March 18th, 1942.
A regular meeting of the City Council of the City of El Segundo, California,
was held in the Council Chamber of the City Hall of said City on the above date,
having been called to order at 7:00 P. M. by the City Clerk, the Mayor being
absent.
Councilman Love was unanimously chosen Mayor pro tem and he immediately
assumed the duties of the Mayor.

moved by Councilman Selby, seconded by Councilman Gero:v, that the minutes,
as recorded, be approved. Carried.

The following communications, which were read to the Council, were
disposed of in the manner indicated, following reference to each hereinafter:
E. BISCAILUZ, Sheriff, County of Los Angeles, dated March 17th,
1942, expressing regret at his inability to furnish deputies to guard the
water plants of the City of E1 Segundo. Ordered filed.
E. J. DAV:ZEY, Major'General, United States Army, Commanding San
Pedro Sub Sector, dated Larch 11th, 1942, a proclamation temporarily closing
for public use, Northrop Street south of Imperial Highway, Lapham Street
south of Imperial Highway, Douglas Avenue, between Northrop and Lapham Streets.

1942, calling attention to a Presidential order,.requiring the filing with
the Treasury Department, Washington, D.*C. of a report of any property of
any 'national of• a-p foreign country-in the possession or under the control
of ahy public agency, such foreign countries being named in said communication.
It anbearing that the'City of El Segundo has neither Dossess*ion"nor control
of any such property, the communication was ordered filed.
FEDERAL HOUSING ADMINISTRATION, dated March 12th, 1942, recommending
the adoption of an ordinance amending existing local building, plumbing and
electrical ordinances, so as to permit of the substitution with other materials,
of building materials required by such existing ordinances, but which may now
ow-
or hdreafter be listed in the defense housing critical list.
Moved by Councilman Selby, seconded by Councilman Hesser, that the communica-
tion of Federal Housing Administration, dated March 12th, 1942, and the matters
therein set forth, be referred to the City Attorney of the City of E1 Segundo
for the preparation of the necessary ordinance or ordinances. Carried.
PACIFIC COAST BUILDING OFFICIALS CONFERENCE, dated March 13th, 19429
reauesting the adoption of an ordinance such as was recommended in the'letter
of the Federal Housing Administration heretofore at this meeting referred to.
Ordered filed.
STATE OF CALIFORNIA, DIVISION OF I1XIG_RATION AND HOUSING, dated March
12th, 1942, asking for the name and'address of the Chairman of a Voluntary
Fair Rent Committee of the City of El Segundo in case such a committee has been
established, and if there is no such committee, whether or not the Council
ccntemnlates the formation of such a committee. By general consent the
communication was ordered filed and the :natter was taken under advisement, and
the City Clerk was requested to advise said Division of the facts as they
exist at this time.
ORAL. COMMUNICATIONS.
Mr. Walter Rennie, Attorney at Ldw, representing Mr. George McDonough,
addressed the Council with the view of reopening negotiations looking toward
the purchase, by the City of El Segundo, of a certain portion of Lot 9, Block
J4 in said City, which the Council heretofore had contemplated purchasing
and later decided not to purchase. After a short discussion, it was the
consensus that due to intervening events, the Council is not disposed to
negotiate further. i;_r. Rennie and his client were so advised and indicated
they would not press the matter further at this time.
REPORTS OF OFFICERS AND SPECIAL COMMITTEES.
Captain Cummings reported to the Council concerning his attendance this
afternoon at the Los Angeles County traffic control discussion, which took
place in Elysian Park and which was attended by traffic officers of this area
and the Prov6st Marshal of the San Pedro Military area.
Building Inspector Catalano repotted concerning the progress in the
completion of E1 Segundo Public Library Building.
Councilman Gerow of the Public Service Committee reported some minor
changes were requested by those in charge of the aircraft warning service
structure on top of the water treatment plant and that he had directed Building
Inspector Catalano to cause the work to be done, which action on his part was
approved by the common consent of the Council.
Councilman Gerow of the Public Service Committee stated that in his
judgment the City should place Mr. John Stanich, who has fora long period been
a casual employee of the City of E1 Segundo, on the list of regular employees,
whereupon, after discussion, it'was moved by Councilman Gerow, seconded by
Councilman Hesser, that'effective March 19th, 1942, and until the further
order of this Council, Mr. John Stanich be employed by the City of El Segundo
as a Laborer -1st Class, to be compensated for all services rendered in said
