1943 AUG 25 CC MINQ � El Segundo, California. -August 25th, 1943. An adjourned regular meeting of the City Council of the City of E1 Segundo, California, was held in the Council Chamber of the City Hall of said City on the above date, having been called to order at 4:15-o'clock P. M. by George Love, Mayor. ROLL CALL. Councilmen Present: Hesser, Peterson, Skelley and Mayor Love. Councilmen Absent: Selby. READING OF MINUTES OF PREVIOUS MEETING. The minutes of the regular meeting held on the 18th day of August, 1940. having been read without error or omission being noted, it was moved-by Councilman Peterson, seconded by Councilman Hesser, the minutes be approved as recorded. Carried. WRITTEN COMMUNICATIONS. The following communications which were read to the Council, were disposed of in the manner indicated, following reference to each hereinafter: IMPERIAL HIGESAY ASSOCIATION, undated; notification of its meeting to be held at Lynwood on Saturday; August 28th, 1943. Ordered filed. L. 0. FORD, dated August 19th, 1943, requesting table reservations at Grand Avenue Park on Sunday, Sept. 5th, 1943; from noon until dark for a party of thirty -five to forty persons. Moved by Councilman Hesser, seconded by Councilman Peterson, that L. 0. Ford be and he is hereby granted permission to use tables at Grand Avenue Park on Sunday, September 5th, 1943, from noon until dark, for a party of thirty -five to forty persons, ouch use to conform in all respects with the provisions of Ordinance No. 259 of the City of E1 Segundo respecting the use of public parks within said City. Carried. H. L. BYRAM, COtNTY TAX COLLECTOR, dated August 18th, 1943, making demand upon the City Council to provide funds for the payment of all delinquent assessments for all projects in the City of El Segundo under the Improvement Bond Act of 1915, for which current assessments have terminated, but which have delinquent assessments for prior-years still outstanding. By general consent the communication was ordered received and filed in the office of the City Clerk. ORAL, COMMUNICATIONS. None, REPORTS OF STANDING COMMITTEES. None. Moved by Councilman Hesser, seconded by Councilman Peterson, that Ordinance No. 272, entitled: AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, AUTHORIZING A CONTRACT Brrv.XEN THE CITY COUNCIL OF THE CITY OF EL SEGUNDO AND THE BOARD OF ADMINIS- TRATION, CALIFORNIA STATE EMPLOYEES' RETIREMENT SYSTEM, PROVIDING FOR THE PARTICIPATION OF SAID SUBDIVISION IN SAID STATE EMPLOYEES' RETIREMENT SYSTEM, MAKING ITS EMPLOYEES MEMBERS OF SAID SYSTEM, which was introduced and read at a regular meeting of the City Council held on the 18th day of August, 1943, and reread at this meeting, be adopted. Moved by Councilman Peterson, seconded by Councilman Hesser, that Ordinance No. 273, entitled: AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, FIXING THE AMOUNT OF MONEY NECESSARY TO BE RAISED BY TAXATION UPON THE TAXABLE PROPERTY THEREIN AS A REVENUE TO CARRY ON THE VARIOUS DEPARTMENTS (IN- CLUDING THE EL SEGUNDO PUBLIC LIBRARY) AND PAY THE BONDED INDEBTEDNESS OF SAID CITY FOR THE CURRENT FISCAL YEAR, 1943 =19440 which was introduced and read at a regular meeting of the City Council held on the 18th day of August, 1943, and reread at this meeting, be adopted. Said motion carried and said Ordinance was adopted by the following vote, to -wit: Ayes: Councilmen Hesser, Peterson, Skelley and Mayor Love. Noes: Councilmen None. Absent: Councilman Selby. None. PAYING BILLS. NEW BUSINESS. Moved by Councilman Hesser, seconded by Councilman Peterson, that Resolution No. 675, entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGU4DO, CALIFORNIA, FIXING THE RATES OF TAXES LEVIED IN AND FOR SAID CITY, SUFFICIENT TO RAISE THE AMOUNT QF MONEY FIXED BY THE SAID CITY COUNCIL IN ORDINANCE NO. 273 THE MF, PASSED AND ADOP'T'ED ON THE 25TH DAY OF AUGUST, A. D., 1943, . AND THE EXPENSE OF'COLLECTION OF SAID AMOUNT, THE SAID _ RATES'HEREIN FIXED BEING THE RATES OF TAXES IN AND FOR SAID CITY