A regular meeting of the City Council of the City of E1 Segundo, California,
was held in the Council Chamber of the City Hall of said City on the above date,
and was called to order at 7:00 P. M. by the City Clerk, the Mayor being absent.
Moved by Councilman Selby, $ecpnded by Councilman Peterson, and unanimously
carried, that Councilman Hesser be chosen Mayor pro tem, to serve in such capacity
during the present absence from the City of Mayor Love.
READING OF MINUTES OF PREVIOUS FETING.
The minutes of the regular meeting held on the 3rd day of November, 1943,
were read. No errors or omissions appearing, it was moved by Councilman Selby,
seconded by Councilman Peterson, the minutes be approved -as recorded. Carried.
WRITTENT COMMUNICATIONS.
The following. communications,, received from the persons, firms. or corpora-
tions hereinafter,named, were read to the CQuncil,and were disposed of ip the
manner indicated following the reference,to,each hereinafter:
CHESTER C. BEYERS, dated Nov. 15, 1943, an application for employment
in the Police Department of the City of E1 Segundo. ,Ordered filed.

ORAL COMMUNICATIONS.
REPORTS OF STANDING COMMITTEES.
Councilman Peterson initiated discussion relative to decorating the
City during the Christmas Holiday period and following discussion of the
subject, it was moved by Councilman Peterson, seconded by Councilman Selby,
that the Christmas tree in Library Park be decorated in the usual manner
for the Christmas Holiday period, provided that the electric illumination
installed in connection with such decorations be supplied with an independent
switch, so that the lights may be extinguished promptly in event of an
authorized blackout, and provided further, that this action is predicated
upon the assumption that the installation hereby authorized does not in any
manner violate any existing Federal or State regulation with reference to
the matters involved. Carried by the following vote:
Ayes: Councilmen Peterson, Selby, Skelley and Mayor pro tern Hesser.
Noes: Councilmen None.
Absent: Councilman Love.
Following the action of the Council authorizing the trimming of the
Christmas Tree in Library Park for the Christmas Holiday Season, Street
Superintendent Gunn reminded the Council that the City owns decorative equip-
ment which was used in former years for decorating the electroliers in the
business section of the City, and thereafter further discussion was had as
to the desirability of causing these decorations likewise to be installed.
At the conclusion of the discussions, it was moved by Councilman
Peterson,'seconded by- Councilman Selby, that the Street Superintendent and
the Park Superintendent be and they are' hereby authorized to cause the
electroliers in the business section of the City of El Segundo to be decorated
for the 1943 Christmas Holiday Season with the decorative facilities here-
tofore built for such purpose, by the. City of E1 Segundo, such installation
and decoration to conform as nearly as possible with the decorations last
used in said business district, it being provided, however, that this action
is predicated upon the assumption that the installation hereby authorized
does not in any manner violate any existing Federal or State regulation with

REPORTS OF OFFICERS AND SPECIAL COMMITTEES.
The Chief of Police, by written report dated. November 17th, 1943,
requested approval of the appointment of M. F. Fuller as a Special Police
Officer of the City of El Segundo, whereupon it was moved by Councilman
Peterson, seconded by Councilman Skelley, that the appointment by the Chief
of Police of the City of El Segundo of M. F. Fuller as a Special Police
Officer of said City be and the same is hereby ratified, confirmed and approved.
Carried.
The Chief of Police, by written report dated November 17th, 1943,
gave not -ice of the revocation of the appointments of the following named
persons as Special Police Officers of the City of El Segundo: J. M. Baker,
E. E. Ballard, T. J. Bridges, C. K. Byfield, N. H. Craig, M. Dronberger,
E. J. Englebert, L. Gambrel, P. L. Gates, M. F. Geisler, E. F. Handley, M. R.
Jeude, R. J. Lafortune, J. H. LeResche, A. H. McDaniel, H. S. McMullen,
H. E. Morris, H. H. Pilgrim, C. A. Reber, J. K. Skinner, Jr., H. Struthers,
C. L. Suddath, W. E. Sylvester, B. W. Thweatt.
The City Attorney reported receipt- of an Order Extending Time in the
matter of Application No. 25297, before the Railroad Commission of the State
of California, ordering that the time limit for completion of the installation
of Standard No. 3 Wig ".ag signals, as provided in Decision No. 35858 of said
Commission, is extended to and including October 13, 1945. A copy of said
Order was thereupon delivered to the City Clerk for filing in his office.
Captain Cummings of the Police Department reported having conferred
with police officials of the cities of Santa Monica, Culver City and Beverly
Hills with reference to the employment by each of a radio technician to maintain -
the radio equipment of each of said cities and he suggested the probability of
engaging the technician employed by one of the cities to supervise the operation
and maintenance of the radio equipment of the City of E1 Segundo.
Thereafter it was moved by Councilman Peterson, seconded by Councilman
Skelley, that Councilman Hesser and Captain Cummings of the Police Department
be and they are hereby authorized and instructed to interview the Chief of
Police of Culver City respecting the employment by the City of El Segundo of
the radio technician presently employed by the City of Culver City-41t to report
their findings to this Council at their early convenience. Carried.
Captain Cummings of the Police Department informed the Council that a
Federal Communications Commission regulation requires periodic frequency tests
of radio stations and that Commercial Radio Equipment Company of Hollywood,
California, has submitted an offer to make frequency measurements of one station
and four mobile units for the City of El Segundo once per month at a charge of
$5.00 Der month.
It was thereupon moved by Councilman Selby, seconded by Councilman
Peterson, that the Chief of Police of the City of El Segundo be authorized and
directed to employ Commercial Radio Equipment Company to make monthly frequency
measurements of the short wave -radio equipment of the Police Department of the
City of E1 Segundo in the manner required by regulations of the Federal
Communications Commission, at a monthly charge of $5..00. Carried by the
following vote

UNFINISHED BUSINESS.
Bith reference to the permit to drill, operate and maintain an oil well
within the City of El Segundo, heretofore by Resolution No. 687 of the'City Council
of said City, granted John Shirley Ward and Edwin W. Pauley, Councilman Peterson
reported having caused an investigation to be made to determine whether or not
the proposed location of the proposed oil well would in any way inte)'f6re with
plans of the City or County of Los Angeles with reference to the construction of
a highway in the vicinity of the proposed well; that such investigation discloses
that the proposed location of said oil well clears the easterly line of the
proposed highway approximately 300 feet and that therefore said proposed oil
well or the derrick to be used in connection therewith will not interfere with
such proposed new highway in event the'same is constructed prior to the' removal
or abandonment of said derrick or oil well from the location set foeth'in the
permit heretofore referred to.
It was thereupon moved by Councilman Selby, seconded by Councilman Hesser,
that in view of the report of Councilman Peterson to the effect that the derrick
to be erected for the drilling, operation and maintenance of an oil'well, as
set forth in Resolution No. 687 of the City Council of the City of E1 Segundo,
will not interfere with a proposed highway installation in the area'adjacent
to the location of said proposed oil well, the City Clerk be directed to advise
the Permittee named in said permit that no change in the location of said pro-
, posed oil well, as set forth in said permit, fs necessary. Carried.

real Dro-oerty owned by the City of El Segundo and advertised for sale under
'17 tice No. 3-M; also that a'bid on real property presented the Council at
its last repula r meeting and taken under advisement until this meeting
should be further considered and disposed of.
Special City Attorney 'Bender recommended that the bids received since
the last regular meeting of the Council be opened, examined and publicly
declared before consideration is giden to the bid held over from the last
meeting.
It was thereupon moved by Councilman Selby, seconded by Councilman
Peterson, that the Council proceed to open, examine and publicly declare
the bids received this date'for the purchase of real properties advertised
for sale by the City of E1 Segundo under its Notice No. 3-M. Carried.
The Council theredpon proceeded to -open, examine and publicly declare
said bids, which said bids were foufld by said Council to have been filed on
regular forms. provided therefor and as follows, to- Wit:

Bid of Roy E. Dulin, bidding the sum of $125.00 cash for Lot 21, Block
22. Said bid was accompanied by Certified Check, unnumbered, in amount of
$125.00.
Said bid was then considered and following recommendation of Special
City Attorney Bender that said bid be rejected as insufficient, it was
moved by Councilman Selby, seconded by Councilman Skelley, that the bid
of Roy E. Dulin in the sum of $125.00 cash for Lot 21, Block 22, El Segundo,
be and the same is hereby rejected and the City Clerk authorized to
return the deposit check in amount of $125.00 filed with said bid. Carried.
The Council then proceeded with consideration of the bid of C. E. Kenney,
offering $320.00 for Lot 4, Tract 6968, presented this Council at its
last regular meeting and taken under advisement until this date. Special
City Attorney Bender recommended the acceptance of said bid, whereupon
it was moved by Councilman Skelley, seconded by Councilman Peterson, that
Resolution No. 690, entitled:
RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF EL SEGUNDO, CALIFORNIA, ACCEPTING THE
CASH BID OF C. E. KENNEY FOR CERTAIN CITY
OWNED PROPERTY,
which was read, be adopted. Carried by the following vote:

At this time Special City Attorney John F. Bender presented the Council
a letter dated November 15th, 1943, which was read, in which he explained
that due to the reduction in value of gasoline coupons he has used up his
gasoline allot %ment and unless given - supplemental gasoline'-will-be unable
to do any further driving with respect to appraising properties or attending
to other matters necessary to the fulfillment of the City's tax deed
program.
It was thereupon moved by Councilman Selby, seconded by Councilman
Peterson, that the City Clerk of the City of El Segundo. be and he is hereby
authorized, under the seal of the City, to write to Ration Board No. 82.5.3
at Burbank, California, stating that Mr. Bender is employed by the City of
E1 Segundo in its tax deed rehabilitation program, that it is essential that
he attend Council meetings, appraise properties and do other necessary
legal work involved in the program and that said City Clerk be further
authorized to sign any applications or.documents required to be signed by
said Ration Board in connection with the application of Mr. John F. Bender
for supplemental gasoline ration. Carried,.
!Mr.'John Catalano addressed the Council on behalf of Water Superinten-
dent Hutchins, in connection with water service to Interstate Aircraft and
Engineering Corporation, and he read to the Council letters with reference
to said matter as follows:
Letter from L. J. Lay, Vice President, E1 Segundo Division, Interstate
Aircraft and Engineering Corporation, dated November 16th, 1943, requesting

the City of E1 Segundo to pass an ordinance to allow said Corporation to buy its
water supply from the City of Los-Angeles;
Copy of.a letter from Department of Water and Power of the City of Los Angeles,
addressed to Interstate Aircraft and Engineering Corporation, dated November 15th,
1943, notifying said Corporation that said Department of Water and Power is willing
to furnish complete water supply needs of the Interstate plant at E1 Segundo, but
is unwilling to supply water for fire protection purposes only;
Letter from the Department of Water and Power of the City of Los Angeles,
addressed to Mr. D.. T. McCullough, Director of Plant Protection, Interstate
Aircraft and Engineering Corporation, dated September 28th, 1943, reciting that
its facilities limit the Department to any further service expansion without the
limits of the City of Los Angeles and that it is therefore necessary for said
Department to deny the application of Interstate Aircraft and Engineering
Corporation, made September 24th, 1943, for a fire service connection to its
T)lant located on the South side of Imperial Highway in the City of E1 Segundo.
Mr. Catalano stated further that it was the recommendation of Mr. Hutchins
that the Interstate Aircraft dnd Engineering Corporation's request for the passage
of an ordinance to allow it to buy all of its water from the City of Los Angeles
and'to' discontinue water service from the City of E1 Segundo be denied.
Lengthy discussion followed, participated in by all members of the Council
present, at the conclusion of which, by general consent, the matter was taken
under advisement until the next regular meeting of the City Council and referred
to Councilman Peterson so that he might contact the parties interested and
explain to them the City's unfavorable attitude with reference to the matter.

No further business appearing to be transacted at this meeting, it was
moved by Councilman Peterson, seconded by Councilman Skelley, the meeting adjourn.
