A regular meeting of the City Council of the City of E1 Segundo, California,
was held in the Council Chamber of the City Hall of said City on the above date,
having been called to order at 7:00 P. M. by Peter E. Binder, Mayor.
ROLL CALL.
Councilmen Present: Hesser, Love, Selby and Mayor Binder.
Councilmen Absent: Gerow.
Other Officers Present:
Clyde Woodworth - City Attorney.

READING OF MINUTES OF PREVIOUS MEETINGS.
The minutes of the regular meeting held on the 25th day of February, 1942,
of the adjourned regular meeting held on the 26th day of February, 1942, and
of the adjourned regular meeting held on the 27th day of February; 1942, having
been read, and no errors or omissions appearing, it was moved by Councilman
Love, seconded by Councilman Hesser, that the minutes of the meetings as above
set forth be approved as recorded. Carried.
YRITTEN COMMUNICATIONS.
The following communications, which were read to the Council, were disposed
of in the manner indicated, following reference to each hereinafter:
WRIGHT, BECKER & DUNTL Y, dated Larch 4th, 1942, requesting that said Company
be billed for the amount of water actually used in each of the houses in Tract
12512 recently constructed by said firm and to which voter connections have been
made by the 'eater Department of the City of E1 Segundo, instead of on a minilftum
charge basis, until such time as these homes are actually sold. By general
consent the matter was taken under advisement and referred to Councilman Love
for report.
EARL F. CARTLAID, dated February 3rd, 1942, advising that he has enlisted
in the United States Coast Guard Reserves and requesting that he be granted at
this time such vacation as he has earned to date and his absence from duty be
treated as a leave of absence as prescribed by Resolution No. 599 of the City
of E1 Segundo respecting employees in the military service.
Loved by Councilman Selby, seconded by Councilman Hesser, that Earl F.
Cartland, Departmental Relief - ist Class, be and he is hereby granted such
vacation as he has earned to date as may be determined by his superior and the
City Clerk and that his absence from duty by reason of his enlistment in the
United States Coast Guard Reserves be consented to in accordance with the pro -
visions of Resolution No. 599 of the City Council of the City of E1 Segundo.
Carried by the following vote:

SOUTHERN CALIFORNIA CAS COI-TANY, dated February 27th, 1942, being an
application for a street excavation permit for the purpose of installing a
gas main extension, --11 as set forth in said application, which is numbered 558.

Said application having been approved by the Street Superintendent, it was
moved by Councilman Selby, seconded by Councilman iyove, that Resolution No.
606., entitled:
A RESOLUTION OF Tb2 CITY COUNCIL OF THE CITY OF EL
SEGUNDO. CALIFORNIA, GRANTING A TEN'PORARY REVOCABLE
PERMIT TO SOUTIERN CALIFORNIA GAS COM7ANY TO INSTALL
A CERTAIN PIPE LINE IN A CERTAIN PORTION OF CENTER
STREET AND A CERTAIN PORTION OF MARIPOSA AVENUE,
VIITHIN SAID CITY,
which .aas read, be adopted. Carried by the following vote:
Ayes: Councilmen Hesser, Love, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilman Gerow.
STEPHEN B. DOSS, dated February 2nd, 1942, recommending the construction
of a community playground adjacent to the corner of Maple Avenue and Sheldon
Street. Moved by Councilman Love, seconded by Councilman Selby, that the
communication be referred to Councilman Hesser for investigation and report,
and that the Citv Clerk be directed to advise Mr. Doss of the action taken.
Carried.
EL SEGUNDO DEFENSE COUNCIL, dated February 27th, 1942, requesting the
Council to take action to prohibit the parking of automobiles on the public
streets of the City of E1 Segundo for extended periods at night, so as to
minimize the hazards to emergency vehicles and their operators during blackouts.
Upon the recommendation of Councilman Selby, the matter was referred to the
Police Department for report as to those locations where there appear to be
concentrations of parked automobiles.
EL SEGUNDO LOCAL DEFENSE COUNCIL, dated March 4th, 1942, recommending
the Council appropriate funds for the purchase of materials to blackout the
building which will be used as an emergency hospital in event of a war incident,
to acquire and install blackout lights on certain vehicles which may be used
as ambulances and in other emergency service and to purchase four flashlights
for one of the Defense Council Divisions.
Moved by Councilman Selby, seconded by Councilman Hesser, that the
purchase of paint, nails, hardware and finish lumber; necessary automobile
blackout driving lights and four flashlights, requested by E1 Segundo Local
Defense Council, be authorized at a total cost of not to exceed X185.00.
Carried by the following vote:
Ayes: Councilmen Hesser, Love, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilman Gerow.
L2. and MRS. PETER E. BINDER, GEORGE and HELEN BINDER, an expression
of appreciation for the sympatby shown by the members of the Council during
their recent sorrow. Ordered filed.
ORAL COLWUNICATIONS.
Mr. Clarence A. Brown, residing at 318 Richmond Street, addressed the
Council, requesting that the alley in Block 43 of the City of E1 Segundo be
treated so as to allay the dust resulting from frequent use of the alley by
motor vehicles. By general consent the matter.was - referred to Councilman Love.
RE-PORTS OF OFFICERS AND SPECIAL COMMITTEES.
The Chief of Police announced the revocations of the appointments of
T. F. Ds:yer and K. D. Kirk as Special Police Officers of the City of E1 Segundo,
effective February 25th, 1942.

