A regular meeting of the City Council of the City of E1 Segundo, California,
was held in the Council Chamber of the City Hall of said City on the above date,
having been called to order at 7:00 P. M. by George Love, Mayor.
ROLL CALL.
Councilmen Present: Gerow, Hesser, Peterson, Selby and Mayor Love.
Councilmen Absent: None,

READING OF MINUTES OF PREPIOUS MEETING.
The minutes of the regular meeting held on the 24th day of June, 1942,
having been read, it was'moved by Councilman Peterson, seconded by Councilman
Gerow, the minutes be approved as recorded. Carried.._
WRITTEN COMylUNICATIONS.
The following communications, which were read to the Council, were
disposed of in the manner indicated, following reference to each herein-
after:
STATE COMPENSATION INSURANCE FUND, dated June 24tbe, 1942, with
reference to Case No. 860913, injured- Arthur Siebken. Ordered filed.
HAL W. KEDA=, Executive Director, Los Angeles County Defense
Council, responding to the Clerk's letter of May 15th, 1942, with reference
to the membership of former Mayor Peter E. Binder on the Executive Committee
of the Los Angeles County Defense Council. Ordered filed.
MAURICE E. WARD, Recreation Director, dated June 22nd, 1942, advising
that E1 Segundo Recreation Department has addtd an employment agency to
its summer program. Ordered filed.
COUNTY SANITATION DISTRICTS OF LOS ANGELES COUNTY, dated June 25th,
1942, applying for permit for the construction, operation and maintenance
of a 15" sanitary sewer in Inglewood- Redondo Road at 120th Street, in
accordance with plan attached to said communication.
Said application having been approved by the Street Superintendent,
it was moved by Councilman Selby, seconded by Councilman Hesser, that
Resolution No. 6170 entitled: '
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EL SEGUNDO, CALIFORNIA, GRANTING A TEMPORARY
REPOCABLE PERKIT TO COUNTY SANITATION DISTRICTS
OF LOS ANGELES -COUNTY TO•INSTALL A CERTAIN PIPE
LINE AND APPURTENANT STRUCTURES IN A CERTAIN
PORTION OF ING�OOD- REDONDO ROAD, WITHIN SAID-
CITY,.
which was read, be adopted. Carried by the following vote:

R. P. COONEY, as Receiver, Estate of Sovereign Oil Corporation, undated,
applying for a permit to excavate at the corner of El Segundo Avenue and
Center Street, for the purpose of installing a pipe line for the disposal of
waste water.
Said application having been approved by the Street Superintendent, it-
was moved by Councilman Selby,-seconded by ..Councilman Hesser, that Resolution
No. 618, entitled:
A'RESOLUTION OF THE dITY COUNCIL OF THE CITY OF EL
SEGUNDO, CALIFORNIA, GRANTING A TM1PORARY REVOCABLE
PERMIT TO R. P. COO AS RECEIVER ESTATE SOVEREIGN
OIL CORPORATION - DEBTOR, TO INSTALL A CERTAIN PIPE
LINE IN A CERTAIN PORTION OF EL SEGCJNDO BOULEVARD
AND CENTER STREET, WITHIN SAID CITY,
which was read, be adopted. Carried by the following vote:

CALIFORNIA SAFETY COUNCIL, INC., dated June 24th,11942, soliciting
this City's membership in said organization. Ordered filed.
W. A. KRIaQM, dated July 1st, 1942, advising that he will be absent
from the City from July 5th to July 19th, 1942, and that Judge Collamer
Bridge has consented to serve as City Judge during his absence. Ordered
received and filed.

ORAL. COMMUNICATIONS.
REPORTS OF STANDING COMMITTEES.
Councilman Hesser reported that Mr. John Martin had visited him,
stating he had had no employment by-the City for two weeks and made inquiry
as to the probability of his employment by the City during the vacation
season. The matter was discussed and it appearing that there is no
opening where Mr. Martie.s'services might be.utilized at this time,
Councilman Hesser was requested to advise Mr. Martin that no employment
is presently available.
REPORTS OF OFFICnS AND SPECIAL COMMITTEES.
The Chief of Police announced the revocation of the appointments
of James Francis McIntosh, George Ernest Jordon, A. L. White and J. Santo
as Special Police Officers of the City of El Segundo.
The Chief of Police announced the appointments of certain persons
as Special Police Officers of the City of E1 Segundo and requested approval
of such appointments. It was thereupon moved by Councilman Hesser, seconded
by Councilman Selby, that the appointments by the Chief of Police of the
City of E1 Segundo of Vernon Leonard Stacy, Robert Amos Revington, John Verl
Griffith, Kenneth Otto Hannan, David Neal Kamp and R. C. Ward as Special
Police Officers of said City be and the same are hereby ratified, confirmed
and approved. Carried.
The City Clerk reported that Mr. A. K.Tennis desired to take
his vacation beginning July 6th, 19429 whereupon it was.moved by Councilman
Selby, seconded by Councilman Hesser, that A. K. Tennis be and he is hereby
granted his customary annual vacation from July 6th to July 20th, 1942.
Carried by the following vote:
Ayes: Councilmen Gerow, Hesser,.Peterson,,Selby and Mayor Love.
Noes: Councilmen None.

R. T. Hutchins, Superintendent of the Water Department, advised of the
necessity ok resubmitting priority forms in connection with an application for
a priority rating'on certain materials required in connection with the develop-
ment of Water Well No. 8.
Following his report, it was moved by Councilman Gerow, seconded by
Councilman Selby,'that further consideration of bids received June 17th, 1942,
for furnishing the City of E1 Segundo a certain pump, and certain pipe and
fittings as advertised for, for use in connection with the drilling of Water
Well No. 8 of the City of El Segundo, be 'deferred until the regular meeting of
this Council to be held Wednesday. July 8th, 1942. Carried.
City Attorney Clyde Woodworth reported receipt of a communication-from
the attorneys representing the Receiver of Sovereign Oil Corporation, requesting
e continuance of the hearing in tits matter of the Council's order to show
cause why the permits heretofore issued said Company for the drilling, -
•operation and maintenance of certain oil 'wells within the City of E1 Segundo,
-should not be revoked; wheteupon it was aloved by Councilman Selby, seconded by
Councilman Gerow, that the hearing in the• matter of the order to show cause why
oil well drilling permits heretofore granted Sovereign Oil Corporation should
not be revoked, be continued until July 1.5th, 1942. Carried.
