An adjourned regular meeting of the City Council of the City of E1 Segundo, California, was held in the Council Chamber.of the City Hall of said City on the above date, having been called to order at 11:45 o'clock A. M. by George Love, Mayor. ROLL CALL. Councilmen Present: Hesser, Selby, Skelley and Mayor Love. Councilmen Absent: Peterson. READING OF MINUTES OF PREVIOUS MEETING. The minutes of the regular meeting held on the 6th day of October, 1943, having been read and no errors or omissions appearing, it was moved by Councilman Selby, seconded by Councilman Hesser, the minutes be approved as recorded. .Carried. WRITTEN COMMUNICATIONS. The following communications, which were read to the Council, were disposed of in the manner indicated, following reference to each hereinafter: COUNTY TAX COLLECTOR, dated October 8th, 1943, transmitting copy of a resolution adopted by the Board of Supervisors with reference to the sale by the County of Tax Deeded Real Property. Ordered filed. At this time, the hour being 11:47 A. M., Councilman Peterson appeared at the Council Chamber and he immediately took his seat at the Council table. LOGAN R. COTTON, dated September 7th, 1943, being his bid for auditing the books and accounts of the City of E1 Segundo for the fiscal year 1943 -44. Moved by Councilman Selby, seconded.by Councilman Peterson, that Logan R. Cotton be and he is hereby awarded the work of auditing the books and records of the City of El Segundo for the fiscal year 1943 -44 for the sum of $550.00, such work to include the filing with the Council at the conclusion of each quarterly audit of a statement showing receipts and disbursements on a cash basis and the making of the Controller's report after the final audit at the termination of the fiscal year. Carried by the following vote: Ayes: Councilmen Hesser, Peterson, Selby, Skelley and Mayor Love. Noes: Councilmen None. Absent: Councilmen None, CHAMBER OF COMMERCE, Redondo Beach, undated and unsigned, being a copy of a resolution entitled: "Resolution endorsing the No. 1 plan of the Greater Los Angeles Citizen's Committee ". Ordered filed. RICHFIELD OIL CORPORATION; dated October 13th, 1943, advising of its assignment to Natural Gasoline Company of all of its pipe lines maintained within the City of E1 Segundo under permits heretofore issued by this Council and referred to in said communication. Moved by Councilman Selby,• seconded by Councilman Peterson, that said communication be received and placed on;file'ip the office of the City Clerk and that thelmatter therein referred to be submitted to the City Attorney for examination and report. Carried. None. None. ORAL COMMUNICATIONS. REPORTS OF STANDING COMMITTEES. 559 REPORTS OF OFFICERS AND SPECIAL COMMITTEES. Councilman Skelley, reporting with respect to planting that portion of Maryland Street lying southerly of Mariposa Avenue, which was referred to him at a regular meeting of the Council held October 6th, 1943, stated that he had conferred with Park Superintendent C. L. McIlwain, who advised him that it will cost more to clean-up and maintain the area under discussion if the same is permitted to remain as is than it will to care for the same if it is planted as recommended by Park Superintendent McIlwain; that the City already has the shrubs and trees proposed to be planted in the area and that therefore he recommends that the planting be made. It was thereupon moved by Councilman Paterson, seconded by Councilman Selby, that Park Superintendent McIlwain be authorized and directed to plant grass, trees and shrubs in that certain unused portion of Maryland Street lying southerly of Mariposa Avenue, such planting to be done in such manner and at such time as the discretion of the Park Superintendent dictates. Carried by the following vote: Ayes: Councilmen Peterson, Hesser, Selby, Skelley and Mayor Love, Noes: Councilmen None. Absent: Councilmen None. Building Inspector John Catalano reported that the municipally owned dwelling house situated 803 East Grand Avenue needs repairing or reroofing and that following his inspection and investigation he recommends that for a permanent and satisfactory job the building be reroofed. Following discussion, it was moved by Councilman Selby, seconded by Councilman Peterson that Building Inspector Catalano be and he is hereby authorized and directed to cause