A regular meeting of the City Council of the City of E1 Segundo, California,
was held in the Council Chamber of the City Hall of said City, on the above date,
having been called to order at-7:00 o'clock P. M. by George Love, Mayor.

Councilmen Absent: None.
READING OF MINUTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 16th day of June, 1943,
having been read and no err-ors or omissions appearing, it was moved by Councilman
Selby, seconded by Councilman Gerow, the minutes be approved as recorded.
Carried.
WRITTEN COMMUNIOATIONS.
The following communications, which were read to the Council, were
disposed of in the manner indicated, following reference to each hereinafter:
NARY VIRGINIA FARRELL, for Rev. Hildebrand, undated, stamped "Received
June 23rd, 1943", requesting permit to use Grand Avenue Park on July 6th,
1943, for a gathering of fifty persons.
Mooted by Councilman Selby, seconded by Councilman Peterson, that
pursuant to application made therefor, filed with this Council this date, the
Youth.Fellowship of Methodist Community Church be and it is hereby granted
permission to use Grand Avenue Park in the City of E1 Segundo on July 6th,
1943, between the hours of 6:00 P. M. and one hour after sunset on said date,
and otherwise in conformance with ordinance of the City of E1 Segundo respecting
the use of its public parks. Carried.
R. V. Rosser, dated June 22nd, 1943, a request for a liermit to keep
two pigs at 315 California Street, E1 Segundo, California.
Following consideration and discussion, it was moved by Councilman
Selby, seconded by Councilman Gerow, that the application of R. V. Rosser for
a permit to keep two pigs at 317 California Street, within the City of El Segundo,
filed with the Council this date, be and the same is hereby denied. Carried.
IMPERIAL HIGHWAY ASSOCIATION, dated June 17th, 1943, advising of its
meeting to be held in Los Angeles, June 26th, 1943. Moved by Councilman Selby,
seconded by Councilman Hesser, that any member,-of-the City Council desiring so
to do, or any other officer of the City of E1 Segundo, be and they are hereby
authorized to attend the June 26th, 1943, meeting of the Imperial Highway
Association, at Los Angeles, and to file their demand for :their actual and
necessary expenses in connection therewith, such demand to be audited and approved
it the usual manner before payment. Carried by the following-vote:
Ayes: Councilmen Gerow, Hesser, Peterson, Selby and Mayor Love.
Noes: Councilmen None.
Absent; Councilmen None.
HARRY H. DAVIS, M. D., dated June 18th, 1943, advising that Mr.
Claude Havens had consulted him in connection with an industrial accident
suffered by said Havens sometime ago; that Mr. Havens has not completely
recovered therefrom, and that a rest in a warmer and drier climate would be
very beneficial.

Thereupon Mr.. R. T. Hutchins, Chief of Police, informed the Council that he
is aware of the fact that Mr. Havens has not fully recovered from the injury he
susta,ined through a fall from a police department motorcucle on or about the 21th day
of January, 1943, as a result of which he is handicapped in the performance of.his
duties as a Traffic Officer -lst Class; that Mr. Havens has requested sick leave for
a period of six weeks in the hope that during said period he will experience a
complete recovery from the effects of his injury and he recommended, under the cir-
cumstances, that such sick leave be granted.
It was thereupon moved by Councilman Hesser, seconded by Councilman Peterson,
that the following resolution be adopted%
WHEREAS, this Council is informed by R. T. Hutchins, Chief of
Police, that Mr. Claude Havens became ill on the 23rd day of June, 1943,
to such an extent as to render him reasonably unable to perform his nec-
essary_duties as a Traffic Officer-First Class of the City of E1
Segundo, and.that said .Claude Havens has left with him a communica-
tion addressed to the City Council requesting a six weeks' sickleave,
beginning June 23rd, 1943;
AND,.WHEREA,S, said information is substantiated by a certifi-
.cate of Dr. Harry H. Davis, dated June 18th, 1943, with reference to
said employee and his physical condition, heretofore at this meeting
read to this Council by the City Clerk;
AND, WHEREAS, this Council is satisfied that under the facts
and circumstances, the physical condition of said employee is such as
to justify the action hereinafter taken;
NOW, THEREFORE, BV, IT RESOLVED by the City Council of the City
of E1 Segundo, as follows:
First: That the communication from said Claude Havens,
addressed to the City Council, bearing date the 23rd day of
June, 1943, advising said Council of his physical condition,
together with the certificate of said Dr. Harry H. Davis
above mentioned, be received and placed on file in the
office of the City Clerk.
Second: That the City Council hereby grants to said
Claude Havens a leave of absence on account of illness,
commencing on the 23rd day of June, 1943, and for the
veriod of six weeks thereafter, rith full right-extended
to said employee to return to service prior to the expira-
tion of said six weeks period in event his physical con-
dition improves sufficiently to justify him so doing.
Third: That said employee shall be entitled to re-
ceive and there shall be paid to him as sick leave pay the
amounts provided for under the provisions of Resolution
No. 635 of the City Council of the City of El Segundo as
amended to date.
The foregoing resolution was adopted by the following vote:
Ayes: Councilmen Gerow, Hesser, Peterson, Selby and Mayor Love.

Absent: Councilmen None.
ORAL COLMUNICATIONS.
Mr. William R. Parker addressed the Council relative to obtaining an option,
without consideration; on certain City owned real property within the City of
El Segundo, which he desires to improve in event-he is able to secure the
necessary priorities from the several governmental agencies which would be
involved by reason of a building program instituted by said Parker.
The matter was discussed at length, concluding in a decision by the Council
that such a procedure would be too involved and not in conformance with the
provisions of the published notice inviting bids on certain $arcels of City
owned real property, but that Mr. Parker may place a bid in regular course if
he is further interested.

REPORTS OF STANDING COMKTTEES.
Councilman Hesser, Chairman of the Public Health and Safety Committee,
reported having had a conference with Fire Chief McConnell, Assistant.Chief
Barber and others, with reference to the use of special signal channels running
to the homes of the members of the Fire Department of the City of E1 Segundo,
and the diaphone fire alarm signal, and that instructions have been issued
that the channel signals will be used solely for the purpose of alerting the
firemen, by ringing the same once, in event of fire, and that the fire whistle
will be used to give an alarm of fire at all of such times as reports of
fires are received at the fire station.
He reported also that it was the decision of the group that in event
-of fire alarms or air raid alarms effecting the City of-El Segundo, consumers
on the water system of the City of E1 Segundo should be requested to shut off
sprinklers and discontinue the use of water during such periods in order to
provide maximum supply of water for fire fighting purposes.
Councilman Peterson, Chairman of the Public Works Committee, reported
that the cleaning of water mains in portions of Penn and Sheldon Streets and
Palm Avenue has been completed and favorable results have been obtained.
This report was supplemented by a report of the Superintendent of the
?Dater Department to the effect that he will prepare and furnish each member
of the Council a report on the subject in so far as results have been obtained
to date, and he requested permission to make a further cleaning test on
gravity flow lines in another part of-the City.
After discussion, it was moved by Councilman Hesser, seconded by
Councilman Selby, that the following resolution be adopted:
WHEREAS, the Water Superintendent, with the approval of
the members of this Council, has caused a•water pipe cleaning
test to be made on certain water-mains of the City of E1
Segundo serviced by pump operation;
AND, WHEREAS, it appears that said cleaning operations
have resulted in certain benefits by way of increased flow
to the services upon such lines so cleaned;
'AND, WHEREAS, this Council now desires that a cleaning
test be made on lines of said City serviced by way of gravity
flow;
NOW, THEREFORE, BE IT RESOLVED, that the Water Superin-
tendent be and he is hereby authorized and instructed to cause
such gravity serviced water pipe lines on the municipal water
system to be cleaned as a test with reference to the effect
of such cleaning operation and to report the findings of such
test to this Council, the cost of such test hereby authorized
not to exceed the sum of $500.00.

