1943 APR 07 CC MINA regular meeting of the City Council of the was held in-the Council Chamber of-the City Hall having been called to order at 7:00 P. M. by the being absent. E1 Segundo, California. April 7th, 1943. City of El Segundo, California, of said City on the above date, Deputy City Clerk, the Mayor Moved by Councilman Peterson, seconded by Councilman Selby, that Councilman Hesser be appointed Mayor pro tem. Carried. Councilman Hesser thereupon assumed the duties of the Mayor. ROLL CALL. Councilmen Present: Peterson, Selby and Mayor pro tem Hesser. Councilmen Absent: Gerow and Love. READING OF MINUTES OF PREVIOUS MEETING. The minutes of the regular meeting held on the 31st day of March, 1943, having been read and no errors or omissions appearing, it was moved by Councilman Selby, seconded by Councilman Peterson, the minutes be approved as read. Carried. WRITTEN COhh"UNICATIONS. The following communications, which were read to the Council, were disposed of in the manner indicated following reference to each hereinafter: PLANNING CONGRESS OF LOS ANGELES COUNTY, dated April 2nd, 1943, being notice of its :meeting to be held in Los Angeles, Thursday evening, April 8th 1943. Moved by Councilman Peterson, seconded by Councilman Selby, that any member of the City Council desiring so to do, the City Engineer and the City Clerk be and they are hereby authorized to attend the meeting of Planning Congress 6f Los Angeles County at Los Angeles, Thursday evening, April 8th, and to file their demands for their actual and necessary expenses in connection with attendance at said meeting, such demands to be audite.d'and approved in the usual manner before payment. Carried by the following vote: Ayes: Councilmen Peterson, Selby and Mayor pro tem Hesser Noes: Councilmen None. Absent: Councilmen Gerow and Love, dated LEAGUE OF CALIFORNIA CITIES,/April 2nd, 1943, advising that the Assembly Military Affairs Committee had this week held a hearing on Assembly Bill 1672, which would allocate $5,000,000 to assist cities and counties in meeting their civilian defense responsibilities and that Assemblyman Glenn Anderson, who is a member of the Military Affairs Committee, had played a very considerable role in securing favorable action by the Committee on the Bill. 399 Moved by Councilman Peterson, seconded by Councilman Selby, that the City Clerk be authorized to write Assemblyman Anderson, commending him for his efforts to secure financial assistance..for.cities in.conneciion with their expenditures for civilian defense. Carried. JOHN F. BENDER, Special City Attorney, dated April 5th, 1943, setting forth costs and.fees in connegtion with the sale of Lot 4, Block 5, E1 Segundo, to R. C. Edwards, and enclosing therewith quitclaim deed to Mr. Edwards, which he recommended be exectted by the Mayor and attested by the City Clerk and after completion, be delivered to Mr. Edwards, purchaser of said lot. It was thereupon moved by Councilman Selby, seconded by Councilman Peterson, that the communication from John F. Bender, Special City Attorney, dated April 5th, 1943, be received and placed on file in the office of the City Clerk; that the form of quitclaim deed, prepared by said Special City Attorney, covering se'le by the City of E1 Segundo to R. C. Edwards of Lot 4, Block 5, E1 Segundo, be approved and that the Mayor of said City be and he is hereby authorized to execute said quitclaim deed on behalf of the City of E1 Segundo, and after completion of the instrument, the City Clerk shall deliver same to the purchaser. BENDER, Special City Attorney, dated April 6th, 1943, seeking approval of a settlement of a delinquent special assessment effecting Lot 28, Block 59, E1 Segundo. Moved by Councilman Selby, seconded by Councilman Peterson, that the settlement made by John F. Bender, Special City Attorney of the City of El Segundo, of delinquent special assessment levied against Lot 28, Block 58, E1 Segundo, to -wit: Assessment No. 1478, under Resolution of Intention No. 134, as referred to in the communication of said Special City Attorney, dated April 6th, 1943, addressed to the City Clerk and presented this Council this date, be ratified and approved, and that the City Cle'rk be authorized to cause demand in favor of said John F. Bender to be prepared for the amount due him under contract for effecting said settlement. Carried by the following vote: Ayes: Councilmen Peterson, Selby and Mayor pro tem Hesser. BENDER, Special City Attorney, dated April 6th, 1943, advising that settlement had-been made covering 1889 Act Bond No. 7, Opening of Cypress and Other Streets, which bond was a lien against Lot 5, Block 106, E1 Segundo. Moved by Councilman Peterson, seconded by Councilman Selby, that the communication from John F. Bender, Special City Attorney, dated April 6th, 1943, relative to settlement of 1889 Act Bond against Lot•59 Block 106, E1 Segundo, be received and filed; that the City Council hereby approves the settlement made by said Special City Attorney and hereby authorizes the City Treasurer of the City of E1 Segundo, upon receipt-of the sum as set-forth in said letter of Mr. Bender's as settlement of said bond, to cancel said bond and its appurtenant coupons. Carried by the following vote: Ayes: Councilmen Peterson, Selby and Mayor pro tem Hesser. Noes:' Councilmen None. Absent: Councilmen Gerow and Love. REPORTS OF STANDING COMMITTEES. None. REPORTS OF OFFICERS AND SPECIAL•COMMITTEES. The Chief of Police announced the names of certain persons whom he had appointed as Special Police Officers of the City of El Segundo and requested approval of such appointments. Moved by Councilman Peterson, seconded by Councilman Selby, that the appointments by the Chief of Police of the City of El Segundo of W. A. Brown, F. R. Morales and A. J. Noll as Special Police