A regular meeting of the City Council of the City of E1 Segundo, California, was held in the Council Chamber of the City Hall of said City, on the above date, having been called to order at 7:00 P. M. by'Mayor ,1illiam R. Selby, Wednesday, the 4th day of July, the day upon which said Council ordinarily would have met, having been a legal holiday. ROLL CALL. Councilmen Present: Hesser, Peterson, Skelley and Mayor Selby. Councilmen Absent: Thompson. 1EADING OF MINUTES OF PREVIOUS MEETING. The minutes of the regular meeting of the City Council held on the 20th day of June, 1945, having been read and no errors or omissions noted, it was moved by Councilman Peterson, seconded by Councilman Skelley, the minutes of said meeting be approved as recorded. Carried. The City Clerk announced that he had in his possession, in the same con- dition as when received, two bids for the purchase of tax deeded real property heretofore advertised for sale by the City of E1 Segundo under Notice No. 6 -M. Moved by Councilman Skelley, seconded by Councilman Hesser, that the Council proceed to open, examine and publicly declare the bids received this date for the purchase of tax deeded property heretofore advertised for sale by the City of El Segundo. Carried. The Council proceeded to and did open, examine and publicly declare said bids, which said bids were found by said Council to be as follows, to -wit: Bid of William W. Hancock and Fred E. Kenney, dated July•3rd, 1945, bidding the sum of $800.00 for the North 145 feet and the West 20 ft. of the South 180 feet of Lot 2, Block 106. Said bid was accompanied by a bid deposit of $200.00 in currency. Bid of Thomas B. DeBerry, on regular form provided therefor, dated July 2nd, 1945, bidding the sum of $225.00 for Lot 59, Tract 2540, and $200.00 for Lot 60, Tract 2540. Said bid was accompanied by a bid deposit of certified check in amount of $106.25, payable to City of E1 Segundo. Following consideration of said bids, it was moved by Councilman Skelley, seconded by Councilman Peterson, that Resolution No. 764, entitled: REESOLUTION OF TIE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, ACCEPTING THE TnE PAYMENT BID OF WILLIAM W. HANCOCK AND FRED E. KENNEY FOR CERTAIN CITY OTT'NED REAL PROPERTY, which was read, be adopted. Carried by the following vote: Ayes: Councilmen Hesser, Peterson, Skelley and Mayor Selby. Noes: Councilmen None. Absent: Councilman Thompson..' Moved by Councilman Skelley, seconded by Councilman Peterson, that the bid of Thomas B. DeBerry, bidding the sum of X225.00 for Lot 59, Tract 2540, and the sum of $200.00 for Lot 60, Tract 2540, E1 Segundo, be and the same is hereby rejected, and the City Clerk instructed to return to said bidder his bid deposit. Carried by the following vote: Ayes: Councilmen Hesser, Peterson, Skelley and Mayor Selby. Noes: Councilmen None. Absent: Councilman Thompson. "BITTEN CON:IVNNICATIONS . The following communications, received from the persons, firms or corpora- tions hereinafter named, were read to the Council and were disposed of in the manner indicated, following reference to each hereinafter: STATE CONTROLLER, HARRY B. RILEYY dated June 25, 1945, transmitting a copy of an agreement to purchase certain lands located in the City of E1 Segundo, between the City of E1 Segundo and the Board of Supervisors of Los Angeles County. On motion of Councilman Peterson, seconded by Councilman Hesser, which carried unanimously, the communication, with its attachments, was ordered received and placed on file in the office of the City Clerk. H. L. BYRAM, County Tax Collector, dated June 27th, 1945, advising that his office will soon offer for sale at public auction certain tax delinquent real property. On motion of Councilman Peterson, seconded by Councilman Skelley, which carried unanimously, the list was ordered referred to the Special City Attorney and the City Engineer of the City of El Segundo, to report if any real property within the City of E1 Segundo is involved in the transaction. RECREATION COIVI =SIGN OF THE CITY OF EL SEGUNDO, dated June 22, 19459 submitting reorganization plans, an explanation thereof and a copy of its 1945 -46 budget. By general consent the communication and attachments were ordered placed on file. FRANK A. KRIM, dated July 2, 1945, offering to sell his lot in Block 42, El Segundo, to said City for the sum of $250.00 net to him: Moved by Councilman Peterson, seconded by Councilman Skelley, that the City Council of the City of E1 Segundo accepts the offer of Frank A. Krim to sell to said City his Lot 31, Block 420 El Segundo, for the sum of X250.00; that a warrant in the sum of X250.00 be drawn, payable to the order of Frank A. Krim in consideration of the transfer of the title to said Lot 31, Block 42, to the City of E1 Segundo;,that the City Clerk be authorized and directed to immediately place an order with a reputable title company of Los Angeles County for a report and title insurance policy covering said parcel of real property and that if and wh6n the City acquires title to the same, free and clear of all encumbrances except taxes for the tax year 1945 -46, and conditions, restrictions and reservations usual to real property in said Block 42, that said warrant be mailed to said Frank. EL SEGUNDO CITY EMPLOYEES' ASSOCIATION, dated July 3, 1945, expressing thanks and gratitude to the Council for a wage increase recently granted City employees, and advising that Mr. John Catalano has been appointed liaison officer to convey from one organization to the other, messages or information or explanations of actions, attitudes or policies, which will insure the maintenance of harmonious relationships and understanding between both bodies and the continuation of a satisfactory public service. S. ENGINEER OFFICE; Bulletin No.