April 18, 1944.
An adjourned regular meeting of the City Council of the Oity of El Segundo,
California, was held in the Council Chamber of the City Hall of said City on
the above date, having been called to order at 4:15 o'clock P. M. by George
Love, Mayor..
ROLL CALL.
Councilmen Present: Hesser, Peterson, Selby, Skelley and Mayor -Love.
Councilmen Absent: None.
Moved by Councilman Peterson, seconded by Councilman Hesser, the regular
order of business be dispensed with. Carried.
The City Clerk reported that the returns of the General Municipal Election
held on Tuesday, the 11th day of April, 1944, in the City of E1 Segundo,
California, were-then'.-and-had-been, in his possession in the envelopes
containing diem, in the same condition as when received, and that he had
also received and had ready to present to the-Council-two-.(2) absent-Voters.,
ballots. Said Clerk then presented said returns and said absent voters'
ballots to the City Council at this time at this meeting.
It was thereupon moved by Councilman Hesser, seconded by Councilman
Peterson, that the City Council proceed forthwith to canvass said returns
and said absent voters' ballots. The said motion was carried and adopted by
the following vote:
Ayes: Councilmen Hesser, Peterson, Selby, Skelley and Mayor Love.
Noes: Councilmen None.
-Absent: Councilmen None.
Said motion having carried, the City Council then proceeded forthwith
to publicly examine and canvass the said returns and the said absent voters'
ballots, all as provided by law, and upon the completion of said canvass by
said Council, it was moved by Councilman Peterson, seconded by Councilman
Hesser, that the following resolution be adopted:
1.7HEREAS, there was held and conducted in the City of
El Segundo, County of Los Angeles, State of California, on
Tuesday, the 11th day of April, 1944, a General Municipal
Election of the qualified electors of said city, under, pursuant
to and as required by, the provisions of the laws of the State
of California relating to cities of the sixth class, for the
purpose of electing the following officers of said city, to -wit:
Three members of the City Council of said City for
the full term of four (4) years;
A City Clerk of said City for the full term of four
(4) years;
A City Treasurer of said City for the full term_ of
four (4) years;
AND, W?E.1E S, it appears that notice of said election was
duly and leg lly given; that there were eight (8) voting rre-
cincts established within the said City for holding said election,
consisting in all instances of the regular election precincts
established for holding general State and County elections, as
established by the Board of Supervisors of Los Angeles County,
California; that election officers were appointed and election
supplies furnished; and that in all respects said election was

held and conducted and the votes cast thereat received and can-
vassed and the returns thereof made and declared in time, form
and manner as required by the provisions of the laws of the State
of California relating to cities of the sixth class and pursuant
to all laws of said State and of said City in such case made and
provided;
AND, WHEREAS, the City Council of the said City of El Segundo
met at the Council Chamber of the said Council in the City Hall
of said City on Tuesday, the 18th day of April, 1944, as provided
by law, beginning at the hour of 4:15 o'clock P. M. of the said day,
to canvass the returns of said election and said absent voters'
ballots, and declare the results thereof, whereupon the said Council
found that the number of votes cast; the names of the persons voted
for; the results of said election; and the other matters required by
law, to be as hereinafter stated;
NOW, Tr EIEF01M , MELE CITY COUNCIL OF THE CITY OF EL SEGnTDC ,
CALIFOR NIA, DOES HEREBY RESOLVE, DECLARE AND DETERMINE AS FOLLOWS:
That said General Municipal Election was held.and conducted
in said-City of El Segundo, California, on Tuesday, the 11th day
of April, 1944, in time, form and manner as required by law;
That there were eight (8) voting precincts established
within the said City*for the purpose of holding said election,
consisting in all instances of the regular voting precincts established
by the Board of Supervisors of Los Angeles County, California, for
the holding of general State and County elections, as follows:
Voting Precinct "A" comprising State and County.
Precinct, E1 Segundo City Precinct No. 1, the polling
place of which was in the dwelling house located at
841 Loma Vista Street, in said City;
Voting Precinct "B" comprising State and County
Precinct, El Segundo City Precinct No. 2, the polling
place of which was in the dwelling house located at
515 West Walnut Avenue, in said City;
Voting Precinct "C" comprising State and County
Precinct, El Segundo City Precinct No. 3, the polling
place of which was in the dwelling house located at
1227 East Mariposa Avenue, in said City;
Voting Precinct "D" comprising State and County
Precinct, E1 Segundo City Precinct No. 4, the polling
place of which was in the Council Chamber of the City
Fall, 203 Richmond Street, in said City;
Voting Precinct "E" comprising State and County
Precinct, E1 Segundo City Precinct No. 5, the polling
place of which was in the dwelling house located at
407 Concord Street, in said City;
Voting Precinct "F" comprising State and County
Precinct, El Segundo City Precinct No. 6, the polling
place of which was in the dwelling house located at
508 Loma Vista Street, in said City;
Voting Precinct "G" comprising State and County
Precinct, E1 Segundo City Precinct No. 7, the polling
place of which was in the "Dance Room" in the El
Segundo Recreation Center Building, located at 220
West Palm Avenue, in said City; and
• Voting Precinct "H":comprising State and County
Precinct, E1 Segundo City Precinct No. 8,.the polling
place oY which was in the Woman's Club House Building,
located Southwest corner Standard Street and mariposa
Avenue, in said City.
That the whole number of votes (Ballots) cast in said City
of E1 Segundo at said election was 582 votes (Ballots); and
That the whole number of absentee votes (ballots) cast
was 2 votes (ballots), making a total of 584 votes (ballots)
in all cast at said election;
That the names of the persons voted for; the office to
fill which each person was voted for; the number of votes given
at each precinct to each of such persons; and the total number
of votes given in the City to each of such persons, are as
follows:
For Member of the City Council of the City of El Segundo,
California, for the full term of four years, the following
persons received the. number of votes hereinafter set forth
in the respective precincts hereinafter indicated and the
respective total votes set opposite their respective names,

