A regular meeting of the City Council of the City of E1 Segundo, California,
was held in the Council Chamber of the City Mall of said City on the above date,
having been called to order at 7 :00 P. M. by George Love, Mayor.
ROLL CALL.
Councilmen Present: Gerow, Hesser, Peterson, Selb,,• and Mayor Love.
Councilmen Absent: None.
Present also and seated at the Council table were members of E1.Segundo
High School Student Body, who participated in Boys' Day, and were assigned

READING OF MINUTS OF PREVIOUS MEETING.
The minutes of the adjourned regular meeting held on the 2nd day of
April and of the regular meeting held on the 7th day of April, 1943, having
been read and no errors or omissions noted, it was moved by Councilman
Peterson, seconded by Councilman Selby, that the minutes of said meetings be
approved as recorded. Carried.
WRITTEN COMMUNICATIONS.

which were read to the Council, were

LEAGUE OF CALIFORNIA CITIES, dated
at its 137th Regular Monthly meeting
the hour of 6:30 P. M.
Moved by Councilman Selby, seconded by Councilman Peterson, that
all members of the City Council, and any other officers of the ¢pity of
E1 Segundo desiring so to do, be authorized to attend the 137th regular
monthly meeting of Los Angeles County Division, League of California
Cities, to be held at Elks Temple, Los Angeles, on Thursday, April 15th,
1943, at the hour of 6:30 P. M. , as representatives of the City of E1
Segundo at said meeting and to file their demands for their actual and
necessary expenses in connection therewith, such demands to be audited
and approved in the usual manner before payment. Carried by the following
vote:
Ayes: Councilmen Gerow, Hesser, Peterson, Selby and. Mayor Love.
Noes: Councilmen None.
Absent: Councilmen None.
DEPARTMENT OF PUBLIC HEALTH OF THE STATE OF CALIFORNIA, dated
April 5th, 1943, transmitting therewith copy of a auarantine order issued
by said Department, excluding the public from the shore waters of the
Pacific Ocean and the beach in the area under quarantine between a point
in Hermosa Beach and a point in Venice; California. Ordered filed.

INGLEWOOD CHAMBER OF COMMERCE, dated April 9th, 1943, respecting the
water problems effecting this area and requesting that the City Council
appoint some representative who will in future sit in on the deliberations
of a fact finding committee created by said Chamber of Commerce to investigate
said matter as it effects the Centinella Valley.
At this point the Superintendent of the Water Department advised that
he had received a ' letter-dated March,30th., 1943, from Paul Baumann, Assistant
Chief Engineer, Los Angeles County Flood Control District, to which was
attached copy of a letter written,by Arthur M. Piper, Senior Geologist in
charge of the United States Department of the Interior, Geological Survey,
dated March 22nd, 1943,,under the subject.; "Ground.Water Investigation -
Redondo - Venice Coastal Area "; together wit)i a copy of another letter dated
March 30th, 1943, addressed to Mr. Oswald A. Gierlich, City Engineer, Manhattan
Beach, California, by said Paul Baumann, bearing the subject: "Ground Water
Investigation - Torrance -Santa Monica Area ", all of which letters the said
Water Superintendent read to the Council.
Following brief discussion, it was moved by Councilman Peterson, seconded
by Councilman Hesser, that the following resolution be adopted:
RESOLVED, that that certain communication from Inglewood
Chamber of Commerce, dated April 9th, 19439 requesting the
appointment of some person to sit on a fact finding committee
on the water problem, read to this Council this date, be
received and placed on file in the office of the City Clerk
for the purposes of identification and reference; that that
certain letter dated March 30th, 1943, addressed to Mr. R. T.
Hutchins, City Engineer, by Paul Baumann, Assistant Chief
Engineer, Los Angeles County Flood Control District, bearing
the subject: "Ground Water Investigation - Torrance -Santa Monica
Area" and attached copies of communications, all of which were
read to.this Council this date, be received and placed on file
in the office of the Water Superintendent of the City of Ei
Segundo for the purposes of identification and reference; and
BE IT FURTHER RESOLVED, that pursuant to the request of
Inglewood Chamber of Commerce for the designation by this
Council of some person to represent the City of E1 Segundo on
a fact finding committee on a water J)roblem effecting this
area, that R. T. Hutchins, Superintendent of E1 Segundo Water
Department, be and he is hereby designated as the representative
of the City of E1 Segundo on said committee., with authority
and instruction to attend such of the called meetings of slid
committee as it may be conveniently possible for him to do, and
that he be authorized to file his demands against the City of
E1 Segundo for his reasonable, actual and necessary expenses
in connection therewith, any such demand or demands to be
audited and approved in the usual manner before payment.
The foregoing resolution was adopted by the following vote:
Ayes: Councilmen Gerow, Hesser, Peterson, Selby and Mayor Love.
Noes: Councilmen None.
Absent: Councilmen None.
CLAUD HOLLICK and DR. H. GAIL ATWATER, copy of a letter dated February
.16th, 1943, addressed to the Honorable.Board of Supervisors of Los Angeles
County, suggesting procedure to correct a.health condition of. the Los Angeles
County area due to alleged inadequate'sanitary sewer facilities. Ordered filed.
JOHN F. BENDER, Special City Attorney, dated April 13th, 1943,
respecting the settlement of a 1915 Act assessment effecting Lot 4, Block
27, E1 Segundo and requesting approval of said settlement.
Moved by Councilman Hesser, seconded by Councilman Selby, the following
resolution be adopted:

RESOLVED, that the settlement made by John F. Bender,
Special City Attorney of the City of E1 Segundo, of delinquent
special assessments levied against Lot 4, Block 27, E1 Segundo,
to -wit: Assessment No. 1882 under Resolution of Intention 134,
as referred to in the communication of said Special City
Attorney, dated April 13th, 1943, addressed to the City Clerk
and presented this Council this date, be ratified and approved;
and that said communication be received and placed on file in the
office of the City Clerk for the purposes of identification and
reference; and
BE IT FURTHER RESOLVED, that said City Clerk be authorized
to cause demand to be prepared in favor of said John F. Bender
for the amount due him for effecting said settlement as provided
in the contract between John F. Bender and the City of El Segundo
for handling of delinquent tax and assessment matters.
The foregoing resolution was adopted by the following vote:
Ayes: Councilmen Gerow, Hesser, Peterson, Selby and Mayor Love.

HARRY 'K. PRICE, dated April 9th, 1943, being application for employment'by
the City of El Segundo. Ordered filed.
MALCOLM. BRUCE CAMPBELL, dated April 13th, 1943, being application for employ-
ment by the City of E1 Segundo.
The Chief of Police at this time indicated his desire to employ Mr. Campbell
as a school crossing guard, whereupon it was moved by Councilman Selby, seconded
by Councilman Peterson, that the Chief of Police of the City of E1 Segundo be
and he is hereby authorized to employ .Malcolm Bruce Campbell as a Police Officer
of the City of E1 Segundo, effective at the pleasure of said Chief of Police,
said person, when so employed, t•o be compensated at the rate established in that
certain resolution of the City Council of the City of E1 Segundo, fixing the
hours of employment and rates of compensation for municipal officers and employees
in accordance with the rate established for the type of work to which said
employee may be assigned. Carried by the following vote:
Ayes: Councilmen Gerow, Hesser, Peterson, Selby and Mayor Love.
Noes: Councilmen None.
Absent: Councilmen None.
ORAL COMMUNICATIONS.
Mr. Ira•E. Escobar, as a member of a local committee promoting the sale of
Second War Loan Bonds, addressed the Council on the subject and inquired whether
or not the City could be induced to invest idle funds in any of the war loan
bond issues or certificates offered at this time.
At the conclusion of his remarks he was informed by the Mayor that the
matter would be investigated to determine whether or not there are funds available
for the purpose and whether or not there is any legal prohibition in California
against investing municipal funds in securities of this nature.
REPORTS OF STANDING COMMITTEES.

REPORTS OF OFFICERS AND SPECIAL COMMITTEES.
The Chief of Police announced the appointments of certain persons as Spedial
Police Officers of the City of E1 Segundo, requesting approval of such appointments.
Moved by Councilman Hesser, seconded by Councilman Peterson, that the appointments
of Charles William Wisser, Glenn William Mayes, William Phillips Powers and Einar
Oscar Sorensen-by the Chief of Police of the City of E1 Segundo as Special Police

Officers of said City, be and the same are hereby ratified, confirmed and
approved. Carried.
The City Engineer reported progress in the matter of the filing of a
Certificate of Necessity with the Public Roads Administration for the use of
bituminous road material in connection with the improvement of certain streets
within the City of E1 Segundo.

Moved by Councilman Selby, seconded by Councilman Peterson, the demands
be alloyed and warrants ordered drawn on and paid out of the respective funds
covering the same. Carried by the following vote:

NEW BUSINESS.
At this point William Grimes, Boys' Day Park Superintendent, addressed
the Council, recommending that certain tables and benches in Grand Avenue
Park and structures in Library Park be painted, inasmuch as they presently
show the effects of age and use. Following some discussion, he was informed
that the matter would be taken under advisement.
Thereafter members of the Student Body of E1 Segundo High School, who
participated in Boys' Day, celebrated in E1 Segundo this date, and who were
present in the Council Chamber, addressed the Council reciting their.experiences,
observations and reactions. Chief among those of the Study Body who commented
were: Robert Monson,'William Foley, Jack MacDonald, Bill Haley, Dean Russell,
Arthur Garrison, Monte Howell; Jerry McNulty and Howard Bixler.
William P. Schlechte, Superintendent of E1 Segundo High School, who
also was present in the Council Chamber, explained to the group of students
their responsibilities with respect to government and thanked the City Council
for affording the boys an opportunity to actually participate in the ad-
ministration of local government this date.
No further business appearing to.be transacted at -this session, it was
moved by Councilman Gerow, seconded by Councilman Selby, the meeting adjourn
until Friday, the 16th day of April, 1943, at the hour of 4:30 P. M. Carried.
