A regular meeting of the City Council of the City of E1 Segundo, California,
was held in the Council Chamber of the City Hall of said City on the above date,
having been called to order at 7:00 P. M. by George Love, Mayor.
ROLL CALL.
Councilmen Present: Gerow, Hesser, Peterson, Selby and Mayor Love.
Councilmen Absent: None.
Other Officers Present:

READING OF MINUTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on.the 27th day of May, 1942,
were read. No errors or omissions appearing, it was moved by Councilman
Peterson, seconded by Council-man Selby, the minutes be approved.as recorded.
Carried.
WRITTEN COMMUNICATIONS.
The following communications, which were read to the Council, were
disposed of in the manner indicated, following reference to each hereinafter.
FEDERAL WORKS AGENCY, PUBLIC ROADS ADMINISTRATION, dated May 30th,
1942, stating that due to proposed expansion program, which will close
Mariposa Avenue-easterly from Northrop Street, said Agency will not further
consider the opening and improving of said Mariposa Avenue easterly from
Sepulveda Boulevard. Ordered filed.
Copy of•a communication received by the League of California Cities,
from Harold Brayton, Executive Secretary for California, State Salvage
Committee, dated May 25th, 1942, advising that under the impetus of concerted
drives for salvage there has been a surplusage of waste paper collected on
the Pacific Coast, applying particularly to newspapers, that as a result the
agency is de- emphasizing collection of waste paper.
Discussion ensued as to the advisability, under the circumstances,
of proceeding with the erection of a bin for the collection of waste paper,
which, at the last meeting of this Council, the Street Superintendent was
authorized to have placed at a location on Main Street. By general consent
the matter was referred to Councilman Peterson, with the suggestion that he
advise the local Salvage. Committee of the information received relative to
collection of waste paper and ascertain that Committee's attitude with
respect to continuing such collection, and report his findings to this
Council at its next regular meeting.
A bulletin from California :State Council of Defense, subject: "Homes
Registration•BUreaus'", dated May 23rd,,1942, which had been referred to this .
Council by the E1 Segundo Local Defense Council, recommending the establishment
of a Homes Registration Bureau, and further recommending that municipalities
provide the necessary financial support for the creation and maintenance of
such bureaus: No action taken.
A bulletin from the Office of Civilian Defense, Ninth Civilian Defense
Region, dated May 28th, 1942, referred to this Council by.the E1 Segundo Local
Defense Council, relative to the school for Civilian Protection, which is
being held at Stanford University, stating that it is thought desirable
that more representatives of local councils receive the War Department course
of instruction.
Discussion was had, and the Council feeling that the citizens of the.
City of E1 Segundo had had ample opportunity to receive such instruction
through the courses conducted by Professor Wessells at the El Segundo High
School., no action was taken.
ORAL COMMUNICATIONS.
None.
REPORTS OF STANDING COMMITTEES.
. Councilman Gerow reported his findings with respect to livestock
stabled in the City of E1 Segundo, a number of which are at locations
contrary to the provisions of the.existing ordinance having to.do with
the keeping of livestock in said City.
Councilman Hesser stated he had received a- report from the Fire
Chief relative to the installation of a buzzer alarm system for members
of El Segundo Fire Department; that Southern California Telephone Company
would install such a system for approximately $145.00, at a cost per month
of approximately $35.00 for 30 telephones. After discussion, it was
moved by Councilman Gerow, seconded by Councilman Selby, that the matter
be laid over for one week to enable Councilman Hesser and Fire - Chief
LcConnell to obtain more detailed information. Carried.
Councilman Paterson reported that he had again contacted Dr. H. W.
Prince relative to the disposition of the inhalator and resuscitator during
an emergency, that he had obtai& t,written recommendation from Dr. Prince,
stating that in his opinion the resuscitator should be kept at the City
Hall under normal times, and transported to a location near the casualty
station by the fire engine at any time the fire engine is being
moved to Douglas.Aircraft Corporation's property on a "blue" signal,
that the resuscitator would then be picked up by Mr. Hall, adjutant of
the casualty station and taken to said station; that the inhalator should
be kept at the Control Center at.all times during,the present emergency.
By general consent the report was accepted and approved and the Council
agreed to the recommendations set forth in said report.
REPORTS OF OFFICERS AND.SPECIAL COMMITTEES.
The City Engineer reported he had checked the location at which
Marfay Development.Inc. had requested permit to install a cesspool, that
he is convinced that the house located on said premises cannot be connected
into the sewer on Sierra Street, but that it is possible to make a connection
to the sewer line on Penn Street to the west of said premises if an easement
can be secured from one of the owners of intervening property. .
The Mayor stated he had made the inspection with the City Engineer,
and ooncurred in his opinion, and Mr. Meyers, representing Marfay Development
Inc., who was present in the Council Chamber, was advised to ascertain if
he could not secure such an easement, and this he agreed to do.
The City Engineer. reported hehad attended a meeting held at Los
Angeles on Thursday afternoon last,'having to do'with dim out of traffic
in'cbmmunities within the County effected by dim -out regulations; that
it developed at said meeting that no uniform plan could be worked out
for all communities.
He reported further that he.had made a survey of the City of E1
Segundo in this connection; that he had determined that the lights at
the %ater Treatment Plant should be dimmed and that this would be done
immediately, that there were four street lights which might be in question,
and that the Southern California Edison Company had painted out the lest