Councilman Peterson reported that City Judge William A. Krimmel
requester' permission to take his earned vacation beginning July 4th, 1943,
and that if his request is granted, he will arrange with Judge Bridge of
Hermosa Beach to substitute in the City Court of E1 Segundo during such
vacation period.

It was thereupon moved by,Counciman Hesser, seconded by Councilman Selby,
that William A. Krimmel, City Judge of the City of E1 Segundo, be and he is
hereby granted two weeks earned vacation beginning July 4th, 1943, it being
understood that said official will arrange for a magistrate, qualified by law
so to do, to serve in his Court Room during his vacation. Carried by the
following vote:
Ayes: Councilmen Gerow, Hesser, Peterson, Selby and Mayor Love.

REPORTS OF OFFICERS AND SPECIAL COMMITTEES.
The Chief of Police announced the appointments of several persons as
Special Police Officers of the City of F1 Segundo and requested approval of
such appointments. It was thereupon moved by Councilman Selby, seconded by
Councilman Peterson, that the appointments, by the Chief of Police of the City
of E1 Segundo, of G. W. Benton, W. B. Brayiel, R. E. Fifer, F. A. Greenmyer,
F. E. Ranson and G. W. Sheppard as Special. Folice Officers of said City, be
and the same are hereby ratified, confirmed and approved. Carried.
The Fire Chief, through the City Clerk, requested the Council to adopt
a resolution authorizing the use of the City of E1 Segundo's fire apparatus
and personnel in jurisdictions outside of the City of E1 Segundo, advising
that such a-resolution is desired in order to provide for mutual aid plans
supervised by the Forester and Fire Warden of the County of Los Angeles, for
the protection of life and property in said County in event of catastrophe
requiring the services of fire. departments.
It was thereupon moved by Councilman Selby, seconded by Councilman
Peterson, that the following resolution be adopted:
WEUREAS, legal authorization has been granted by
legislative enactment (Chapter 323, Statutes of 1941,
and Chapter,l, Statutes of 1942) whereby the City of El
Segundo may cooperate with other political entities
when an emergency exists;
NOVI, THEREFORE, BE IT RESOLVED by the City Council
of the City of El Segundo, California, that pursuant to
the provisions of Chapter 323, Statutes of 1941, and
Chapter 1, Statutes of 1942, the Fire Chief, or his
authorized representative, of the City of E1 Segundo, be
and he is hereby authorized and directed to use the equip-
ment and personnel of his department, or such part thereof
as and when.he may deem it necessary or advisable, for the
purpose of cooperating with the Fire Department of any
city.in the County of Los Angeles, or the Fire Department
of Los Angeles County, in combatting such emergency.
The foregoing resolution was adopted by the following vote:

The City Attorney reported that Douglas Aircraft Company, Inc. had
addressed a communication to him, requesting the City of El Segundo to
deliver to said Aircraft Company a quitclaim deed effecting a certain portion
of a certain public street within the said City, heretofore abanded by the
City of E1 Segundo.
After he had explained the matter in detail, and after discussion
with reference thereto, it was moved by Councilman Selby, seconded by

Councilman Gerow, that Resolution No. 669, entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO,
CALIFORNIA, RELATING TO THAT PORTION OF THE NORTHERLY 60
FEET OF DOUGLAS AVENUE WITHIN SAID CITY, TO- :"WIT: 1075
FEET, VACATED FOR PUBLIC STREET, ROAD AND/OR HIGHWAY
PURPOSES BY ORDINANCE NO..237 OF SAID CITY, AND AUTHORIZING
THE EXECUTION AND DELIVERY OF A C,UITCLAIX DEED TO SAID
PORTION OF SAID NOTHERLY 60 FEET OF SAID DOUGLAS AVENUE
VACATED BY SAID ORDINANCE NO. 2371# AS CONTEMPLATED UNDER
THE PROVISIONS OF SECTION 1109 OF THE CIVIL CODE OF THE
STATE OF CALIFORNIA,
which was read, be aopted. Said motion carried and said resolution was
adopted by the following vote, to -wit:

UNFINISHED BUSINESS.
Councilman Selby advised the Council he is not ready to report with
reference -to war damage insurance on municipal property of the City of
E1 Segundo and requested further time so to do, which was granted ty general
consent.