The Chief of Police announced the appointments of Charles D. Coleman,
R. D. Flannagan, R. E. Hicklin and B. Overstreet as Special Police Officers
of the City of E1 Segundo and requested the Council's approval of the same..
Moved by Councilman Hesser, seconded by Councilman Selby, that the appointments
by the Chief of Police of the City of E1 Segundo of Charles D. Coleman, R. D.
Flannagan, R. E. Hicklin and B. Overstreet as Special Police Officers of
said City, be and the same are hereby ratified, approved and confirmed. Carried.
Councilman Hesser reported that the Fire Chief had requested that Fireman
E. R. Peterson be raised to the rank of Captain and Firemen G. E. Todd and A.
G. Blair be raised to the rank of Lieutenants; also that a Blake Valve and Fog
Nozzle be purchased for the use of the Fire Department.
Thereafter it was moved by Councilman Selby, seconded by Councilman
Hesser, that effective March 5th, 1942, and until the further order of this
Council, E. R. Peterson be advanced to the rank of Captain of the Fire Depart-
ment of the City of E1 Segundo, and G. E. Todd and A. G. Blair be raised to
the ranks of Lieutenants in said Fire Department, and-that after said date
they be compensated for all services rendered El Segundo Fire Department in
accordance with-the provisions of Resolution No. 589 of the City of E1 Segundo,
establishing the rates of pay, etc. for municipal employees. Carried by the

Moved by Councilman Selby, seconded by Councilman Love, that the
purchase of a Blake Four -Way Valve and a 1" Fog Nozzle for use of the El
Segundo Fire Department, be and the same is hereby authorized, at a cost of
not to exceed $125.00. Carried by the following vote:
Ayes:- Councilmen Hesser, Love, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilman Gerow.
The City Clerk reported that responsive to a previous direction of the
Council, he had requested the Adjutant General of the State of California
to provide State Guards to guard the Water Department properties of the City
of E1 Segundo; that pursuant thereto a Major in the State Guards visited
the City of E1 Segundo and made a survey of the properties and stated that
in his judgment guards would be furnished if the City was without funds to
employ it's own guards and if the Sheriff's office of Los Angeles County would
not furnish the service, whereupon it was moved by Councilman Love, seconded
by Councilman Selby, that the following resolution be adopted:
`lEiEREAS, since December 7th, 1941, the City of E1
Segundo has had to employ special guards to protect the
properties of the Water Department of the City of E1 Segundo,
so as to insure an ample, continuous supply of potable water
to the defense industries, army forces and other residents
of the City of E1 Segundo dependent thereon;
AND, ,,`HEREAS, this unanticipated expense, together
with other civil protection costs not contemplated when
the budget of the City of E1 Segundo for the fiscal year
194 ; =42 was prepared in 1941, have increased-the cost of•
government to such an extent that it appears that the City
Treasury will be depleted long before new tax monies shall
have been received and that there will not be'sufficient
m:ney available to maintain the - ordinary and necessary functions
of government untess some means of relief is discovered;
N04i, THEREFORE, BE IT RESOLVED, that the City Clerk
of the City of E1 Segundo be and he is hereby directed to
address a communication to the Honorable Eugene•Biscailuz,
Sheriff of the County of Los Angeles, Oalifornia, setting
forth the facts relating to this matter, requesting that
official to furnish guards for the protection of the fresh