Officers of said City be and the same are .hereby ratified., confirmed and approved. Carried. The Chief of'Police announced-the revocations of the.appointments of J. F. Martin, F. H. DeMond, D. C. Fugitt, V. L. McCarthy, F. M. Barnes and S. 0. Porter as Police Officers of the City of E1 Segundo. Victor D. McCarthy, Coordinator, E1 Segundo Civilian Defense Corps filed his written Report No. 101 relative to installation of three additional telephones in the Civilian Defense Control Center. After consideration of the report, it was moved by Councilman Selby, seconded by Councilman Peterson, the following resolution be adopted: it '4 461. RESOLVED, that Report No. 101 from Victor D. McCarthy, Coordinator, E1 Segundo Civilian Defense Corps, be received and placed on file in the office of the City Clerk, and while this Council appreciates the apparent necessity for the telephones referred to, that nevertheless in view of the expenditures which the City has already been called upon to,make in connection with civilian defense and the monthly carrying charges which the City is currently meeting in connection with such defense effort, that the subject be taken under advisement pending the further order of this Council. The Chief of Police advised that a survey and investigation of advertising signboards erected on Sepulveda Boulevard revealed the fact that signs owned by Aristocrat Highways Display, Inc. and Yutz Advertising Company respectively have not been removed from their locations, although fees in connection with the maintenance of said signs have not been paid; that he had written both of said Companies on March 18th asking that the matter of payment of license fees be taken care of but to date had received no reply. The City Engineer advised that he had filed with Public Roads Ad- ministration applications for certificate of necessity of use of bituminous road material in connection with improvement of certain streets within the City of El Segundo; that he had just received a letter from the Division of Highways of the State of California, stating that said Division had just been informed that authority to begin-construction under War Production Board Authority L -41 -600 was revoked effective March 15th, 1943, and that it will now be necessary to secure authority from the War Production Board on all construction projects costing over $1,000.00. Said Engineer stated that in view of information contained in the letter from. the Division of Highways he was uncertain what action would be taken on his application by the Public Roads Administration. It was thereupon moved by Councilman Peterson, seconded by Councilman Selby, that the action heretofore taken by. the City Engineer in filing applications for certificates of necessity of use of bituminous road material be ratified, confirmed and approved. Carried. A discussion was had on the matter of cleaning vacant lots within the City, and by general consent the Street Superintendent was directed to burn weeds on vacant lots wherever possible, otherwise to disc same. Special City Attorney presented to the Council a certain Quitclaim Deed, which he had obtained from the grantor named therein, for the consideration of -$5.O0,in lieu of a foreclosure proceeding, which deed he recommended the Council accept. It was thereupon moved by Councilma$ Selby, seconded by Councilman Peterson, the following resolution be adopted: RESOLVED, that that certain Quitclaim Deed, presented this Council for its consideration and quitclaiming to the City of E1 Segundo, a municipal corporation -, that certain parcel of real property, situated in the City of El Segundo, County of Los Angeles, State of California, described as Lot 2 in Block 17 of E1 Segundo, in the City-of-El Segundo, County of Los Angeles, State of California, as-per map recorded in Book 18, page 69 of Maps, Records of Los Angeles County., executed by Nora S. Foster, formerly Nora S. Flynn,- dated the 5th day of April, 1943, be and the same is hereby accepted on behalf of the City of El Segundo; and BE IT FURTHER RESOLVED, that the City Clerk be and he is hereby authorized and directed to record said instrument in the office of the County Recorder of Los Angeles County, California. r.� The foregoing resolution was-adopted by the following vote: Ayes: Councilmen Peterson, Selby and Mayor pro tem Hesser. , Noes: Councilmen None& Absent: Councilmen Gerow and Love. Ordered filed. r h Q 4()4 INGLEWOOD CHAMBER OF COMMERCE, dated April 9th, 1943, respecting the water problems effecting this area and requesting that the City Council appoint some representative who will in future sit in on the deliberations of a fact finding committee created by said Chamber of Commerce to investigate said matter as it effects the Centinella Valley. At this point the Superintendent of the Water Department advised that he had received a letter.dated March,30th,, 1943, from Paul Baumann, Assistant Chief Engineer, Los Angeles County Flood Control District, to which was attached copy of a letter written by Arthur M. Piper, Senior Geologist in charge of the United States Department of the Interior, Geological Survey, dated March 22nd, 1943,,under the subject.; "Ground.Water Investigation - Redondo - Venice Coastal Area "; together witA a copy of another letter dated March 30th, 1943, addressed to Mr. Oswald A. Gierlich, City Engineer, Manhattan Beach, California, by said Paul Baumann, bearing the subject: "Ground Water Investigation - Torrance -Santa Monica Area ", all of which letters the said Water Superintendent read to the Council. Following brief discussion, it was moved by Councilman Peterson, seconded by Councilman Hesser, that the following resolution be adopted: RESOLVED, that that certain communication from Inglewood Chamber of Commerce, dated April 9th, 1943, requesting