PAYING BILLS.
NEW BUSINESS.
The Superintendent of the Water Department reported that Miss Ruth
Schlimme, had handed to him a communication addressed to the Council,
requesting sick leave during the period beginning July 6th and ending
July 26th, 1943, due to the fact that she must undergo a minor operation,
which will necessitate her hospitalization for all or a major part of the
leave period requested.
The Water Superintendent stated further that in view of facts
within his knowledge, he would approve the request, whereupon it was moved
by Councilman Gerow, seconded by Councilman Peterson, the following resolution
be adopted:
WHEREAS, this Council is informed by R. T. Hutchins,
Superintendent of the Water Department of the City of
E1 Segundo, that Ruth Schlimme, Departmental Clerk, em-
ployed under his supervision, needs hospitalization for
a physical ailment from which she is presently suffering,
and that by reason thereof she will necessarily be absent
from her duties between July 6th, 1943 and July 26th, 1943;
AND, WHEREAS, this Council is satisfied that.in view
of the facts and circumstances, the physical condition of
said *mployee is such as to j -qstify the action herein-
after taken;
NOW, THEREFORE, BE IT RESOLVED by the City Council
of the City of E1 Segundo, as follows:
First: That the communication from Ruth Schlimme,
addressed to the City Council, bearing date the 23rd day
of June, 1943, advising said Council of the necessity

for said employee absenting herself from her usual duties,
between the dates hereinafter mentioned, be received and
placed on file in the office of the City Clerk.
Second: That the City Council hereby grants to said
Ruth Schlimme a leave of absence on account of illness,
commencing on the 6th day of July, 1943, and ending on the
23rd day of July, 1943, with the full right extended to said
employee to return to service prior to the expiration date
of said leave of absence period in event her physical con -
ditioh improves sufficiently to justify her in so doing.
Third: That said employee shall be entitled to receive
and there'shall be paid to her as sick leave pay the amounts
provided for under Resolution No. 635 of the City Council
of the City of El Segundo as amended to date.
The foregoing resolution was adopted by the following vote:

Moved by Councilman Selby, seconded by Councilman Peterson, that the
following resolution be adopted:
WHEREAS, Auth Schlimme, Departmental ,Clerk, employed
in the Water Department of the City of E1 Segundo, has
heretofore been granted leave of absence between the dates
July 6th, 1943 and July 23rd, 1943, and it will be necessary
to have-her duties in said department performed by a com-
petent person;
AND, WHEREAS, Mrs. Ethel Ward was, prior to her marriage.,
employed in the Water Department of the.City of E1 Segundo,
and is somewhat familiar with the functioning of said Depart-
ment and the office requirements thereof, and with one week's
coaching will be able to bring herself up to date on current
Water Department procedures;
NOW, THEREFORE, BE IT RESOLVED that Mrs.. Ethel Ward be
and she is hereby employed as substitute Departmental Clerk
of the City of El Segundo, to assume such duties June 28th,
1943, and to continue therein during such time as her services
are actually required in said capacity;
AND, BE IT FURTHER RESOLVED, that said substitute
employee be compensated for all services rendered the City of
E1 Segundo in the manner provided by Resolution No. 635 of
the City of E1 Segundo, fixing and establishing the compensation
or pay of various municipal officers and employees of said City.
The foregoing resolution was adopted by'the following vote:

No further business appearing to be transacted at this meeting, it
was moved by Councilman Gerow, seconded by Councilman Selby, the meeting
