October 14th, 1942.
A regular meeting of the City Council of the City of E1 Segundo, California, was
held in the Council Chamber of the City Hall of said City, on the above date, having
been called to order at 7:00 P. M. by George Love, Mayor.
ROLL CALL.
Councilmen Present: Gerow, Peterson, Selby and Mayor Love.
Councilmen Absent: Hesser.
Officers Present:
R. T. Hutchins - City Engineer.

READING OF MINUTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 7th day of October, 1942,
having been read and no errors or omissions appearing,`it was moved by Councilman
Selby,, seconded by Councilman Peterson, the minutes be approved as recorded. Carried.
Councilman Hesser appeared at the meeting at this time, the hour being 7:08
P. M. and he immediately took his seat at the Council table.
WRITTEN COMMUNICATIONS.
The following communications, which were read to the Council, were disposed
of in the manner indicated, following reference to each hereinafter:
OFFICE FOR EMERGENCY MANAGEMENT, WAR MANPOWER COMMISSION,'dated October 9th,
1942, requesting this Council's cooperation in its.plan for the critical labor area
to the extent that no person be hired by the City,who was employed on or after
September 7th, 1,942, in a critical occupation in an essential war production activity
unless a certificate of separation from the United States Employment Service has
been presented by the worker requesting employment. Same was ordered filed for
future reference.
LEAGUE OF CALIFORNIA CITIES, dated October 5th, 1942, transmitting the.most
important of the resolutions adopted at the closing general session of the 44th
Annual Conference of the League held in Los Angeles, September 21st to 24th.
The subject matter of said resolutions and the actions taken thereon by this
Council, were as follows:
1. Resolution relating to Public Proclamation No. 10 (Dim -Out Regulations).
Action.on this resolution to be taken later at this meeting.
2. Resolution relating to State aid to Cities and Counties for Extraordinary
Expenditures made necessary by the War. This resolution has to do with asking
the State for an appropriation from the General Fund to both cities and counties to
meet extraordinary expenses arising out of the war in lieu of requesting a direct
allocation of funds from the State Sales Tax. •Inasmuch as the League advises a survey
will be-undertaken by it in the. immediate future to gather necessary information, no
action was taken at this time.
3. Resolution relating to Federal Taxation of the income pf Municipal
Securities. Said resolution voiced opposition to taxation by the Federl. Government
of state and local bonds, inasmuch as said League is of the opinion that the benefits
to be derived by the federal government from the taxation of such securities would _
be minute in comparison to the increased burden which such an act will place upon
local property taxpayers, and would constitute a serious infringement upon the
constitutional rights of the State and its political subdivisions.

The City Council, believing that the position taken by the League of California
Cities in opposition to the taxation of such state and local bonds by the Federal
Government is correct, it was moved by Councilman Selby, seconded by Councilman
Love,'that the City Clerk be and he is hereby directed to write WV44e Senators
Johnson and Downey, and Congressman King, voicing the opposition of this Council
to the proposed taxation. Carried.
4. Resolution relating to benefits for injuries sustained by volunteer
civilian defense workers.. This resolution urges the adoption by Congress of
Senate Bill No. 2620, now pending, which would provide a federal system of
compensation for such volunteers.
Moved by"Councilman Selby, seconded by Mayor Love, that the City Clerk be
and he is hereby directed to write Senators Downey and Johnson, and Representative
King, requesting them to support Senate Bill No. 2620 when same is brought to
a vote. Carried.
5. Resolution proclaiming October 27th as Navy Day.- The Mayor announced
that proper proclamation had already been issued in this matter and-no further
action was taken.
6. Resolution relating to endorsement of Proposition No. 5, which has to
do with increasing the compensation of members of the State Legislature from
$100.00 to $200.00 per month. The members of the Council indicated they were
in favor of such proposition and no further action was taken at this time..
7. Resolution of commendation to Commanding General, Western Defense Command,
which resolution is an expression of the confidence of the League in Lieutenant
General J. L. DeWitt, Commanding General, Western Defense Command and Fourth Army.
No action taken.
CALIFORNIA STATE COUNCIL OF DEFENSE, its Bulletin No, 163, dated October
8th, 1942, on the subject: Beferment of Policemen and Firemen. The matter
was discussed briefly with the Chief of Police and the Bulletin ordered filed.
MONROE PAINTER; dated October 13th, 1942, being his resignation as an.
employee of the City of E1 Segundo, to take effect October 19th, 1942, so that
he may accept employment in a defense industry. Ordered filed.
LEAGUE OF CALIFORNIA CITIES, dated October 10th, 1942, enclosing copy of a
proposed model ordinance recommended for adoption by the cities of California
providing local authority for local enforcement of Proclamation No. 10 (The
"Dim -Out" Proclamation) as amended by Proclamation No. 12, issued by the commanding
General of the Western Defense Command.
The City Attorney at this time presented to the Council an ordinance which
he had prepared in conformity with the request of Lieutenant General J. L.
DeWitt, Commanding General, Western Defense Command and Fourth Army, and along
the lines of the model ordinance recommended by the League of California Cities.
Councilman Selby thereupon introduced Ordinance No. 261, entitled:
which was read.
AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA,
RELATING TO RESTRICTED LIGHTING WITHIN SAID CITY,
ORAL COMMUNICATIONS.
Mr. J. E. Reddington, residing at 216 West Walnut Avenue, E1 Segundo,
addressed the Council, requesting it to amend its existing ordinance -so that
he might be allowed to keep hogs on said premises.
After discussion, it was moved by Councilman Peterson, seconded by
Councilman Hesser, that the matter be taken under consideration for the period
of one week. Carried.