that certain.municipally owned dwelling house at 803 East Grand Avenue, within the City of El Segundo, to be reroofed at a cost of not to exceed $150.00, including California State Sales Tax. Carried by the following vote: Ayes: Councilmen Hesser, Peterson, Selby, Shelley and Mayor Love. Noes: Councilmen None. Absent: Councilmen None. The City Clerk reported that Mr. E. S. Donaldson, Agent for Pacific Electric Railway Company at E1 Segundo, had requested that the City's manure pile situated in the alley between Eucalyptus Drive and Standard Street and adjacent to the North property line of Grand Avenue, be removed or treated so as to eliminate the flies and .existing odors, which are disturbing to the persons employed in the Pacific Electric building easterly thereof and to the patrons of said Company who have occasion to call at said office for the transaction of business. By general consent the matter was referred to the Park Superintendent for attention. . UNFINISHED BUSINESS. In the matter of the.application of C. H. Robson for permits to install amusement machines at 102 Richmond Street and 115 Richmond Street, within the City of E1 Segundo, which said matter, on October 6th, 1943, was taken under advisement until this meeting, it was moved by Councilman.Selby, seconded by Councilman Peterson, that the request be denied. Carried. Moved by Councilman Selby, seconded by Councilman - Hesser, that Ordinance No. 274, .entitled:.. AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, RE- ADOPTING ARTICLE IV RELATING TO TURNING MOVEMENTS, AND AMENDING ARTICLE IX RELATING TO PEDESTRIANS, OF ORDINANCE NO. 204 OF SAID CITY, ENTITLED: "AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, REGULATING TRAFFIC UPON THE PUBLIC STREETS, AVENUES, ALLEYS, THOROUGHFARES AND PLACES WITHIN SAID CITY, AND REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT THERE- WITH", PASSED AND ADOPTED ON THE 28TH DAY OF OCTOBER, 1936, Q 56i which was introduced at a regular meeting of the City Council held on October 6th, 1943, and read'at this meeting, be adopted. In the matter of the offer of Charles E.••Kenney to purchase Lot 5, Tract 100760 El Segundo', for the sum of $300.00, received and filed with this Council, October 6th, 1943, and taken under advisement until this meeting, it was moved by Councilman Peterson, seconded by Councilman Selby, that Resolution No. 684, entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, ACCEPTING'THE CASH BID OF CHARLES E. RMOMY FOR CERTAIN CITY OWNED PROPERTY, which was road, be adopted. Carried by the following vote: Ayes: Councilmen Hesser, Peterson, Selby, Skelley and Mayor Love. Noes: Councilmen None. ' Absent: Councilmen None. In the matter of the offer of Charles R. Kenney to purchase Lot 4, Tract 6968, for the sum of $220.00, received and filed with thid Council October 6th, 1943 and at that time taken under advisement until this date, it was moved by Councilman Peterson, seconded by Councilman Selby, that'the said offer be rejected and that the City Clerk be and he is he authorized and directed to return to said bidder, Charles E. The City Clerk advised the Council that he has in his possession, unopened and in the same condition as when received, two sealed bids for the purchase of tax deeded real property heretofore advertised for sale by this Council, one being marked "Bid under Notice No. 3-M" and one being marked "Bid' under Notice No. 1 ". It was thereupon moved by Councilman Peterson, seconded by C ouricilman Hesser, and unanimously carried, that the Council proceed to open, examine and,publicly declare all bids received this date for the purchase of real property heretofore advertised for sale by,this Council. The Council proceeded to open, examine and publicly declare said bid$, which said bids were found by said Council to'be as follows, to -wit: Bid of A. C. Following the.opening, examining and public declaration of said bids, it was moved by Councilman Selby, seconded by Councilman Skelley, that said bids be taken under advisement until the next regular meeting of this Council and pending further action, that the same be referred to Special City Attorney John F. Bender for report. Carried. No further business appearing to be transacted at this meeting, it was moved by Councilman Selby, seconded by Councilman Peterson, the meeting adjourn. Carried.
