March 25th, 1942.
A regular meeting of the City Council of the City of El Segundo, CAlifornia,
was held in the Council Chamber of the City Mall of said City on the above "date,
having been called to order by the'Deputy City Clerk, the Mayor being absent.
Moved by Councilman Selby, seconded by Councilman Love, and unanimously
carried, that Councilman Hesser be appointed'layor nro tem. Councilman Hesser
thereunon assumed the duties of the idayor.

READING OF MINUTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 18th day of March,
1942, having been read and no errors or omissions appearing, it was moved
by Councilman Selby, seconded by Councilman Love, the minutes be approved as
recorded. Carried.
'1IRITTEN COMUNICATIONS.
The following communications, which were read to the Council, were
disposed of in the manner indicated, following reference to each hereinafter:
HARTFORD ACCIDErdT AND INDE:,2UTY CO,TA,'Y, four Notices of Cancellation,
each dated March 24th, 1942, advising that at the expiration of thirty days
after receipt of this notice, it will consider itself released from all
liability by reason of any default committed thereafter by Sovereign Oil
Corporation, as to said Corporation's Oil r9ells known as E1 Segundo Community
"'ell No. 1, Community No. 2, Sovereign Elsie No. 2 and Sovereign Copinger
No. 1, within the City of E1 Segundo.
Lloved by Councilman Selby, seconded by Councilman Gerow, that Notices of
Cancellation from Hartford Accident and Indemnity Company, dated. March 24th,
1542, be received and filed, and the subject matter thereof referred to the
City Attorney for investigation and report to this Council. Carried.
B. WAHREN VINETZ, dated Yarch 25th, 1942, advising that due to unforeseen
financial difficulties he had been unable to cause repairs to be made to
Last Walnut Avenue, necessitated by the installation therein of a sewer by
Lr. Vinetz, nor to pay for certain manhole covers and steps furnished him by
the City of E1 Segundo. He requested, therefore, that the City cause such
necessary repairs to said street to be made, and agreed to reimburse the City
i %ithin thirty days from date hereof, for sums expended by the City on his
behalf, and in consideration thereof assigned to the City of El Segundo.any and
all monies which might become due him by reason of any connections being made
to the serer line installed by him.
City Attorney 1"oodwcrth reported that, pursuant to previous order of
t to Council, he had contacted fir. Vinetz relative to improvement by him of
East 'r:ainut Avenue and the paymert to the City of El Segundo for certain
a :hole covers and stews furnished him by said City; that he believed 111r.

It *ryas thereupon moved by Councilman Selby, seconded by Councilman Gerow,
the following resolution be adopted:
RESOLVED, that the communication of B. 1.1iarren Vinetz,
dated the 25th day of March, 1942, be received and filed, and
same is hereby referred to and by this reference made a part
of this resolution;
AND, By IT FURTHER RESOLVED, that the City Council here-
by approves the arrangements therein referred to, does.hereby
accept the assignment therein made and does hereby authorize
and instruct the Street Superintendent and the City Engineer
to cause the necessary street repair work to be done, all as per
the understanding set forth in said communication;
ADD, BE IT FURTH-ER RESOLVED, that the City Council hereby
fin ^:s and determines that under the emergency conditions referred
to in sai6 communication, that the arrangement hereby accepted
is best, in the public interest, all matters and facts considered,
under the circumstances.
The foregoing resolution was adopted by the following vote:
Ayes: Councilmen Gerow, Hesser, Love and Selby.

Absent: Councilman Binder.
A Detition, in six sections, dated October 7th, 1941, signed by
Genevieve Anna Tracy and 999 others, requesting the City Council to give
serious, reasonable and early consideration to the adoption of a merit
system and a retirement plan for municipal employees of the City of El
Se .-undo.
It appearing that sometime ago the City Council had caused an
inv- stigation to be made as to the costs and conditions under which City
of E1 Segundo employees might become a part of the State Retirement System,
it was moved by Councilman Love, seconded by Councilman Hesser, that the
D.etition be received and filed, and that the City Clerk be and he is hereby
authorized and instructed to again take up with the State Retirement
System tLe investigation with reference to.the cost to the City of E1 Segundo
of becoming a Dart of said Retirement System, and to.present such information
as he may receive to the City Council in due time. Carried.

Councilman Hesser, to whom had previously been referred the matter of
the construction of a children's playground as suggested in a letter received
from Yr. Stephen B. Doss, dated March 2nd, 1942, filed his written report
as follows:
"1:n re above, I wish to report as follows:
1. TAe Dlot of ground recommended by'Mr. Doss in his letter
of earth 2nd, as a playground for children, is unsuited in its
present state for such purposes, due to the fact that it is not
level.
2. It is private property, upon which the City could install
no improvements and which the City is in no position financially
to purchase at this time.
•
3. The City does not have funds available to perform the
labor which would be required to construct a playground and
is not in financial condition to purchase playground equipment.
4. Playgrounds already exist at E1 Segundo Elementary
School and at E1 Segundo High School and the Grand Avenue Park
is available for the use of the public, and interested parents
could take their small children to these existing locations for
amusement.
5. The planting of potatoes is not, in my judgment, a
municipal function. It would be unwise to bury garbage, inas-
much as the City now receives revenue from the sale thereof. It
would cost more to roll out and then dispose of tin cans than could
be salvaged in the way of tin from cans now placed in our can
dump. Papers, card board and other salvagable material are
being salvaged, so far as is possible, by committees of the
Defense Council set un for that purpose.
6. It is recommended that no attempt be made to create
a playground at the location referred to by k-r. Doss and that he
be notified of the City's inability to comply with his request
at this time, for the reasons hereinbefore stated.