REPORTS OF STANDING COMMITTEES.
Councilman Peterson advised that he and City Engineer Hutchins had made a survey
of streets in the northeastern portion of the City in connection with striping of
certain of said streets to reduce traffic hazards during dim -outs, and he recommended
the striping of Mariposa Avenue, from Main Street to Center Street, of Maple Avenue
from Main Street to Center Street and of Center Street, from Imperial Highway to
Mariposa Avenue, stating further he felt that such striping-would also assist in
reducing hazards to emergency vehicles during blackouts.
It was thereupon moved by Councilman Gerow, seconded by Councilman Selby, that
the striping of certain streets as recommended by Councilman Peterson, be and the
same is hereby authorized, the total cost of such work not to exceed $150.00. Carried
by the following vote:
Ayes: Councilmen Gerow, Hesser, Peterson, Selby and Mayor Love,
Noes: Councilmen None.
Absent: Councilmen None,
REPORTS OF OFFICERS AND SPECIAL COMMITTEES.
The City Attorney reported he had written a letter to Mr. Robert Paul Yarter,
the owner of the automobile which recently ran into and damaged the Police Department
automobile, but as yet had not received a reply from Mr. Yarter.
The City Attorney read to the Council excerpts from a letter he had received
from the National Institute of Municipal Officers relative to stabilization of wages.
The Water Superintendent reported that Roscoe Moss Company had started work
on Saturday last on Water Well No. 8.
The Chief of Police announced the names of certain persons he had appointed
as Special Police Officers of the City of E1 Segundo and requested the Council's
approval of such appointments.
It was thereupon moved by Councilman Hesser, seconded by Councilman Peterson,
that the appointments by the Chief of Police of the City of E1 Segundo of E. C.
Williams, E. J. Stillwell, E. E. Pattison, A. B. Wasgatt, D. Oakes, P. T. Kyle,'J.
Frost, W. A. Ragan, P. L. Gates, J. Y. Wood, 0. J. Hartness, S. R. Hargrove, M. A.
Pender and R. A. Tamargo as Special Police Officers of said City, be.and the same are
hereby approved, ratified and confirmed. Carried.
The City Engineer reported that plans heretofore proposed and tentatively
approved by this Council for the improvement of Imperial Highway, between Sepulveda
Boulevard and Inglewood - Redondo Road, had been revised by the Engineering Department
of the City of Los Angeles, and that as revised, appear to be in conflict with the
conditions set forth in certain.deeds heretofore accepted by the City of El Segundo,
granting the City easements for street and highway purposes in portions of the
South side of said Imperial Highway.
He further reported that he has arranged for a conference with a representative
of the Division of Highways of the State of California and a representative of the
office of the City Engineer of the City of Los Angeles, to be held in his-office in
E1 Segundo on Friday morning, October 16th, at 1$g0 A,._e$nJothat the Mayor and
other members of the City Council, who desire to o.'so at end said conference.
The Deputy City Clerkzead to the'Coun.cil a letter received from A. Lowell
_Hopkins, Chairman South Bay Coordinators, with which was transmitted copy of a
uniform resolution which is being adopted by cities throughout the State to protest
to the Railroad Commission of the State of California the high phone rates being
charged municipalities for inactive phones placed in control centers and for other
Civilian Defense Council use.
The City Council being of the opinion that the protest is just and that
some more equitable basis should be established for charges being made for this
particular type of telephone service, it was moved by Councilman Peterson, seconded
by Councilman Hesser, the following resolution be adopted:
WHEREAS, the state of war existing between the United States
of America and the so- called Axis powers, has required certain
emergency installations and services, which strain the finances of
municipalities; and
WHEREAS, a large part of this installation and maintenance
cost is represented by standby telephone service, which is seldom
used and which will be seldom used except in case of an enemy attack;
and
WHEREAS, this Council believes that.in the fixing of
telephone tariffs by the Railroad Commission of the State of
California, present emergency donditions were not contemplated,
and that, therefore, rates.for the type of service furnished certain
of the present emergency installations were not fixed; and
WHEREAS, telephone installations in control centers and
other civilian defense agencies adds practically nothing to the
telephone line load and that the charges for this type of service
should be adjusted accordingly, with a view of relieving the heavy
financial burden unexpectedly thrust upon governmental treasuries;
NOW, THEREFORE, BE IT RESOLVED, that the Railroad Commission
of the State of California be respectfully requested to review the
situation.herein referred to at its earliest possible convenience,
to the end that rates be established for little used civilian defense
telephones which will be more equitable;
AND, BE IT FURTHER RESOLVED, that the City Clerk of the
City of E1 Segundo be and he is hereby instructed to forward forth-
with a certified copy of this resolution to the Railroad Commission
of the State of California.
The foregoing resolution was adopted by the following vote:
Ayes: Councilmen Gerow, Hesser, leeterson, Selby and Mayor Love.
Noes: Councilmen None.
Absent: Councilmen None.
UNFINISHED BUSINESS.
The City Engineer, reporting in connection with a letter received from the
Health Officer of the County of Los Angeles, recommending the adoption by the
,City of E1 $egundo of,an, ordinance and amendments,to.existing ordinances,to enable
,the Health Department.to make erfective its,efforts to stamp out and prevent rat
infestations, which communication was referred to him and the Building Inspector
at the last meeting of this Council, stated that he and said Building Inspector
were of the opinion that it is not necessary to amend the Building Code of the
City of E1 Segundo, but that the amendments suggested by the Health Officer could
be incorporated in an ordinance covering_ rat infestation and rat- proofing of
buildings.
It was thereupon moved by Councilman Gerow, seconded by Councilman Hesser,
that the City Attorney be and he is hereby instructed to prepare and present to
this Council at his earliest convenience, an ordinance, which will enable the
Health Department of the County of Los Angeles to combat rat infestations within
the City of E1 Segundo. Carried.

