February•24th, "1943.
A regular meeting of the City Council of the City of E1 Segundo,
California, was held in the Council Chamber-of the City Hall of said City
on the above date, having been called to order at 7:00 P. M. by George
Love,. Mayor.
ROLL CALL.
Councilmen Present: Peterson, Selby and Mayor Love.
Councilmen Absent: Gerow and Hesser.
READING OF MINUTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 17th day of February,
1943, having been read and no errors or omissions appearing, it was moved
by Councilman Selby, seconded by Councilman Peterson, the minutes be
approved as recorded. Carried.
Councilman Hesser appeared at the meeting at this time, the hour
being 7:10 P. M. and he immediately took his seat at the Council table.
ARITTEN CO1a1UNICATIONS.
The following communications, having been read to the Council,
were disposed of in the manner indicated, following reference to each
hereinafter:
HUGH L. DICKSON, Referee in Bankruptcy -, dated February 19th, 1943,
being "Notice of Hearing on Receiver's Second and Final Report of Account,
Petition for Compensation and Discharge, in the matter of Sovereign Oil
Corporation, Debtor, in the District Court of the United States, Southern
District of California, Central Division", No.•40- 852 -B, to be held March
2nd, 1943, at 8:00 A. M. at the Court Room of said Hugh L. Dickson, 339
Federal Building, Temple and Spring Streets, Los Angeles, California.
It appearing that the said Sovereigh Oil Corporation is not
indebted to the City of E1 Segundo, the communication, by general consent,
was ordered filed.'
DURAKOTE PAINT COITANY, dated February 17th, 1943, advertising
100 gallons of high grade outside white paint for sale at X1.95 per gallon,
delivered. Ordered filed.
THE REGIONAL PLANNING COWISSION; dated February 19th, 1943,
inquiring what projects are included within this City's immediate or postwar
public works program. Following discussion, the communication was ordered
received and filed and the City Clerk requested to advise said Commission
that the City is formulating plans and that if and when such plans .are
completed, this City will advise said Commission and will be glad to
cooperate with it.
RAILROAD COMMISSION OF THE STATE OF CALIFORNIA, dated February 17th,
1943, acknowledging receipt of the resolution adopted by this-Council,
respecting the application of Inglewood City Lines for a revision of its
franchise requirements and stating that said resolution will be placed in
the formal file where it will receive the Commission's_consideration. Ordered
filed.
MARSHALL AND STEVENS, Valuation Engineers, dated February 17th,
1943, soliciting employment to adjust the reports on property values of the
City of El Segundo. Ordered filed.

The City Clerk reported having received word from the office of Mr. John F.
Bender, Special City Attorney, that Mr. Bender is ill and unable to attend the.
Council meeting this date and that inasmuch as he has no special matters to
discuss with the Council, no representative of his office will be present at
this meeting.
The Chief of Police announced revocations of the appointments of the following
named persons as Special Police Officers of the City of E1 Segundo: William
Lloyd Smith, Percell C. Donelly, John Earl Smith, Robert E. Hicklin, Chas.
Everett Fry, Olien K. Smith, Chas. Welson Burtt, Paul Albert Weimer, Russell E.
Dietrich and Melvin Chas. Baker.
The City Attorney reported having prepared a form of resolution amending
the salary resolution of the City of E1 Segundo; also a form of resolution with
respect to the calling of a special election in connection with the proposal
OT the City of E1 Segundo to participate in the State Employees' Retirement
System, which resolutions he delivered to the Clerk for,presentation to the
Council under the proper order of business.
UNFINISHED BUSINESS.
At this point the City Clerk read to the Council a form of resolution
prepared by the City Attorney respecting the calling of a special election for
the purpose of determining whether or not the voters of the City of E1 Segundo
will approve participation of the City of E1 Segundo in the State Employees'
Retirement System.
The matter was dicussed at length, and some changes in the form of resolution
having been suggested by members of the Council, further consideration of said
proposed .resolution was postponed until the next regular meeting of the Council.