half of the globes on said lamp standards; that there were two residences in
the Easterly portion of the City which might create a hazard, but before
requesting the residents to dim out he would prefer to have members of the
El Segundo Local Defense Council go over the locations with him, and he stated
he would request said Defense Council members to do this.
The City Engineer reported that he had sent Mr. Warren Elsterman,
Office Engineer, to a meeting held by the Federal Housing Administration in
Los Angeles on Friday last, which meeting had to do with minimu4L street
requirements in defense industry areas; that nothing of interest to the City
of E1 Segundo developed at said meeting until such time as this City might
in the future have subdivision maps presented to it for approval.
The VKater Superintendent reported that he had caused Water Department
employees to start tapping mains and setting up pressure gauges at different
locations throughout the City.
The City Clerk presented a deed from Oliver P. Arnold and Gladis M.
Arnold, conveying to the City.of E1 Segundo all of the improvements constructed
and installed in connection with the subdivision and recordation of Tract
No. 12887, in the City of E1 Segundo, whereupon it was moved by Councilman
Hesser, seconded by Councilman Peterson, that the following resolution be
adopted:
RESOLVED, that that certain deed executed by Oliver
P. Arnold and Gladis M. Arnold, dated the 20th day of May,
1942, conveying unto the City of E1 Segundo certain curbs,
sidewalks, pavement, water lines, sewer lines and other
facilities at the locations more specifically set forth in
said deed, be and the same is hereby accepted on behalf of
the City of E1 Segundo and the City Clerk of said City is
hereby directed to cause said deed to be filed for record
in the office of the County Recorder of Los Angeles County,
California.
The foregoing resolution was adopted by the following vote:
Ayes: Councilmen Gerow, Hesser, Peterson, Selby and Mayor Love.
Noes: Councilmen None.
Absent: Councilmen None.
The City Clerk reported that he had received a number of requests
from residents of,the City that the benches and tables in Grand Avenue
Park, not now being used by the Army in said Park, be taken to the Park
in rear of the sewer station on Imperial Highway, for use by towns people.
It was thereupon moved by Councilman Hesser, seconded by Councilman
Gerow, that the Street Superintendent be and he is hereby directed to
cause surplus tables and benches to be moved from Grand Avenue Park to
the park in the rear of the sewer station on Imperial Highway, so that same
may be available for use,by residents of the City of E1 Segundo. Carried
by the following vote:
Ayes: Councilmen Gerow, Hesser, Peterson, Selby and Mayor Love.
Noes: Councilmen None.
Absent: Councilmen None,
The City Clerk reported that Long Beach Marble and Tile Company had
completed the delivery to the City of E1 Segundo of all of the materials '
required at this time by said City under its contract with said Long Beach
Marble and Tile Company and that,sAid Company had also furnished all labor
and installation services in connection therewith, and that inasmuch as
no additional work on El Segundo Public Library Building is contemplated
at this time, he requested permission to return the deposit check of said
Company.
It was thereupon moved by Councilman Selby, seconded by Councilman Gerow,
that the City Clerk of the City of E1 Segundo be and he is hereby authorized
and directed to return to Long Beach Marble and Tile Company that certain
check deposited by said Company, with its bid filed November 6th, 1940, said
check being Certified Check No. 5392, drawn on Long Beach Branch of Security -
First National Bank of Los Angeles, in the sum of $22.00. Carried.
The City Clerk reported that the Committee in charge -of the municipal
celebration to be held in the City of E1 Segundo on July 4th, had inquired
whether or not the City would provide means to clean up the grounds to be used
for such celebration after the event.
After discussion, it was moved by mayor Love, seconded by Councilman
Gerow, the following resolution be adopted:
WHEREAS, there will be held in the City of E1 Segundo
on the 4th day of July, 1942, a municipal observance of
July 4th for the current year;
AND, WHEREAS, said function will be a public function.
and be of promotional advantage to said City and of great
entertainment value to the general public;
AND, WHEREAS, debris will accumulate at the site of
such celebration on the High School campus, which has been
made available for said occasion;
NOW, THEREFORE, BE IT RESOLVED, that the Street
Superintendent be and he is hereby authorized and instructed,
after said celebration, to clean up any debris which may
have accumulated as a result of said occasion.
The foregoing resolution was adopted by the following vote:
Ayes: Councilmen Gerow, Hesser, Peterson, Selby and Mayor Love.

