An adjourned regular meeting of the City Council of the City of E1 Segundo,
California, was held in the Council Chamber of the City Hall of said City on
the above date, having been called to order at 4:30 by George Love, Mayor.
ROLL CALL.
Councilmen Present; Peterson, Selby and Mayor Love.
Councilmen Absent: Hesser and Gerow.
Moved by Councilman Selby, seconded by Councilman Peterson, the regular
order of business be dispensed with. Carried.

Moved by Councilman Selby, seconded by Councilman Peterson, the demands be
allowed a'nd warrants ordered drawn on and paid out of the respective funds
covering the same. Carried by the following vote:
Ayes: Councilmen Peterson, Selby and Mayor Love.
Noes: Councilmen None.
Absent: Councilmen 4erow and Hesser.
Chief of Police Hutchins advised the Council that on'Saturday, January
16th, 1943, Officers M. H. McIntire and William Owens entered the military
service of-the United States 'and that by rearranging work schedules in the
Police Department so that the officers work twelve hour shifts instead of
eight, he will be able to carry on pending further losses in personnel.
The Chief of Police also reported that during the prior week it came
to the attention of the Police Department that the patients at the Winegarden
Rest Home, situated at the Northeast •corner of Palm Avenue and Virginia
Streets, within the City of E1 Segundo, have been improperly taken care of
and that on Sujdday last investigation disclosed that said patients had gone
many hours without food and other necessary care.
He stated further that the Health Department had made an investigation,
which discloses that otherwise the Home has been operated in accordance with
rules and regulations prescribed by-ordinances of the City of E1 Segundo
regulating the operation of rest homes.
Discussion then was*had relative to the matter, whereupon it was'
moved by Councilman Selby, seconded iy Councilman Peterson and unanimously
carried, that Joe Winegarden; operator and permittee of that certain rest
home situated No. 702 Virginia Street, in the City of E1 Segundo, be
immediately served with notice to show cause why the permit heretofore issued
by this Council for the operation and maintenance of said rest home should
not be revoked, the hearing in said matter to be held before this Council,
: Wednesday, January 20th, 1943, beginning at'the hour of'7:30 P. M.
No further business appearing-to be transacted at this meeting, it
was moved by Councilman Selby, seconded by Councilman Peterson, the meeting
adjourn. Carried.
