•A regular meeting of the City Council of•the City of E1 Segundo, California,
was held in the Council Chamber of the City Hall of said City on the above date,
having been called to order at 7:00 P. M. by George Love, Mayor.
ROLL CALL.
Councilmen Present: Gerow, Hesser, Peterson, Selby and Mayor Love.
Councilmen Absent: None.
Other Officers Present:

READING-OF MINUTES OF PREVIOUS MEETINGS.
The minutes of-the regular meeting held on'the 29th day of April, 1942,
and of the adjourned regular meeting held May 1st, 1942, having been read and
no errors or omissions appearing, it was moved by Councilman Selby, seconded
by Councilman Gerow, that the minutes of the above meetings be approved as
recorded. Carried.
WRITTEN COMMUNICATIONS.
The following communications, which were read to the Cbuncil,. were disposed
of in the manner indicated;' following reference to each hereinafter:
E. W. BISCAILUZ,'Sheriff, Los Angeles County, addressed to Mr. Hutchins,
Chief of-Police, :ih*iting that official, the Mayor and members of the City
Council, to attend the graduation exercises of auxiliary police and deputies
in the Sheriff's Vermont area, Sunday, May 24th, at the George Washington
High School football field. Ordered filed.
BOARD OF SUPERVISORS OF LOS ANGELES COUNTY, dated April 30th, 1942,
advising that on April 28th, 1942, an order was adopted, authorizing the Road
Commissioner of Los Angeles County, to include in his 1942 -43 budget an amount
of $1300.00 for the improvement of Inglewood- Redondo Road, within the City of
E1 Segundo. Ordered filed.
THE.AUSTIN_COMPANY, dated May 5th, 1942, requesting permission for the
construction of an 8" sanitary sewer in a portion of Lapham Street, as per its
Drawing X -1, dated May 5th, 1942, copies.of which..accompanied said request.
Moved by Councilman Gerow, seconded by Councilman Peterson, that the
following resolution be adopted;
RESOLVED, that the application of The Austin Company,
dated May 5th, 1942, and accompanying Drawing X -1, requesting
permission to construct an 8" sanitary sewer in Lapham Street,
within the City -of E1 Segundo, be received and.placed-on•file
in the office of the City Clerk of the City of E1 Segundo; and
BE IT FURTHER RESOLVED, that permission be and it is
hereby granted, subject to the general superminim of the Street
Superintendent of the City of E1 Segundo or his authorized
representative, for the construction of said sewer line in
accordance with specifications prepared and approved by the

Engineering Department of the City of E1 Segundo,
provided this permit shall not become effective until
said Austin Company shall have deposited with the
City Clerk such amount as the Street Superintendent
shall deem sufficient to cover the cost of the restore -
tion•of street surfaces or the repair or replacement
of other public facilities which may be damaged or
removed by reason of the installation of said sewer line.
The foregoing resolution was adopted by the following vote:
Ayes: Councilmen Gerow, Hesser, Peterson, Selby and Mayor Love.
Noes: Councilmen None.
Absent: Councilmen None.
WILLIAM W. DAVISON,,dated May 6th, 1942, advising that the water
pressure at his residence 411 Hillerest Street, is very unsatisfactory
and warrants some corrective measures.
By general consent the matter was referred to Councilman Peterson
and Assistant Water Superintendent Sumner to investigate and recommend
to the Council some plan to remedy the condition complained of.
INTERNATIONAL ASSOCIATION OF ELECTRICAL INSPECTORS, undated,
recommending membership of the electrical inspector of the City of E1
Segundo in said organization: Ordered filed.
DIVISION OF HIGHWAYS OF THE STATE OF CALIFORNIA, dated April 22nd,
1942, quoting an opinion of-its legal office with respect to the abandon-
ment by City Councils or the governing board of a municipality, of any
portion of the right of way of a State highway within the City. Ordered
filed.
DIVISION OF HIGH*AYS OF THE STATE OF CALIFORNIA, dated April 27th,
1942, explaining the procedure with reference to the filing of the
budget of proposed expenditures of the 114 gas tax upon City streets
for the fiscal year ending June 30th, 1943, advising the amount of money
which may be allocated the City of E1 Segundo, and advising further that
said budget must be-filed on or before June let of this year. By
general consent the matter was referred to Councilman Peterson and the
office of the City Engineer for attention within the prescribed time.
ORAL COMMUNICATIONS.•
Mr. Willard J. Skelly, a resident of the new Wright and Becker
Tract, complained about the discharge of fire arms in the vicinity of his
home and advised that on a recent occasion a-dog was shot by the offender
or offenders and he urged that as a protection to human life, the matter
be investigated and the continuance of the practice prohibited. He was
advised by the Mayor that an investigation and satisfactory treatment
of the matter would be given immediate attention.
REPORTS OF STANDING COMMITTEES.
Councilman Gerow of the - Public Service Committee, reported that
during a.prior week he had.spent one -half day inspecting the facilities
and accomplishments of the Parks Department and that he believes Park
Superintendent McIlwaine and his Park Department personnel, under the
-guidance of former Mayor Binder, have performed a wonderful job. He
recommended that other members of the Council survey the City to see for
themselves what has been accomplished; and he also recommended that in
view of the quantities of plants, trees and shrubs which have been
propagated by said Department and are now on hand, he believe$ it would
be a good plan to permit of the sale of some of these articles to
residents of the City for the beautification of their premises and of
the public parkways adjacent to their homes, if such sales may lawfully be made.
The City Attorney was asked for a ruling in this connection and stated
that in his opinion if the items are sold to local residents for beautification
purposes and not for resale at a profit by the purchasers, that sales might
be made by the City. Thereupon the matter was referred by the Mayor to.
Councilman Gerow and Park Superintendent Mcllwaine.
Councilman Hesser of the Public Safety Committee, stated that Fire
Chief McConnell had explained to him that he still encounters difficulty in
advising his truck drivers in times of emergency and that he requested
these drivers be furnished telephones.
It appearing that Southern California Telephone Company is making a
study for the purpose of determining whether or not a buzzer system may be
installed by said Company within the City of E1 Segundo so that all members
of E1 Segundo Fire Department might be simultaneously notified of an
emergency or an impending emergency, action Iwith•respect to the installation
of telephones in the residents of fire engine drivers was postponed.
Councilman Hesser of the Public Safety 0ommittee further reported that
the Fire Chief had advised him of the return to the Forestry Department
of the fire engine loaned the City of El Segundo sometime ago, and he stated
that under the circumstances this might be an appropriate time to take action
with respect to the resignation of Mr. Catalano as a fire.engine driver.
Following brief discussion, it was moved by Councilman Hesser, seconded
by Councilman Gerow, that the resignation of J. B. Catalano as fire engine
driver of the Fire Department of the City of E1 Segundo, be and the same is
hereby accepted, effective immediately. Carried.
Councilman Peterson reported upon the progress being made by the
Water Department of the City of E1 Segundo in making water line connections
at and adjacent to California Street and Mariposa Avenue.
He reported also that he had requested the Engineering_Department to
prepare a plan of water line connections which will permit pumping from
wells in Block 34, the original municipal water department site, or any wells
which the Water Department may drill adjacent to said Block, directly into
the distribution lines of the Water Department.
In this connection a general discussion followed with reference to
the necessity of drilling a new water well on a site which the City pro-
poses to purchase,.and it appearing from the discussions that a new water
supply source should be developed at the earliest possible time, it was
moved by Councilman Peterson, seconded by Councilman Gerow, that the Superin-
tendent of the Water Department furnish the City Attorney such data as he
will require to prepare a notice calling for bids for drilling a water well
within the City of El Segundo, and the City Attorney is directed to prepare
such notice, and the City Clerk is authorized and directed to cause the
sape.to be published in time, form and manner as required by law, after the
notice has been furnished him by the City Attorney, such notice to recite
that bids will be received up to 7:15 o'clock P. M., May 27th, 1942.
Carried by the following vote:

REPORTS OF OFFICERS AND SPECIAL COMMITTEES.
Building Inspector J. B. Catalano reported orally upon his investiga-
tion of conditions at the auto court located at -310 East Grand Avenue, at
the conclusion of which it was recommended that he confer with the City
Attorney in event•of doubt as to the interpretation of any of the provisions
of ordinances of the City of E1 Segundo respecting auto courts, or their
operation or maihtenance.