Moved by Councilman Peterson, seconded by Councilman Selby, the demands be
allowed and warrants ordered drawn on and paid out of the General Fund covering
the same. Carried by the following vote:

Noes: Councilmen None.
Absent: Councilman Gerow.
NEW. BUSINESS..
The City Engineer reported that certain additional work is desirable at the
dwelling house owned by the City of El Segundo and occupied by the Sewer
Department Foreman at 616 West Imperial Highway, the cost of which will be
approximately $150.00.
Moved by Councilman Selby, seconded by Councilman Hesser, that the
City Engineer be and he is hereby authorized and directed to cause certain
renovations to be made in the municipally owned dwelling house located at
616 West Imperial Highway, at a cost of not to exceed $150.00. Carried
by the following vote:
Ayes: Councilmen Hesser, Peterson, Selby-and Mayor Love.
Noes: Councilmen None.
Absent: Councilman Gerow.
Moved by Councilman Selby, seconded by Councilman Peterson, that
Resolution No. 649, entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF El
SEGUNDO, CALIFORNIA, A=ING RESOLUTION N0. 635
(THE SALARY RESOLUTION) OF SAID COUNCIL,•BY AMENDING
SUBDIVISION 15 OF THE "SCHEDULE OF COLMENSATION FOR
THE VARIOUS OFFICERS, DEPARTMENT HEADS AND EMPLOYEES
OF THE CITY OF EL SEGUNDO, CALIFORNIA. ", SET FORTH IN
SECTION'l OF SAID RESOLUTION NO. 6359
which was read, be adopted. Carried by the following vote:
Ayes: Councilmen Hesser, Peterson, Selby and Mayor Love.
Noes: Councilmen None.,
Absent: Councilman Gerow.
Moved by Councilman Selby, seconded by Councilman Peterson, that the
following resolution be adopted:
WHEREAS, on the 18th day of February, 1943, H. C. Hanna,
pioneer and "citizen beloved" of the City of E1 Segundo
responded to that "one clear call" to which the ear of all
humanity must sometime be attentive;
AND, WHEREAS, in his lifetime that pioneer and citizen
lived and walked among us as a man full clothed, with righteous
honor, courage, dignity, thoughtfulness and compassion;
AND, WHEREAS, by every merit of personal conduct and
splendid citizenship, the inditing of this tribute to his
memory is justified;
NOW, THEREFORE, DOES THE CITY COUNCIL OF THE CITY OF
EL SEGUNDO, CALIFORNIA, RESOLVE AND ORDER forever chronicled
upon the records of his City, this recognition of so fine a
life and personage:
l.. He was a worker, who, in our City's greatest
industry, rose from the ranks of labor by honest
toil, earnest effort and the ability of genius to
become the highest official, Manager, in the great
E1 Segundo Refinery of his employer, the Standard
Oil Company of California;
2. Prominent, clothed with authority and honorable
dignity, he nevertheless moved among officials,
employees and citizens with modesty, and by personal
insistence was known and addressed by the now long
familiar and cherished name of just "Harry Hanna ";
3. Manifestly fair, he was considerate of and kind
'to all with whom he came in contact, and officials -
and laymen equally mourn his passing;
4. A true and beloved hu9band to his devoted wife,
a loving and protecting father to his two fine -sons
and two charming daughters, he exemplified with his
family the highest type of the true American home;
5. Harry Hanna has, by his life and service.here,
carved a monument in the hearts and memories of the
people, more lasting than stone, more enduring than
bronze;

AND, BE IT FURTHER RESOLVED AND CHRONICLED, that this
Council, as an official body and as individual members thereof,
does hereby extend to those bereaved, sincerest sympathy and
such consolation as may be found in the true application of
the poet's words to their beloved:
"His life was an inspiration,
His memory a benediction ". '
The foregoing resolution was adopted by the following vote:
Ayes: Councilmen Hesser, Peterson, Selby and Mayor Love.
Noes: Councilmen None.
Absent: Councilman Gerow.
No further business appearing to be transacted at this meeting, it was
moved by Councilman Selby,'seconded by Councilman Peterson, the meeting
adjourn. Carried.