FOR THE CURRENT FISCAL YEAR 1943 -1944, which was read, be adopted. Said motion carried and said Resolution was adopted by the following vote, to -wit: 4.. = Ayes: Councilmen Hesser, Peterson, Skelley and Mayor Love. Noes: Councilmen None. Absent: Councilman Selby. At this point Councilman Peterson related that prior to Councilman.' Selby's departure on his vacation, he had asked Councilman Peterson to propose to the City Council an increase of $10.00 per month fbr each of the officers and employees of the City of El Segundo, in view of the increased costs of war time living and that Councilman Peterson had in turn requested the City Attorney and the City Clerk to prepare and present to this Council for its consideration a form of resolution which would effectuate the recommended salary increases during such period as the Council feels such adjusted compensation essential to enable its employees to meet said increased war time living costs. Thereupon the Clerk read to the Council the form of resolution thus prepared, whereupon it was moved by Mayor Love, seconded by Councilman Peterson, that Resolution No. 677, entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, AYMiDING RESOLUTION NO. 635 OF SAID COUNCIL (THE SALARY AND COMPENSATION RESOLUTION)•PASSED AND ADOPTED ON THE 23RD DAY OF DECEMBER, 1942, AS AMENDED, BY ADDING A NEW .PARAGRAPH TO BE DESIGNATED AS PARAGRAPH "L" (PRO- VIDING FOR A LICENSE INSPECTOR) TO SUBDIVISION 6 OF THE "SCHEDULE OF COMPENSATION FOR THE VARIOUS OFFICERS, DEPARTMENT HEADS AND EMPLOYEES OF THE CITY OF EL SEGUNDO, CALIFORNIA" SET FORTH IN SECTION 1 OF SAID RESOLUTION: AND BY ADDING A NEW SECTION TO SAID RESOLUTION TO BE KNOWN AND DESIGNATED AS "SECTION 5.2 ", (RELATING TO INCREASED COMPENSATION DUE TO INCREASED COSTS OF WAR TIME LIVING) which was read, be adopted. Carried by the following vote: Ayes: Councilmen Hesser, Peterson, Skelley and Mayor Love. Noes: Councilmen None. Absent: Councilman Selby. Moved by Councilman Peterson, seconded by Mayor Love, that pursuant to the provisions of Paragraph "L" of Subdivision 6 of Resolution No. 635 of the City Council of the City of El Segundo, as amended by Resolution No. 677 of said Council, John Catalano be and he is hereby appointed to the office of License Inspector as created by said before mentioned Resolution, effective as of midnight the•31st day of August, 1943. Said employee shall be compensated at the rate prescribed in said Resolution for said office and shall hold said office during the pleasure of this Council. Carried by the following vote: Ayes: Councilmen Hesser, Peterson, Skelley and Mayor Love. Noes: Councilmen None. Absent: Councilman Selby. The City Clerk reported having been requested by a local resident to advise the Council that the propelling of scooters,on the sidewalks in certain of the residential areas of the City-is disturbing to shift workers who must sleep.during the day time and to request the Council to take appropriate action to'cause the annoyance to be discontinued. Discussion followed, in which it was brought out that it is natural for children to play, that the use bf skates, coasters, wagons and scooters by children is a common practice; that their use is not confined to any Q particular area or locality, but is general throughout the community; that a prohibition against the use of these toys would be practically impossible-of enforcement; that within a short time school will be resumed and therefore the annoyance complained of will be greatly reduced, and thereafter, by general consent it was recommended that the matter be referred to the Chief of Police with instructions to keep an eye on the situation and the City Clerk was requested to_make appropriate reply to the complainant in line with the thoughts expressed by members of the Council in connection with the matter. No further business appearing to be transacted at this meeting, it was moved by Councilman Hesser, seconded by Councilman Peterson, the meeting adjourn. Carried.
