' A regular meeting of the City Council of the City of El Segundo,
California, was held in the Council Chamber of the City Hall of said City,
on the above date, having.been called to order at 7:00 p. m. by George
Love , Illayor.
ROLL CALL.
Councilmen Present: Gerow, Hesser, Peterson, Selby and Mayor Love.
Councilmen Absent: None.
READING OF MINUTES OF PREVIOUS MEETINGS.
The minutes of the regular meeting held on the 12th day of may, 1943
and of the adjourned regular meeting held on the 18th day of bray, 1943,
having_ been read and no errors or omissions appearing,.it was moved by
Councilman Selby, seconded by Councilman Gerow, the minutes 'of said meetings
be aoproved as recorded. Carried.
WRITTEN C OrUAUNICATIONS .
The following communications, which were read to the Council, were
disposed of in the manner indicated, following reference to each hereinafter:
JOHN P. PURSELL, D.D.S., Pack Committee Chairman, E1 Segundo Cub
Scouts, Pack No. 268, dated May 19th, 1943, reouesting permission to use
the Grand Avenue Park, Saturday, May 22nd, 1943, bet. ^Teen the hours of 3:00
and 7:00 o'clock P. M. for a picnic for the Cub Scouts and their families,
numbering about 150 persons.
Moved by Councilman Peterson, seconded by Councilman Hesser, that
E1 Segundo Cub Scouts, pursuant to the aup ;ication of John P. Pursell, Pack
Committee Chairman, filed with this Council this date, be and they are
hereby granted permission to use Grand Avenue Park, May 22nd, 1943, from
3:00 P. M. to 7:00 P. M. on said date, and that the Street Department of the
City of E1 Segundo be authorized to block off Maryland Street at Grand Avenue,
as requested in said application, as a safeV measure in the protection of
life and property while the said picnic is in progress. Carried.
SOUT-1-1ERN CALIFORNIA EDISON COMPANY, dated May 13th, 1943, being an
application for a permit to place certain poles and anchors in certain
Dortions of Grand Avenue and Main Street within the City of E1 Segundo.
Following consideration of the application, it was moved by Councilman
Peterson, seconded by Councilman Gerow, that the application of Southern
California Edison Company, filed with this Council this date, requesting
uermission to set poles in portions of Grand Avenue and Main Street, within
the City of E1 Segundo, be taken under consideration until the next regular
meeting of this Council. Carried.
GEORGE G. HARLOW, dated May 19th, 1943, being an application for employ-
ment by the City of El Segundo. Ordered filed.
JOHN F. BENDER, Special City Attorney,, dated May 14th, 1943, reporting
the settlement ofI915 Act Assessment No. 1339, under R. I. 134, effecting
Lot 12, Block 62, El Segundo, and requesting approval of said settlement.

RESOLVED, that the settlement made by John F. Bender,
Special City Attorney of the City of E1 Segundo, of delinauent
special assessment levied against Lot 12, Block 62, E1 Segundo,
to -wit: Assessment No. 1339 under R. I. 134, as referred to
in the communication of said-Special City Attorney, dated bray 14th,
1943, addressed to the City Clerk and presented this Council
this date, be ratified and approved; and that said communication
be received and placed on file in the office of the City Clerk
for the purposes of identification and- reference;
AND, BE IT FURT -HER RESOLVED, that said City Clerk be
authorized to :cause demand to be.prepared in favor of said
John F. Bender for the amount due,him for effecting said
settlement as provided in the contract between John F. Bender
and the City of El Segundo for handling of delinquent tax and
assessment matters.

LOS ANGELES COUNTY DIVISION, LEAGUE OF CALIFORNIA CITIES, dated May 12th,
1943, advising of its 138th regular monthly meeting to be held at Los
Angeles, May 20th, 1943.
Moved by Councilman Selby, seconded by Councilman Peterson, that any
member of the City Council desiring so to do,. the City Engineer and the City
Clerk be and they are - hereby authorized to attend the 138th regular monthly
meeting of Los Angeles County Division, League of California Cities, at
Los Angeles,.Yay 20th, 1943, as representatives of the City of E1 Segundo,
and to file their demands for their actual and necessary expenses in con-
nection with their attendance at said meeting, such demands to be audited and
approved in the usual manner before payment. Carried by the following vote:

NORTH A ERICAN AVIATION, INC., dated May 19th, 1943, requesting
permission to install a 4" emergency compressed air line.and a 2" electric
conduit under Imperial Highway, at a point approximately 665 feet westerly
of Inglewood- Redondo Road, in accordance with Drawing No. PM 1OX -8, which
accompanied said communication. After discussion and consideration, it
was moves' by Councilman Hesser, seconded by Councilman Selby, that Resolution
No. 661, entitled:
A RESOLUTION OF THE CITY COUNCIL OF TIE CITY OF EL
SEGUNDO , CALIFORNIA, GRANTING TO NORTH AFRICAN
AVLATIC1 INC. A CERTAIN PERMIT TO INSTALL AND
MAINTAIN ACROSS IMPERIAL HIGIEKAY WITHIN SAID CITY
A CERTAIN 4" COMPRESSED AIR LINES AND A CERTAIN 2"
ELECTRIC CONDUIT AND TO USE AND OPERATE THE SAME
THEREAFTER UPON CERTAIN TERMS AND CONDITIONS,
which was read, be adopted. Carried by the following vote:

REPORTS OF STANDING COMMITTEES.
Councilman Hesser of the Public Safety Committee reported that the
Fire'Chief had expressed the desire that Tdr. Albert L. Campbell be appointed
a member of El. Segundo Fire Department. After discussion, during which it
was indicated that,Mr. Campbell is at present an auxiliary fireman in the
Civilian Defense Corps and is thoroughly qualified to operate fire fighting
equipment of the City of El Segundo, it was.moved by Councilman Hesser,
seconded by Councilman Selby, that Mr. Albert L. Campbell be and he is hereby
appointed a member of El Segundo Fire Department, effective immediately,
such employee to be compensated at the times and in the manner prescribed
by Resolution No. 635 of the City of El Segundo, establishing the rates of
pay for municipal employees. Carried by the following vote:
Ayes: Councilmen Gerow, Hesser, Peterson, Selby and Mayor Love.

REPORTS OF OFFICERS AND SPECIAL COIVIIITTIES.
The Chief of Police announced the appointment of five persons as
Special Police Officers and requested approval of the same. Eoved by
Councilman Hesser, seconded'by Councilman Gerow, that the appointments by
the Chief of Police of the City of EI'Segundp, of T. J. Bridges, T. J.
ahan, D. B. Monroe, J. E. Smith and S. D. gttebel as Special Police
Officers of said City, be and the same are hereby ratified, confirmed and
aonroved. Carried. _
The Chief of Police announced the revocatioAs of the appointments
of the following named persons as Special Police Officers of the City of
El Segundo: E. J. Campbell, F. W. Bahl, J. B. Ringle, K. E. Preiss, E. E.
Pa- tison, C. L. Francis, N. E. Losekamp, W. E. Wright, R. Gilmore, 6Y. A.
Garner, E. H. Buttke, B. S. Craighead and J. H. Winn.
The City Clerk reported that on MInday, May 17th, 1943, Mr. S. C.
Smith, residing at No. 922 Sheldon Street, had requested him to advise the
Council that the water pressure in his neighborhood is very unsatisfactory
and to request the Council to endeavor to have said pressure increased in
said area. Isiembers of the Council indicated that Mr. Smith had spoken
to them also and that the matter is having the Council's attention.

Moved by Councilman Peterson, seconded.by Councilman Selby, that
Ordinance No. 270, entitled:
AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA,
PROVIDING FOR THE LICENSING OF,PLACES, HOMES,
INSTITUTIONS, OR CENTERS, FURNISHING CHILD CARE
SERVICE WITHIN SAID CITY, AND PRESCRIBING CERTAIN
REGULATIONS IN CONNECTION WITH SUCH DHILD CARE
SERVICE,
which was introduced and read at a regular_ meeting of the City Council held
on the 12th day of flay, 1943, and reread at this meeting, be adopted.
Carried by the following vote:

Loved by Councilman Selby, seconded by Councilman Peterson, that the
following resolution be adopted:
arJREAS, this Council has heretofore at this meeting
adopted Ordinance No. 270, providing for the operation and

maintenance of child care institutions within the City
of El Segundo;
AND, TI-M E4S, one of the provisions of said Ordinance
is that the Health Department of Los Angeles County,
acting as Health Officer of the City of E1 Segundo, make
periodic inspections of any child care homes or institutions
established within this City;
NO ?'7, THEREFORE, BE IT RESOLVED, that the Health Denart-
ment of Los Angeles County, under contract with the City of
El Segundo to nerform the'functions of Health Officer
within said City, be and it is hereby recuested and
authorized to enforce the provisions of said Ordinance No.
270 and that the City Clerk be authorized and directed to
advise said Los Angeles County Health Departent of the
adoption of this resolution and to transmit a copy of said
ordinance to said Health Department.
The foregoing resolution was adopted by the following vote:

The City Clerk informed the Council that since the date that the
United States Government declared war on the so- called Axis powers, the following
named em- oloyees of the City of El Segundo, to -wit: Robert Dietrich, Earl
Cartland, Frank Berkline, Kni. P . Owens, M. H. 11
.CT and Lee Maxwell have
entered the armed forces of the United states and that in his judgment adequate
record thereof has not been made in the minutes of the proceedings of this
Council. nor has their status been declared so far as restoration to their
previous employments is concerned following the discharge of each from the
military services.
It was thereupon moved by Councilman Hesser, seconded by Councilman
Gerow, that the following resolution be adopted:
T;?'rEREAS, the City Council of the City of E1 Segundo,
California, did heretofore, on the 23rd day of December,
1942, adopt a resolution making provision for the granting
of military leaves of absence to members of the municipal
employees personnel of said City when called into military
service in the forces of the United States of America;
AND, V:HEP.EAS, it is advisable that a record should
be kept of the personnel effected by the said order;
AND, 771?EREAS, the City Clerk has reported to this
Council that up to this time the following persons in the
municipal service have been inducted into or have joined
said military forces of the'United States, to -wit:

Earl Cartland Dept. Belief - lst Class
Frank Berkline Desk Officer - 1st Class

the City of El Segundo that each of the persons above named
shall be deemed to`be upon military leave of- absence as
contemplates' in the above mentioned resolution of said Council
and entitled to return to his municipal employment at the
termination of his service in said military forces, all as
contemplated in said resolution.

The City Clerk informed the Council that Clarence Roncevich, an
employee in the Parks Department of the City of E1 Segundo is about to
enter the military services of the Unite,--; States of America; that he is
presently taking his earned 1942 vacation; that he has 215- days accumulated
earned vacation for the year 1943, which he would like to take immediately,
due to his entry into the armed forces.
It was thereupon moved by Councilman Gerow, seconded by Councilman
Peterson, that the following resolution be adopted:
1 - PREAS, Clarence Roncevich, an employee of the Parks
Department of the City of El Segundo, in the capacity of
Laborer -1st Class, will, on the 25th day of May, 1943,
enter the armed forces of the United States of America;
NOW, THEREFORE, BE IT RESOLVED, that the said Clarence
Roncevich shall be and he is hereby granted by this Council
a military leave of absence as contemplated in the resolution
of this Council relating to such leaves, adopted on the 23rd
day of December, 1942;
AIATD, BE IT FURTHER RESOLVED, that there shall be
paid to said Clarence Roncevich, undgr the circumstances
above referred to, the sum of $16.49 representing 22 days
of his accumulated earned vacation, he having already made
application for and obtained permission to take his regular
vacation of two weeks which he has accumulated, in addition
to said 21 days above referred to.
The foregoing resolution was adopted by the following vote:

R. T. Hutchins, City Engineer, be and he is hereby granted one week's
vacation, beginning May 20th, 1943. Carried by the following vote:

John F. Bender, Special City Attorney, presented to the Council a
certain quitclaim Deed, which he had obtained from the grantors named
therein, for the consideration of $10.00 in lieu of a foreclosure proceeding
and which deed he recommended the Council accept.
It was thereupon moved by Councilman Selby, seccnded by Councilman
Peterson, the following resolution be adopted:
RESOLVED, that that certain Quitclaim Deed, presented
this Council for its consideration and quitclaiming to the
City of E1 Segundo, a municipal corporation, that certain
.parcel of real property, situated in the City of E1 Segundo,
County of Los Angeles, State of California, described as
follows ''to= it:' Lot 4 in Block'39,of El Segundo, in the
City of E1 Segundo, County of Los Angeles, State of California,
as per map recorded in Book 22, Pages 54 and 55 of Maps,
Records of Los Angeles County, California, executed by James
I.. r,auzey and Gwendolen C. Iv?auzey, husband and wife, dated
the 14th day of May, 1943, be and the same is hereby accepted
on behalf of the City of El Segundo; and

BE IT FURTHER RESOLVED, that the City Clerk be and he is
hereby authorized and directed to record said instrument in the
office of the County Recorder of Los Angeles County, California.