capacity as provided in Resolution No. 589 of the City of E1 Segundo and all
resolutions amendatory thereof or supplemental thereto respecting the hours
of employment and rates of pay of municipal officers and employees. Carried by,
the following vote:
Ayes: 'Councilmen Gerow, Hesser, Love and Selby.
Noes: Councilmen None.
Absent: Liayor Binder.
The City Clerk reported that the City Engineer had received. from Federal
Works Agency, Public Roads Administration, District Two, a communication dated
parch 13th, 1942, advising that the United. States Engineers have recommended the
improvement of Mariposa Avenue, between Sepulveda Boulevard and Redondo Boulevard,
provided local interests contribute the right of way and 25% of the construction
costs.
It appearing,�following consideration and discussion, that the City of El
Segundo has no monies available with which to purchase real property and provide
the necessary right of way for the opening of Mariposa Avenue as indicated in
said communication, nor any monies which might be used for the improvement of
such a roadway, the City Clerk, by general consent, was so instructed to advise
the District Engineer of Federal Works Agency of these facts, but to indicate,
at the same time, that the City will endeavor to procure the necessary rights of
way and in this connection, the City Clerk was, by general consent, directed to
negotiate with the owners of the real property effected.
Fire Chief McConnell, reporting through the City Clerk, advised of his
'receipt of a letter dated March 16th, 1942, from Spence D. Turner, County
Forrester and Fire Warden, with reference to the delivery to the City of El
Segundo of a piece of auxiliary fire equipment from United States Forestry
Service, which may be retained here for the use of the City of E1 Segundo until
.pril 28th, 1942.
It was thereupon moved by Councilman Hesser, seconded by Councilman Gerow,
that the following resolution be adopted:
RESOLVED. that- the Fire Chief of the City of El Segundo
be and he is hereby authorized to eccept delivery of certain
auxiliary fire equipment,f rom the United States Forest Service,
the same to be housed in the City -of E1 Segundo, under the
supervision and control of the Fire Chief of said City, for the
use and benefit of the City of E1 Segundo, during such period
of time as said United States Forest Service may permit said
fire equipment to remain in said Gity;
AND, BE IT FURTHER RESOLVED, that said Fire Chief is
further authorized to -execute and -deliver unto the Federal or
State agency demanding the same, the required receipt for such
apparatus or equipment as may be delivered to him.
The foregoing resolution was adopted by the following vote:
Ayes: Councilmen Gerow, Hesser, Love and Selby.
Noes: Councilmen None.
Absent: Councilman Binder.
The Chief of Police announced the appointments of seven persons as Special
Police Officers and requested-the Council's approval of the same. Moved by
Councilman Hesser, seconded by Councilman Selby, that the appointments by the
Chief of Police of the City of E1 Segundo of Clyde Lewis Metz, C. J. Lowe, G.
T. Dunlap, A. L. White, F.�L.-Newbre, Es W. Jones, and Carl Wiseberg as Special
Police Officers of said City,-be and the same are hereby ratified, approved
and confirmed. Carried.
The City Clerk, reporting for E. J. Grow, Municipal Mechanic, advised
that the "Dater Department pick -up truck-No. 8 is out of service and in need
of repairs, the cost of which-will approXimate 4122.95 if the motor of the
vbhicle is loverhauled by the municipal shop's of the City of El Segundo. The
Council discussed the matter and it being the Council's belief, after brief
investigation, that a more satisfactory job would be had if a factory re-
conditioned motor is installed in said truck instead of repairing the motor
presently therein, it was moved by Councilman Selby, seconded by Councilman
Gerow, that a factory reconditioned motor be purchased for installation. im
';later Department Pick -up Truck No. 8, and that the same be installed by the

Municipal Mechanic of the City of E1 Segundo, all at a cost of not to
exceed $100.00. Carried by the following vote:
Ayes: Councilmen Gerow, Hesser, Love and Selby.

Absent: Mayor Binder.
The City Clerk, again reporting for E. J. Grow, Municipal Mechanic,
advised that the motor in. Sewer Department Pick -up Truck No. 4, is badly
in need of repair. The Council gave consideration to the matter, at the
conclusion of which it was moved by Councilman Selby, seconded by Councilman
Gerow, that a factory reconditioned or exchange motor be purchased for
use in the Sewer Department Pick -up Truck No. 4, at a cost of not to exceed
X115.00, and that.the same be installed in said truck by the Municipal
Y,echanic of the City of El Segundo. Carried by the following vote:
Ayes: Councilmen Gerow, Hesser, Love and Selby.
Noes: Councilmen None.
