A regular meeting of the City Council of the City of E1 Segundo, California,
was held in the Council Chamber of the City Hall of said City, on the above date,
having been called to order at 7:00 o'clock P. M. by Mayor George Love.
ROLL CALL.

READING OF MINUTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 6th day of May, 1942,
were read,, without error or omission being noted, and were approved as recorded
upon motion of Councilman Gerow, seconded by Councilman Hesser,. which carried
unanimously.
WRITTEN COMMUNICATIONS.
The following communications, which were read to the Council, were
disposed of in the manner indicated, following reference to each hereinafter:
JAMES ARTHUR CORNEA., dated April 29th, 19429 being application for
employment by the City of E1 Segundo. Ordered filed.
LEAGUE OF CALIFORNIA CITIES, dated May 12th, 1942, calling attention to
its 128th regular meeting at Santa Monica, May 21st, 1942, and requesting
attendance thereat. Moved by Councilman Hesser, seconded by Councilman
Gerow, that any member of the City Council desiring to do so, the City Clerk
and the City Engineer, be and they are hereby authorized to attend the
monthly meeting of the Los Angeles County Division, League of California
Cities, at Santa Monica,.May 21st, as representatives thereat of the City
of E1 Segundo, and to file their demands for their actual and necessary
expenses in connection therewith, such demands to be audited and approved in
the usual manner before payment. Carried by the following vote:
Ayes: Councilmen Gerow, Hesser, Peterson and Mayor Love.
Noes: Councilmen None.
Absent: Councilman Selby.
EDLOU COMPANY, dated May 11th, 1942, transmitting therewith, for
acceptance by the City of E1 Segundo, a grant deed conveying title to Lots
6 and 7. Block 67, E1 Segundo, to said City of E1 Segundo, a Municipal
Corporation of Los Angeles County. Likewise transmitted with said communica-
tion was a preliminary report covering said Lots.
After the comP=nication was read and the accompanying documents
explained to the,Coundil, it was moved by Councilman.Gerow,. seconded by
Councilman Peterson, that the following resolution be adopted:
RESOLVED, that that certain communication from
Edlou Company, addressed to Victor D. McCarthy, City Clerk,
City of El Segundo, under date of May 11th, 1942, captioned:
"Re- Lots 6 and 79 Block 67, E1 Segundo", be received and
ordered placed on file in the office of the City Clerk of
said City, for the purposes of identification and reference;

AND, BE IT FURTHER RESOLVED, that that certain
Grant Deed from Edlou Company, a Corporation, conveying
Lots 6 and 7. Block 670 El Segundo, to the City of E1
Segundo, a Municipal Corporation of Los Angeles County,
California, be and the same is hereby accepted on behalf
of said City and the City Clerk is hereby authorized and
directed to cause said deed to be placed of record in the
office of the County Recorder of Los Angeles County,
California;
AND, BE IT FURTHER RESOLVED, that a warrant in the
sum of $400.00 be drawn payable to the order of Edlou
Company, in consideration of said Company furnishing the
City of E1 Segundo with a title insurance policy to be
issued by Title Guarantee and Trust Company, showing
said real property free and clear of encumbrance, except
as sat forth in said deed hereinbefore accepted, and -
except for Items 1 and 2 rec4ited in preliminary report
in Order No. 1299504 of Title Guarantee and Trust-Company,
dated May 9th, 1942, upon receipt of which title Insurance
policy the City Clerk is directed to pay the warrant
hereinbefore ordered drawn to said Edlou Company.
The foregoing resolution was adopted by the following vote:

UNITED STATES ENGINEER OFFICE, War Department, dated May 9th, 1942, being
an application to make certain sewer connections in Sepulveda Boulevard within
the City of E1 Segundo. The City Clerk reported that in connection with
said application, the contractor who will perform the work for the War Depart-
ment has deposited $385.00 with the City to guarantee the restoration of street
surfaces in event of the granting of the'permit and the construction of said
sewer;'whereupon it was moved by Councllman Gerow, seconded by Councilman
Hesser, the following resolution be adopted:
WHEREAS,•this Council did heretofore, on the 24th day
of April, 1940, establish certain regulations and rules for
the making of connections to the municipal sewer system of
the City of E1 Segundo;
AND, WHEREAS, the United States Government is now at
war with the so- called Axis powers and various units of the
military personnel of the United States are at present housed
within the City of El Segundo;
AND, WHEREAS, the sewer connections hereinafter re-
ferred to are to be used exclusively by such troops of the
Federal Government;
AND, WHEREAS, under said facts and circumstances this
Council believes that no permit fee should be required at the
present time;
NOW', THEREFORE, BE IT RESOLVED:
1. That the Building Inspector be and he is hereby
authorized and instructed to issue, without fee, the necessary
permit for the construction of the following three sewer con-
nections in the City of El Segundo servicing said military units,
to -wit: On the east -side of Sepulveda Boulevard, between
Imperial Highway and Grand Avenue, within the City of El Segundo,
at stations designated and known'as Station 8 & 14.42; Station
19 & 68.58 and Station 27 & 28.92.
2. That this permit is granted upon the following
conditions, to -wit:
That if and when any private industry, utility,
or owner desires to use said connections, or
any of them; for purposes incidental to the
private use of the property served by said

connection, or connections, that then and in that
event, before such private use is permitted, the
fee which would otherwise be payable at the present
time for such connection or connections shall be
paid and the Building Inspector shall at that time
see to it that such fee or fees are collected before
permitting such private use of such connection or
connections, and in the` event such fee or fees be
not paid at such time or times, then it shall be the
duty of said Building Inspector to disconnect such
service or services until such fee or fees is or are
paid;
AND, BE IT FURTh'ER RESOLVED, in view of the possibilities that other
military units within said City may hereafter make similar. applica-
tion for connection of premises occupied by such units to said
sewer system, that,in any and all of such cases said Building Inspector
is hereby authorized and instructed to proceed with referent to such
other units as is provided in the case of the units hereinabove
referred to, and under the same conditions and provisos as herein-
before set forth.
The foregoing resolution was adopted by'the following vote:

HARBOR DISTRICT CHAMBERS OF COMMERCE, dated May 5th, 1942, announcing
its May meeting at Bellflower, May 14th, 1942. Ordered filed.
STATE OF CALIFORNIA, STATE EMPLOYEES RETIREMENT SYSTEM, dated May
6th, 1942, being the.consulting actuaries' report into the employment ex-
perience of the ,City of E1 Segundo, and quoting the approximate contribution
which will be required by the participation of,said Subdivision in the State
Employees' Retirement System. By general consent the matter was referred to
Councilman Selby and City Clerk McCarthy for investigation and report to the
Council.
HAROLD W. KENNEDY, Executive Director, Los Angeles County Defense
Council, dated May 5th, 1942, requesting that he be advised immediately the
name and address of the person who has been chosen to represent the City
of E1 Segundo on the County wide committee of 100, which constitutes the
membership of the Los Angeles County Defense Council. By general consent
action thereon was deferred one week.

ORAL COMMOTIICATIONS.
REPORTS OF STANDING COMMITTEES.
Councilman Hesser reported that the Fire Chief had discussed with
him the matter of disposing of an increasing fire hazard caused by dry weeds
and brush in vacant lots throughout the City, and by general consent it vas
decided that the Fire Chief and Street Superintendent would collaborate in
satisfactorily disposing of the•matter.
Councilman Hesser reported also that the Fire Chief had requested
blackout lights be furnished for the automobiles of certain of the officers
of his Department. A discussion ensued, which revealed that the Defense
Council is opposed to equipping any but actual emergency vehicles with black-
out lights, thereby reducing the number of vehicles which may be permitted
to operate during a blackout and reducing the potential hazards to persons
and property, and Councilman Sesser. was requested to so inform the Fire
Chief.

REPORTS OF OFFICERS AND SPECIAL COMMITTEES.
Councilman Peterson, reporting with reference to the matter of low
water pressure in the area adjacent to Hillerest Street south of Pine Avenue,
advised that he and Assistant tWater Superintendent Sumner and Building Inspector