SAID COUNCIL DOES THEREFORE HEREBY FURTHER RESOLVE, EECLARE AND
DETERMINE THAT AT SAID GENERAL MUNICIPAL ELECTION:
First: That Willard J. Skelly is the candidate for the office
of Member of the City Council of the City of E1 Segundo, California,_
for the full term of four (4) years, who received the highest number
of votes for said office and that therefore said Willard J. Skelley was
elected and is hereby declared elected to the office of Member of the
City Council of the City of El Segundo, California, for the full term
of four (4) years;
Second: That George Love is the candidate for the office of Member
of the City Council of the City of El Segundo, California, for the full
term of four (4) years, who received the sscbnd'highest number of votes
for'said office and that therefore said George Love was elected and is
hereby declared elected to the office of Member of the City Council of
the City of El Segundo, California, for the full term of four (4) years;
and
Third: That William R. Selby is the candidate for the office of
Member of the City Oouncil of the City of El Segundo, California, for the
full term of four (4) years, who received the third highest number of
votes for said office and that therefore said William R. Selby was elected
and is hereby declared elected to the office of Member of the City Council
of the City of El Segundo, California, for the full term of four (4) years;
For City Clerk of the City of E1 Segundo, California, for the full
term of four years, the following person, received the number of votes
hereinafter set forth in the respective precincts hereinafter indicated
and the respective total votes set opposite his name, to -wit:

Said Council does therefore hereby further resolve, declare and
determine that at said General Municipal Election:
Said Victor D. McCarthy is the candidate for the-office of City Clerk
of the City of E1 Segundo, California, for the full term of four (4)
years, who received the highest number of votes for said office and that
therefore said Victor D. McCarthy was elected and is hereby declared
elected to the office of City Clerk of the City of El Segundo, California,
for the full term of four (4) years;
For City Treasurer of the City of E1 Segundo, California, for the

That said MINTA CURTZWILER above named received for City Treasurer
of said City a total (including all votes cast in said City and all
votes cast in said absentee voters' ballots) of 561 votes;
SAID COUNCIL DOES THEREFORE HEREBY FURTRER RESOLVE, DECLARE AND
DETE'WINE THAT AT ,SAID GENERAL MUNICIPAL ELECTION SAID MINTA CURTZWILER
is the candidate for the office of City Treasurer of the City of E1
Segundo, California, for the full term of four (4) years, who received
the highest number of votes for said office and that therefore said
Mints. Cufr.ozwiler was elected and is hereby declared.elected to the
office of City Treasurer of the City of El Segundo, California, for the
full term of four (4) years;
AND SAID CITY COUNCIL DOES HEREBY FURTHER RESOLVE, DECLARE AND
DETERMINE that the City Clerk of said City shall enter on the records
of said City Council a statement of the result of said election showing:

(1) The whole number of votes cast in said City of El
Segundo;
(2) The number of votes cast by absentee voters;
(3) The total number of votes cast inclusive of both
.the votes cast at the various precincts and the votes cast in
absentee voters' ballots;
(4) The names of persons voted for;
(5) The office to fill which each person was voted for;
(6) The number of votes given at each precinct to each
of 'such persons for each of such office;
(7) The total number of votes given in said City of 11
Segundo to each of such persons for each of such offices;
(8) The number of votes given in absent voters' ballots
to each of such persons for each of such offices; and
(9) The total number of votes given in said City and in
absent voters' ballots to each of such persons for each of such
offices;
AND SAID CITY COUNCIL DOES HEREBY FURTMER RESOLVE, DECLARE,
DETERMINE AND DIRECT:
(A) That the City Clerk shall immediately make and deliver to
each of 't-he persons so elected a certificate of election signed by
him and duly authenticated, said certificates to certify respective-
ly as follows:
(a) That Willard J. Skelley was elected as a member
of the City Council of the City of E1 Segundo, California,
for the full term of four (4) years;
(b) That George Love was elected as a member of the
City Council of the City of E1 .Segundo, California, for
the full term of four (4) years; and
(c) That 6:7illiam R. Selby was elected as a member of
the City Council of the City of E1 Segundo, California,
for the full term of four (4) years;
(d) That Victor D. McCarthy was elected as City Clerk
of the City of E1 Segundo, California, for the full term
of four (4) years; and
(e) That Minta Curtzwiler was elected as City Treasurer
Ci
of the ty of El Segundo, California, for the full term-of
four (4) years.
(B) That said City Clerk shall also impose the constitutional
oath of office upon the said +illard J. Skelley, George Love and
Alliam R. Selby as members of the City Council of said City, and
upon the said Mints. Curtzwiler, as City Treasurer of said City,
and have them subscribe thereto and file the same in his office;
he shall also take and subscribe the constitutional oath of office
before some person authorized to take oaths and shall file the
same in the office of said City Clerk as required by law.
(c) That thereupon each and all of said persons so elected to
said respective offices shall be inducted into the said respective
offices to which they have respectively been elected.
The motion to adopt the foregoing resolution was carried unanimously
(and by the Mayor declared carried) by the vote shown in the following certi-
ficate of the City Clerk, to -wit:

I, the undersigned, VICTOR D. McCARTHY, City Clerk of the City of
E1 Segundo, California, do hereby certify that the foregoing resolution was
duly and legally introduced and adopted by the City Council of said City
of El Segundo, California, at a meeting of the said Council held on Tuesday,
the 18th day of April, A. D., 1944, and that the same was adopted by the
following vote, to -wit:
Xyes: Councilmen Hesser, Peterson, Selby, Skelley and Mayor Love.
Noes: Councilmen None.

The City Clerk then delivered a Certificate of Election to and
imposed the Constitutional Oath of Office upon Willard J. Skelley, George
Love and William R. Selby, Councilmen elect, and also upon Minta Curtzwiler,
Treasurer elect, and each subscribed to said oath, and announced that he had
taken and subscribed his constitutional oath of office before an officer
authorized by law to impose oaths and had filed the same in the office of
the City Clerk.
At this time Willard J. Skelley, George Love and William R. Selby
assumed their respective offices and-took their seats at the Council table,
and the Council as thus constituted, consisted of Councilmen Benner, Love, ,
Peterson, Selby and Skelley, all of wham'were present. -.
The City Clerk thereupon announced that the official bond of the
City Clerk.and' the official bond of the City Treasurer had each been duly
furnished and filed as provided by law.
The City Attorney thereupon advised the Council that it would be
in order for the City Council at this time to hold its organization meeting
and proceed to organize by choosing a Mayor. He thereupon presented to
the members of the Council elect the following: "Consent and Waiver of
Notice of Organization Meeting of the City Council of the City of E1 Segundo,
California ", which was subscribed by all of the members of the City Council
as so constituted, and which was thereupon filed with the City Clerk, to -wit:
"Consent and Waiver of Notice of Organization
Meeting of the City Council of the City of
El Segundo, California.

"KNOW ALL ?,EN BY TfIESE PRESENTS: That we, the undersigned,
constituting and being all of the members of the City Council

organization meeting of the said Council following the regular
general municipal election of April 11, 1944, to be held in the
Council Chamber in the City Hall of said City, in said City, beginning
at this time, to -wit: the hour of 4:55 o'clock P. Y. on Tuesday, the
18th day of April, 1944, for the purpose of organizing said Council by
choosing one of its members as, and to act as, Mayor of said City, and
for the purpose of transacting any other business that may properly come
before said Council, and we hereby waive any and all notice of the time
and place of the holding of said meeting, and do hereby consent and agree
that the same may be held at said place, beginning at said time, upon
said date, and for said purposes.

The City Council thereupon proceeded with the organization meeting
referred to in the foregoing Consent and Waiver of Notice, and upon
proceedings duly and regularly taken, George Love was chosen by said
Council as Mayor of said City to continue as such Mayor during the
pleasure of said Council and until its further order.
No further business appearing to be transacted at this meeting,
it was moved by Councilman Selby, seconded by Councilman Skelley, the
meeting adjourn. Carried.