-14, dated June 200 1945, advising that application has been made by the Standard Oil Company of California for :"Jar Department permission to install submarine Q 991 oil loading pipe lines in Santa Monica Bay at E1 Segundo, California. Ordered filed. LEAGUE OF CALIFORNIA CITIES, dated June 8 °, 1945, with reference to the availability of certain Federal funds to use in the preparation of plans for local postwar public works. Ordered filed. LEAGUE OF CALIFORNIA CITIES, dated June 26, 1945, advising that the fireworks bill has been signed by the Governor and is,now effective, and advising also of a new fire training program for California Cities. By general consent the communication was ordered filed and the subject matter thereof called to the attention of Public Safety Commissioner Hesser. COUNTY OF LOS ANGELES, 0. F. Cooley,-Road Commissioner, dated July 1, 1945, advising that a total of $19,139.60-is available for allocation to the City of E1 Segundo during the fiscal year-1945-46P and that payments will be made upon written request to the Road Commissioner after allocation has been made to a.specific project or projects as-cash becomes available in the County Treasury. rdered filed. Building Inspector Catalano reported to the Council concerning the collection of certain fees for new construction permits, which heretofore had been involved in dispute. The City Clerk announced receipt of title insurance policy respecting Lot 9, Block 108, El.Segundo, which the City acquired, subject to general and special County and City taxes for the•fiscal•year 1945 -46, a lien not yet payable. Loved by Councilman Peterson, seconded by Councilman Hesser, the following resolution,be adopted: -WHEREAS, the City of El Segundo did, by deed recorded July 3, 1945, in the office of the County Recorder of Los Angeles County, California, acquire title to the real property hereinafter described for municipal purposes; AND, WHHEREAS,.said property is-now owned by said City and is being held for municipal purposes; NOW, THEREFORE, BE IT RESOLVED; that the County Auditor, the Tax Collector and all officials of the County of Los Angeles, California, having jurisdiction in the premises, are hereby authorized, requested and instructed-by and on-behalf of the City of E1 Segundo, to cancel all unpaid general and special City and County taxes upon said real property, which is located in the City of E1 Segundo, County of Los Angeles, State of California, and described as follows, to -wit: Lot 9 in Block 108 of E1 Segundo, in the City .of E1 Segundo, as per map recorded in Book 20, Pages 114 and 115 of Maps, in the office of the County Recorder of said County; AND, BE IT FURTHER RESOLVED, that the City Clerk of said City be and he is hereby authorized and instructed to forward a certified copy of this resolution to said County Auditor and County Tax Collector, as the request, demand and order for such cancellation. Moved by Councilman Peterson, seconded by Councilman Skelley, that Minta Curtzwiler, City Treasurer, be and she is hereby granted her customary annual vacation beginning July 9, 1945. At this point, Superintendent of the Water Department Hutchins, announced that Mr. Clifford Smith, Water Department Foreman, is willing to accept pay in lieu of taking a vacation to which he is entitled this pear; whereupon it was moved by Councilman Skelley, seconded by Councilman Hesser, the following resolution be adopted: VMREAS, it appears that under existing manpower shortage conditions, it is advisable that the employee hereinafter referred to be retained upon his respective employment for the City of E1 Segundo, and that he be granted pay in lieu of vacation as hereinafter set forth; NO,, THEREFOR$, BE IT RESOLVED, by the City Council of the City of 171 Segundo, notwithstanding any action previously taken by this Council with reference to said particular vacation, that Clifford Smith, Water Department Foreman, shall receive pay in lieu of his presently earned vacation period. The foregoing resolution was adopted by the following vote: 993 Ayes: Councilmen Hesser, Peterson, Skelley and Mayor Selby. Noes: Councilmen None. Absent: Councilman Thompson. Chief of Police Hutchins announced that during the vacation period of Captain Cummings of the Police Department, to, -wit: from June 30th to July 13th, 1945, he had appointed T. B. DeBerry, Traffic Officer First Class, Third Year of Service, as Acting Captain in said Department for said vacation period. Moved by Councilman Hesser, seconded by.Counci] man Peterson, that the action of the Chief of Police in appointing T. B. DeBerry of El Segundo Police Department as Acting Captain of said Department, between the dates June 30th and July 13th, 1945, during the vacation period of J. A. Cummings, Captain of said Department, be .ratified, approved and confirmed. Carried by the following vote: Ayes: Councilmen Hesser, Peterson, Skelley and Mayor Selby. Noes: Councilmen None. Absent: Councilman Thompson. At this point discussion was had relative to the purchase of steam cleaning apparatus for the municipal garage. Prices and descriptive matter relative to several were submitted, and after consideration, it was :roved by Councilman Hesser, seconded by Councilman Peterson, that.the purchase of a high pressure Jenney instantaneous steam cleaner, at a cost of $553.75, plus any Federal or State taxes applicable, and freight charges, be and the same is hereby.authorized and approved. Carried by the following vote: Ayes: Councilmen Hesser, Peterson, Skelley and Mayor Selby. Noes: Councilmen None. Absent: Councilman Thompson.