The Chief of Police, through the City Clerk,-announced the appointment of
certain persons as Special Police Officers and requested the Council's approval.
Thereupon it was moved by Councilman Hesser, seconded by Councilman Selby, that
the appointmentsby the Chief of Police of the City of E1 Segundo of W. A.
Gleeson, W. C. Jackson, E. R. Kaiser, D. N. Lobdell, F. A. Rodgers and J. Santo
as Special Police Officers of'said City, be and the same are hereby confirmed,
ratified and approved. Carried.
The Chief of Police, through the City Clerk, announced the revocation of
the appointments of F. G. Ellerbroek, W. N. Harrold and A. W. Nagell as Special
Police Officers of the City of E1 Segundo, effective May 6th,-1942.
The City Clerk reported that Mr. Warren Vinetz has not abided by his
agreement to liquidate his indebtedness to the City of E1 Segundo, whereupon
on motion of Councilman Selby, seconded by Councilman Gerow, which carried
unanimously, the matter was referred to the City Attorney for further attention.
The City Clerk presented for the Council's consideration 1942 Vacation
Schedule No. 1, after which it was -moved by Councilman Selby, seconded by
'Councilman Peterson, that said Schedule be approved, subject to its amendment
'by the City Council or by the heads of thb several municipal departments
effected, if, in their discretion, the best interests of the City of El Segundo
would be served by amending the same." Carried by the following vote:
Ayes: Councilmen Gerow, Hesser, Peterson, Selby and Mayor Love.
Noes: Councilmen None.

UNFINISHED BUSINESS.
Moved by Councilman He'sse 'r, seconded by Councilman Peterson, that Ordinance
No. 254, entitled: '
AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA,
REGULATING FIRES ON OR IMMEDIATELY ADJACENT TO THE
OCEAN BEACH WITHIN SAID CITY;
which was introduced and read at a regular meeting of the City Council held on
the 29th-day of April, 1942, and reread at this meeting, be adopted. Carried
by the following vote:
Ayes: Councilmen Gerow, Hesser, Peterson, Selby and Mayor Love.
Noes: Councilmen None.
Absent: Councilmen None. '
In the matter of the request of Marfay Development, Inc. for a permit to
install a •cesspool on Lot'6, Tract 12391, which request was received at the
last meeting of this Council and taken under advisement until this date,
Councilman Gerow of the Public Service Committee reported having investigated
the facts and recommended that the request be denied, whereupon it was moved
by Councilman Gerow, seconded by Councilman Selby, that the following resolution
be adopted:'
WHEREAS, Marfay Development, Inc., in a communication
dated April 28th, 1942, addressed to the City Council, re-
quested permission to construct a cesspool in connection
with the premises located on Lot 6, Tract 12391, in the�City
of El Segundo; -
AND,, WHEREAS, said -- communication wAs presented to the
City Council on April 29th, 1942;
AND, WHEREAS, this Council has -, since said time.,.- caused
a thorough investigation to be made with reference•to the said
matter and is thoroughly informed in the premises;
AND, WHEREAS, after Bch investigation, this Council is
convinced that it woull/ge for the best interests of said City
to grant any such permit as requested for said premises;

NOW, THEREFORE, BE IT RESOLVED, that the•application of
said Marfay Development Inc. for permission to construct and
use said cesspool hereinabove referred to, to service said
premises on Lot 6, Tract 12391, be and the same is hereby
denied and the City Clerk is hereby authorized and instructed
to notify said applicant accordingly.'