water wells and treatment plant of the Water Department of
the.City of El Segundo;
AND, BE IT FURTHER RESOLVED, that in event said Sheriff
refuses to or is unable-to furnish such guards; that then said
City Clerk likewise shall present the facts to the proper
authorities of the California State-Guard, requesting that
organization to furnish the necessary protection.
The foregoing resolution was adopted by the following vote:
Ayes: Councilmen Hesser, Love, Selby m nd Mayor Binder.

The City Attorney reported receipt from the Railroad Commission of the
State of California of its Decision No. 35069, in the matter of Application
No. 24474, which he delivered'to•the City Clerk for presentation to the
Council at the proper time.
The City Attorney reported also having received from Interstate Aircraft
and Engineering Corporation a street deed, conveying certain real property to
the City of El Segundo for public highway purposes, which he then delivered
to•the City Clerk, together with -a form of resolution he recommended the
Council adopt with reference to said :natter, these instruments to be
presented to the Council at the proper time.
UNFINISHED BUSINESS.
At this time the City Clerk read to the Council Decision No. 35069,
before the Railroad Commission of the State of California, respecting Application
No: 244740 entitled: "In•the Matter of the Application of the City of El
Segundo, California, for permission to construct a public highway over the
right of way of The Atchison, Topeka and-Santa Fe Railway at Douglas Avenue,
within said City ", which decision is a denial of the City's request for a
modification of a prior order entered in said application with respect to
the installation of automatic warning signals at the proposed Douglas Avenue
crossing over The Atchison, Topeka and Santa Fe Railway Company's right of
way. Ordered filed.
The deed of Interstate Aircraft anti Engineering Corporation and a form
of 'resolution with relation thereto, were then presented to the Council for
further action and by general consent, action thereon was deferred until
the next regular meeting of the Council.

NEW BUSINESS.
Moved by Councilman Hesser, seconded by Councilman Love, that the sum of
X2000.0& be transferred from the General Fund of the City of E1 Segundo to the
Library Fund of said City and the City Treasurer and the City Clerk be and they
are hereby authorized to, effect such transfer and to cause appropriate record
thereof to be made in their respective books of account. Carried by the following-
vote:.
Ayes: Councilmen Hesse .7, Love, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilman Gerow.
Councilman Love reported that as a- result of the washing down of its
premises, the service station located at the Southwest corner of Sepulveda
Boulevard and Maple Avane causes large quantities of water to accumulate in
Sepulveda Boulevard adjacent to said Maple Avenue, thereby creating a very
undesirable condition which should be corrected in some manner, and following
discussion it was agreed that Councilman Love and Mayor Binder would make an
investigation and report at the next meeting of this Council.
Mayor Binder at this time reported respecting his attendance with Mr. Dave
Peterson and Mr. Frank Snow-of the Local Defense Council, at.a meeting held
in the City Hall of the City of Los Angeles, Friday, February 27th, 1942, to
discuss the allocation and distribution of defense equipment which will be
issued by the office of Civilian Defense to cities with population of 10,000
or more; that the result of the discussions was unsatisfactory so far as small
cities are concerned; that no hint could be given as to when or how or in what
manner small cities will be treated with respect to steel helmets, gas masks
and other essential defense equipment and that he believes that policemen,
firemen and air raid wardens and fire watchers should be equipped with steel
helmets at least.at the earliest possible time, whereupon it was moved by
Councilman Selby, seconded by Councilman Love, that the purchase of steel helmets
for use of persons engaged in the civilian protection activities of the.City
of E1 Segundo at a cost of not to exceed :$600.00 be and the same is hereby
authorized, the distribution of these helmets, after purchase, to be delegated
to the Local Defense Council of the City of E1 Segundo. Carried by the
following vote:
Ayes: Councilmen Hesser, Love, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilman Gerow.
No further business appearing to be transacted at this meeting, it was
moved by Councilman Selby, seconded by Councilman Love, the meeting adjourn.
