E1 Segundo, California.
May 18th, 1942.
An adjourned regular meeting of the City Council of the City of E1 Segundo,
California, was held in the Council Chamber of the City Hall of said City on
the above date, having been called to order at 4115 o'clock P. M• by Mayor
George Love.
ROLL CALL.
Councilmen Present: Hesser, Peterson, Selby and'Mayor Love.
Councilmen Absent: Gerow.
Moved by Councilman Selby, seconded by Councilman Peterson, the regular
order of business be dispensed with. Carried.
The City Clerk presented for the Council's consideration 1942 Vacation
Schedule No. 2, after which it was moved by Councilman Selby, seconded by
Councilman Peterson, that said Schedule be approved, subject to its amendment
by the City Council, or by the heads of the several municipal departments
affected, if, in their discretion, the best interests of the City of E1
Segundo would be served by amending the same. Carried by the following vote:.
Ayes: Councilmen Hesser, Peterson,' Selby and Mayor Love.
Noes: Councilmen None.
Absent: Councilman Gerow.
A communication from the League of California Oities, dated May 14th,
19421, with reference to salvage campaigns, with which was transmitted s•
pamphlet prepared by the Los Angeles County Defense Council Committee on
Consumer Interest, was read to the Council and upon motion of Councilman
Selby, seconded by Councilman Peterson, which carried unanimously, the •same
was ordered referred to the E1 Segundo•Local Defense Council.
Councilman Gerow appeared at the meeting at this time, the hour being
4:27 P. M. and he immediately took his'seat at the Council table.
The City Clerk advised that Interstate Engineering and Aircraft,
• Corporation had requested the Street Department of the City of E1 Segdtado
• to furnish men and equipment'to grade a road-in the rear of its premises,
• as well as in the rear of .Sperry Gyroscope Company, Inc., to permit of an
army patrol around the said 'remises; Interstate Engineering and Aircraft
Corporation agreeing to pay 3/4 of the cost and stating that Sperry Gyroscope
Company would pay the balance.
It was moved by Councilman Selby, seconded by Councilman Peterson,
that due to the existing war emergency and in order to expeditiously
accomodate requirements of the United States Army, that the Street Superin-
tendent of the City of E1 Segundo be and he is hereby huthorized and
directed to grade a road in the rear.of the premises of Interstate Engineering
and Aircraft 8orporation and,Sperry Gyroscope Company, Inc., provided, however,
that such work shall not be undertaken until said Interstate Engineering
and Aircraft Corporation and*Sperry Giroscope'Company have filed with the
City Clerk letters agreeing to pay the total cost of any work whicYr may be
performed by the City of E1.Segundo. 'Carried by the following vote*.

At this point Major O'Brien and Captain Wood of the United States
Army, addressed the Council, advising that on Wednesday, May 20th, Itz army

troops will be moved into the City of E1 Segundo, and that after investigating
a number of sites which may be utilized for encampment, they decided that Grand
Avenue Park of the City. of E1 Segundo is the most suitable and desirable and
they requested the Council's consent to the use of said park for encampment
purposes.
During the discussions which followed, it was pointed out that if the
troops are encamped in said Grand Avenue Park,, the water works- property adjacent
thereto, as well as the water works fresh water well site at California
Street and Palm Avenue, will be afforded twenty -four hour protection, and it
appearing that as a result the City of E1 Segundo will.experience a con-
siderable financial saving, it was moved by Councilman Hesser, seconded by
Councilman Peterson, that the United States Army be and it is hereby granted
permission to use the Grand Avenue Park of the City of E1 Segundo, and the
facilities and conveniences thereat, as a'camp site for the accomodation of
troops stationed in El Segundo, such use to begin May 20th, 1942, and to
continue during such time as United States Army will require the use of said
premises. Carried by the following Vote:
