A regular meeting of the Cit.,,,- Council of the City of El Segundo, California,
was held on the above date in the Council Chamber of the City Hall of said City,
having been called to order at 7:00 o'clock D. m. by George Love, Mayor.
ROLL CALL.
Councilmen.Present: Hesser,.Peterson, Selby and Mayor Love.
Councilmen Absent: Gerow.
READING OF MINUTES OF PR.F'VIOUS MEETINGS.
The minutes of the regular meeting held on the 28th day of April, 1943,
and of the adjourned regular meeting held on the 4th day of May, 1943,
havino been read and no errors or omissions appearing, it was moved by
Councilman Selby, seconded by Councilman Peterson, the minutes of said
meetings be approved as read. Carried.

The following communicaticns, which were read to the Council, were
disposed of in the manner indicated, following reference to each hereinafter:
FRANK DYER, dated 31ay 4th, 1943, being his resignation as a member of
El Segundo Fire Department, effective as of May 5th, 1943.
Moved by Councilman Selby, seconded by Councilman Hesser, that the
resignation of Frank Dyer as a member of El Segundo Fire Department be accepted
with regret, and in view of the long service of Mr. Dyer in said Fire
Department, the City Clerk be requested to address a communication to Mr.
Dyer expressing this Council's appreciation for. his long term of faithful
public service. Carried.
AIINTA CURTZWILER, CITY TREASURER, dated May 5th, 1943, submitting a list
of United States Savings Bonds, Series F, recently purchased by direction
of the City Council and now in her possession. Ordered filed.
Iv1ANHATTAN BEACH CHA1:3ER OF COLIKERCE, dated bla.y 3rd, 1943, inviting
attendance at a meeting sponsored by the Governmental Affairs Committee of
said Body to be held in the Neptunian Club, Manhattan Beach, Wednesday,
r4ay 12th, at 8:00 p. m., for the purpose of discussing the Hyperion Sewer
Plant problem. Ordered filed.
JACK MONTGOb:ERY, Director, Southern California and Shop Stewards & Officers,
Oil Workers Organizing Campaign, CIO, dated May 4th, 1943, transmitting there-
with a copy of a communication forwarded to the Federal Bureau of Investigation
and to the War Department, Office of Petroleum Section, Internal Security Division,
Ninth Service Command, with reference to the distribution of literature of an
alleged questionable seditious character, and requesting this Council to add
its name to theirs in calling for an investigation.
Action with reference thereto was delaved, pending a discussion of the
subject matter thereof, which the Council understood would take-place later
during the meeting.

Mr. Jack Montgomery, author of the letter hereinbefore in these minutes
referred to, then addresset he Council at some length with reference to the
matter set forth in his communication addressed to this Council under date of
May 4th, and its accompanying attachments, and at the conclusion of his remarks
and after discussion was had, it was regularly moved, seconded and unanimously
carried, that the following resolution be adopted:

in words and figures as follows:

Enclosed is a copy of a communication forwarded to the
Federal Bureai4 of Investigation and War Department Office

Service Command, also material which is self - explanatory.
In the interest of democracy and the victorious conclusion
of this war against Fascism, we are requesting that you
add your name to ours in calling for this investigation.
We make this appeal to you because we know that by your
record you have placed the winning of this war above all
..other objectives and problems. As loyal Americans, we the
members of the CIO, residents of E1 Segundo, in calling
for this investigation feel that it is proper and fitting
that the responsible officials of our City do likewise
so that no one may doubt that when we of El Segundo say
we are all -out for war we mean we are all -out for war.
A copy of this communication is being sent to the daily press.

AND, WHEREAS, the individual members of this Council have never
seen a copy of the pamphlet referred to in said communication; but *nver-
theless, in view of the statements made in said communication, believe
the action hereinafter taken by this Council to be in order at this
time;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
E1 Segundo, California, as follows:
1. That in view of the statements made to said Council
in said communication, respecting said alleged
pamphlet, it appears to the Council that the investi-
gation requested in said communication would be in order.
2. That this Council, having full confidence in the
ability of the Federal Bureau of Investigation to
.handle any-and all such matters requiring its attention,
does hereby express its confidence.that said Bureau
will make.such investigation in the-premises as the
statements made in said communication may justify.
3. That the City Clerk be and he is hereby authorized
and instructed to forvmrd a copy of this resolution
to the Los Angeles office of the Federal Bureau of
Investigation for its information in the premises, and
a lice copy thereof to the Oil Workers Organizing
Campaign, for the attention of Jack Montgomery, Director,
Southern California and Shop Stewards & Officers,