with a standard fire hydrant.
He further reported that the purchase of cast iron pipe is impossible
at this time, but that it is possible to purchase 4^ galvanized iron pipe,
a quantity of which is in stock in Los Angeles and available for immediate
delivery.
It was thereupon moved by Councilman Gerow, seconded by Councilman
Peterson, that the purchase of 1000 feet of 4^ galvanized iron pipe be made
at a cost of not to exceed $875.00, including State Sales Tax. Carried by
the following vote:
Ayes: Councilmen Gerow, Hesser, Peterson and Mayor Love.
Noes: Councilmen -None.
Absent: Councilman Selby.
It was thereupon moved by Councilman Gerow, seconded by Councilman
Love, that the report of the special committee which investigated and reported
upon the water distribution system in Hillerest Street south of Mariposa
Avenue be approved and that said committee be authorized to cause the necessary
installation of pipe and valves to complete the job to be made as recommended
by said committee. Carried*by the following vote:
Ayes: Councilmen Gerow, Hesser, Peterson and Mayor Love.
Noes: Councilmen None.
Absent: Councilman Selby.
Office Engineer Elsterman exhibited to the Council a map which he
had prepared and from which a plate might be made to print maps of the City
for distribution to the general public. Following discussion, it was moved
by Councilman Gerow, seconded by Councilman Hesser, that the matter of
the printing of maps for public distribution be referred to the City Clerk
with authority to order such maps as his discretion dictates, and that he and
the City Attorney confer in the matter of the preparation of rules and
regulations respecting the distribution and /or sale of such maps when so
printed. Carried by the following vote:
Ayes: Councilmen Gerow, Hesser, Peterson and Mayor Love.
Noes: Councilmen None.
Absent: Councilman Selby.
BUILDING INSPECTOR Catalano reported receipt of a communication from
Pacific Coast Building Officials Conference, soliciting a renewal of member-
ship in said Conference. He expressed the belief that membership therein is
unnecessary at this time, whereupon it was moved by Councilman Gerow, seconded
by Councilman Peterson, that the'recommendation'of Building Inspector Catalano
that the City of.E1 Segundo discontinue membership in Pacific Coast Building
Officials Conference be approved; that said membership be not renewed at this
time and that the City Clerk so advise said Conference. Carried.
Building Inspector Catalano reported that National Cornice Works had
heretofore been awarded a contract to furnish the City of E1 Segundo certain
fire doors for use in El Segundo Public Library Building and pursuant to said
contract had fabricated said doors; that it is now discovered that one of
the doors may not be erected in the manner specified in the original plans
and specifications of said building by reason of certain plukbing installations

and that therefore the contractor will be required to furnish extra fittings
and equipment to permit of the installation of said door and to enable the
door to operate as intended; that said extras will cost $25.00.
It was thereupon moved by Councilman Hesser, seconded by Councilman
Gerow, that National Cornice Works be and 'it is hereby authorized to furnish
and install all necessary fittings, equipment and facilities necessary to
permit of the installation of a certain fire-door heretofore built by it,
in E1 Segundo Public Library Building, at a cost of not to exceed $25.00
and that the demand of said Company for said sum, when presented, after
installation of said materials and equipment, and after approval by the
Building Inspector of the City of E1 Segundo, be allowed and paid. Carried
by the following vote:
Ayes: Councilmen Gerow, Hesser, Peterson and Mayor Love.
Noes: Councilmen None.
Absent: Councilman Selby.
Captain Cummings of the Police Department reported having completed his
investigation of the discharge of fire arms by persons in the easterly
part of the City of E1 Segundo and of having discussed the matter with Mr.
Tay ;or, one of the complainants and of his intention to further discuss
the matter with Mr. Skelly, who appeared before this Council at its last
regular meeting, complaining of the matter.
Captain Cummings of the Police Department inquired whether or not the
Council would consent to members of said Department entering a competitive
pistol match at Santa Ana in the near future, explaining that if the
Department does, five of its members would be absent from the City at one
time for a period of approximately four hours.
The matter was discussed at length, and it appearing that in view
of the present emergency, the Council felt.so many officers should not be
absent from the City at the same time for so long a period, it was decided
that E1 Segundo Police Department would not compete in the Val Veda Match
this year.
There was then presented to the Council by Councilman Peterson, the
estimates of the Street Superintendent. with reference to the cost of
maintaining dtreets of Major Importance within the City of E1 Segundo for
the fiscal year 1942 -43. .Following examination of said Project Statement,
it was moved by Councilman Hesser, seconded by Councilman Gerow, that
Project - Statement;' dated May 13th, 1942, containing an estimate of the
cost of general maintenance of Streets of Major Importance within the City
of E1 Segundo, for the fiscal year 1942 -43, addressed to the Director of
Public Works of the State of California, be and the same is hereby approved,
and the City Engineer of the City of El Segundo is hereby authorized and
directed to cause the same to be forwarded to the Director of Public Works
of the State of California, at Sacramento, California, through the Office
of the District Engineer at Los Angeles, California, and said City Engineer
is further directed to cause one copy of said Project Statement to be placed
on file &n the office of the City Clerk of the City of El Segundo for
identification and reference.. Carried.by the following vote: -

