A regular meeting of the City Council of the City of E1 Segundo, California, was he ;d in the Council Chamber of the City Hall of said City on the above date, having been called to order at 7:00 P. M. by George Love, Mayor. ROLL CALL. Councilmen Present: Gerow, Hesser, Peterson, Selby and Mayor Love. Councilmen Absent: None. READING OF MINUTES OF PREVIOUS MEETING$. The minutes of the regular meeting held on the 13th day of January, 1943 and of the adjourned regular meeting held on the 18th day'of January, 1943, having been read and no errors or omissions noted, it was moved by Councilman Selby, seconded by Councilman Peterson, the minutes be approved as recorded. Carried. WRITTEN COMMUNICATIONS. The following communications, which were read to the Council, were disposed of in the manner indicated, following reference to.each hereinafter: SOUTHERN CALIFORNIA GAS COMPANY, dated January 15th, 1943,.being an application for permit to excavate in certain portions of Imperial Highway near iii Northrop Street, within the City of !El Segundo, for the purpose of removing, reconditioning, lowering and installing gas mains. Said application having had the approval of the Street Superintendent, it was moved by Councilman Gerow, seconded liy Councilman Peterson, that Resolution No. 642, entitled: . A RESOLUTION OF THE CITY COUNCIL OF.THE CITY OF EL SEGUNDO, CALIFORNIA, GRANTING A TEMPORARY REVOCABLE PERMIT TO SOUTHERN CALIFORNIA GAS COMPANY TO EXCAVATE IN CERTAIN PORTIONS OF IMPERIAL HIGHWAY WITHIN SAID CITY, which was read, be adopted. Carried by the following vote: Ayes: Councilmen Gerow, Hesser, Peterson, Selby and Mayor Love. Noes: Councilmen None. Absent: Councilmen None. MACK INTERNATIONAL TRUCK CORPORATION, dated January 15th, inviting municipal mechanics and truck drivers to a meeting at which new methods of truck maintenance will be explained and illustrated, and at which meeting United States Government representatives will be present to'explain the latest Office of Defense Transportation orders. Moved by Councilman Peterson, seconded by Councilman Hesser, that the Municipal Mechanic, E. J. Grow, and any of the truck drivers of the City of E1 Segundo, who may be designated so to do by the Street Superintendent, be authorized to attend.a meeting.at* the Mack Truck Building, Los Angeles,.on Friday, Januery 29th, 1943, at the hour of 8:00 P. M., at which instructions in efficient and economic maintenance and operation of motor trucks will be given, such employees of the City of E1 Segundo as attend said meeting to be authorized to file their demands for their actual and necessary expenses in connection therewith, such demands to be audited and approved in'the usual manner before payment. IC s IDS ANGELES COUNTY DIVISION, LEAGUE OF CALIFORNIA CITIES, dated January 14th, 1943, being notification of its monthly meeting to be held January 28th, 1943. Moved by Councilman Selby, seconded by Councilman Peterson, that any member of the City Council, or other official of the City of E1 Segundo, desiring to attend the regular monthly meeting of the Los Angeles County Division, League of California Cities, at Los Angeles, January 28th, be authorized so to do and to file his demand for his actual and necessary expenses in connection therewith, such-demand-to be audited and approved in the usual manner before payment. Carried by the following vote: Ayes: Councilmen Gerow, Hesser, Peterson, Selby and Mayor Love. Noes: Councilmen None. Absent: Councilmen None. NATIONAL SURETY CORPORATION, dated January 13th, 1943, transmitting there- with an endorsement to be attached to its bond No. 114, 777, Republic Petroleum Company, Principal. The form of endorsement was submitted to the City Attorney for ihopection and that officer having approved the same as to form, it was moved by Councilman Hesser, seconded by Councilman Selby, the following resolution be adopted: RESOLVED, that the communication of National Surety Corporation, dated'January 13th, 1943, with reference to an endorsement to be attached to Bond No. 114,777, with Republic Petroleum Company as Principal, be received and placed on file in the office of the City Clerk; and BE IT FURTHER RESOLVED, that the City Clerk be authorized and directed to attach said endorsement to said bond now on file in his office. The foregoing resolution was adopted by the following vote: Ayes: Councilmen Gerow, Hesser, Peterson, Selby and Mayor Love. Noes: Councilmen None. Absent: Councilmen None. ORAL COMMUNICATIONS. Mr. C. A. Brown, residing at 318 Richmond Street, El Segundo, addressed the Council relative to obtaining employment from the City and he was directed to file a regular written application with the City Clerk. None. REPORTS OF STANDING COMMITTEES. REPORTS OF OFFICERS AND SPECIAL COMMITTEES. The City Attorney advised the Council he had received from Metropolitan Casualty Insurance Company a letter confirming its oral instruction to him with respect to the denial of liability in the matter of the alleged injury to Nita Sullivan, which said communication is on file in his office. The City Attorney advised that he had prepared a form of ordinance amending an existing ordinance of the City of E1 Segundo relating to air raid precautions and that the same might be introduced at the proper time. The Chief of Police announced the appointments of certain persons as Special Police Officers of the City•of E1 Segundo and requested approval of such appointments,. Zt'waS thereupon moved by Councilman Selby, seconded by Councilman Hesser, that the appointments by the Chief of Police of the City of E1 Segundo of R. R. Maddux, G. F. Azar, B. F. Day, W. T. Donahue, J. M: Baker, N. H. Craig, M. C. Baker, J. V. White, F. R. Church, W. A. Garner, J. P. Murphy, P. B. Edison, J. V. Powell, C. A. McCloskey and E. H. Buttke as Special Police Officers of said City be and the same are hereby ratified, confirmed and approved. Carried. Q The Chief of Police announced the revocations of the appointments of R. M. Hill, C. P. Pitnet, A. 0. Areneson, 0. 0. Jones, J. C. Beaker, F. A. Hoag, C. H. Dodds, F. H. Day, L. R. Long, Eben Hiscock and W. D. Auch as Special Police Officers of the City of El Segundo. UNFINISHED BUSINESS. Councilman Peterson introduced Ordinance No. 268, entitled: AN ORDINANCE OF THE CITY OF EL SEGUNDC,- CALIFORNIA, AMENDING ORDINANCE NO. 252 OF SAID CITY, ENTITLED: AN ORDINANCE OF THE CITY 0.' EL SEGUNDO, CALIFORNIA, RELATING TO AIR RAID PRECAUTIONS. ", PASSED AND ADOPTED ON THE 23RD DAY OF DECEMBER, AaD., 19419 BY AMENDING SECTION 4 THEREOF, which was read. PAYING BILLS. The Chief of Police announced receipt of a communication from the Chief of Police of the Department of Police of the City of Los Angeles, with reference to law enforcement on Imperial Highway due to the fact that the boundary line between the City of E1 Segundo and the City of Los Angeles is located at the center of said highway. The matter was referred to the City Attorney for opinion and he expressed the belief that some plan could be worked out which would enable the police officers of either city to-enforce the law in both jurisdictions. Following discussion, it was moved by Councilman Selby, seconded by Councilman Peterson, that that certain communication from C. B. Horrall, Chief of Police of the City of Los Angeles, dated January 19th, 1943 and addressed to R. T. Hutchins, Chief of Police, El Segundo, California, referring to the matter of law enforcement on Imperial Highway, between Sepulveda Boulevard Inglewood - Redondo Road be received and placed on file in the office of the Chief of Police of the City of E1 Segundo, and that the matter of cooperation between the Police Departments of the two cities be referred to the Chief of Police of the City of E1 Segundo, with authority.to act. -Carried.. h "Building Inspector Catalano adiiised the Council that the matter of installing heat in the tower on top of the water treatment plant building, which is used by the civil aircraft warning service, had been referred to him and he explained how the room might be heated either with gas or electricity. Following discussion, it was moved by Councilman Gerow, seconded by Councilman Selby, that Building Inspector Catalano be and he is hereby authorized Q and directed to install a gas heating unit in the civil aircraft warning observation tower atop the water treatment plant building, at a cost of not to exceed $30.00. Carried by the following vote: Ayes: Councilmen Gerow, Hesser, Peterson, Selby and Mayor Love. Noes: Councilmen None. Absent: Councilmen None. Moved by Councilman Selby, seconded by Councilman Peterson, that the following resolution be adopted: WHEREAS, William L. Owens and M. H. McIntire, Police Officers of the City of El Segundo, entered the military service of the United States, January-16th, 1943; and each was entitled to an earned