the appointment of some person to sit on a fact finding committee on the water problem, read to this Council this date, be received and placed on file in the office of the City Clerk for the purposes of identification and reference; that that certain letter dated March 30th, 1943, addressed to Mr. R. T. Hutchins, City Engineer, by Paul Baumann, Assistant Chief Engineer, Los Angeles County Flood Control District, bearing the subject: "Ground Water Investigation - Torrance -Santa Monica Area" and attached copies of communications, all of which were read to this Council this date, be received and placed on file in the office of the Water Superintendent of the City of E1 Segundo for the purposes of identification and reference; and BE IT FURTHER RESOLVED, that pursuant to the request of Inglewood Chamber of Commerce for the designation by this Council of some person to represent the City of E1 Segundo on a fact finding committee on a water Problem effecting this area, that R. T. Hutchins, superintendent of E1 Segundo Water Department, be and he is hereby designated as the representative of the City of E1 Segundo on said committee., with authority and instruction to attend such of the called meetings of slid committee as it may be conveniently possible for him to do, and that he be authorized to file his demands against the City of E1 Segundo for his reasonable, actual and necessary expenses in connection therewith, any such demand or demands to be audited and approved in the usual manner before payment. Bender, Special City Attorney of the City of E1 Segundo, of delinquent special assessments levied against Lot 4, Block 27, E1 Segundo, to -wit: Assessment No. 1882 under Resolution of Intention 134, as referred to in the communication of said Special City Attorney, dated April 13th, 1943, addressed to the City Clerk and presented this Council this date, be ratified and approved; and that said communication be received and placed on file in the office of the City Clerk for the purposes of identification and reference; and BE IT FURTHER RESOLVED, that said City Clerk be authorized to cause demand to be prepared in favor of said John F. Bender for the amount due him for effecting said settlement as provided in the contract between John F. Bender and the City of E1 Segundo for handling of delinquent tax and assessment matters. HP_2RY PRICE, dated April 9th, 19430 being application for employment' by the City of E1 Segundo. Ordered filed. MALCOLM. BRUCE CAkTBELL, dated April 13th, 1943, being application for employ- ment by the City of E1 Segundo. The Chief of Police at this time indicated his desire to employ Mr. Campbell as a school-crossing guard, whereupon it was moved by Councilman Selby, seconded by Councilman Peterson, that the Chief of Police of the City of E1 Segundo be and he is hereby authorized to employ .Malcolm Bruce Campbell as a Police Officer of the City of E1 Segundo, effective at the pleasure of said Chief of Police, said person, when so employed, t-o be compensated at the rate established in that certain resolution of the City Council of the City of E1 Segundo, fixing the hours of employment and rates of compensation for municipal officers and employees in accordance with the rate established for the type of work to which said employee may be assigned. Escobar, as a member of a local committee promoting the sale of Second War Loan Bonds, addressed the Council on the subject and inquired whether or not the City could be induced to invest idle funds in any of the war loan_ bond issues or certificates offered at this time. At the conclusion of his remarks he was informed by the Mayor that the matter would be investigated to determine whether or not there are funds available for the purpose and whether or not there is any legal prohibition in California against investing municipal funds in securities of this nature. Moved by Councilman Hesser, seconded by Councilman Peterson, that the appointments of Charles William Wisser, Glenn William Mayes, William Phillips Powers and Einar Oscar Sorensen -by the Chief of Police of the City of E1 Segundo as Special Police Officers of said City, be and the same are he -reby ratified, confirmed and approved. Carried. The City Engineer reported progress in the matter of the filing of a Certificate of Necessity with the Public Roads Administration for the use of bituminous road material in connection with the improvement of certain streets within the City of E1 Segundo. At this point William Grimes, Boys' Day Park Superintendent, addressed the Council, recommending that certain tables and benches in Grand Avenue Park and structures in Library Park be painted, inasmuch as they presently show the effects of age and use. Following some discussion, he was informed that the matter would be taken under advisement. Thereafter members of the Student Body of E1 Segundo High School, who participated in Boys' Day, celebrated in E1 Segundo this date, and who were present in the Council Chamber, addressed the Council reciting their.experiences, observations and reactions. Chief among those of the Study Body who commented were: Robert Monson" William Foley, Jack MacDonald, Bill Haley, Dean Russell, Arthur Garrison, Monte Howell; Jerry McNulty and Howard Bixler. William P. Schlechte, Superintendent of E1 Segundo High School, who also was present in the Council Chamber, explained to the group of students their responsibilities with respect to government and thanked the City Council for affording the boys an opportunity to actually participate in the ad- ministration of local government this date. No further business appearing to.be transacted at -this session, it was - moved by Councilman Gerow, seconded by Councilman Selby, the meeting adjourn until Friday, the 16th day of April, 1943, at the hour of 4:30 P.