The City Clerk presented a deed from Henry Claman, conveying to the
City of E1 Segundo all of the improvements constructed and installed in
connection with the subdivision and recordation of Tract No. 12391, in
the City of E1 Segundo, whereupon it was moved by Councilman Hesser,
seconded by Councilman Peterson, that the following resolution be adopted:

RESOLVED, that that certain deed executed by Henry Claman,
dated April 30th, 1942, conveying unto the City of El Segundo
certai,n curbs, sidewalks, pavement, water lines, sewer lines and
other facilities at the locations more specifically set forth in
said deed, be and the same is hereby accepted on behalf of the City
of E1 Segundo and the City Clerk of said City is hereby directed
to cause said deed to be filed for record in the office of the
County Recorder of Los Angeles County, California.

The Chief of Police announced the appointments of Albert Sydney
Johnston and Otho Lessley Tidwell as Special Police Officers of the City
of E1 Segundo and requested approval of said appointments. Moved by
Councilman Peterson, seconded by Councilman Hess.er, that the appointments
by the Chief of Police of the City of El Segundo of Albert Sydney Johnston
.and Otho Lessley Tidwell as Special Police Officers of said City, be and
the same are hereby ratified, confirmed and approved. Carried. .
The Chief of Police announced the revocation of the appointment of
J. H. Bornicke as a Special Police Officer of the City of E1 Segundo, effective
May 13th, 1942.
The City Attorney reporting in the matter of an interpretation of the
trailer camp ordinance, and advising the Building Inspector with reference
thereto, stated that in his judgment the matters complained of in connection
with an existing trailer camp within the City of El Segundo could be handled
as an administrative matter by the Building Inspector of the City of E1
Segundo or in cooperation with the Health Officer. In event of the Building
Inspector's inability so to do, that then the matter might again be brought
to the attention of the Council or again referred to the City Attorney.
The City Attorney announced receipt of a communication from Hartford
Indemnity Company, dated May 8th, 1942, advising that the bonds of said Company
covering Sovereign 011 Corporation, in connection with its four wells within
the City of El Segundo, heretofore ordered cancelled by the said Indemnity
Company have been reinstated to June lst, 1942. -
Whereupon, it was moved by Councilman Hesser, seconded by Councilman
Love, that that certain communication of Hartford Indemnity Company, dated
May 8th, 1942, entitled: "Re Bpnd -No. PO 1622812, Sovereign.011 Corporation
to City of E1 Segundo - Oil Well Drilling Permit", advising that certain bonds
covering Sovereign Oil Corporation, on which said Indemnity Company is surety,
and with reference to which it has heretofore served cancellation notice on
the said City of E1,Segundo, have been reinstated to June lat. 19429 be
received and placed on file in the office of the City Clerk of the City'of
E1 Segundo for the purposes of identification and reference, and that the
fact of the restoration of said bonds be noted on the respective -bonds
enumerated:in said communication. Carried..
UNFINISHED' BUSINESS.
In the matter of the drilling.'of "a water well for the City of El
Segundo, which matter was discussed at the last regular meeting of this Council,
it was moved by Councilman Gerow, seconded by Councilman Peterson, that the
following resolution be adopted:

RESOLVED, that a copy of that certain "Notice Inviting
Bids for drilling, casing and completing a water well for Water
Well No. 8 for the City of El Segundo, and "Specifications No.
WW -8 -1942" therein referred to, be placed on file in the office of
the City Clerk for the purposes of identification and reference;
and
BE IT FURTHER RESOLVED, that this Council hereby approves
the said form of notice and said specifications therein referred
to, in each and every particular, and does hereby find and determine
that the prevailing rates of per diem wages within said City, set
forth in said specifications, are the prevailing rates of per diem
wages for each of the respective professions, crafts, trades, callings
and vocations therein mentioned or referred to, and that said rates
are hereby fixed and established as, and shall constitute, the
minimum rates of per diem wages to be paid in connection with the
prosecution of the work contemplated under said notice;
AND, BE IT FURTHER RESOLVED that sealed bids be and
the same are hereby invited under said notice, and that the City
Clerk be and he is hereby authorized and instructed to cause said
notice to be given and published in time, form and manner as re-
quired by -law.