REPORTS OF STANDING COMMITTEES.
REPORTS OF OFFICERS AND SPECIAL C00,rITTEES.
The Chief of Police, through the City Clerk, announced the appointments
of certain persons as Special Police Officers and requested approval of the same.
It was thereupon moved by Councilman Selby, seconded by Councilman Peterson,
that the appointments by the Chief of Police of the City of E1 Segundo of
Claude Albert McDonald, Jorgen Morris 0. Gudal, Alfred Villiers Hemingi Lyman
William Smith, Brownlow Cecil Elworthy and Robert James Dills as Special Police
Officers of said City be and the same are hereby ratified, confirmed and
approved. Carried.
The City Attorney reported that inasmuch as the City Clerk's office has
received a check from Aristocrat Highways Displays, Inc., with whom he has been
having correspondence relative to payment of certain license fees due the City,
and that inasmuch as the bill is now paid and the file closed, he has returned
to the City Clerk all papers received from him.
UNFINISHED BUSINESS.
In the matter of the desires of Douglas Aircraft Corporation to
establish a hog ranch within the City of E1 Segundo, which utter was brought
to the attention of'this Council at its-last regular meeting by Mr. A. E.
Christie, representing the Welfare Division of said Corporation, it was moved
by Councilman Selby, seconded by Councilman Peterson, that it be the sense of
this Council that it does not favor the establishment of a hog ranch within
the corporate limits of the City of E1 Segundo and that the City Clerk be
authorized and directed to so inform said Douglas Aircraft-Corporation. Carried
by the following vote:
Ayes: Councilmen Hesser, Peterson, Selby and Mayor Love.
Noes: Councilmen None.
Absent: Councilman Gerow.

THE COUNCIL CHAMBER THEREIN; FIXING THE TIME AND PLACE
OF REGULAR MEETINGS OF THE CITY COUNCIL OF SAID CITY;
PROVIDING FOR THE HOLDING OF SPECIAL MEETINGS OF SAID
COUNCIL; ESTABLISHING CERTAIN RULES AND REGULATIONS
RELATING TO MEETINGS OF THE CITY COT$NCIL AND THE CON -
DUCT THEREOF; AND REPEALING ALL ORDINANCES AND PARTS
OF ORDINANCES IN CONFLICT THEREWITH, INCLUDING ORDINANCE

Peterson, that Resolution No. 656, entitled:

EMBER, 1942, BY ADDING A NEW SECTION THERETO TO BE
KNOWN AND DESIGNATED AS SECTION 5.1 RELATING TO CERTAIN

which was read, be adopted. Said resolution was adopted by the following vote,
to -wit:

At this time Mr. William F. Walker addressed the Council relative to
the erection of a sign in the parking at the Northeast corner of Mariposa
Avenue and main Street, for the purpose of directing interested persons to
Calvary Church in the City of E1 Segundo.
Following brief discussion, it was moved by Councilman Peterson, seconded
by Councilman Hesser,'that Calvary Church of El Segundo be and it is hereby
granted a temporary revocable permit to erect a Calvary Church directional
sign in the parking on the North side of Mariposa Avenue, East of Main Street,
provided same is erected under the supervision of and to the satisfaction of
the Street Superintendent of the City of E1 Segundo. Carried.

two certain Quitclaim Deeds, filed as one document, conveying to the City of
E1 Segundo certain properties more particularly described in said instruments,
which quitclaim deeds were purchased in lieu of foreclosure proceedings.
Moved by Councilman Hesser, seconded by Councilman Selby, the following
resolution be adopted:
RESOLVED, that those certain Quitclaim Deeds, submitted
as one document, presented this Council for its consideration
and quitclaiming to the City of El Segundo, a municipal
corporation, those certain parcels of real property, situated
in the City of El Segundo, County of Los Angeles, State of
California, described as Lots 1 and 2 of Tract No. 6968, in
the City of E1 Segundo, County of Los Angeles, State of California,
as per map recorded in Book 126, Page 87 of Maps, in the office
of the County Recorder of said County, and Lot 21 in Block 22
of E1 Segundo, in the City of E1 Segundo, County of Los Angeles,
State of California, as per map recorded in Book 18, Page 69
of Maps in the Office of the County Recorder of said County,
executed respectively by Anna Mae Wood, a widow, dated April 12th,
1943, and Christ Church, Unity, a Corporation, dated April 30th,
1943, be and the same are hereby accepted on behalf of the City.
of El Segundo; and
BE IT FURTHER RESOLVED, that the City Clerk be and he is
hereby authorized and directed to record said ihstruments, filed
as one document, in the office of the County.Recorder of Los
Angeles Counter, California.
The foregoing resolution was adopted by the following vote:
'Ayes: Councilmen Hesser, Peterson, Selby and Mayor Love.
Noes: Councilmen None.
Absent: Councilman Gerow.
The City Clerk advised the Council that during the second war loan drive,
the Mayor of the City of El Segundo had deposited with the City Treasurer
of said City a sum of money sufficient to enable that municipal officer to
purchase for him a $1000.00 bond, for which the City might obtain credit.

It was thereupon moved by Councilman Selby, seconded by Councilman
Peterson, that this Council take cognizance of the fact that the Nayor of the
City of El Segundo purchased a $1000.00 Second War Loan Bond, which aided the City
in meeting the quota allotted to it and which swelled the amount of bonds
subscribed for by municipal officers and employees, and this Council does
hereby commend Mayor Love for his generous and patriotic act. Carried.
. Councilman Peterson raised the question of'the possibility of removing
the debris resulting from the burning of an apartment house on Standard
Street between Franklin Avenue and El Segundo Boulevard, and following
discussion the matter was referred to the City Clerk with the request that
he endeavor to have the owner of the propetty attend to the matter.
No further business appearing to be transacted at this meeting,
it was moved by Councilman Hesser, seconded by Councilman Selby, the meeting
adjourn. Carried.