vacation not theretofore taken by either of said officers; NOW, THEREFORE, BE IT RESOLVED, that William L. Owens be and he is hereby granted a four day vacation with pay beginning January 16th, 1943, and M. H. McIntire be and he is hereby granted a fourteen day vacation with pay, beginning January 17th, 1943. Carried by the following vote: Ayes: Councilmen Gerow, Hesser, Peterson, Selby and Mayor Love. Noes: Councilmen None. Absent: Councilmen None. . The City Clerk announced that he had. in his possession a bid for the purchase of a parcel of real property, the tax deed to which has been purchased by the City of E1 Segundo. It was thereupon moved by Councilman Peterson, seconded by Councilman Gerow, that the Council proceed to open, examine and publicly declare the bid received this date for the purchase of certain tax deeded property. Carried. The Council then proceeded to open, examine and publicly declare said bid, which said bid was found by said Council to be as follows, to -wit: "Los Angeles, California January 20, 1943 To the Honorable Members of the City Council City of E1 Segundo, California Re: The South 40 feet of Lot 7, Block 105, E1 Segundo I hereby tender the amount the City of E1 Segundo paid for my lot above described being the sum of ($54.53) Fifty -four and 53100 Dollars, same is being bid for a deed for the lot pursuant to and under Intention No. 1 to. sell said property. The amount of $54.53 is herewith enclosed as payment for same. Sincerely, Kathryn Obersmith.` P. S. I arrived here too late to purchase a cashiers check for $24.53, but I herewith enclose cashiers check No. 736726 in amount of $30.00 and will pay the balance in cash upon decision of Council. Kathryn Obersmith." Said bid was accompanied by Cashiers Check No. 736726, dated December 23rd, 1942, drawn on Fifth and Spring Office of Security -First National Bank of Los Angeles, payable to City of E1 Segundo in the sum of $30.00. After consideration of said bid, it was moved by Councilman Gerow, seconded by Councilman Selby, that the bid of $54.53 for a deed to the South 40 feet of Lot 7, Block 105, El Segundo, received this date from i Kathryn Obersmith, be and the same is hereby rejected and the City Clerk is authorized and directed to return to said Kathryn Obersmith the deposit check in amount of $30.00 filed with said bid. Carried by the following vote: Ayes: Councilmen Gerow, Hesser, Peterson, Selby and Mayor Love. ,Noes: Councilmen None. Absent: Councilmen None. The matter of the City of E1 Segundo participating in the-State . Retirement System for the benefit of the employees of said City was discussed. Two questions arose, which necessitate further communication with the office of the State Employees' Retirement System at Sacramento, hence the only action taken dt this time was to instruct the City Clerk to seek answers to the problems which developed in the discussion. Miss Loshoncy, representing Special City Attorney John F. Bender, presented for the Council's consideration a quitclaim deed to certain real property within the City of El Segundo, which deed she recommended be accepted. After examination of said deed, it was moved by Councilman Selby, seconded by Councilman Gerow, the following resolution be adopted: RESOLVED, that that certain Quitclaim Deed, presented the Council for its consideration and quitclaiming to the City of E1 Segundo, a Municipal Corporation, that certain parcel of real property situated-in the City of E1 Segundo, County of Los Angeles, State of California, described as follows: Lot 35 in Block 11 of E1 Segundo, in the City of E1 Segundo, County of Los Angeles, State of California, as per map recorded in Book 18 Page 69 of Maps, in the office of the County Recorder of said County, executed -by Chas. W. Cram and Rhoda Cram, husband and wife, and dated the 7th day of January, 1943, be and the same is hereby accepted by and on behalf of the City of E1 Segundo; and BE IT FURTHER RESOLVED, that the City Clerk be and he is hereby authorized and instructed to record said deed in the office of the County Recorder of Los Angeles County. The foregoing resolution was adopted by -the following vote: Ayes: Councilmen Gerow, Hesser, Peterson, Selby and Mayor Love, Nobs: Councilmen None. Absent: Councilmen None. No further business appearing to be transacted at this meeting, it was moved by Councilman Gerow, seconded by Councilman Hesser, the meeting adjourn. Carried.
