A regular meeting of the City Council of the City of El Segundo, California, was held in the Council Chamber of the City Hall of said City on the above date, having been called to order at 7:00 P. M. by the City- Clerk, the Mayor being absent. Councilman Selby was unanimously chosen Mayor pro tem and he immediately assumed the duties of the office. He tereunon appointed Councilman Hesser as Finance Officer, to audit and approve. the demands presented for consideration and payment at this meeting. ROLL CALL. The following communications, received from the persona, firms or cor- porations hereinafter named, were read to the Council and were disposed of in the manner indicated, following reference to each hereinafter: Cr.ARLES L. EcILTAIN, Park Superintendent, dated March 13th, 1944, requesting authority to re7air the roof of the tool house in Library Park; and to attend, with his assistant, Mr. George Schoening, a meeting of California Park Adminis- tratcrs at Burbank, March 31st. Yoved by Councilman Hesser, seconded by Councilman Skelley, that Park Superintendent Charles L. McIlwain be authorized to cause the roof of that certain brick Park LaDartment tool house in Library Park to be repaired at a cost of not to exceed $25.00, and that he and Mrs George Schoening of the ?arks Department be authorized to attend a meeting of the California Park Administrators at Burbank, March 31st, and to file their demands with the City for their actual and necessary expenses in connection therewith. LOS ANGELES COUNTY DIVISION, LEAGUE•OF CALIFORNIA CITIES, dated' March 9th, 1944, announcing the holding., of its 147th regular monthly meeting at El Segundo, Thursday, Larch loth, 1944. Moved by Councilman Skelley, seconded by Councilman Peterson, that all members of the City Council, and all department heads of the City of E1 Segundo, be authorized to attend the dinner meeting of the Los Angeles County Division of the League of California Cities, to be held in E1 Segundo, March 16th, 194^_, and to file their demands against the City for their actual and necessary expenses in connection therewith. Carried by the following vote: Ayes: Councilmen Hesser, Peterson, Skelley and Mayor pro tem Selby. Noes: Councilmen None. Absent: Councilman Love. ORAL. COOTUNICATIONS. Mr. L. B. Mlace, representing the Harold E. Shugart Company, which Company in January, 1944, submitted quotations for applying acoustical treatment to certain of the rooms in the City Hall building, inquired whether or not the Council desired at this time to authorize the sound- proofing of any other of the rooms in the City Hall, inasmuch as the work in the City Clerk's office is the only work which has been authorized to date. The Council inquired as to the effect of the sound - proofing in the City Clerk's office and it appearing from testimony of the City Clerk and others who have observed the effect of the acoustical treatment given his office, that the sound - proofing is beneficial and wus satisfactorily installed, and that a similar treatment in the Council Chamber should improve the acoustics in that room, it was moved by Councilman Peterson, seconded by Councilman Skelley, that the iarold F. Shugart Company be authorized and directed to install Acousti- Celotex in the Council Chamber of the City :+all, at a cost of not to exceed 4;270.00. At this point, by general consent, the regular order of business was susnended and the following matters were considered: The City Clerk announced that he had in his possession one bid on City of 7-1 Segundo owned real property heretofore advertised for sale under Nctice No. 1 of Intention to Sell City Owned Real Property and Inviting Bids or Offers Therefor, and that the said bid is in the same condition as when received by him. It was thereupon moved by Councilman Skelley, seconded by Councilman Hesser, that the Council immediately proceed to open, examine and publicly declare all bids received this date for the sale of City of E1 Segundo owned real property. Carried. The Council proceeded to and did immediately open the only bid received, which said bid was found by said Council to be 9s follows, to -wit: Bid of Katherine L. Councilman Peterson, Commissioner of Public Works, informed the Council that in order to keep certain of the motor vehicles, essential to the functioning of certain municipal deTDartments, in operation, it has been found necessary to purchase two exchange motors, complete with transmissions and radiators; that the necessary motors and appurtenances are not available in the local market and must be procured from a supplier in Chicago, Illinois; that in order to save time and to restore the said motor vehicle equipment to service at the earliest possible time, the City Clerk had been authorized to order the said motors shipped to the City of El Segundo and he recommended that the action taken be approved �y the Council. Councilman iiesser reported that householders in the vicinity of 416 East :'alnut Avenue have complained of rats in the district, which it is felt are harborer under a woodpile nearby; that householders in the vicinity of c10 7--enn Street are disposing of garbage in vacant lots in violation of existing ordinances of the City. 7)iscussion followed, at the