The City Attorney reported he had contacted the Los Angeles County
Health Department relative to renewal of agreement between the City of
E1 Segundo and said Health Department for health services for the ensuing
fiscal year; that said Department is preparing such agreement and it
should be received within the next two weeks.
The City Attorney reported he had prepared form of "Notice to
Bidders on Pump, Pipe and Fittings for Water Well No. 8 ", which form he
delivered to the City Clerk.
The City Attorney reported that, pursuant to instruction of the
Council, he had prepared an ordinance amending the present ordinance of
the City of E1 Segundo regulating the keeping of livestock within said
City. He delivered the amendatory ordinance to the City Clerk and the
ordinance was read in full by said.Clerk to the Council; whereupon
Councilman Gerow introduced Ordinance No. 255, entitled:
AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA,
AMENDING ORDINANCE NO. 155 OF SAID CITY, ENTITLED:
"AN ORDINANCE OF THE CITY -OF EL SEGUNDO, CALIFORNIA,
CREATING A CERTAIN RESIDENCE DISTRICT IN AND FOR
SAID CITY AND MAKING CERTAIN REGULATIONS WITH.RE-
FERENCE TO THE KEEPING OF LIVE STOCK THEREIN. ",
ADOPTED ON THE 25TH DAY OF JANUARY, 1929, AS AMENDED,
BY ADDING A NEW SECTION 'THERETO TO BE KNOWN AND
DESIGNATED AS "SECTION 2.2.
UNFINISHED BUSINESS.
The City Clerk read to the Council the form of "Notice to
Bidders on Pump, Pipe and Fittings for Water Well No. 8 ", following which

it was moved by Councilman Selby, seconded by Councilman Peterson, the following
'resolution be adopted:
RESOLVED that a copy of that certain "Notice to Bidders
on Pump, Pipe-and Fittings for Water Well No. 8 ", as presented
to this-Council at this meeting, be placed on file in the
office of the City Clerk for the purposes of identification
and reference;
AND, BE IT FURTHER RESOLVED that this Council hereby
approves the said form of-notice and the contents thereof in
each and every particular, and does hereby find and determine
that the prevailing rates of wages within said City, set forth
in said notice, are the prevailing rates of wages for each
of the respective professions, crafts; trades, callings, and
vocations therein mentioned or referred to, and that said
rates are hereby fixed and established as, and shall constitute,.
the minimum rates of wages to be paid-in connection with the
prosecution of the work under said notice;
AND, BE IT FURTHER RESOLVED that-sealed bids be and the .
same are hereby invited under said notice, and that the City
Clerk be and he is hereby authorized and instructed to cause
said notice to be given and published-in time, form and manner
as required by law.

by the Office of Production Manageme4t; that some restrictions had now been
lifted and he felt the City might noW obtain said automobile if it could
qualify to the Car Rationing Board, but there was some question as to whether
the car could be'equipped as originally specified.
Following discussion, it was moved by Councilman Selby, seconded by
Councilman Love, the.following resolution be adopted:
"IIIEREAS,, this Coundil aid heretofore on the 4th day
of February,,1942, award to•Ira Escobar the contract for
furnishing the City of E1 Spgundo with one new 1942 four-
door-sedan -type ayi-tomobile;•
AND, WHERF•A•S, due to priority regulations delivery
has not been made;
NOW, THEREFORE, BE IT RESOLVED, that the Chief of
Police be and he .is hereby authorized and instructed to
file the necessary application for required priority.in
connection with the said equipment, and if such authority
is procured, to discuss with the said contractor the
possibility of procuring said equipment at this time,
advising this .Council of his findings.
