certain parcels of real property to which the City is acquiring or has acquired

On motion of Councilman Thompson, seconded by Councilman Hesser, which
carried,unanimously, the communication was ordered received and filed in the
office of the City,Clerk for the purposes of identification and reference, and
a copy thereof was ordered prepared for trgnsrmission to Special City Attorney
John F. Bender for his information, guidance and further recommendation.

LEAGUE OF CILLIFOR ?IA CITIES, dated August 10, 1945, captioned: "Schedule
for 1 -Day Conference of Regional Divisions ", advising that no State conference
of said League will be held in California this year, but that in lieu thereof
one day regional meetings will be held in a number of cities throughout the
State; that for municipal officers of Los Angeles County to be held in the
City hall of the City of Los Angeles, August 21, 1945.

member of the City Council finding it practical to do so, the City Clerk and
the City Engineer, be authorized to attend the conference of the League of
California Cities, to be held at Los Angeles, California, August 21, 1945, as

against said City for his actual and necessary expenses in connection therewith.

a booklet concerned with the disposition of surplus war property. Ordered

RAYMOND V. DARBY, Supervisor, County of Los Angeles, dated August 6,
1945, transmitting two copies of a report of the Refuse and Disposal Committee
on elimination of smoke nuisance from rubbish dumps in the Los Angeles
ketropolitan area, and urging that the contents of the report be seriously

fact that he is disappointed in the gravel encountered in Well No. 10, and
that Southern California Edison Company has requested the City to execute a
certain contrect for the furnishing of power to the well site, which obligates
the City to pay said Compar_y a fixed sum as stated in said contract in event
the water well is abandoned within three years, it was moved by Councilman

ORAL CO:MMICzTIONS.
Judge Peter E. Binder addressed the Council, inquiring if it had made
any decision with reference to the establishment, under municipal juris-
diction, of a Veterans' Service Center in and for the City of E1 Segundo;
statinE7 that the inquiry is male as a result of two meetings of representa-
tives of practically all organizations in the City of El Segundo, which had
assembled for the purpose of considering such matter and which group had
appointed him chairman of a committee to which the entire matter had been
referred. He made reference to the plan or organization of such a Service
Center, as promulgated by a State Commission appointed by Governor > 'rarren
for the purpose of preparing a model ordinance and making pertinent re-
commendations.
Postr._aster Clyde Burgett, a member of Judge Binder's committee, likewise
addressed the Council on the same subject, stating that in his judgment
a local Veterans' Service Center requires legal background.
At the conclusion of remarks, the Ma77or pro tem informed the gentlemen
that the form of model ordinance referred to had been given the City Attorney
of the City of it Segundo, who will report to the Council on the matter at
an early date; that the Council is waiting for the Attorney's report, after
which it will confer further with Judge Binder's committee.

REPORTS OF OFFICERS AND SPECIAL COMUTTEES.
The Chief of Police announced the appointments of certain persons as
Special Police Officers of ,the City of E1 Segundo and requested the Council's
approval, of such appointments.

Shelley, and unanimously carried, that the appointments, by the Chief of
Police of the City of E1 Segundo, of Omer Harper Anderson, Ursel H.
Bigler, Warren Day and. Victor August Wilder, as Special Police Officers
of said City, be and the same are hereby ratified, confirmed and approved.

The Chief of Police announced the revocation of the eppointments of
h. D. Bartell, H. C. Hall, R. B. Hawthorne, H. C. Holler, L. Newman and
D. 1v. Ryan as Special Police Officers.of the City of E1 Segundo.
The City Clerk presented the Council for acceptance the deed of Frank
A. Krim, et ux, to certain real property desired by the City, stating that
Title Insurance report in his possession indicates the property free and
dear of encumbrances and the grantors named in said deed the present vestees;
whereupon it was moved by Councilman Skelley, seconded by Councilman Hesser,
the following resolution be adopted:
RESOLVED, that that certain Grant Deed, dated the
6th day of August, 1945, executed by Frank A. Krim and
Ida B. Krim, his wife, granting to the City of El Segundo,
a Municipal Corporation of Los Angeles County; California,

Chief of Police Hutchins reported that Traffic Officer Kenneth Searles
desired a two weeks' leave of absence to follow his vacation absence, where -
upo:- it was moved by Councilman Hesser, seconded by Councilman. Skelley, that
Kcrreth Searles, Traffic Officer, be granted two weeks' leave of absence, with-
out pay, beginning August 29th, 1945. Carried by the following vote:

Segundo be and he is hereby authorized and directed to advertise for sale in
time, form and manner provided by law, that certain 1938 Ford 2 -door Sedan.,

Water Superintendent Hutchins reported. that ;'later ,Fell No. 10 has been
satisfactorily completed by the well drilling contractor awarded the contract
to drill said well and he recommended its acceptance at this time.
It was thereupon moved by Councilman Hesser, seconded by Councilman
Thompson, that the following resolution be adopted:
RESOLVED, that that certain water well of the City of
E1 Segundo, designated as dater �V'ell No. 10, recently com-
pleted by Roscoe Moss Company, pursuant to its contract with
the City of E1 Segundo, be and the same is hereby accepted
as of this date;
AIT, BE IT FURTHER RESOLVED, that warrant in the sum
of 75% of the contract price be ordered drawn on the Rater
Works Fund of .the City of El Segundo and paid to said con-
tractor at the expiration of 15 days from and after this date,
in accordance with the terms of the cor_trect between the
City of E1 Segundo and said Roscoe Moss Company.

be approved and the City Clerk of the City of E1 Segundo be and he is
hereby authorized and directed to execute said contract on behalf of the
City of E1 Segundo, to cause one executed copy thereof to be delivered to
said Southern California Edison Company and one copy thereof placed on file
in his office. Carried by the following vote:

The Council then_ discussed the erection of traffic stops at certain
street intersections within the City of'El Segundo and after the presenta-
tion of diagrams of each, prepared and submitted by the City Engineer, it
was moved by Councilman Thompson, seconded by Councilman Skelley, that the
City Engineer of the City of El Segundo be and he is hereby authorized and
directed to furnish the City Attorney of said City all of the date required
by said City Attorney to enable him to prepare and'present to this Council
an appropriate ordinance creating traffic stops at certain street inter-
sections within the City of E1 Segundo. Carried.
No further business appearing to be transacted at this session,
it was moved by Councilman Skelley, seconded by Councilman Hesser, the
meeting adjourn until Thursday, the 23rd day of August, 1945, at the hour
of 4:15 o'clock P. M. Carried.
