A regular meeting of the City Council of the City of E1 Segundo, California,
was held in the Council Chamber of the City Hall of -said City on the above date,
having been called to order at 7:00 P. M. by Peter E. Binder, Mayor.
ROLL CALL:
Councilmen Present: Gerow, Hesser, Selby and Mayor Binder.
Councilmen Absent: Love.
Other Officers Present:
Clyde Woodworth - City Attorney.
R. T. Hutchins - City Engineer.

READING OF MINUTES OF-PREVIOUS MEETING.
The minutes of the regular meeting held on the 7th day of January, 1942,
having been read, it was moved by.Councilman Selby, seconded by Councilman
Hesser, the minutes be approved as recorded. Carried.
WRITTEN COMMUNICATIONS.
The following communications, which were read to the Council, were
disposed of in the manner indicated, following reference to.each hereinafter:
RAILROAD COMMISSION OF THE STATE OF CALIFORNIA, dated January 12th,
1942, acknowledging receipt of a copy of that certain resolution of the City
Council of the City of E1 Segundo, adopted January 7th, 1942, with reference
to an application by Pacific Electric Railway Company and Las Angeles Motor
Coach Company for increased•fares, advising that a hearing in the matter
will be held at Los Angeles, Thursday, January 15th, 1942, and that the
City may appear and be heard at said hearing., Ordered filed.
LOS ANGELES COUNTY DIVISION, LEAGUE OF CALIFORNIA CITIES, dated'January
7th, 1942, advising of its 124th regular monthly meeting to be held at El
Monte, January 15th, 19429 at 6:30 P. M., and requesting attendance thereat.
Ordered filed.
SOUTHERN CALIFORNIA GAS COMPANY, dated January 12th, 1942, referring
to maps showing locations of its various gas mains in the public streets
within the City of E1 Segundo and requesting that such maps be kept confi-
dential during the continuance of the war.
Moved by Councilman Hesser, seconded by Councilman Selby, that the
communication of Southern. California Gas Company, dated January 12th, 1942,
requesting that its maps showing the locations of various gas mains in
the city streets in the City of E1 Segundo, filed with said City, be received
and placed on file, and the City Clerk and the'City Engineer be instructed
to comply with said request in so far as they may lawfully do so. Carried.
STREET DEPARTMENT, PARKS DEPARTMENT 'and SEM DEPARTMENT'EMPLOYEES,
dated January 13th, 1942, indicating their willingness to forego payments
for overtime servicew resulting from war'cond.itions. Moved by Councilman
Gerow, seconded- by Councilman Hesser, that said communication be received
and filed and the City Clerk instructed to transmit a letter to said
employees, thanking them for their cooperation. Carried.
WATER DEPARTMENT EMPLOYEES of the City of E1 Segundo,•dated January
14th, 1342, expressing a willingness to perform overtime duties, when
necessary, for the duration of the war emergency, without payment of* salary
or compensation for such overtime services. Moved by Councilman Gerow,
seconded by Councilman Hesser, that said communication be received and placed
on file in the office of the City Clerk and that the City Clerk be directed
to write the employees who signed said communication, thanking them for
their generous cooperation. Carried.
JOB14 W. BIIUMGoAR`HM, Councilman, 12th District of the City of Los Angeles,
dated December 16th, 19419 being a copy of a report made by him as Chairman
of the State and'County Affairs Committee of the Los Angeles County Division
of the League of California Cities, with reference'to the problem of disposal
of non - combustible rubbish by groups of similar cities in Los Angeles County.
By general consent the communication was ordered received and filed and con-
sideration of the report deferred to a future date.
J. L. RA DALL, dated January 14th, 1942, requesting permission to take
his customary annual vacation between the dates January 17th, 1942, and February
8th, 1942, the additional week being one accumulated from the Year 1941, during
which year said employee took only one week's vacation.
Moved by Councilman Hesser, seconded by Councilman Selby, that J. L.
Randall, pursuant to his request therefor, filed with this Council this date,
be and he is hereby granted his customary annual two weeks vacation beginning
January •l7th, 19429 and an additional week to which said employee is entitled
by reason of his having taken-only one week's vacation instead of two in the
Year 1941, said 1942 vacation under the circumstances to terminate February
8th, 1942. Carried by the following vote:
Ayes: Councilmen Grow, Hesser, Selby and Mayor Binder.

