A. regular meeting of the City Council of the City of El Segundo,
*California, was held in the Council Chamber of the City Hall of said
'City on the above date, having been called to order at 7:00 o'clock
'P. M. by Peter E. Binder, Mayor.- '

READING OF MIN UTES�OF PREVIOUS MEETINGS.
The'minutes of the adjourned regular meeting held on December 29th,
1941, the adjourned regular meeting held on January 9th, 1942, the regular
meeting held on January 14th, 1942 and of-the adjourned regular meeting
held on January 19th, 1942, having been read and no errors or omissions
appearing., it was moved by Councilman Love, Seconded by Councilman Selby,
the ininutes of the foregoing meetings be approved as recorded. Carried.
WRITTEN COMMUNICATIONS.
The following communications, which were read to the Council, were
disposed of in the manner indicated following reference to each hereinafter:
THE HAROLD E. SHUGART COMPANY, dated January 16th, 1942, consenting
to the cancellation of its contract with the City of E1 Segundo for the
installation of acoustical material in E1 Segundo Public Library Building
and releasing the City of-- E1..Segundo from all liability in that connection.
Moved by Councilman Gerow, seconded by Councilman Selby, that said
communication be received and ordered placed on file in the office of
the City Clerk for the purposes of identification and_ reference,. and. that
the cancellation of the contract with The Harold E. Shugart Company for
furnishing and installing acoustical materials in E1 Segundo Public Library
Building be and the same is hereby approved. Carried by the following
vote:
Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilmen None.
SEASIDE INWSTRIES, INC., dated January 16th, 1942, consenting to the
cancellation of its contract with the City of E1 Segundo for furnishing
linoleum for E1 Segundo Public Library Building. Moved by Councilman Selby,
seconded by Councilman Gerow, the following resolution be adopted:
RESOLVED, that that certain communication from Seaside
Industries, Inc., dated January 16th, 1942, presented this
Council this date, consenting to the cancellation of said
Company's contract with the City of E1 Segundo for the
furnishing of linoleum for E1 Segundo Public Library Building,
be received and placed on file in the office of the City
Clerk for the purposes of identification and reference; that
the cancellation of the contract therein referred to be and
the same is hereby approved and the City Clerk is hereby
authorized and directed to return to Seaside Industries,
Inc. the certified check, deposited with the City at the
time said Company bid upon the materials referred to in
said contract.
The foregoing resolution was adopted by the following vote:
Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilmen None.
EASTSIDE BUILDING.MAT Mk S INC., dated January 17th, 19429
consenting-to the cancellation of its contract with the City of E1 Segundo
for furnishing certain building materials for use:in connection with the
construction of E1 Segundo Public Library Building.
Moved by Councilman Gerow, seconded by Councilman Selby, that
said communication be received and ordered placed on file in the office
of the City Clerk for the purposes of identification and reference, and_
that the cancellation of the contract of Eastside Building Materials, Inc.
for furnishing certain building materials for use in connection with
the construction of E1 Segundo Public Library Building be and the same
is hereby approved. Carried by the following vote:
Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilmen None.
JAMES D. HALL, ADJUTANT, American-Legion Post No. 38, undated,
stamped received January 20th, 1942, expressing thanks for the use of
the City truck in hauling materials for the erection of a building at
E1 Segundo Boy Scout camp. Ordered filed.

ORAL COMMUNICATIONS.
REPORTS OF STANDING COMMITTEES.
Councilman Gerow of the Public Service Committee, reported having
made.an inspection of the existing floor in E1 Segundo Public Library
Building and of having determined, after consultation with the City Engineer
and Mayor Binder, that it is necessary to-finish only that portion of the
floor of said building which may be located in the section thereof likely
to be utilized by medical corps in event said building is used as a
casualty dressing station or emergency hospital in event of casualties
suffered by residents of the G ity of E1 Segundo subsequent to bombing or
other.attack upon said City by reason of war.
REPORTS OF OFFICERS AND SPECIAL COMMITTEES.
The Chief of Police reported the revocations of the appointments
of E. M. Sholl, J. Santo, Teddy Wester and J. Q. Claea-:as Special Police
Officers of the City of El Segundo, effective January 20th, 1942. The
report was ordered placed on file in the office of the City Clerk.
The Chief of Police reported the appointments of W. S. Nielsen,
7. A. Dennis, F. Ketchem and Jacob John Kulhanek as Special Police Officers
of the City of.El Segundo and'requested'approial bf such appointments.
It was thereupon.moved by Councilmen Hewer, seconded by Councilman Love,
that the appointments by the Chief oP Police of the City'of E1 Segundo of
W. S. Nielsen, J. A. Dennis, F. Ketchem and Jacob John Kulhanek as Special
Police Officers of said City be and the same are hereby ratified, approved
and confirmed. Carried.
The City Attorney reported progress in connection with his
endeavors to obtain from Interstate Engineering and Aircraft Corporation
a deed to certain portions of Imperial Highway in the City of E1 Segundo
for the purpose of widening and improving the same.
The City Attorney reported receipt from the Railroad Commission of
the State of California of an acknowledgment of the filing of this City's
application for a modification of the Railroad Commission's order requiring
the installation of wigwag signals at the Douglas Avenue crossing over the
right of way of Atchison, Topeka and Santa Fe Railway.
The City Clerk I reported that poth pianos of the City of E1 Segundo
are in need of tuning and that one is badly in need of repair due to moths
having destroyed felt cushions therein, whereupon it was moved by Councilman
Love, seconded by Councilman Hesser, that the two pianos of the City of E1
Segundo be tuned and repaired at a cost of not to exceed $35.00. Carried
by the following vote:
Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilmen None.
UNFINISHED BUSINESS.
At this point the City Clerk read to the Council a form of "Notice
Inviting Bids on Automobiles and Equipment ", prepared by the City Attorney
pursuant to instructions given the latter official at the;last regular meeting
of this Council, after which it was•moved by Councilman Selby, seconded by
Councilman Love, that the "Notice Inviting Bids on Automobiles and Equipment ",
as read to this Council this date, be received and filed in the office of
the City Clerk for the purposes of identification and reference; that the
same be approved and that the City Clerk be authorized and directed to
cause the same to be published in time, form and manner required by law.
Carried by the following vote; ,
Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilmen None.
Pursuant to previous instruction of this Council, the City Attorney
presented a form of "Notice of Sale At Public Auction of Certain Items of
Obsolete Equipment and Junk by the City of El Segundo, California ", which
form of notice was read; whereupon it was moved by Councilman Gerow,
seconded by Councilman Sesser, that the following resolution be adopted:
"RESOLVED, that that certain 'Notice of Sale at
Public Auction of Certain Items of Obsolete Equipment
and Junk by the City of E1 Segundo, California', prepared
by the City Attorney and presented this Council this date,
be approved as to form; that a copy thereof be placed on
file in the office of the City Clerk for the purposes of
identification and reference; that the City Clerk be and
he is hereby authorized and directed to cause said Notice
to be published in two consecutive issues of Al Segundo,
Herald and a synopsis thereof to be published once in the
Valley Merchants News.
Carried by the following vote:
Ayes: Councilmen Gerow, Hesser, Love, Selby and Maybr Binder.
Noes: Councilmen None.
