1943 APR 28 CC MINQ -A19 El Segundo, California. April 28th, 1943. A regular meeting of the City Council of the City of El Segundo, California, was held in the Council Chamber of the City Hall of said City on the above date, having been called to order at 7:00 o'clock p. m. by George Love, Mayor. ROLL CALL. Councilmen Present: Gerow, Hesser, Selby and Mayor Love. Councilmen Absent: Peterson. READING OF MINUTES OF PREVIOUS MEETINGS. The minutes of the regular meeting held on the 21st day of April, 19439 and of the adjourned regular meeting held on the 27th day of April, 1943, each having been read without error or omission being noted, it was moved by Councilman Selby, seconded by Councilman Gerow, the minutes of said meetings be approved as recorded. Carried. WRITTEN C01261UNICATIONS. The following communications, which were read to the Council', were diSDosed of in the manner indicated, following reference to each hereinafter: STANDARD OIL COMPANY OF CALIFORNIA, dated April 27th, 1943, bearing the subject: "Plancor 1593 Cathodic Protection Installation 'Butadiene Plant, El Segundo ", being an application for approval, so far as the interests of the City of E1 Segundo are concerned, to the installation of facilities re- ferred to in said communication and in blueprint of Drawing No. SE 31330 -0 attached thereto. Following consideration, it was moved by Councilman Selby, seconded by Councilman Gerow, that Resolution No. 654, entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, GRANTING TO STANDARD OIL COMPANY OF CALIFORNIA PERMISSION TO MAKE A CATHODIC PROTECTION INSTALLATION IN SANTA MONICA BAY AT EL SEGUNDO, CALIFORNIA, which was read, be adopted. Said resolution was adopted by the following vote, to -wit: Ayes: Councilmen Gerow, Hesser, Selby and Mayor Love. Noes: Councilmen None. Absent: Councilman Peterson. STANDARD OiL COMPANY OF CALIFORNIA, dated April 27th, 1943, bearing the caption: "Plancor 1593 24" Salt 'Hater Return Line Butadiene Plant, El Segundo ", being application for approval, in so far as the iriterlests of the City of E1 Segundo are concerned, to the installation of a 24" welded steel salt water return pipe line in Santa Monica Bay at E1 Segundo, California, as more particularly referred to in said communication and in prints of Drawing SE- 31331 -0, attached to said communication. After consideration, Councilman•Hbsser moved the adoption'of Resolution No. 655, entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, GRANTING TO STANDARD OIL ' COMPANY OF CALIFORNIA PERMISSION TO INSTALL A CERTAIN 24" k7LDED STEEL SALT PATER RETURN PIPE LINE IN SANTA MONICA BAY AT EL SEGUNDO, CALIFORNIA, �� it MO 1 which was read. Councilman Selby seconded the motion to adopt said resolution and said resolution was adopted by the following vote, to -wit: Ayes: Councilmen Gerow, Hesser, Selby and Mayor Love. Noes: Councilmen None. Absent: Councilman Peterson. ORAL COMMUNICATIONS. Mr. A. E. Christie of the Welfare Division of Douglas Aircraft Corporation, inouired whether or not his Company might obtain permission to conduct a hog ranch in the acreage adjacent to its E1 Segundo plant, such request being made to facilitate disposal of garbage which accumulates as a result of the operation of cafeterias at said plant and which hog ranch would enable said Company to produce additional food for use at its cafeterias. The matter was discussed with Mr. Christie by the Council and the discussions terminated with the Council taking the matter under advise- ment for one week. REPORTS OF STANDING COMTITTEES. None. REPORTS OF OFFICERS AND SPECIAL, COMMITTEES. R. T. Hutchins, City Engineer, submitted with a communication dated April 28th, 1943,'vacation schedules for the Police, Water, Sewer and ingineering Departments of the City of E1 Segundo, with the request-the same be approved and vacations granted. Immediately thereafter the City Clerk reported that vacation requests have been received by him for other municipal employees whose names do not appear upon the list submitted by the City Engineer and he asked if the Council'might act upon all at the same time. It was thereupon moved by Councilman Selby, seconded by Councilman Gerow, that the following named employees of the City of E1 Segundo be granted their customary annual two weeks vacation during the periods following the name of each hereinafter, as follows: R. The Chief of Police announced the appointments of two persons as Special Police Officers of the City of El Segundo and requested approval of such appointments. It was thereupon moved by Councilman Hesser, seconded by Councilman Selby, that the appointments by the Chief of Police of the City of El Segundo of J. W. Bradford and E. C. Robbins as Special Police Officers of said City be and the same are hereby ratified, confirmed and approved. Carried. The Chief of Police announced the revocation of the appointment of Y. Haley as a Special Police Officer of the City of E1 Segundo, The City Attorney reported having drafted a form of ordinance providing for the licensing of child care institutions, which he delivered to the City Clerk for presentation to the Council at the proper time. UNFINISHED BUSINESS. In the matter of the petition of Wm. B. Wilson and others, filed with this Council April 2lat, 1943, requesting the installation of traffic stop signs at Mariposa Avenue and Sheldon Street, the Chief of Police reported that he had made a survey of the locality as to visibility, which he finds is good; that he also checked accident report records in the Police Department and finds a record of only one accident occurring at