ORAL COMMUNICATIONS.
Ralph Kanode, representing E1 Segundo'Cooperative Unit, addressed the
Council relative to the City taking over a certain truck and other equipment
owned by said Unit and the building now rented by it for use by the City in-
any emergency which may develop in vie* of the fact that said Unit is contem-
plating disbanding. The matter was discussed briefly by the Council and it
was decided that the matter be taken under advisement pending an investigation
by Councilman Gerow and Mayor Binder.
REPORTS OF STANDING COMMITTEES.
Councilman Gerow reported that pursuant to the Council's previous
instructions, City Ingineer Hutchins has had prepared a list of obsolete
materials and equipment owned by the City which have salvage value, and which
it is believed might be sold at auction. At the conclusion of discussions
relative to the matter, it was moved by Councilman Selby, seconded by Councilman
Gerow, that the City Engineer furnish the City Attorney data respecting
obsolete materials and equipment of the City of E1 Segundo, -which may be sold
at public auction and that the City Attorney prepare the necessary forms for
advertising said property and materials for sale in the manner required by law.
Carried by the following vote:
Ayes: Councilmen Gerow, Hesser, Selby and Mayor Binder,
Noes: Councilmen None.

The City Clerk reported that he had been advised by the office of
John C. Austin, Architect for E1 Segundo Public Library Building, that-the
contract between the City of E1 Segundo and McCullough &-Co. for furnishing
and installing the the roof 6n said Library Building had been completed by
McCullough & Co. and that it was therefore in order to return the deposit
check of said Company. It was thereupon moved by Councilman Selby, seconded
by Councilman Gerow, the following resolution be adopted: I

"WHEREAS, it appears from the report the City Clerk
has made to this Council this date, that the contract between
the City of E1 Segundo and McCullough & Ca: for furnishing
and installing a certain tile roof on E1 Segundo Public
Library Building, under award made to said McCullough & Co.
pursuant to the provisions of Resolution No. 539 of the .
City Council of said City, has been fully executed;
AND, WHEREAS, it appears also that the City Clerk
is holding a check filed as good faith deposit at the time
said contractor bid upon the material proposed to be furnished;
NOW, THEREFORE, BE IT RESOLVED, that the City Clerk be
and he is hereby authorized and directed to return to McCullough
& Co. its deposit check in amount of $73.00.
The foregoing resolution was adopted by the following vote:
Ayes: Councilmen Gerow, Hesser, Selby and Mayor Binder.
Noes: Councilmen None.

The Chief of Police announced the appointment of H. C.• Holt as a
Special Police Officer and requested approval of such appointment, whereupon
it was moved by Councilman Selby, seconded by Councilman Hesser, that the
appointment by the Chief of Police of the City of E1 Segundo of H. C. Holt
as a Special Police Officer of said City, be and-the same is hereby ratified,
approved and confirmed. The motion carried unanimously.
In the matter of the abandonment by Standard Oil Company of California
of certain oil wells heretofore drilled and operated by it within the City
of E1 Segundo, and mentioned in a certain communication from said Company
received -by this Council December 30th, 1941, and on January 7th, 1942
referred to the City Attorney for investigation and report, the City Attorney
at this time read to the Council the provisions of the ordinance of the
City of E1 Segundo. relating to the abandonment of oil wells and the payment
of license fees, at the conclusion of which report, it was moved by Councilman
Selby, seconded by Councilman Hesser, that the,City Clerk be authorized to
address a communication to Standard Oil Company of California, inquiring
as to the actual date of abandonment of Wells Nos, 2, 3 and 8 of said
Company and as to whether or not said wells were abandoned in the manner
provided by rules and regulations of the Division of Oil and Gas of the
Department of Natural Resources of the.State of California. :The motion
carried unanimously.
In the matter of the acquisition of certain real property at the
Northeast corner of Maple Avenue and Center Street in the City of E1 Segundo
from the owner, a Mr. McDonough, the City Attorney reported progress..
The City Clerk informed the Council that various persons, who may
be engaged in official activities during or after an air raid, should be
protected with metal helmets in order to reduce the possibility of head
injuries, after which it was moved by Councilman Hesser, seconded by Council-
man Selby, the following resolution be adopted:
WHEREAS, there exists an emergency effecting the
public peace, health and safety, in this, that the United
'States of America is now at war;
AND,. WHKTAS ", the items of equip*mt, hereinafter
mentioned, for persons engaged in official activities in
and for the City of El- Segundo; are urgently required;
NOW, THEREFORE, BE IT RESOLVED by the City Council
of the City of El Segundo, California, as follows: .
1. That this Council hereby finds said emergency
to so exist and does further find that in order to protect
and preserve the public peace, health and safety of said
City and of the public thereof, the equipment hereinafter

ordered is urgently necessary.
2. That the City Clerk be and he is hereby authorized
and instructed to purchase immediately not to exceed 250
steel helmets for the City of El Segundo for use by
,persons engaged in official activities in and for said
City; and .
3. That he shall cause said steel helmets to be assigned
for use to such personnel as may be designated b� the Chief
of Police, the Chief of the Fire Department and/or the Local
Defense Council of the City of E1 Segundo.
The foregoing resolution was adopted by the following vote:

