June 8, 1945.
An adjourned regular meeting of the City Council of the City of E1 Segundo,
California, was'held in the Council Chamber of the City Hall of said City on
the above date, having been called to order at 12:00 Noon by William R.
Selby, Mayor.
ROLL CALL.
Councilmen Present: Peterson,'Skelley, Thompson and Mayor Selby.
Councilmen Absent: 1ksser:-..
Moved by Councilman Peterson, seconded by Councilman Skelley, the regular
order of business be dispensed with. Carried.
WRITTEN COMMUNICATIONS.
The following communications, received from the persons, firms or corporations
hereinafter named, were read to the Council and were disposed of in the manner
indicated, following reference to each hereinafter:
MRS. RUTH P. RANDALL, dated June 7, 1945, application for employment by
the City of E1 Segundo. Ordered filed.
DIVISION OF HIGHWAYS, STATE OF CALIFORNIA,.dated June 7, 1945, addressed
to R. T. Hutchins, City Engineer, transmitting Memorandum of Agreement for
expenditure of gas tax monies for Streets of Major Importance for the 1946
fiscal year, and requesting the execution of the same be authorized by the
City Council.
Moved by Councilman Peterson, seconded by Councilman Thompson, the
following resolution be adopted:
WHEREAS, the State of California, through its Department
of Public Works, Division of Highways, has presented a memorandum
of agreement in accordance with a project statement submitted
by the City for expenditure of the 1/4 cent gas tax for the fiscal
year 1946 allocated for streets of major importance other than
State highways in the City of E1 Segundo; and
WHEREAS, the City Council has heard read said agreement in
full and is familiar with the contents thereof, and desires to
approve the same;
TF1EREFORE, be it resolved by the City Council of the City
of E1 Segundo that said agreement for expenditure of 1/4 cent
gas tax allocated for streets of major importance other than
State highways be and the same is hereby approved and the Mayor
and City Clerk are directed to sign the same on behalf of said
City.
The foregoing resolution was adopted by the following vote:
Ayes: Councilmen Peterson,
Noes: Councilmen None.
Absent: Councilman Hesser.
Skelley, Thompson and Mayor Selby.
DIVISION OF HIGHWAYS OF TIE STATE OF CALIFORdnA, dated June 6, 1945,
addressed to R. T. Hutchins, City Engineer, requesting certification by
the City as to the status of right of way effecting the improvement of
El Segundo Boulevard between Sepulveda Boulevard and Main Street, within
the City of E1 Segundo.
Moved by Councilman Skelley, seconded by Councilman Peterson, that
the following resolution be adopted:

RESOLVED, that that certain communication dated
June 6, 1945, addressed to R. T. Hutchins, City Engineer,
E1 Segundo, California, titled: "VII -LA -E1 Segundo Blvd.
DA -WI -234 ", requesting certification as to the status of
right of way under General Administrative Memorandum No. 68,
for use in connection with the improvement of E1 Segundo
Boulevard from Sepulveda Boulevard to Main Street, within
the City of E1 Segundo, be received and placed on file in '
the office of the City Clerk for the purposes of identification
and reference;
AND, BE IT FURTHER RESOLVED, that the City Engineer
of the City of El Segundo be and he is hereby authorized and
directed to prepare and transmit forthwith to the Division
of Highways of the State of California the following certi-
fication, to -wit:
"While all necessary rights of way have
not been fully acquired, the right to occupy
and use all rights of way required for the
proper execution of the project has been
acquired".
The foregoing resolution was adopted by the following vote:
Ayes: Councilmen Peterson, Skelley, Thompson'and Mayor Selby.
Noes: Councilmen None.
Absent: Councilman Hesser.

There was then presented the Council the application of Southern
California Edison Company, Ltd. for a permit to install 7 poles and 1
anchor in a portion of Walnut Street West of Hillcrest Street, within the
City of E1 Segundo.
Said application-and installation having been approved by the
Assistant Street Superintendent, it was moved by Councilman Peterson,
seconded by Councilman Hesser, that Southern California Edison Company be
and it is hereby granted permission to install 7 poles and 1 anchor in
a portion of Walnut Street West of Hillcrest Street, within the City of
E1 Segundo, all in accordance with its application and sketch thereof
dated June 71 1945, filed with this Council this date, it being provided,
however, that all of the work done pursuant to this permit be prosecuted
and completed to the satisfaction of the Street Superintendent of the
City of E1 Segundo. Carried.
* * ** Councilman Hesser appeared at the meeting at this time, the hour
being 12:30 o'clock P. M. and he immediately took his seat at the Council
table.
R. T. HUTCHINS, Superintendent of the Water Department, dated June
89 1945, containing his recommendation as to the appointment of a Clerk in
the Water Department of the City of El Segundo. Following lengthy discussion,
the matter of making an appointment was taken under advisement until such
time as the Council shall again convene.
No further business appearing to be transacted at this session, it
was moved by Councilman Hesser, seconded by Councilman Thompsoi4 the meeting
adjourn until Friday, the-8th day of June,. 1945, at the hour of 4:00 P. M.