Following the reading of the report, it was moved by Councilman Love,
seconded by Councilman Selby, that the report of Councilman 0. 0. Hesser
as hereinabove set forth, be received and filed, that the Council concurs
in the findings of Councilman Hesser as set forth in said report, and the
City Clerk be and he is hereby instructed to advise r.ir. Doss of the action
to -en and to express to Mr. Doss the apnreciation of this Council for his
interest in the matter. Carried.
The Denuty City Clerk reported that following previous action of this
Council, authorizing the expenditure of X600.00 to purchase 200 steel
helmets for civilian defense workers, the Defense Council had been informed
by the supplier that if an order for 300 of such helmets were placed, same
could be furnished at a price of X2.50 each instead of X3.00 each, making a
total expenditure of 4750.00, plus sales tax. Following consideration of
the matter and it appearing that the Defense Council will require at least
3 -O of these helmets to take care of the personnel needing same, it was moved
by Councilman Love, seconded by Councilman Selby, that the purchase of 100
steel helmets at a cost of $150.00, plus California State Sales Tax, be and
the same is hereby authorized.. Carried by the following vote:
Ayes: Councilmen Gerow, Hesser, Love and Selby.
Noes: Councilmen None.

City Attorney Woodworth reported that in accordance with previous
instruction of the Council, he had prepared an ordinance designed to eliminate
conflict with provisions of Defense Housing Critical List, as requested in a
letter from Federal Housing Administration, dated March 12th, 1942, and he
explained various provisions of the ordinance to the Council.
Councilman Selby thereupon introduced Ordinance No. 253., entitled:

J. B. Catalano, Building Inspector, presented a letter written to R. T.
Hutchins, City Engineer, by John C. Austin, Arc itect, with which were submitted
two samples of oak for interior trim in E1 Segundo Public Library Building,
from which samples Mr. Austin requested the Council to make a selection. By
general consent, the letter was ordered received and filed and the matter taken
under advisement, with the request that the Building Inspector make up and
present to the Council other samples for its consideration.
UNFINISHEED BUSINESS.
The matter of setting up a voluntary Fair Rent Committee, as recommended
in a letter from the Division of Immigration and Housing, was then consideredg
following which it was moved by Councilman Love, seconded by Councilman Selby,
that the matter be referred to the El Segundo Local Defense Council for its
recommendation and report. Carried.

resolution be adopted:
R,-'SOLVED, that the Chief of Police of the City of E1
Segundo, be and he is hereby authorized to employ, at once,
an additional desk officer in the Police Department of said
City, to continue in his employment until the further order
of said Chief of Police or of this Council, at the compensation
provided for said position in the salary resolution;
AND, BE IT FURTLIEZ P.FSOLVED, that the Chief of Police
be requested to.inform the person so appointed by him of the
possibility that- said position wi11 be temporary, in view of
the possible'return to their respective positions of members
of the personnel of said Department now in the military service
of the United States of America.

'Councilman Love advised the Council of the immediate- necessity•of,having
the pump in 'dater V.ell No. 7 repaired, whereupon it was moved by Councilman
Selby, seconded by Councilman Gerow, the following resolution be adopted:
W1ERREAS, this Council is presently informed that the pump
in '+'pater Well No. 7 of the municipal Water System of the. City of
El Segundo is but of repair;.
AND, WFIEREAS, in these war times it is essential that all
municipal equipment related to the public peace, health and
safety should be kept in constant repair and peak efficiency;
AND, ?+ �REAS, it is necessary, in order to preserve and
protect said public peace, health, safety and general welfare
that said pump be immediately and forthwith repaired in order
that the domestic and fire control water supply of said City
may not be impaired;
iX',': , T =FO_H , BE IT RESOLVED, that the Water Superin-
tendent be and he is hereby authorized and instructed to
immediately cause said pump to be repaired and reinstalled in
said well for immediate efficient service, at a cost of not to
exceed $1200.00, unless by further order of this Council.

^Jr. I. B. Catalano-advised the Council, that due to the numerous duties
reouired of him as Building Inspector, he desired. to bender his resignation
as a member of the Fire Department of the City of E1 Segundo. It was
tnereupon moved by Councilman Gerow,•seconded by Councilman Selby, that the
matter be ta -en under advisement for'the period of two weeks.. Carried.
No further business appearing to be transacted at this meeting, it
was moved by Councilman Gerow, seconded by Councilman Love, the meeting
adjourn. Carried.
