1944 DEC 20 CC MINEl Segundo, California December 20, 1944. A regular meeting of the CitJ Council of the City of E1 Segundo, California, was held in the Council Chamber of the City Hall of said City on the above date, having been called to order at 7:00 P. M. by George Love, Mayor. ROLL CALL. Councilmen Present: Peterson, Selby,.Skelley and Mayor Love. Councilmen Absent: Hesser. REABI;uG Or - YINUIES Or PR JIOUS &STING. The minutes of the regular meeting held on the 6th day of December, 1944, having been read and no errors or omissions appearing, it was moved by Councilman Skelley, seconded by Councilman Peterson, the minutes of said meeting be approved as recorded. Carried. Councilman Hesser appeared at the meeting at this point, the hour being 7:05 P. I,i. and he immediately took his seat at the Council table. :7RIT'TE:� CO0rJNICAT IONS . It anpeariniq that this information was furnished following the City Clerk's recuest for the payment of licenses on said wells, it was moved by Councilman Skelley, seconded by Councilman Peterson, that the communication be received and dated on file in the office of the City Clerk and that the matter be referred to the City Attorney of the City of E1 Segundo for apnropriate reply. Moved by Councilman Selby, seconded by Councilman Skelley, that the communication be received and filed in the office of the City Clerk and that the matter be referred to Councilman Peterson and City Engineer Hutchins for attention. Moved by Councilman Peterson, seconded by Councilman Selb;, that the settlement made by John F. Bender, Special City Attorney, of delinquent snecia l assessment levied against Lot 10, Block 89, under Resolution of Intention Q.-.861 .No. 134, as referred to in the communication of said Special City Attorney, dated becember 12, 1944, presented this Council this date, be ratified and approved, and the•City Clerk be authorized to cause demand in favor of said John F. Mr. Floyd Wallace addressed the Council with reference to certain restrictions against the keening of live stock within the City of El Segundo, which he understood the City Council contemplates imposing. The City's proposed action with reference to this matter was explained to him by the Mayor and Building Inspector Catalano. m r. Don Dornblase•r addressed the Council, ineuir.ing what ne need do to obtain a permit to maintain three horses on his premises. By general consent i:ir. Dornblaser's problem was taken under advisement pending his filing an application in proper form, with the understanding that in the meantime the matter will remain in statu quo. The City Clerk reported that he now has in h,is possession Policy No. 2102997 oP Title Insurance and Trust Company, showing the title to Lots 1.1, 12' and 13, Block- 42, El Segundo., recently acquired by the City of El Segundo, free and clear of encumbrances except .certain taxes and certain covenants, co 'nditions and restrictions referred to in said• title insurance policy, all of which were explained to the Council, by said pity Clerk. Moved by Councilman Hesser, fdllowing resolution be - adopted: • RESOLVED, that that certain policy of title insurance No. 2102997 of Title Insurance and Trust Company, respecting Lots 11, 12 and 13, Block 42, El Segundo, be received and placed on file in the office of the City Clerk;- that the exceptions with reference to said lots as recited in said policy are acceptable to this Council; and BE IT FURTiiZR RESOLVED, that a warrant in appropriate sum be drawn payable to the order of the Tax Collector of Los Angeles County in payment of the taxes on said property for the first half of the tax year 1944 -45, together ari +:h seconded by Councilman Skelley, that tie Y .r accrued penalties, and that the City Attorney be directed to request cancellation of taxes against said property for the second half of said tax year. UNF INIS'r c D BUSINESS. In the matter of the application of J. R. Black for a permit to keep two cows on the J. E. Reddington ranch on Pest Walnut Avenue, in the City of E1 Segundo, presented this Council December 6th, 1944, and at that time referred to Building Inspector Catalano for investigation and report, Mr. Catalano reported at this time that the animals presently are kept within 75 feet of a dwelling house, which is contrary to ordinances of the City of El Segundo, but that this conditipn can be remedied by the reconstruction of the corral, which Mr. Black already has undertaken. In view of the fact that a permit is not required for the keeping of two such animals only if ordinance provisions are properly complied with, and in view of the fact that Mr. Black, has already undertaken the work of remedying the conditions heretod'ore existing which were contrary to the provisions of ordinances of the City of El Segundo and the Council also feels that Mr. Black.will prosecute this work to a satisfactory completion, it was moved by Councilman Skelley, seconded by Councilman F:esser, that under the circumstances and in view of Mr. Black's compliance with ordinance requirements respecting the keeping of live stock within the City of El Segundo, his petition presented this Council December 6, requesting a permit to keep two cows be received and placed on file in the office of the City Clerk for the purposes of identification and reference.