that location since 1937; that installations of traffic stops, in fact, the removal of many, have been recommended by the Federal Goverment for the duration; that if the drivers of automobiles observe the caution which a prudent driver should observe, this particular intersection presents no special hazard and that, therefore, he cannot recommend the installation of traffic stops at this location, as it is less hazardous than other locations where similar applications have been denied. It was thereupon moved by Councilman Hesser, seconded by Councilman Gerow, that in view of the report of the Chief of Police of the City of-El Segundo, with respect to the apparent absence'of traffic hazards at Mariposa Avenue and Sheldon Street, the request.of William.B. Wilson ' and -others, for the installation of traffic stop signs at this location, be denied and that the City Clerk of*the City of El Segundo advise said petitioner of the negative action of this Council and the reason therefor. Carried by the following vote: Ayes: Councilmen Gerow, Hesser, 'Selby and Mayor Love.' Noes: Councilmen None. _ Absent: Councilman Peterson. '9 422 At this point the City Clerk read to the Council the form of ordinance which had been prepared by the City-Attorney, providing for the licensing of child care institutions within the City of El Segundo. Discussion ensued relative to the matter, after which, by general consent, the City Clerk was directed to furnish one copy of said ordinance-to E1 Segundo Service Corps and one copy to E1 Segundo Defense Council for the consideration of said Bodies and their recommendations with respect thereto. The City Clerk-reported having received from the office of the State Controller, approved copy of an agreement between the City of E1 Segundo and the County of Los Angeles, for the purchase of certain tax deeded lands located in said City, and by general consent the document was ordered filed in the office of the City Clerk. None. PAYING BILLS. NF1 BUSINESS. John F. Bender, Special City Attorney, presented to the Council a certain Quitclaim. Deed, which he had obtained from the grantors named therein, for the consideration of $2.00 in lieu of a foreclosure proceeding, and which deed he recommended the Council accept. It was thereupon moved by Councilman Selby, seconded by Councilman Hesser, that the following resolution be adopted: RESOLVED, that that-certain Quitclaim Deed, presented this Council for its consideration and quitclaiming to the Cite of El Segundo, a municipal corporation, those certain parcels of real property, situated in the City of L1 Segundo, County of Lbs Angeles, State of California, described as follows: 'parcel 1: That portion of Lot 7, Block 100, E1 Segundo, as-per map recorded in Book 20, Pages 22 -3 of Maps in the office of the County Recorder of Los Angeles County, described as the W 44.02 feet of N 149 feet of S 285 feet of Lot 7, Block 100; 'and• Parcel 2: That portion of Lot 7, Block 100, El Segundo, as per map recorded in Book 20, Pages 22 -3 of Maps, in the office of the County Recorder of Los Angeles County, described as the E 44 feet of N 149 feet of S 285 feet of said Lot 7, Block 100, executed by John A. Gerow and Carrie B. Gerow, husband and wife, dated the 28th day of April, 1943, be and the same is hereby accepted on behalf of the City of E1 Segundo; and BE IT FURTHER RESOLVED, that the City Clerk be and he is hereby authorized and directed to record said instrument in the office of the County Recorder of Los Angeles County, California. The foregoing resolution was adopted by the following vote: Ayes: Councilmen Hesser, Selby and Mayor Love. Noes: Councilmen None. Absent: Councilman Peterson. Not Voting: Councilman Gerow. Q 423 The City Engineer discussed with the Council certain proposed improvements 'in Lapham Street and at the intersection of Lapham Street with Imperial Highway, and he explained the possibility of having certain of'the work done at this time by a contractor working in the vicinity, thus, in his judgment, saving the City a substantial amount of installation costs. . Following discussion, it was moved by Councilman Selby, seconded by Councilman Gerow, that the City Engineer of•the City of E1 Segundo be authorized and directed to cause a certain catch basin and 75 feet of pipe to be installed in the roadway at Lapham Street and Imperial Highway, at a cost of not to exceed $200.01D. Carried by the following vote: Ayes: Councilmen Gerow, Hesser, Ze'lby and Mayor Love. Noes: Councilmen None'. Absent: Councilman Peterson, Mayor Love reported that during this afternoon, he and City Engineer Hutchins and'City Attorney Woodworth attended a meeting held in the State Building, Los Angeles, for the purpose of discussing the existing beach quarantine ordered by the State Board of Health, and City Attorney Woodworth thereafter elaborated upon the discussions had at said meeting. Mayor Love reported that Park Superintendent McIlwaine desires to Purchase certain seeds, whereupon it was moved by Councilman Selby, seconded by Councilman Hesser, that the purchase of garden seeds by the Park Superintendent be and the same is hereby authorized and directed at a cost of not to exceed 45.00, including California State Sales Tax. Carried by the following vote: Ayes: Councilmen Gerow, Hesser, Selby and Mayor Love. Noes: Councilmen None. Absent: Councilman Peterson. No further business appearing to be transacted at this session, it was moved by Councilman Gerow, seconded by Councilman Selby, the meeting adjourn until Tuesday, the 4th day of May, 1943, at the hour of 4:30 o'clock Po m.