NEW BUSINESS.
The Chief of Police advised that the Peace Officers Association of the
State of California, would hold its 1942 War Conference at the Hotel Clark,
Los Angeles, October 22nd to 24th,'1942, and he requested permission to attend
such of the sessions of said Conference as his time would permit. It was
thereupon moved by Councilman Hesser, seconded by Councilman Peterson, that the
Chief of Police of the City of E1 Segundo be and he is hereby authorized to
attend any or all sessions of the War Conference of the Peace Officers Association
of the State of California, to be held.in Los Angeles, October 22nd, 1942, and
to file his demand for his actual and "necessary expenses in connection with his
attendance at said Conference, such demand to be audited and approved in the usual
manner before payment. Carried by the following vote:
Ayes:` Councilmen Gerow, Hesser, Peterson, Selby and Mayor Love.
Noes: Councilmen None.
Absent: Councilmen None.
Mr. John'.'. Bender,'Special City Attorney, advised that the owners of
certain tax deeded properties within the City of" EI- Segcmdo,-which-properties had
not heretofore been advertised for sale, desired to purchase such parcels of
land and he inquired whether or not the Council desired to advertise these
properties for sale.
The Council, being of.the opinion that this should-be-done, it was
moved-by Councilman Selby, seconded by Councilman Peterson, the following resolution
be adopted:'
RESOLVED, that a copy of that certain notice entitled
"Notice No. Two of Intention to Sell City of E1 Segundo owned
Real Property and Inviting Bids or Offers Therefor," dated the
14th day of October, 1942, wherein notice of intention of the
City of E1 Segundo to sell by quitclaim deed certain real
properties situated in Tracts 1632, 16859 2111 and El Segundo
Tract, in said City of E1 Segundo,- therein described, is
given, and bids or offers on sudh properties are invited,
As set forth in said notice, be• immediately placed on file
in the office of the City Clerk'of said City for the purposes
of identification and reference ; and*
BE IT I'URTHER RESOLVED that 'the City Council hereby
approves the said form of notice and does hereby invite bids
or offers'for the real properties therein described, as there-
in contemplated; and
BE IT FURTHER RESOLVED that•the City Clerk be and he is
hereby authorized and instructed to cause said notice to be
published in the official newspaper of said City, to -wit:
The•E1'Segundo Herald, in the issues of said paper of October
22nd, October 29th, and November 5th, 1942; and
BE IT FURTHER RESOLVED that the said "Notice No. Two of
Intention to Sell El Segundo Owned Real Property and Inviting
Bids or Offers Therefor," which'is on file 'as aforesaid and
open to public inspection, is hereby referred to and by this
reference expressly incorporated herein and made a part
hereof.
The foregoing resolution was adopted by the following vote:
Ayes: Councilmen Gerow, Hesser, Peterson, Selby and Mayor Love.

Councilman Gerow expressed the belief that a letter of condolence
should be written to Mrs. Britt L. Bowker, whose husband, a business man in
the City of E1 Segundo passed away on Monday morning, October 12th, 1942,
and he thereupon moved that the City Clerk be directed to transmit a letter
to Mrs. Bowker, ex$ressing the sympathy of this Council in her bereavement.
Said motion was sended by Councilman Hesser, and adopted by the following
vote:
Ayes: Councilmen Gerow, Hesser, Peterson, Selby and Mayor Love.
Noes: Councilmen None.
Absent: Councilmen None.
No further business appearing to be transacted at this meeting, it was
moved by Councilman Gerow, seconded by Councilman Selby, the meeting adjourn
until Friday, the 16th day of October, 1942, at 4:30 o'clock P. M. Carried.
