1944 JUN 26 CC MINQ 60 El Segundo, California. June 26, 1944. An adjourned regular meeting of the City Council of the City of El Segundo, California, was held in the Council Chamber of the City Hall of said City, on the above date, having been called to order at 4:15 P. M. by George Love, Mayor. ROLL CALL. Councilmen Present: Hesser, Peterson, Selby and Mayor Love. Councilmen Absent: Skelley. By general consent the regular order of business was dispensed with. The reception of bids for furnishing the-City of E1 Segundo with gasoline, oil, lubricants and liquid asphalt in accordance with published notice inviting such bids, having heretofore been fixed for the hour of 4:15 o'clock P. M. this date, and said hour having arrived and all bids being in, the Mayor announced that the time for receiving bids for furnishing the City of El Segundo gasoline, oil, lubricants and liquid asphalt as advertised for, closed. The City Clerk announced that two bids had been received and that the same are now in his possession in the same condition as when received, whereupon it was moved by Councilman Selby, seconded by Councilman Peterson,.that the Council proceed to open, examine and publicly declare all bids received this date for furnishing the City of E1 Segundo gasoline, oil, lubricants and liquid asphalts, as advertised for. Carried. .Councilman Skelley appeared at the meeting at this time, the hour being 4:20 P. 71. and he immediately took his seat, at the Council table. The Council proceeded to and did open, examine and publicly declare said bids, which said bids were found by said Council to be as follows, to -wit: Bid of Richfield Oil Corporation, on regular form provided therefor, as follows: "Item 1. No bid. Item 13. No bid. Item 14. Our market price on the date of delivery for the material, quantity and type of delivery involved. Subject to all governmental regulations and restrictions. Subject to the six cents (6d) per gallon or three - quarters cent (3/4e) per pound Federal Excise Tax and State of California Sales Tax of two and a half per cent '(221%)' which will be added to the above prices unless acceptable'exemption certificates are provided. Prices bid on this proposal are for bulk delivery only. On returnable packages deposit must be paid for at time payment for lubricating oil or grease is made. Full amount bf deposit will be refunded upon return of containers in useable condition. For delivery of oil in drums there will be a deposit of $4.00 each. For delivery of greases in containers the following deposits will be required: Full Drums $4.00 each- Quarter Drums 2.00 each, tlus a differential of 1/2¢ per Lb. -above bulk price 35 Lb. Said bid was accompanied by Certified Check No. 13313, drawn on Citizens National Trust and Savings Bank, payable to City of E1 Segundo, in the sum of 100.00. Following consideration of said bids, it was moved by Councilman Selby, seconded by Councilman Hesser, that Resolution No. 729, entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFCRNIA, A7,ARDING TO RICHFIELD OIL CORPORATION TIE CONTRACT FOR FURNISHING SAID CITY 1ITH ITS PETRCLEUI:4 PRODUCTS REQUIREMENTS FOR TIE PERIOD HEGINNTING JULY 1, 1944 AND ENDING JUNE 30, 1945, AT MIDNIGHT, which was read, be adopted. Said resolution was adopted by the following vote: Ayes: Councilmen Hesser, Peterson, Selby, Skelley an& Mayor Love. Noes: Councilmen None. Absent: Councilmen None. The City Clerk read a fetter from Mrs. Arthur Petsch, undated, for St. yichael's Guild, requesting that said organization be permitted to use Grand Avenue Park, on Wednesday, June 28th, for the purpose of conducting a picnic for approximately 50 of its merdbers. 1voved by Councilman Selby, seconded by Councilman Hesser; that St. yichael's Guild be'and it is hereby granted permission to use Grand Avenue Park on '':ednesday, June 28th, for the purpose 'of conducting a picnic. Carried. ti letter from 0. E. Becker, dated June 23, 1944, was read, requesting permission to use Grand Avenue Park, July 9, 1944, for the purpose of holding a picnic for approximately 40 persons. Moved by Councilman Selby, seconded by Councilman Peterson, that 0. E. Becker, be and he is hereby granted permission to use Grand Avenue Park, July Q 76 9, 1944, for the purpose of holding a picnic. Carried. Moved by Councilman Selby, seconded by Councilman Peterson, that the City Clerk be and he is hereby authorized to execute, on behalf of the City of E1 Segundo, an application for electric service to be furnished the Water Depart- ment by Southern California Edison Company and to file such application with the latter Company. Carried by the following vote: Ayes: Councilmen Hesser, Peterson, Selby, Skelley and Mayor Love. Noes: Councilmen None. Absent: Councilmen None. The City Engineer read to the Council a letter he had received from the Division of Highways of the State of California relative to a change in its procedure respecting the striping of State Highways within and under the jurisdiction of municipalities and after explaining the same, he requested the Council's permission to authorize said Division of Highways to restripe Sepulveda Boulevard. Moved by Councilman Selby, seconded by Councilman Peterson, that the City Engineer of the City of El Segundo be and he is hereby authorized and directed to request the Division of Highways of the State of California to restripe Sepulveda Boulevard within the City of E1 Segundo, the cost thereof to be a charge against the 1/4 cent gas tax funds available for the 1943- 1945 biennium. Carried by the following vote: Ayes: Councilmen Hesser, Peterson, Selby, Skelley and Mayor Love. Noes: Councilmen None. Absent: Councilmen None. Street Superintendent Hutchins reported that in view of the shortage of help in his Department, Mr. Gunn, Assistant Street Superintendent, had recently employed Mr. John C. Cramer as a temporary employee and he requested approval of this action. Moved by Councilman Peterson, seconded by Councilman Selby, that the employment, on a temporary basis, of John C. Cramer as a Laborer- second class, by the Street Department of the City of E1 Segundo, be and the same is hereby ratified, approved and confirmed. Carried by the following vote: Ayes: Councilmen Hesser, Peterson, Selby, Skelley and Mayor Love. Noes: Councilmen None. Absent: Councilmen None.
