a vacation schedule for his Department for the year 1944 -45.

the Parks Department Vacation Schedule, presented this Council this date,

The City Clerk reported that pursuant to instruction of the Council, he
had. obtained from the Division of Highways of the State of California information
to the effect that ""20,130.08 is available in State highway funds for highway
expenditure proe;ramming for the biennium 1945 -47, and from the Road Department
of the County of Los Angeles information to the effect that ;;14,294.29 is
available in its "Aid to Cities" fund for road and highway improvements.
The City Engineer reported receipt of a communication from the Board of
Police Com,,issicners of the City of Los Angeles, dated April 20, 1945, to which
was attached a copy of a letter addressed to the Honorable Board of Police
Commissioners of the City of Los Angeles, under date Tvarch 21, 1945, by R. T.
Dorsey, Traffic Engineer of said City, recommending the installation of
traffic signals at the intersection of Imperial Highway and Inglewood- Redondo
Road; indicating also the necessity for an'infrineement at the Southtptest
corner of the intersection, within the City of E1 Segundo, in order to make
such installation.
Following, discussion, it ins moved by Councilman Peterson, seconded by
Councilman Thompson, the following resolution be adopted:
RESOLVED, that the communication from Arthur G. Baraw,
Secretary, Board of Police Commissioners, to City Engineer,
City of El Segundo, dated April 20, 1945, and attached copy
of report of R. T. Dorsey, Traffic Engineer, dated March

21, 1945, presented to this Council at this meeting, with re-
ference to traffic control signals at the intersection of Imperial
Highway and Inglewood- Redord_o Road, and which requests authority
from the C ity of E1 Segundo to place one of the control standards
within the City of El Segundo and in the portion of the public
street within said City adjacent to the intersection of Imperial
Highway and Inglewood- Redondo Road, therein referred to, be
placed on file in the office of the City Clerk, and that said
communication, so on file, be and the same is hereby referred to
and by this reference incorporpted 'herein and made a part hereof;
AP:_,, E., IT FURT -HER RESOLVED, that the City Council of the
City of El Segundo does hereby approve the installation of said
traffic control signals referred to in said communication, within
the City of El Segundo, and does hereby grant full power and
authority for the placement of said traffic control signal in
the portion of Inglewood - Redondo Road adjoining said inter -
section, all as contemplated in said communication and report.
The foregoing resolution was adopted by the following vote:

At this point, the hour being 9:15 o'clock P. iv:., the 3iayor declared a
two minute recess. The Council reconvened at 9:17 P. i+:., Councilmen Peterson,
Skelley, Thompson and Mayor Selby being present and Councilman Hesser being
absent.
City Attorney 1+oodworth advised of his attendance at the 4th meeting of
the i'.ays and (deans Committee of the Vtiest Basin ?:rater Survey Committee and
reported in detail respecting the matters discussed and the business trans-
acted during its four hour session. He also informed the Council that
copy of the minutes of said meeting will be delivered to the City Clerk when
trey have been prepared.
Building Inspector Catalano advised the Council that he would be
absent from his duties May 7th, 1945.

City Engineer Hutchins reported that Mr. Earl Yorgan of the Sewer
Department, did not take in 1944 the earned vacation to which he was entitled
in sai; year, indicating at that time he preferred to allow the same to
accumulate, so that he might have four weeks vacation in 1945; that hlr. ::organ
now has changed his mind and wishes to take the earned vacation to which he
,,as entitled in 1944, beginning P::ay 15, 1945, and tenninatinF x,':ay 29, 1945,
and to allow the earned vacation to which he is entitled in 1945 to accumulate
and be ta'--en in 1946.
There being no objection to this procedure on the part of the City
Bngineer, it was moved by Councilman Skelley, seconded by Councilman Peterson,
that iy r. Earl L -organ of the Server Department be permitted to take the earned
vacation to which he was entitled in 1944 during.the period beginning May 15,
1945 and Pnding i,ai 29, 1945, and that the earned vacation to which he is en-
titled this year be permitted to accumulate and be ta'ren in the year 1946.
