July 7th, 1943.
A regular meeting of the City Council of the City of E1 Segundo, California,
was held in the Council Chamber of the City hall of said City on the above date,
_laving been called to order at 7:00 P. M. by George Love, Mayor.
ROLL CALL.
Councilmen Present: Hesser, Selby and Mayor Love.
Councilmen Absent: Gerow and Peterson.
READING OF'MINUTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 30th day of June, 1943,
having been read, and no errors or omissions appearing, it was moved by
Councilman Selby, seconded by Councilman Hesser, the minutes be approved as
recorded. -Carried.
;'IRITiEN COLU41UNICATIONS.
The following communications, which were read to the Council, were
disposed of in the manner indicated, following reference to each hereinafter:
EL SEC,= POST NO. 38, AMERICAN LEGION, dated July 5th, 1943, inviting
the idlayor and City Council to attend a pot luck dinner in the American
Legion Mall at 6:30 P. M. July 12th, 1943, at which time the American Legion,
its Auxiliary and sponsoring organizations will honor Milton Goodhart and
William Haley, the two boys representing El Segundo at Boys State. By general
consent the communication was ordered received and filed, with the under-
standing that so many of the Council members as may be able to do so will
attend.
J. SCHOENING, Acting Parks Superintendent of the City of El Segundo,
dated July 6th, 1943, advising that effective July 1st, 1943, he had designated
J. L. Wilson'as a truck driver -1st class in the Parks Department of the City
of El Segundo.
Moved by Councilman Selby, seconded by Councilman Hesser, that the
action of Acting Parks Superintendent J. Schoening in appointing J. L. Wilson
as truck driver -1st class of the City of E1 Segundo, effective July 1st,
1943, be and the same is hereby ratified, approved and confirmed, subject to
the further order of this Council; said appointee to be compensated for all
services rendered the City of E1 Segundo as truck driver -1st class in
accordance with the provisions of Resolution No. 635 of the City Council of
the said City and resolutions supplementary thereto or amendatory thereof.
Carried by the following vote:

Absent: Councilmen Gerow and Peterson.
EL SEGUNDO OIL COMPANY, dated July 7th, 1943, requesting permit to burn
oil contained in a sump adjacent to its lease in the City of E1 Segundo. By
general consent the matter was referred to Councilman Hesser, Chairman of the
Public Safety Gomnittee, with power to act, with the understanding that he
will confer with Fire Chief McConnell respecting the matter.
ADA I. HIEGG, dated July 7th, 1943, being an application for a permit to
conduct a child care home at 414 Virginia Street, El Segundo.
It appearing from a report by the City Clerk that said application had
not been received until the afternoon of this-date and that therefore all officers
required to report respecting matters effecting said application have not had
time so to do, it was moved`by Councilman Selby, seconded by Councilman Hesser,
that the application of Ada 1. Hegg for a permit to operate a child care home

at 414 Virginia Street, E1 Segundo, be received and placed on file in the office
of the City Clerk for the purposes of identification and reference, and that the
said application be taken under advisement pending receipt of reports required
of the Fire Chief and Health Officer of the City of E1 Segundo. Carried.
JOHN A. GEROTN, Councilman, dated July 7th, 1943, being his resignation as
a member of the City Council, which he requested be made effective as of midnight,
July 31st, 1943.
Moved by Councilman Selby,'seconded by Councilman Hesser, that the resigna-
tion of John A. Gerow as a member of the City Council of the City of El Segundo,
dated July 7th, 194, presented this Council this date be received and placed
on file in the office of the City Clerk and that action with respect to the
acceptance thereof be taken under advisement. Carried.

ORAL COIvMUNICATIONS.
REPORTS OF STANDING COMMITTEES.
REPORTS OF OFFICERS AND SPECIAL COMMITTEES.
The Superintendent of the 'Hater Department reported to the Council that
one of the 4ater Department trucks was involved in a motor vehicle accident
July 5th and that he had filed with the City Clerk a copy of the report of the
driver of the City owned vehicle respecting said matter.
By g era c�onsent the Council took notice of-the accident and the report
thereof an Sate'Ega City's insurance carrier be notified if such notice has
not already been given.
The City Clerk reported that in connection with the activities of E1 Segundo
Defense Corps it is necessary to procure blackout masks for the automobiles of
certain -key persons in the Defense Corps personnel, who might be required to
drive their automobiles during an air raid alarm or blackout to insure that
the Control Center will be adequately manned on such occasions.
Moved by Councilman Selby, seconded by Councilman Hesser, that the
purchase of blackout masks for use of the Defense Corps of E1 Segundo Defense
Council be and the same is hereby authorized at a cost of not to exceed $100.00.
Carried by the following vote:
Ayes: Councilmen Hesser, Selby and Mayor Love.
Noes: Councilmen None.
Absent: Councilmen Gerow and Peterson.
Building Inspector Catalano reported that pursuant to request, he had
made an investigation of the matter of stabling horses on certain unimproved
property located at and adjacent to the Southwest corner of Main Street and
Walnut Avenue and that among other things he discovered that certain municipally
owned property at said location is being utilized for the purpose.
Discussion was had Felative to the matter, at the conclusion of which
said Building Inspector wasnformally instructed by the Council to inform the
owner of the stable Situated at this location and the animals housed therein,
that this Council looks with disfavor upon animals being corralled at this
particular location, or in fact, in any location visible from Main Street.
within the City of E1 Segundo and that it cannot permit the use of public
-property for private purposes without adequate compensation therefor.

RESOLVED, that that certain quitclaim Deed, presented this
Council for its consideration,zmd quitclaiming to the City of El
Segundo, .a municipal corporation, that certain parcel of real
property, situated in the City of E1 Segundo, County of Los Angeles,
State of California, described as follows, to-wit: Lots 1, 2 and 3 in
Block 43, of E1 Segundo, in the City of El Segundo, County of Los.
Angeles, State of California, as per map recorded in Book 20, Pages
22 and 23 of Neaps, in the office of the County Recorder of said
County, executed by Fred. W. Dobe and Mary Dobe, husband and wife,
dated the 18th day of June, 1943, be and the same is hereby accepted
on behalf of the City of E1 Segundo; and
BE IT FURTHER RESCLVED, that the City Clerk be and he is hereby
authorized and directed to record said instrument in the office of
the County Recorder of Los Angeles County,. California.
The foregoing resolution was adopted by the following vote:

No further business appearing to be transacted at this session, it was*