UNFINISHED BUSINESS.
Moved by Councilman Hesser, seconded by Councilman Gerow, that
Resolution No., 59,9, entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EL SEGUNDO , CALIFORNIA, AMENDING RESOLUTION NO.
589 ENTITLED: "A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF EL SEGUNDO, CALIFORNIA, FIXING AND
ESTABLISHING THE COMPENSATION OR PAY OF VARIOUS
MUNICIPAL OFFICERS AND EMPLOYEES OF SAID CITY, AND
REPEALING ALL RESOLUTIONS AND ORDERS AND PARTS OF
RESOLUTIONS AND ORDERS IN CONFLICT KITH. ",
PASSED AND ADOPTED ON THE 26TH DAY OF NOVEMBER, 19419,
BY AMENDING SUBDIVISION "H" OF THE "RULES AND
REGULATIONS RELATING TO HOURS OF SERVICE" SET FORTH
IN SECTION 3 THEREOF; AND BY ADDING A NEW SECTION
TO SAID RESOLUTION TO BE KNOWN AND DESIGNATED AS
"SECTION 8.1" RELATING TO LEAVES OF ABSENCE O14 ACCOUNT
OF MILITARY SERVICE,
which was read, be adopted. Carried by the following vote:

City Engineer Hutchins reported having had a conference with Mr.
Nigg,.representing John C. Austin, Architect, in connection with the com-
pletion of E1 Segundo Public Library Building, to the .point where it might
be used for emergency purposes, and that from said conference it was learned
that the contractors, who are to furnish materials only in connection with
said work, are not in a position to furnish labor to install their.materials,
and that those who.agreed to furnish labor and materials will do so;-where-
upon it was moved by Councilman Selby, seconded by Councilman Hesser, that
the City Engineer be instructed to proceed with the completion of El Segundo
Public Library Building to the point where it may be utilized for emergency
purposes and to hire all help necessary to perform the work required, all
as contemplated in previous actions of this Council is that regard. Carried
by the following vote:.

NEW BUSINESS.
The City Engineer reported that Wright & Becker desired a peimit to construct
sidewalk and curb on the Last and West sides of Maryland Street and Bungalow Street .
between Mariposa and Palm Avenues, and in portions of the South side of Palm Avenue,
between Center Street and Lomita Street, all as shown on a certain sketch which
said City Engineer exhibited.
Following discussion, it was moved by Councilman Selby, seconded by Council-
man Gerow, that Wright and Becker be and they are hereby granted permission to
install sidewalks and curbs on the East and West sides of Maryland Street and
Bungalow Street, between Palm Avenue and Mariposa Avenue, and on portions of the
South side of Palm Avenue, between Center Street and Lomita Street, as shown on
a certain sketch presented this Council this date by the City Engineer, provided
that said sidewalks.and curbs shall be constructed in accordance with specifications
of the City of E1 Segundo heretofore adopted respecting construction of sidewalks
and curbs within said City, and provided further, that such sidewalks and curbs
shall be installed at grades approved by said City Engineer, and that all of the
work in connection therewith shall be prosecuted and completed to the satisfaction
of the Street Superintendent of the City of E1 Segundo. Carried by the following
vote:

The City Engineer informed the Council that it is necessary for the City
to acquire certain new automotive equipment for the use of the Police, Water
and Parks Departments of the City of E1 Segundo, and that in connection therewith
the City will have two used vehicles to trade,in.on such purchase.
It was thereupon moved by Councilman Selby, seconded by Councilman Hesser,
that the City Attorney be and he is hereby authorized and directed to prepare
a nbtice'to bidders on motor vehicles, anticipating the-purchase of certain
motbr vehicle'equipment for the use of certain departments of the City of E1
Segtindo, such notice to be based upon information which shall be furnished the-
City Attorney by the City Engineer. Carried by the following vote:
Ayes: Councilmen Gerow, Hesser, Selby and Mayor Binder,
Noes: Councilmen None.

Moved by Councilman Hesser, seconded.by.Councilman Selby, that the City
Clerk be authorized to purchase from Penick and Gordon, two dozen magnesium
bombs at a price of 65¢ each, plus California State Sales Tax, such bombs to
be used in training air raid wardens and fire watchers in the method of handling
these instrumentalities in event of an air-attack by-an enemy upon the City of
El Segundo'. Carried by' the following vote:
Ayes: Councilmen Gerow, Hesser, Selby and Mayor Binder.
Noes: Councilmen None.

No- further business appearing to be transacted at this session, it was
moiled by Councilman Gerow, seconded by Councilman Selby, the meeting adjourn