conclusion of which, by general consent, the City Clerk was requested to advise the Health Department of Los Angeles County of the complaint about rats an next before mentioned and to refer the matter of improper garbage disposal to Assistant Street Superintendent Gunn for investigation and adjustment. . Onuncilman Peterson reported to the Council that on the East side of Sepulveda Boulevard, at a point approximately 300 feet South of El Segundo Boulevard, and at a point approximately one -hhlf mile South of El Segundo Boulevard, there are dilapidated buildings, which, in addition to being unsightly, may constitute rat harborages, and that in his judgment these conditions should be abated. By general consent the City Clerk was directed to request the health Department of Los Angeles County to make an inspection of the premises referred to ana to take such action as may be indicated and which it has authority to take to cause anabatement of conditions complained of, or to make a renort to this Council with its recommendations respecting the matter. REPORTS OF OFFICERS AND SPECIAL COMMITTEES. The City Clerk presented for the Council's consideration a 1Lutual Aid Fire Flan for-Region No. 9, submitted by the California Fire Chiefs Conference, Southern Division, which has been approved by the Fire Chief of the City of El Segundo and who requests that the Council authorize execution thereof on behalf of the City of E1 Segundo. Office Engineer Elsterman reported that City Engineer Hutchins had reouested him to inform the Council that the County of Los Angeles has completed the preparation of plans for the improvement cf Douglas Street within the City of Bl Segundo, U *hick said plans will be submitted to him for approval. Moved by Councilman Peterson, seconded by Councilman Hesser, the following resolution be adopted: ; F—EEREaS, plans for the improvement of a portion of Douglas Street within the City of E1 Segundo, as contemplated by Federal 'Works Agency, Public Roads Administration, and referred t.o in its communications dated December 13, 1943; January 6., 1944 and January 11, 1944, each captioned: 48Z- CALIF. Building Inspector Catalano reported that he has had no further a�vices from National Cornice wvorks with respect to the completion of its contract for furnishing certain facilities for El Segundo Public Library, whereupon it .-.,as moved by Councilman Messer, seconded by Councilman Peterson, that the matter of determining what National Cornice Works intends to do with respect to the completion of'its contract with the City of El Segundo for furnishing certain Kalamein doors and appurtenances and installing the same in El Segundo Public Library, as well as determining what disposition said Company proposes to make of the hardware furnished said Company by the City of E1 Segundo, for use in connection with the building and installation of said Kalamein doors, be referred to the City Attorney of the City of El Segundo. The City Attorney reported that the current contract pith Inglewood :u.Tane Society, Inc. for the performance of the duties of poundmaster for the City of El Segundo will expire at midnight, March 31st, 1944, and he stated t:iat if the Council desired to renew said contract he had prepared a form of "Renewal of Agreement ", which would effectuate a continuation of the existing contract with said Corporation for the period of one year beginning April lst, 1944. After discussing the matter, it *,ryas moved by Councilman Skelley, seconded by Councilman Hesser, that the following resolution be adopted: , = REAS, Inglewood Humane Society, Inc., under its current arrangement with the City of E1 Segundo, has rendered satisfactory service with reference to the furnishing of public pound service and facilities to the City of El Segundo; and %MREAS, under existing wartime conditions, the City Council does not deem it either decessary or advisable to advertise for bids for the succeeding year of service herein- after referred to; NOW, THEEREFORE, BE IT RESOLVED by the City Council of the City of El Segundo, as follows: First: That said existing Agreement between the City of El Segundo and'Inglewood Humane Society, Inc. for the furnishing of Dublic pound service to the City of E1 Segundo, be renewed-for the period of one year commencing April 1st, 1944, upon the same terms' and conditions as presently applied. Second: That the City Attorney prepare the-necessary memorandum of this extension and submit the same to the City Clerk, who in turn is instructed to procure the signature of said Inglewood Humane Society, Inc. thereto and the consent of the surety on the bond for the faithful performance of said contract; and thereupon to attach such memorandum of extension -to the existing contract, furnishing a duplicate thereof to said Inglewood Humane Society, Inc. The City Attorney reported that a conferende was had with the Street Superintendent respecting a charge made against a certain contractor for certain •clean-up work performed by the Street Department of the City* of E1 Segundo at the northwest corner of Mariposa Avenue and Lomita Street, allegedly made necessary by the operations of Such contractor, and said Street Superintendent recommended that the charge be cancelled.
